Edward Elgar Publishing Ltd Implementing European Environmental Policy: The Impacts of Directives in the Member States
This significant book investigates the political economy of environmental policy in Europe with a careful analysis of how EU directives are realised in the member states. The authors explore this issue through a comparative evaluation of the implementation of three pieces of EU environmental legislation in France, Germany, the Netherlands and the UK. Areas covered by the legislation include air emission standards for waste incinerators, the electricity supply industry, and the certification of environmental management systems. The results vary across cases even though overcompliance is observed in certain cases. The regularity arising from the different case studies is related to the determinants of the environmental outcomes that are observed. When environmental directives are implemented they are likely to interact with parallel policy processes and these interactions can exert a strong positive or negative influence on the success of the policy in question. The central policy problem is the fact that these interactions are very difficult to anticipate at the policy formulation stage. It leads the authors to propose that effective environmental policy should therefore be adaptable in order to cope with these unanticipated effects. This book covers a very important and topical issue by studying the genuine impact of environmental directives and increasing the readers' understanding of the way in which environmental federalism works in Europe. It will be welcomed by scholars of environmental law and political science, environmental economists, and environmental policymakers, advisors and consultants.

Edward Elgar Publishing Ltd Monopoly Policy in the UK: Assessing the Evidence
This book investigates monopoly policy in the UK from 1973-1995 using all of the monopoly cases which the Monopolies and Mergers Commission (MMC) reported on during this period. It provides a rigorous analysis of 14 detailed case studies, and focuses specifically on those cases where the MMC sought to introduce change through price controls, termination of anti-competitive practices or divestment. It assesses how effective such measures have been in combating problems such as monopoly pricing, collusion, predatory and discriminatory pricing and different forms of vertical restraint. From the evidence, the authors discuss the strengths and weaknesses of current policy and examine the scope for reform. This book will be of interest to students and researchers interested in competition policy, industrial organisation, the British economy and business strategy.

Wordsworth Editions Ltd From the Earth to the Moon / Around the Moon
Jules Verne (1828-1905) was internationally famous as the author of novels based on ‘extraordinary voyages.’ His visionary use of new travel technologies inspired his readers to look to the industrial future rather than the remote past for their dreams of adventure. The popularity of his novels led directly to modern science fiction. In From the Earth to the Moon and Around the Moon, Jules Verne turned the ancient fantasy of space flight into a believable technological possibility – an engineering dream for the industrial age. Directly inspired by Verne’s story, enthusiasts worked successfully at overcoming the practical difficulties, and within a century, human beings did indeed fly to the Moon. Curiously, however, Verne is unlikely to have thought it possible that a manned projectile could actually be fired out of a giant cannon, rising higher than the Moon, swinging around it, and then landing safely back on Earth. He had used the science of the day to construct a literary conjuring trick, a hoax, one of the most successful in all history. By skilful misdirection he drew the attention of readers away from weaknesses in the project. Read the book and you, too, will be fooled into accepting the realistic possibility in Verne’s time of that dream of flying to the Moon.

Edward Elgar Publishing Ltd Economic Integration in the Americas
This pioneering study shows that economic integration in the Americas is not simply a matter of removing trade barriers. Economic Integration in the Americas addresses the pervasive effects of economic integration on the economy as a whole. This important book examines elements of financial integration and capital mobility in North America and addresses in turn the effects of the North American Free Trade Association on Mexico, comparisons between NAFTA and the European Union, the impact of NAFTA on issues such as social protection, migration and Canadian agricultural policy, and finally, regionalism and multilateralism in the Western hemisphere. While drawing on the experience of European integration, the authors recognize that new, broader analyses are required in the Western hemisphere to allow for the ranges of country size, natural resource endowments and per capita incomes. Sensitive to the political interests involved in economic integration between unequal partners, Economic Integration in the Americas offers students, researchers and policymakers a better understanding of policy at both national and supranational levels.

Wordsworth Editions Ltd Night Terrors: The Ghost Stories of E.F. Benson
‘His body was pressed against the wall at the head of the bed, and the face was a mask of agonised horror and fruitless entreaty. But the eyes were already glazed in death, and before Francis could reach the bed the body had toppled over and lay inert and lifeless. Even as he looked, he heard a limping step go down the passage outside.’ E. F. Benson was a master of the ghost story and now all his rich, imaginative, spine-tingling and beautifully written tales are presented together in this bumper collection. The range and variety of these spooky narratives is far broader and more adventurous than those of any other writer of supernatural fiction. Within the covers of this volume you will encounter revengeful spectres, vampires, homicidal spirits, monstrous spectral worms and slugs and other entities of nameless dread. This is a classic collection that cannot fail to charm and chill.

Edward Elgar Publishing Ltd Prescriptive Entrepreneurship
In the only known programme of prescriptive entrepreneurship, James Fiet provides a marked contrast to the standard descriptive focus of entrepreneurship studies. Instead of the anecdotally based pedagogies that have dominated the teaching of entrepreneurship (and which do not control for luck-based success), the author lays out a programme of research to develop and test theoretically derived guidelines for how to improve the success rate and performance of aspiring entrepreneurs. Rather than describing what entrepreneurs do, he prescribes and tests what they ought to do.The author finds that the use of systematic search at the launch relates positively to both the discovery of wealth-generating ideas and the founding of ventures. The book also uncovers the characteristics of forgiving business models and discusses their teachability. Training elements of the book include a prescriptive model of how to search for and discover wealth-generating ideas, a detailed protocol for how to train aspiring entrepreneurs in the use of systematic search, and an instrument that allows aspiring entrepreneurs to test the potential of their ideas before launching a venture. The book will be of interest to business and entrepreneurship scholars and teachers, students and aspiring entrepreneurs who are looking for prescriptive tools to help them launch a successful business.

Edward Elgar Publishing Ltd Competition in European Electricity Markets: A Cross-country Comparison
The issue of electricity reform has been on the agenda in Europe for a decade and remains a high priority for policymakers looking to the future. However, the performances of new electricity markets are still not clear and arouse significant controversy. This book focuses on the diversity of electricity reforms in Western Europe, drawing evidence from ten European Union memberstates plus Norway and Switzerland as associate members. The contributors analyse the various ways of introducing competition in the European electricity industries, and consider both the strategies of electricity companies and their behaviour in electricity marketplaces. They also offer an explanation of the differences of reforms by the institutions and the industrial structures of each country which shape the types of marketrules, industrial restructuring and public service regulations which have been adopted. As a whole, this volume will attract scholars, PhD and post-graduate students, notably those interested in energy economics, comparative institutional economics and applied industrial economics. European and non-European energy companies or regulatory authorities looking for an independent and analytical overview of European electricity markets will also find this book of great interest.

Edward Elgar Publishing Ltd Combating Poverty in Europe: Active Inclusion in a Multi-Level and Multi-Actor Context
This book provides an extensive and comparative account of how governments go about combating poverty and social exclusion in Europe. Contributions to the volume display robust theoretical anchorage to ground the analysis of the complexities of both multi-level and multi-actor governance, while the perspectives and experiences of target groups are also assessed. Research results elicit enduring problematic aspects that are not likely to disappear when full economic recovery takes place and constitute a must-read for all those interested in how to fight social inequality.'- Ana M. Using a framework that combines insights from multi-level and network governance theory, the book analyses and compares the governance arrangements that European countries introduced in the context of active inclusion policies, and evaluates why these arrangements work or fail - an ambitious and very relevant project!'- Rik van Berkel, Utrecht School of Governance, the NetherlandsDiscovering methods to combat poverty and social exclusion has now become a major political challenge in Europe. Edward Elgar Publishing Ltd Evolutionary Economics and Human Nature
For much of the twentieth century, mainstream economists have treated human agents in their models as if they were rational beings of unbounded computational capacity - the notorious 'Homo Economicus' of much economic theory. However, the patent inadequacies of this understanding of human nature have become increasingly apparent, and economists have begun looking for more realistic models, incorporating the insights of evolutionary theory. The authors address the question of human nature in economics, examining not only some of the recent writing on this subject in evolutionary psychology and related disciplines, but also the ideas of important thinkers in the Western intellectual tradition. Beginning with the ancient Greeks and progressing to the modern day, the contributors explore the works of such thinkers as Augustine, Adam Smith, Thomas Malthus, Alfred Marshall and Kenneth Boulding. Many of these works are placed in a Darwinian, evolutionary perspective, with the imperative that the study of human nature must be consistent with our understanding of human evolution, and should consider how human beings are moulded by cultural and institutional influences. Naturally, Darwin's own view of human nature is also explored, undermining the mistaken notion that Darwinism promotes human nature as greedy, uncooperative and self-seeking.This enlightening, original and highly readable work will be of great interest to professional economists and students, researchers and teachers of evolutionary economics.

Edward Elgar Publishing Ltd Towards a Cultural Political Economy: Putting Culture in its Place in Political Economy
This fascinating volume offers a critique of recent institutional and cultural turns in heterodox economics and political economy. Using seven case studies as examples, the authors explore how research on sense- and meaning-making can deepen critical studies in political economy, illuminating its role in critiquing the specific categories, contradictions and crisis-tendencies of capitalism.Parts I and II provide a foundation in institutionalism, international political economy and historical semantics, before introducing an original account of sense- and meaning-making and its role in remaking social relations. This account connects the evolution of both economic and extra-economic concepts to dispositives (problem-oriented social fixes), institutions, and capitalist restructuring. In Parts III and IV, specific case studies demonstrate how this new research program can be applied to issues such as competitiveness, the knowledge-based economy, governmental technologies, institutional and spatio-temporal fixes and crisis management.Scholars and students of heterodox, cultural, political and institutional economics will find this book a comprehensive and illuminating addition to their libraries.

Edward Elgar Publishing Ltd Private Property and Takings Compensation: Theoretical Framework and Empirical Analysis
From the foreword by Richard A. Epstein, New York University, US: 'Chang reviews the various standards and concludes that the proper measure, which is most invulnerable to political manipulation, calls for compensation at the fair market level of the property at its highest and best use, not just its current value.'This innovative volume offers a thorough breakdown of the issues surrounding takings compensation - payments made as reimbursement for government takeover of private property. Using examples from New York City and Taiwan, Yun-chien Chang discusses the advantages and disadvantages of different methods of compensation and offers insightful suggestions for future implementation. In an effort to fill the gaps in the current literature, the author identifies the five previously recognized types of compensation - zero, current value, fair market value, economic value and project value compensation - and uses a combination of previous research and new data to determine which is the most economically efficient. In doing so, he sets out a concrete methodology for the evaluation of takings compensation strategies that should prove vital to future policy decisions.Students and professors of law, economics and public policy will find much of interest in the author's careful analysis, as will policymakers and other government officials working on similar land use issues.Contents: Foreword by Richard Epstein; Introduction; Part I: Theoretical Framework; 1. Edward Elgar Publishing Ltd Banking and Financial Stability in Central Europe: Integrating Transition Economies into the European Union
The eastwards expansion of the European Union is one of the most explosive economic and political issues of the early 21st century. Economic and financial stability combined with rising prosperity in the applicant countries are increasingly seen as necessary preconditions for European Union membership. This authoritative volume, written by scholars and practitioners from Central and Western Europe and the United States, confronts the issues involved in three of the countries most likely to be successful applicants to the EU - the Czech Republic, Hungary and Slovenia. A spotlight is turned on the banking and financial industries, as they are crucial to the achievement of economic stability. The blend of expertise deployed, which draws on in-depth knowledge and extensive experience in central banking, financial and commercial law, business, practical policy making and economic analysis, ensures that this book is timely, relevant and insightful. The authors suggest that the role of the state in both creating and maintaining an effective financial sector is central. Furthermore, they argue that well-regulated commercial banks and strategic foreign investors are a must as, in practice, the attempt to skip straight to modern capital markets has been ruinous. This accessibly written volume will be of interest to students and scholars of economics, finance, law, political science, the sociology of economic life and European studies.

Edward Elgar Publishing Ltd Capital Mobility, Exchange Rates and Economic Crises
Recent crises in emerging markets have raised doubts about the desirability of relaxing controls on capital mobility. George Fane, however, uses evidence from the crises in Asia and Latin America to reassert the traditional case that such controls are an excessively blunt instrument for achieving financial stability. This book argues that recent official proposals for reforming the 'international financial architecture' are also unlikely to reduce the frequency of currency and financial crises to an acceptable level. The author proposes an alternative plan to achieve greater financial stability: banks should have to double the currently accepted percentage of capital to risk-weighted assets from 8 to 16 percent and the risk-weights for loans to emerging markets should also be raised substantially the financial sectors in emerging markets should be fully opened to foreign competition bankruptcy procedures in emerging markets should be greatly strengthened central banks should adopt flexible exchange rates, backed by credible targets for inflation or monetary growth. If flexible exchange rates are not adopted, central banks should at least avoid the widespread practice of trying to sterilise the monetary effects of capital flows The author argues that the implementation of this plan will be a far more effective way of enhancing financial stability than controlling international capital flows, or trying to force private lenders to make new loans to countries that suffer crises. This book will be required reading for scholars and policymakers in the areas of international financial economics, financial regulation, development economics and Asian studies.

Edward Elgar Publishing Ltd Markets, Planning and the Moral Economy: Business Cycles in the Progressive Era and New Deal
Markets, Planning and the Moral Economy examines the rise of the Progressive movement in the United States during the early decades of the 20th century, particularly the trend toward increased government intervention in the market system that culminated in the establishment of President Roosevelt's New Deal programs. The authors consult writings from politicians, business leaders, and economists of the time, using a variety of historical perspectives to illuminate the conflicting viewpoints that arose as the country struggled to recover from the worst economic downturn in its history. This fascinating historical study explores the conflict between what the authors identify as two competing ideologies: the market economy, whose proponents advocated a hands-off approach and a trust in allowing the markets to adjust themselves, and the moral economy, whose supporters favored a system of government planning and stewardship designed to promote economic fairness. Presenting arguments from each side by public figures and intellectuals, this book offers the most thorough and complete analysis to date of the new economic discourse that arose during the Progressive movement and remains a vital component of our economic and political discussions today. Professors and students of economics, political science, public policy, and history will all find much to admire in this fascinating and accessible volume. Edward Elgar Publishing Ltd Reform and Leadership in the Public Sector: A Political Economy Approach
The authors provide a fresh and accessible multi-disciplinary perspective on public management reform in this study. The work includes a broad survey of the paradigms and patterns that have shaped and differentiated the reform process in different countries. The book focuses on two themes not usually considered together. First, the scope and limits of the role economists have played in reform processes, not simply in terms of providing analytical models but in the actual leadership required to advance reform coherently. Secondly, the authors examine the importance of developing leadership at all levels of the public sector to take advantage of the opportunities reforms have generated, and to create new sources of public value. In bringing these themes together they uniquely show how the family of economic theories (public choice, agency theory and new institutional economics) can be adapted to explain why there might be a demand for developing public sector leadership that reflects an 'appreciative' managerial style as opposed to the hard-edged contractualism often associated with public management reform.

Edward Elgar Publishing Ltd Market, State and Feminism: The Economics of Feminist Policy
Market, State and Feminism offers an inter-disciplinary critique of the 'free market backlash' - the belief that free market economics can improve the position, status and well-being of women. The authors argue that, far from being restrictive and intrusive, state action can enhance the individual's ability to make responsible choices. This book questions the philosophical basis of free market feminism, challenging its masculine assumptions about rationality and individualism. The authors critically examine the theoretical validity of dichotomising the market versus the state and draw attention to the richness of the interdependence between markets and state institutions. Empirical and case study material is drawn from the UK, the European Union and the United States and illuminates the issues of equal employment opportunities and pay, girls' education performance, business attitudes to women, lobbying by women's groups and equal opportunities legislation.

Edward Elgar Publishing Ltd A Short History of Ethics and Economics: The Greeks
Arising from a disenchantment with mainstream economics - a dissatisfaction that is widespread today - A Short History of Economics and Ethics sketches the emergence and decline of the ethical tradition of economics and the crisis of modern economics. In doing so, James Alvey focuses on four of the leading ancient Greek thinkers: Socrates, Xenophon, Plato and Aristotle. The author uses insights from Amartya Sen's Capabilities approach as well as other sources to retrieve the ethical tradition of economics. Five aspects of this tradition which seem to lie outside of mainstream economics are identified: an ethical methodology; some notion of a just price; an understanding that ethical motivations are relevant to human action; a rich understanding of human well-being; and some notion of distributive justice related to human well-being. Creating a forum for further debate and research opportunity, this book will appeal to students, scholars and historians of economic thought, as well as to all those interested in the intersection of ethics with economics. Edward Elgar Publishing Ltd Political Technology and the Erosion of the Rule of Law: Normalizing the State of Exception
This timely volume by distinguished scholar Günter Frankenberg offers a sophisticated analysis and sharp critique of the reactions of nations such as the US, Great Britain and Germany to perceived terrorist threats, organized crime actions and other political emergencies that have occurred in recent years. The author demonstrates how governments have increasingly sacrificed the rule of law and human rights for the benefit of security programs ? as evidenced by a rise in extraordinary measures such as surveillance, detention and torture ? thus normalizing the state of exception and privileging preemptive, proactive and coercive methods of political engineering. An interdisciplinary and multi-jurisdictional study, this book develops and implements a unique theoretical and conceptual framework for understanding the rise of technical-political rationality and the fall of the rule of law, and submits both to a firm critique. Particularly relevant in light of current controversies, this provocative book will appeal to scholars and students of international and constitutional law, legal theory, political science, and terrorism studies.

Edward Elgar Publishing Ltd Collective Dominance and Collusion: Parallelism in EU and US Competition Law
This book treats one of the thorniest issues in contemporary antitrust theory: the role of tacit collusion among oligopolistic undertakings and the instruments to apply competition law against its harmful consequences. The author builds a very thorough parallel among US and European legal traditions, enforcement possibilities and concrete choices against tacit collusion. The result is an advanced and entertaining reading to be recommended both to lawyers and economists that study and practice antitrust.'- Pier Luigi Parcu, European University Institute, ItalyBy examining the issue of collusion in EU and US competition law, this book suggests possible strategies for improving the antitrust enforcement against parallelism, by exploiting the most advanced achievements of economic analysis. The book contains a suggested approach to collusion, in ex ante and ex post perspectives. By moving from the analysis of the state of art, in terms of law, case law, and scholarship, Marilena Filippelli analyses inconsistencies and failures in the current antitrust enforcement toward collusion and develops a workable parameter for the issue of collective dominance. The most innovative part of this work goes beyond the analysis of collective dominance itself and involves the interference of arts. 101 and 102. The conclusion is a re-definition of the relationship between those rules - from dichotomy to redundancy. Finally, the book highlights the antitrust significance of semi-collusion as a strategy made of collusion and competition. The author considers economic models equalling, as for the effects, collusion and semi-collusion and the case law supporting the qualification of semi-collusion as a species of collusion. The analysis involves both US and EU systems under the highly topical economic-oriented approach. It also contains an original view of European antitrust prohibitions.Because of its contents and its approach, this book will be attractive to every academic interested in antitrust law. Moreover, the well-documented research on parallelism, involving law, case law and scholarship, makes this book interesting also for competition authorities and antitrust lawyers.Contents: Introduction Part I: Parallelism in US Competition Law 1. Taylor & Francis Ltd Depolarizing Collisions in Nonlinear Electrodynamics
In this book, the authors derive the theory of elastic depolarizing collisions and describe their importance in some nonlinear electromagnetic phenomena in gaseous media. The formation of photon echo and a description of its various types in gaseous media are then presented. The authors show that the characteristics of the corresponding signals depend essentially on elastic depolarizing collisions. They also consider the advantages of a new kind of photon echo spectroscopy: polarization photon echo-spectroscopy. A high-level, specialized treatment, Depolarizing Collisions in Nonlinear Electrodynamics will appeal to researchers and advanced graduates in nonlinear optics and quantum electronics.

Edward Elgar Publishing Ltd Environmental Education in China
The combined expertise of the McBeaths and their two associates is truly impressive: academic careers in science and politics and substantial work concerning the environment in China. This expertise is well integrated in this excellent analysis of environmental education in China. The depth of detail in the book is extraordinary for a discussion of Chinese public policy; the interpretations and conclusion are sophisticated and convincing; and there are several thoughtful policy recommendations as well.'- Cal Clark, Auburn University, US'Facing severe environmental deterioration for several decades, it is no surprise that China pays attention to environmental education as part of its mitigation strategies. This volume provides a useful overview of the development, state of the art and diversity of China's system of environmental education. Most interestingly, it details the similarities and differences with Western environmental education developments, both within and outside formal schools and universities.'- Arthur Mol, Wageningen University, the NetherlandsChina's environmental issues have been the subject of global criticism long before authors Gerald McBeath and Jenifer Huang McBeath began their study, yet often overlooked are the sizable efforts of the Chinese people and government to change attitudes and behavior in order to improve environmental outcomes. This much-needed book offers a comprehensive introduction to environmental education in China, from consideration of the environment in Confucian philosophy and provision of environmental education in schools and colleges, to the role of non-state actors and the media. The authors' examination of conditioning factors and educational variation within China - particularly their focus on the application of directives, new guidelines and analysis of teacher training in compulsory, secondary and college education - offers an insightful measure of the efficacy of environmental education over time. This unique book will appeal to researchers, scholars and educators interested in the areas of comparative education and environmental studies, both in China and internationally.

Edward Elgar Publishing Ltd Expert Laws of War: Restating and Making Law in Expert Processes
Over recent decades, international humanitarian law has been shaped by the omnipresence of so-called expert manuals. Astute and engaging, this discerning book provides a comprehensive account of these black letter rules and commentaries produced by private expert groups and demonstrates why the general acceptance of these expert manuals is largely unjustified. This theoretically grounded book bridges the divide between theory and practice by linking legal theory to the doctrinal and practical concerns of the laws of war. The author innovatively links interdisciplinary insights to the needs of military lawyers in practice, showing the pitfalls of relying on private manuals as arguable restatements and interpretations of the law 'as it is'. At the same time, he explains why expert processes are so successful and why this should be of concern to all of us. Stimulating and challenging, this book will prove essential reading for students and scholars of public international law, legal theory, and those focussing on the laws of war more specifically. Its practical approach will also greatly benefit legal practitioners working in the field of military law.

Edward Elgar Publishing Ltd The Tools of Policy Formulation: Actors, Capacities, Venues and Effects
The development of the policy analysis field has had at least two quite different trajectories. One started in the US, emphasizing the policy formulation stage, while the other developed largely in Europe, highlighting the implementation process. This volume indicates how the two paths have intersected. The thirteen chapters offer new insights to both groups and draw on a broad span of literatures to explore this topic, with contributions from nearly forty individuals across the globe. Its discussion of tools of policy formulation, as well as the analysis of actors, capacities, venues and effects, sets the structure for a future agenda.'- Beryl Radin, McCourt School of Public Policy, Georgetown University, US'In this important collection, Andrew Jordan and John Turnpenny have thrown new light on an important and neglected topic: the tools needed to make more effective policies. Policymakers themselves have become ever more engaged in using these new analytical techniques and the service that this book performs is to foster a better understanding of them, showing the role of the broader political environment. The editors and contributing authors to this well-written and engaging book really have done an excellent job.'- Peter John, University College London, UKPolicy analysts are accustomed to thinking in terms of tools and instruments. Yet an authoritative examination of the tools which have been developed to formulate new policies is missing. This book is the first of its kind to distinguish the defining characteristics of the main policy formulation tools, and offer a fresh way of understanding how, why and by whom they are selected, as well as the effects they produce in practice. The editors bring together thirteen specially commissioned chapters that, for the first time, explore the tools and their features in a comparable fashion, including: scenarios, indicators, computerized models, cost-benefit and multi-criteria analysis. They develop a novel analytical framework for understanding the form and function of the main tools, which encompasses definitions of key terms, a typology and relevant theoretical explanations. This book will appeal to postgraduate students, scholars and researchers of policy analysis, public policy, decision making and public management. It will also encourage developers and practitioners of policy formulation tools to reflect critically on their work.Contributors: C. Adelle, G. Atkinson, S. Bartke, D. Benson, C. Boswell, T. Edward Elgar Publishing Ltd Productivity, Innovation and Knowledge in Services: New Economic and Socio-Economic Approaches
Services now account for almost three quarters of economic activity in advanced market economies and two of the principal topics that researchers on services have been concerned with are, on the one hand, productivity, and on the other, innovation in and through services. These two issues, and finding ways to measure and conceptualise them, lie at the heart of this book. The productivity question is a puzzle in many so-called 'stagnant services', where national accounts show little or no increase in productivity, while closer empirical investigations and case studies reveal that some of these sectors are in fact as dynamic as their manufacturing counterparts. How can these opposing views be reconciled? The same applies to innovation in and through services, where many of the existing approaches retain much of their bias towards manufacturing and technology, and fail to capture some of the fundamental aspects of innovation in services. Written by some of the most distinguished authors in the field, this book elucidates the critical and complex relationships between services, production and innovation. The authors discuss the limitations of current theories to explain service productivity and innovation, and call for a conceptual re-working of the ways in which these are measured. They also highlight the important role of knowledge in the production system and in doing so make an important contribution to a key debate which has emerged in the social sciences in recent years.Productivity, Innovation and Knowledge in Services will inform and interest those in the fields of economics, management, business studies and economic geography.

Edward Elgar Publishing Ltd Optimal Monetary Policy under Uncertainty, Second Edition
Casting a wide net in this, their second edition, Froyen and Guender provide coverage of the model-based literature on optimal monetary policy in the presence of uncertainty, with both open- and closed-economy frameworks considered. The authors have grounded New Keynesian research of the 1990s and 2000s in the literature of the 1970s, which viewed optimal policy as primarily a question of the optimal use of information, and studies in the 1980s that gave primacy to time inconsistency problems. The Global Financial Crisis of 2007-09 led to the recognition that financial markets and institutions required greater attention in policy modeling. Herein, the authors provide a thorough survey of the post-crisis literature that resulted from this recognition. Researchers in academia and at central banks, students and policy makers will value the wide scope of coverage provided in this examination, leading them to a better understanding of issues such as discretion versus commitment, target versus instrument rules, policy in closed versus open economies and the proper mandate for central banks, including the relationship between interest rate policy and macro-prudential instruments. Praise for the first edition: 'In this book the authors provide a comprehensive review of optimal monetary policy in the context of small, log-linear, macroeconomic models that are subject to stochastic shocks. . . I think the book provides a very good introduction to the literature on optimal monetary policy (in short-run models) for non-specialists and students. Some of the content of the book could be used in upper-year undergraduate courses in either macroeconomics or in a specialised monetary economics course. The models are clearly set-out and discussed and there is frequent use of diagrams. The authors spend a lot of time and effort to provide the economic intuition for the models that are presented.' - Glenn Otto, Economic Record 'Froyen and Guender have provided a thorough and careful analysis of optimal monetary policy over most of the range of theoretical models that have been used in modern macroeconomics. By providing a comprehensive and clear comparative framework they will help the student of monetary policy understand why there have been conflicting views of what policy makers should do.' - Central Banking 'In Optimal Monetary Policy Under Uncertainty, academicians and economists Richard T. Froyen and Alfred V. Guender have collaborated on presenting an informed and informative survey of optimal monetary policy literature arising during the 1970s and 1980s as a ground work for understanding current market and other economic influences on such germane issues as discretion versus commitment, target versus instrument rules, and the delegation of policy making authority within the private and public sectors. With meticulous attention to scholarship and objectivity. . . Optimal Monetary Policy Under Uncertainty is a thoughtful and thought-provoking body of work that is very strongly recommended for professional, academic, corporate and governmental economic reference collections and supplemental reading lists.' - Midwest Book Review

Edward Elgar Publishing Ltd Between Flexibility and Disintegration: The Trajectory of Differentiation in EU Law
Differentiation was at first not perceived as a threat to the European project, but rather as a tool to promote further integration. Today, more EU policies than ever are marked by concentric circles of integration and a lack of uniform application. As the EU faces increasingly existential challenges, this timely book considers whether the proliferation of mechanisms of flexibility has contributed to this newly fragile state or whether, to the contrary, differentiation has been fundamental to integration despite the heterogeneity of national interests and priorities. Written by emerging and established experts in the field, the chapters examine the present and future of differentiation in EU law. Part I covers general institutional aspects, with contributors examining the nature and characteristics of the various institutional and extra-institutional forms of differentiation. Part II takes a policy-oriented perspective, focussing on areas of EU law and policy in which differentiated integration is prevalent or particularly intriguing. This includes Economic and Monetary Union, the internal market, justice and home affairs, and foreign policy. Differentiated integration is now a defining feature of the EU polity, with the potential to impact almost every facet of EU regulation. This book will be essential reading for students and academics in EU law or anyone interested in the future of EU integration.Contributors include: V. Borger, M. Dawson, M. de Visser, B. De Witte, W. Edward Elgar Publishing Ltd Complexity, Endogenous Money and Macroeconomic Theory: Essays in Honour of Basil J. Moore
During a distinguished career, Basil Moore has made numerous important contributions to macroeconomics and monetary economics, and is renowned as the progenitor of the 'horizontalist' analysis of endogenous money. More recently, he has embraced complexity theory as part of an ongoing effort to understand macroeconomics as an evolving, path-dependent process. This book celebrates and explores Basil Moore's interests in and contributions to monetary and macroeconomic theory. Complexity, Endogenous Money and Macroeconomic Theory features original essays by internationally acclaimed and expert authors. It comprises a selection of papers on five distinct but interrelated themes: economic concepts, tools and methodology; complexity, uncertainty and path dependence; the macroeconomics of endogenous money; the macroeconomics of exogenous interest rates; and unemployment, inflation and the determination of aggregate income. These papers combine to provide a comprehensive methodological and theoretical discussion of the macroeconomics of a monetary-production economy. The book will be of interest to professionals and research students in the fields of macroeconomics and monetary economics - especially those with an interest in the Post Keynesian approach to analyzing these fields, including the wide audience that has been reached by the contributions of Basil Moore himself.

Edward Elgar Publishing Ltd Waste in Ecological Economics
Waste is a quintessentially ecological economic issue. The generation of waste is rooted in the very laws of nature, but waste is also a social construct, and what we understand to be waste has evolved with human societies. Therefore, a crucial issue in modern waste management is the understanding of attitudes towards waste. This book examines the ecological economics approach to waste, its conceptualisation and management. In order to provide a comprehensive understanding of the issue of waste, the authors utilise an array of disciplinary approaches from both natural and social sciences. They begin by considering waste through the thermodynamics of production processes, and through an assessment of the history of waste. Building on this physical-social background, they concentrate on specific aspects of waste policy. These include the public's attitude towards waste, the economics of waste, and the laws and regulations surrounding waste disposal. Further chapters look in detail at the three main types of waste being generated by modern societies: municipal, toxic and nuclear waste. This path-breaking book seeks to lay the basis for a general conceptualisation of waste in ecological economics and to elucidate the main issues relating to waste generation and management. This is a comprehensive analysis of waste as a concept, and as an issue for humans as both producers and consumers. It will be of great value to ecological economists, waste managers and environmental policy analysts.

'Clearly, HEIs are discovering their innovative and entrepreneurial potential to reply to the society's distinct need for them to have a more entrepreneurial role, namely in innovation. This book succeeds in discussing the theme from an interdisciplinary perspective. For that reason, this book will be of help to practitioners in university management roles and policy-makers as well as anyone researching this theme and teaching entrepreneurship in HEIs.'- Nuno Fernandes Crespo, Universidade de Lisboa, Portugal'This book offers educators, entrepreneurs, policy makers, and researchers significant and practical implications. After reading the book, we can conclude that the different experiences described by authors on the academic tools and educational methods can be generalized in many other universities around the world, in both developed and developing countries.'- Waleed Omri, EDC Paris Business School, France 'Edited by four leading researchers, Entrepreneurial Universities provides innovative insights into how universities are contributing to the emergence of an entrepreneurial ecosystem that is both redefining universities themselves and shaping society. It is an important book for all those interested in how universities are reinventing themselves in a time of profound societal transformation.'- Tim Marjoribanks, Swinburne University of Technology, Australia'Universities are called to be more and more entrepreneurial - that is innovative, proactive and risk-taking - to promote regional development and economic growth. As a Professor working in two of the most entrepreneurial Italian universities, I benefited from reading this book. I consequently recommend it to all my colleagues to guide their strategic choices and their daily activities.'- Salvatore Sciascia, IULM University and Cattaneo University, ItalyWith an increasing focus on the knowledge and service economies, it is important to understand the role that entrepreneurial universities play through collaboration in policy and, in turn, the impact they have on policy. The authors evaluate how universities engage with communities while also balancing stakeholder considerations, and explore how universities should be managed in the future to integrate into global society effectively. The book reflects the internationalisation of entrepreneurial universities with examples from Australia, Brazil, France, Italy, Malaysia, India, Poland, Portugal, Spain and the UK. Each chapter identifies the differing cultural influences and how changes in policy approaches mean universities are constantly evolving. The authors also look into how culture influences entrepreneurship education, and in turn how culture affects the initiatives of policy-makers. With a focus on enhancing entrepreneurial opportunities, universities are shown to respond by creating effective initiatives that benefit the wider community through successful collaboration with institutions. The book identifies the close working relationship between new government policies and developing entrepreneurial universities.Researchers, policy analysts and students of entrepreneurship education, education management and policy will find this book a useful supplementary read for understanding the future role of universities.

Edward Elgar Publishing Ltd CORPORATISM AND ECONOMIC PERFORMANCE: A Comparative Analysis of Market Economies
The industrialized economies of the world have experienced a considerable diversity of economic experience since the shocks of the 1970s. The authors of this major study assess the institutional determinants of economic performance in a comparative analysis of OECD economies. They focus in particular on the role played by corporatist arrangements in such countries as Austria and the Scandinavian states. Corporatism and Economic Performance argues that economists often have a narrow view of the scope and function of corporatism, focusing on the extent to which collective bargaining is centralized, and ignoring the important role of durable, consensual policy making arrangements. The record of the corporatist economies is assessed and considerable evidence is found to show that they have borne the burden of economic adjustment over the last twenty years in a less inegalitarian way than other OECD economies, with lower rates of unemployment and greater economic stability. In an increasingly integrated world economy, the future prospects for corporatism look uncertain, although there is still a strong economic case for corporatist institutions. This book sheds new light on corporatism as a complex and multidimensional entity, examining the rationale, scope, performance and future prospects of corporatist institutions.

Edward Elgar Publishing Ltd Cost–Benefit Analysis and Incentives in Evaluation: The Structural Funds of the European Union
This book provides an authoritative contribution to applied cost-benefit analysis (CBA) and other evaluation methods in the context of the regional policy of the European Union. Through the use of Structural Funds and other financial and regulatory mechanisms, the EU will help to promote thousands of infrastructure projects in the next decade. CBA will be a key ingredient in the investment decision process and the authors provide important insights from their international experiences in project appraisal and evaluation and point to some valuable lessons to be learnt for the future. Some key questions addressed by the expert contributors include: How should a planner design incentives to stimulate evaluation efforts in project appraisal? What can we learn from the evaluation experience at the European Commission, the European Investment Bank, The European Bank for Reconstruction and Development and the World Bank? What is the appropriate shadow price of time for Trans-European networks in transport? Is there a consensus on the value of the statistical life in environment projects? Should we use one unique European social discount rate or several? Edward Elgar Publishing Ltd New Dimensions in Ecological Economics: Integrated Approaches to People and Nature
Drawing on the biophysical sciences, public policy, geography, economics, exploratory research and the behavioural sciences, this book offers reviews and prescriptions for the future of ecological economics, placing particular emphasis on complex sustainability problems. The book is divided into three broad parts: challenges and reviews, reorientations and openings, and frameworks and applications. To begin, the authors illustrate the limitations of ecological economics by highlighting the lack of theory and method, the need for greater interdisciplinary co-operation and the domination by economists from developed nations. They move on to present strategies to address these shortcomings by focusing on interdisciplinary methods and their theoretical basis, discussing the future prospects for ecological economics, and addressing a host of ecological economic issues from a variety of natural and social science perspectives. They aim to challenge the notion of ecological economics by addressing 'what it is', and asking 'what it could be'.The book expands current thinking on ecological economics by exploring existing avenues for integrative and interdisciplinary research and discovering new overlaps with a range of other disciplines. It will appeal to ecological and environmental economists, and academics and researchers of the social sciences, particularly environmental science and geography.

Edward Elgar Publishing Ltd European Merger Control: Do We Need an Efficiency Defence?
During its first fifteen years, the EU's merger control system, unlike most others in the world, offered only minimal possibilities for taking efficiency gains into account as a mitigating factor that might offset the anti-competitive effects of a merger. This book examines the background to a change in the legal framework which occurred in May 2004 with the entry into force of a new Merger Regulation that for the first time explicitly recognises the possibility of an efficiency defence.European Merger Control assesses the likely impact of this new regulation, and discusses the pros and cons of the efficiency defence, how other merger control systems deal with efficiencies, how the investigation process can be organised to accommodate the analysis of efficiency gains and the main theoretical and practical problems which arise when anti-competitive effects have to be weighed against efficiency gains. With contributions from distinguished academics in the field of industrial economics and officials with practical experience of merger control, this book will be of interest to consulting economists practising in the field of competition policy, competition lawyers, micro-economists and officials of competition authorities.

Edward Elgar Publishing Ltd Middle East Oil Exporters: What Happened to Economic Development?
Hossein Askari argues here that economic and social failure in the oil-exporting countries of the Middle East is a result of much more than simply shortcomings in economic policies. He analyzes religion, corruption, instability, wars and foreign interference as factors affecting the region and offers solutions that incorporate Islamic teachings, regional peace efforts, market-oriented economic policies, sound institutions and unselfish policy support from the West.Middle East Oil Exporters presents a detailed picture of the economic structure and a critical survey of the recent economic performance of the Middle East. The focus is especially on the large oil-exporting nations, although the smaller producers are represented as well. The author illustrates how oil has become a crutch to avoid reforms, destroying the work ethic of the region, fuelling corruption and poisoning the social and cultural fabric of society to keep unpopular governments in power. In addition, he provides a view of the social, economic, and political implications of Islamic doctrine. In this context he examines the institutions of governance and determines that they have performed poorly, often in blatant violation of Islamic principles. This in-depth analysis is accompanied by a comprehensive prescription for a turnaround in the Middle East.Hossein Askari's unique and insightful critique is essential reading for students and scholars of the Middle East, as well as policymakers involved in the region. Executives of financial institutions and private corporations will also want to understand the region for their energy needs and as a market for their products and services.
