Cultural heritage destruction invariably accompanies assaults on civilians, making heritage attacks impossible to disentangle from the mass atrocities of genocide, war crimes, crimes against humanity, and ethnic cleansing. Both seek to eliminate people and the heritage with which they identify. Cultural Heritage and Mass Atrocities assembles essays by thirty-eight experts from the heritage, social science, humanitarian, legal, and military communities. At the end of World War II, the US Office of Military Government for Germany and Bavaria, through its Monuments, Fine Arts, and Archives division, was responsible for the repatriation of most of the tens of thousands of artworks looted by the Nazis in the countries they had occupied. However, as the campaign has evolved and the insurgency has proved to more resistant and capable, key operational imperatives have emerged, including military support to the civilian development effort, closer partnering with Afghan security forces, and greater military restraint. All participating militaries have adapted, to varying extents, to these campaign imperatives and pressures. This book analyzes these initiatives and their outcomes by focusing on the experiences of three groups of militaries: those of Britain, Canada, Denmark, the Netherlands, and the US, which have faced the most intense operational and strategic pressures; Germany, who's troops have faced the greatest political and cultural constraints; and the Afghan National Army (ANA) and the Taliban, who have been forced to adapt to a very different sets of circumstances.

Written rules in formal organizations are distinctive elements of organizational history; they shape organizational change and are in turn shaped by it. These rules are created, revised, and eliminated in ways that leave historical traces, and they have a visibility and durability that elude non-written rules. They thus provide rich data for an empirical probe into the dynamics of organizational history. This study uses qualitative and quantitative data from the history of a specific organization, Stanford University, to develop speculations about the ways in which written rules change. It contributes both to a theory of rules and to theories of organizational decision-making, change, and learning. Organizations respond to problems and react to internal or external pressures by focusing attention on existing and potential rules. The creation, modification, or elimination of a rule, then, is a response to events in the outside environment (such as new government regulations) or to events within the organization (such as alterations in internal government structures). The authors elaborate a simple set of ideas about written rules and their dynamics, emphasizing the interplay among periodic major shocks to the system from outside, experiences with individual rules as they age and are revised, and the spread of effects through an interconnected set of rules. It is a story in which changes introduced in one part of a rule system create adjustments in other parts, including the same rule later in time, as the consequences of the changes are experienced and as rule-making attention is mobilized, satiated, and redirected. These processes involve the full panoply of political negotiation, symbolic competition, discussion, and problem solving that are typical of organizational decision making.

At the beginning of this volume, Erasmus leaves Louvain to live in Basel. Weary from the many controversies reflected in the letters of the previous volumes, he is also anxious to see the annotations to his third edition of the New Testament through Johann Froben's press. Above all he fears that pressure from the imperial court in the Netherlands will force him to take a public stand against Luther. Erasmus completes a large number of works in the span of this volume, including the Paraphrases on Matthew and John, two new expanded editions of the Colloquies, an edition of De conscribendis epistolis, two apologiae against his Spanish detractors, and editions of Arnobius Junior and Hilary of Poitiers. But the predominant theme of the volume remains 'the sorry business of Luther.' The harder Erasmus persists in trying to adhere to a reasonable course between Catholic and reforming zealots, the more he finds himself 'a heretic to both sides.' His Catholic critics appear the more dangerous. Among them are the papal nuncio Girolamo Aleandro, who is bent on discrediting him at both the imperial and papal courts as a supporter of Luther; the Spaniard Diego L pez Z iga, who compiles a catalogue of Blasphemies and Impieties of Erasmus of Rotterdam; and the Carmelite Nicholaas Baechem, who denounces Erasmus both in public sermons and at private 'drinking-parties.' Erasmus' refusal to counsel severity against the Lutherans is motivated chiefly by concern for peace and the common good of Christendom, and not by any tender regard for Luther and the other reformers. Still, many of the letters in this volume testify to his growing aversion to the reformers, and we see him moving perceptibly in the direction of his eventual public breach with them. A special feature of this volume is the first fully annotated translation of Erasmus' Catalogues Iucubrationum (Ep 1341 A), an extremely important document for the study of Erasmus' life and works and of the controversies they aroused. Governments around the world are criticized as inefficient, ineffective, too large, too costly, overly bureaucratic, overburdened by unnecessary rules, unresponsive to public needs, secretive, undemocratic, invasive into rights of citizens, self-serving, and failing in provision of the quantity and quality of services desired by the taxpaying public. Fiscal stress has plagued many governments, increasing the cry for less costly or just less government. Critics have exerted sustained pressure on politicians and public managers for transformational reform. Recommendations for change have included application of market and economic logic and private sector management methods to government. Managerial reform has been promoted on grounds that the public sector is organized and functions on many of the wrong principles and needs reinvention and renewal. Government reforms in response to reformist pressures have included restraint of spending and tax cuts, sales of public assets, privatization and contracting-out of services, increased performance measurement and auditing, output and outcomes based budgeting, and new accounting and reporting methods. Reform has been accompanied by promises of smaller, less interventionist and more decentralized government, improved efficiency and effectiveness, greater responsiveness and accountability to citizens, increased choice between public and private providers of services, a more 'entrepreneurial' public sector capable of cooperating with business. While it is apparent why politicians and elected officials often support new managerial methods, observers wonder whether the promises of reform can be delivered upon to provide benefits depicted so attractively. Dialogue on this question is active among public management scholars, practitioners, politicians, citizen groups and the media. Substantial elements of this dialogue are represented in this book.

Newly available in paperback, and including many of Hogg's better known longer pieces, the present volume is based on the first edition of A Queer Book to be published since 1832 - though the similarity between the two editions ends with the running order. While the text for the original edition was substantially reworked by the publisher to smooth out Hogg's use of Scots, this volume brings together manuscripts from all over the world to provide material as near to his final copy as possible. The result is a vibrant collection including many poems which have never been studied critically before. A thorough introduction to the best of Hogg's poetry.

The third and final volume of the first collected edition of Hogg's letters reveals his versatility in old age.
