The International Group for Policy and Program Evaluation (INTEVAL) serves as a forum for scholars and practitioners of public policy to discuss ideas and developments as a community dedicated to enhancing the contribution of evaluation to government. From the group's studies has emerged a concern with the impact of public management reforms. Collaboration in Public Services examines collaboration in the delivery of public policies and identifies the challenges for policy and program evaluation.Written by a mix of academics, program managers, evaluators, and auditors, this volume explores the forms and challenges of collaboration in different national contexts. Chapter 1 introduces the notion and manifestations of collaboration and discusses emerging issues. Chapter 2 examines partnerships and networks of public service delivery. Chapter 8 demonstrates from Dutch and Canadian experiences that auditor responses to collaborative delivery tend to overlook traditional roles as guardians of accountability on behalf of parliaments. Chapter 9 deliberates the efficacy of programs involving multiple partners. Chapter 10 discusses the lessons and challenges of evaluation and collaborative government.

The current paradigm-changing ancient DNA revolution is offering unparalleled insights into central problems within archaeology relating to the movement of populations and individuals, patterns of descent, relationships and aspects of identity – at many scales and of many different kinds. The impact of recent ancient DNA results can be seen particularly clearly in studies of the European Neolithic, the subject of contributions presented in this volume. We now have new evidence for the movement and mixture of people at the start of the Neolithic, as farming spread from the east, and at its end, when the first metals as well as novel styles of pottery and burial practices arrived in the Chalcolithic. In addition, there has been a wealth of new data to inform complex questions of identities and relationships. The terms of archaeological debate for this period have been permanently altered, leaving us with many issues.This volume stems from the online day conference of the Neolithic Studies Group held in November 2021, which aimed to bring geneticists and archaeologists together in the same forum, and to enable critical but constructive inter-disciplinary debate about key themes arising from the application of advanced ancient DNA analysis to the study of the European Neolithic. The resulting papers gathered here are by both geneticists and archaeologists. Spanish museum architecture has experienced a marked upturn since the 1990s, helping even small towns off the tourist beaten track to acquire extraordinary museum buildings. This is expressed most visibly without a shadow of a doubt in Frank O Gehry's Guggenheim Museum in Bilbao. But there are not just the international stars who have contributed to this success. Spanish architects in particular have designed unique museums that have changed the look of whole towns. One example is the Museo de Arte Contemporáneo de Castilla y León in León in Castille, built by the Madrid architects Mansilla + Tuñon. Rafael Moneo, who recently completed the annexe for the Museo del Prado in Madrid is still the undisputed leading figure in Spanish architecture, but in the meantime architects like Mansilla + Tuñon, who trained under Moneo, are attracting attention internationally as well as in Spain, and so are young talents who have just left architecture school and are successfully designing museums. Spanish architects use a wide variety of formal languages. And yet there are some characteristics that apply to them all: they have never been interested in the games Postmodernism plays; many of them value reinterpreting regional building traditions in a modern way; they are also sensitive to special features of the existing topography. Kenneth Frampton said in this context that Spanish architecture essentially runs counter to the globalisation tendencies that are increasingly reducing architectural form to a comfortable aesthetic product. The present book, which is also suitable as a museum guide, shows that this tendency is particularly conspicuous in the new museums. It confirms the world-class nature of Spanish architecture, recorded from Rafael Moneo's early Museo de Arte Romano in Mérida to Herzog and de Meuron's new Calixa Forum art gallery in Madrid.

In May 2004, the enforcement of the EC competition rules changed radically. Under Regulation 1/2003, the national competition authorities (NCAs) of all 27 Member States are called upon to actively participate, together with the European Commission, in the enforcement of Articles 81 and 82 EC. In order to ensure the efficient and consistent application of the law, Regulation 1/2003 provides for a number of co-operation mechanisms at the heart of which lies the European Competition Network (ECN). The ECN acts as a common forum for information exchange, co-ordination and discussion. This book provides an in-depth analysis of the rules governing co-operation within the ECN. It is a valuable source for all working in the field of EC competition law: practitioners, company lawyers, competition authority officials and academics. The author focuses on horizontal co-operation between the NCAs of different Member States. She starts by looking at the arrangements for case allocation, discusses the rules on information exchange and also deals with the consultation procedure prior to the adoption of final NCA decisions. Between 1914 and 1922, millions of Europeans left their homes as a result of war, postwar settlements, and revolution. After 1918, the immense movement of people across Germany's eastern border posed a sharp challenge to the new Weimar Republic. Ethnic Germans flooded over the border from the new Polish state, Russian émigrés poured into the German capital, and East European Jews sought protection in Germany from the upheaval in their homelands. Nor was the movement in one direction only: German Freikorps sought to found a soldiers' colony in Latvia, and a group of German socialists planned to settle in a Soviet factory town. In The Impossible Border, Annemarie H. Sammartino explores these waves of migration and their consequences for Germany. Migration became a flashpoint for such controversies as the relative importance of ethnic and cultural belonging, the interaction of nationalism and political ideologies, and whether or not Germany could serve as a place of refuge for those seeking asylum. At the periphery of the Chinese empire, a group of innovative entrepreneurs built companies that dominated the Chinese salt trade and created thousands of jobs in the Sichuan region. From its dramatic expansion in the early nineteenth century to its decline on the eve of the Sino-Japanese War in the late 1930s, salt production in Zigong was one of the largest and one of the only indigenous large-scale industries in China. Madeleine Zelin recounts the history of the salt industry to reveal a fascinating chapter in China's history and provide new insight into the forces and institutions that shaped Chinese economic and social development independent of Western or Japanese influence. Her book challenges long-held beliefs that social structure, state extraction, the absence of modern banking, and cultural bias against business precluded industrial development in China. Zelin details the novel ways in which Zigong merchants mobilized capital through financial-industrial networks. She describes how entrepreneurs spurred growth by developing new technologies, capturing markets, and building integrated business organizations. Without the state establishing and enforcing rules, Zigong businessmen were free to regulate themselves, utilize contracts, and shape their industry. However, this freedom came at a price, and ultimately the merchants suffered from the underdevelopment of a transportation infrastructure, the political instability of early-twentieth-century China, and the absence of a legislative forum to develop and codify business practices. Zelin's analysis of the political and economic contexts that allowed for the rise and fall of the salt industry also considers why its success did not contribute to "industrial takeoff" during that period in China. These photographic diptychs of LGBTQ+ people in America express the acute vulnerability of coming out From 2011 to 2015, Brooklyn-based photographer Ash Kolodner (born 1987) traveled across the United States photographing hundreds of LGBTQ+ individuals of all ages. They made two consecutive portraits of each of their subjects, photographing them twice during the same sitting: once with eyes closed and then with eyes open. These diptychs symbolize the vulnerability many have felt at the outset of discovering their personal identities, and then the realization and self-actualization manifest in the intimate and profound process of coming out. Through more than 180 color portraits, along with subject interviews and contributing texts by filmmaker Kimberly Peirce and Tony award-winning producer Jordan Roth, and icon and performer, RuPaul, Gayface reflects the beauty, intimacy and sometimes the pain of a community kept in the shadows for decades. Ultimately these pictures and this handsome volume represent a revelatory statement on the profound humanity we all share. Ash Kolodner was born in Washington, DC, and holds a BFA in commercial photography from the Brooks Institute of Photography in Santa Barbara and an MFA in photography from Pratt Institute in Brooklyn. The 5+1 studio of associated architects was established in Genoa in 1995 by five graduates of the Faculty of Architecture at Genoa University where they worked on architectural design courses with Enrico D. Bona. After winning the first prize in a national competition regarding the signalling system at Campi industrial park in Genoa in 1996, since 1997 they have been part of the IFYA (International Forum of Young Architects), and in the same year they were commissioned by Spes spa to convert the former Bligny Barracks in Savona into a new university campus. In 1998 they were invited by the Italian Institute for Culture in Paris to expound on the creative process in an exhibition entitled 5+1 associati: progetti in gruppo. In 1999 they won a bid to design the new archaeological centre in Aquileia, which with the university campus in Savona is an important example of project based on existing sites. They were invited to take part in the second phase of the international design competition for the expansion of the Palace of Justice (Law Courts) in Siena. In 2000 they were invited by INARCH to display their work at the Italian Institute of Culture in Prague and at the Venice Biennale, both of which were dedicated to young Italian architects. They won the competition to construct an office building at Vado Ligure and were invited to take part in the second phase of the international design competition for the new Congress Bridge in Rome.

Modernity offers people choices about who they want to be and how they want to appear to others. The way in which Jews choose to frame their identity establishes the dynamic of their social relations with other Jews and non-Jews - a dynamic complicated by how non-Jews position the boundaries around what and who they define as Jewish. This book uncovers these processes, historically, as well as in contemporary behavior, and finds explanations for the various manifestations, in feeling and action, of 'being Jewish.' Boundaries and borders raise fundamental questions about the difference between Jews and non-Jews. At root, the question is how 'Jewish' is understood in social situations where people recognize or construct boundaries between their own identity and those of others. The question is important because this is by definition the point at which the lines of demarcation between Jews and non-Jews, and between different groupings of Jews, are negotiated. Collectively, the contributors to the book expand our understanding of the social dynamics of framing Jewish identity. Mexican leaders eagerly anticipated the attention that hosting the world's most visible sporting event would bring, yet they could not have predicted the array of conflicts that would play out before the eyes of the world during the notorious 1968 Mexico City Olympics. Following twenty years of economic growth and political stability—known as the "Mexican miracle"—Mexican policy makers escaped their prior image of being economically underdeveloped to successfully craft an image of a nation that was both modern and cosmopolitan but also steeped in culture and tradition. Buoyed by this new image, they set their sights on the Olympic bid, and they not only won but also prepared impressive facilities. Prior to the opening ceremonies, several controversies emerged, the most glaring of which was a student protest movement that culminated in a public massacre, leaving several hundred students dead. Less dramatic were concerns that athletes would suffer harm in the high elevation and thin air, debates over the nature of amateurism, threats by nations opposing apartheid to boycott if South Africa was allowed to compete, and the introduction of drug and gender testing. Additionally the Olympics provided a forum for the United States and the Soviet Union to carry their Cold War rivalry to the playing field—a way to achieve victory without world destruction at stake. During the Games, one of the most significant controversies occurred when two African American athletes, Tommie Smith and John Carlos, raised their fists in the Black Power salute while on the medal stand. This gesture brought worldwide attention to racism within the United States and remains a lasting image of both the Mexico City Olympics and the Civil Rights movement. Although the Olympics are intended to bring athletes of the world together for harmonious competition, the 1968 Games will long be remembered as fraught with discord. Transport amphorae are one of the best archaeological indicators for evaluating the economy and trade of societies in the ancient world. (Impianto Elettrico) 1980-81 nel Foro di Pompei, produced by researchers from the University of Cadiz and the Ca' Foscari University of Venice, includes the study of nearly five hundred of these commercial containers, recovered during the pioneering stratigraphic excavations carried out in 1980-1981 at the Forum of Pompeii, called conventionally "Impianto Elettrico". The work represents the first Pompeian monograph dedicated exclusively to the analysis of the amphoric evidence brought to light by archaeological excavation activities in the city buried by the eruption of Vesuvius and analyses in diachronic perspective the main productions in circulation between the VI / V BC and the year 79 AD. The chapters of the volume offer the reader data relating to archaic amphorae, Greek amphorae and Italic wine amphorae from the Republican era, which draw a commercial panorama of great vitality. The African amphorae, following Punic traditions, are then reviewed; then follow the Punic-Gaditan garum amphorae, identified for the first time in the Vesuvian area in this study; le Dressel 21-22, containers for the Italic fish-salting trade and, finally, the productions of the late Republican and Julio-Claudian period. The volume is completed by a series of complementary archaeometric studies carried out on some of the amphorae (paleocontent organic residue analysis and petrographic characterization of the fabrics). All this material, analyzed with an integrated and interdisciplinary approach, allows us to draw multiple conclusions, fundamental to understanding the rich and articulated daily history of Pompeii, its merchants and its inhabitants (the consumers to whom the amphorae were intended) but also useful to better define the Economic History of some of the circum-Mediterranean regions (from Gades to the Aegean) with which Pompeii had strong trade ties in Antiquity, as evidenced by the amphorae presented here.
