Other gangs such as The Titanics and The Nile Mob were ready to fill voids. As well as broken alliances, internal friction and members changing sides resulted in bloodshed on the streets, in pubs and clubs and on the courses. Public order was so threatened that the Flying Squad was tasked with the eradication of the problem and, in 1936, the celebrated Battle of Lewes Racecourse brought matters to a bloody conclusion. Saving Congress from Itself proposes a single reform: eliminate all federal grants-in-aid to state and local governments. This action would reduce federal spending by over $600 billion a year and have a profound effect on how we govern ourselves. The proliferation of federal grants-in-aid programs is of recent vintage: only about 100 such grants existed before Lyndon Johnson took office, and now they number more than 1,100. Eliminating grants to the states will result in enormous savings in federal and state administrative costs; free states to set their own priorities; and improve the design and implementation of programs now subsidized by Washington by eliminating federal regulations that attend the grants. In short, it will free states and their subdivisions to resume full responsibility for all activities that fall within their competence, such as education, welfare, and highway construction and maintenance. And because members of Congress spend major portions of their time creating grants and allocating funds assigned to them (think earmarks), eliminating grants will enable Congress to devote its time to responsibilities that are uniquely national in character.

This book consolidates the latest research on the Hadean Eon - the first 500 million years of Earth history - which has permitted hypotheses of early Earth evolution to be tested, including geophysical models that include the possibility of plate tectonic-like behavior. These new observations challenge the longstanding Hadean paradigm – based on no observational evidence - of a desiccated, lifeless, continent-free wasteland in which surface petrogenesis was largely due to extraterrestrial impacts. The eon was termed “Hadean” to reflect such a hellish environment. That view began to be challenged in 2001 as results of geochemical analyses of greater than 4 billion year old zircons from Australia emerged. These data were consistent with the zircons forming in a world much more similar to today than long thought and interpreted to indicate that sediment cycling was occurring in the presence of liquid water. This new view leaves open the possibility that life could have emerged shortly after Earth accretion. The epistemic limitations under which the old paradigm persisted are closely examined. The book is principally designed as a monograph but has the potential to be used as a text for advanced graduate courses on early Earth evolution.
