This book examines how and why autonomy matters in contemporary social science research. It considers how autonomy impacts upon the individual researcher, the cultures and values of the university, and research motivation and sponsorship. The authors provide a better understanding of the interplay between individual and institutional autonomy, the issues arising from this interplay, and the value of an independent academic sector to the external community. Successive chapters consider: the variation in social scientists understanding of academic freedom; the researchers view on academic autonomy and decision making; the influence of Hayek on thinking about freedom and markets; the idea of academic freedom in 14th century Oxford; the policy basis for academic freedom and autonomy in Australia; the extent to which autonomy can be seen in the career of one academic; the particular case of research into higher education itself; and, the impact of the research assessment exercise in the United Kingdom. The book sheds light on a critically important but under-studied issue, seeking to offer a clarification of the meaning of academic freedom and autonomy, and the roles of institutional regulatory and managerial environments in supporting them. This fourth volume of the Handbook of Special Education: Research and Practice deals with the nature and nurture of gifted and talented youth, issues affecting students with severe disabilities and children and youth at risk. Section one focuses on gifted and talented youth, their identification, practices to accelerate and enrich their learning, their socio-emotional adjustment, and special categories of gifted students. New federal legislation in the US, changing views about intelligence, and growing concern over quality of education, make this section timely and important. Section two concerns students with severe disabilities with topics ranging from how they can be served in regular school and community settings to the transition to work and living in the community. In section three the theme is children and youth at risk from poverty, limited linguistic competence, limited cognitive mastery, and family problems. The chapters highlight what action can be taken to solve the educational problems associated with these risks. Special attention is paid to the problems of education in the inner-city.

In recent decades, globalization and regional integration have brought significant economic and demographic changes in East Asia, including rising economic inequality, growing population movements within and across borders, and the emergence or renewed geopolitical significance of cultural and linguistic minority populations. These trends have coincided with significant changes in family formation, dissolution, and structures. How have these changes played out in the diverse educational systems of East Asia? In what innovative ways are East Asian governments addressing the new demographic realities of their student populations? This volume offers a snapshot of key educational stratification issues in East Asian nations, and their evolution in conjunction with changing student populations. Scholars of Japan, China, and Korea in this volume address issues ranging from curricular adaptations to globalization, to persisting and new forms of educational stratification, to new multiculturalism in educational policy. In addition, authors consider the ways that migration is shaping education in the city-states of Hong Kong and Singapore. Singapore was ranked first for the competence of its public officials from 1999 to 2002 by "The Global Competitiveness Report". While research has been done on various aspects of public administration in Singapore, there is to date no comprehensive study of the Singapore Civil Service and the statutory boards and their contribution to the attainment of national development goals. The aim of this book is to rectify this gap in the literature by providing a detailed study of public administration Singapore-style. Public administration Singapore-style is characterized by these features: macho-meritocracy; competing with the private sector for talent; low level of corruption; reliance on institutional and attitudinal administrative reforms; reliance on statutory boards to implement socio-economic development programs; effective policy implementation, improving service to the public; and using policy diffusion to solve problems. The book's main thesis is that the nature of public administration in Singapore results from the combined influence of Singapore's policy context and the various policies introduced by the People's Action Party government since it assumed office in June 1959, 50 years ago.

Among the most commonly reported characteristics of individuals with learning and behavioral disabilities are significant and persistent problems with literacy acquisition. Applied research has revealed a number of methods for facilitating literacy learning among individuals with learning and behavioral disabilities. Included in this volume are chapters from a group of internationally-prominent authors, addressing important issues in the conceptualizing, assessing, and treating problems in literacy. These chapters include conceptual factors in reading assessment, reading comprehension, and a critique of the 'dyslexia' concept, implementation of Response to Intervention models for treatment of literacy deficits, applications for individuals with Attention Deficit Hyperactivity Disorder, reading instruction in the content areas, strategy instruction, and reading instruction for English learners with learning disabilities. Accounting research in emerging economies has grown over the last two decades. This is partly due to the increasing realisation that accounting has a central role to play in the development of these economies. Accounting can contribute to enterprise development, governance improvements and promote foreign direct investment. In addition, the increasing integration of the world economy has led to a significant interest in understanding accounting systems in emerging economies. The articles in the volume contribute immensely to our understanding of how accounting functions in emerging economies. The papers have examined various issues including the adoption of International Financial Reporting Standards (IFRS), internet financial reporting, the impacts of ownership concentration and board characteristics on firm performance, governance practices of firms, corporate social responsibility and environmental accounting, related party transactions, budgetary practices, activity-based costing, and females and the accounting profession.
