University of Pennsylvania Press Smugglers, Pirates, and Patriots: Free Trade in the Age of Revolution
After emerging victorious from their revolution against the British Empire, many North Americans associated commercial freedom with independence and republicanism. Optimistic about the liberation movements sweeping Latin America, they were particularly eager to disrupt the Portuguese Empire. Anticipating the establishment of a Brazilian republic that they assumed would give them commercial preference, they aimed to aid Brazilian independence through contraband, plunder, and revolution. In contrast to the British Empire's reaction to the American Revolution, Lisbon officials liberalized imperial trade when revolutionary fervor threatened the Portuguese Empire in the 1780s and 1790s. In 1808, to save the empire from Napoleon's army, the Portuguese court relocated to Rio de Janeiro and opened Brazilian ports to foreign commerce. By 1822, the year Brazil declared independence, it had become the undisputed center of U.S. trade with the Portuguese Empire. However, by that point, Brazilians tended to associate freer trade with the consolidation of monarchical power and imperial strength, and, by the end of the 1820s, it was clear that Brazilians would retain a monarchy despite their independence. Smugglers, Pirates, and Patriots delineates the differences between the British and Portuguese empires as they struggled with revolutionary tumult. It reveals how those differences led to turbulent transnational exchanges between the United States and Brazil as merchants, smugglers, rogue officials, slave traders, and pirates sought to trade outside legal confines. Tyson Reeder argues that although U.S. traders had forged their commerce with Brazil convinced that they could secure republican trade partners there, they were instead forced to reconcile their vision of the Americas as a haven for republics with the reality of a monarchy residing in the hemisphere. He shows that as twilight fell on the Age of Revolution, Brazil and the United States became fellow slave powers rather than fellow republics.

Although the Enlightenment is often associated with the emergence of human rights and humanitarian sensibility, "humanity" is an elusive category in the literary, philosophical, scientific, and political writings of the period. Fiction Without Humanity offers a literary history of late seventeenth- and early eighteenth-century efforts to define the human. Focusing on the shifting terms in which human difference from animals, things, and machines was expressed, Lynn Festa argues that writers and artists treated humanity as an indefinite class, which needed to be called into being through literature and the arts. Drawing on an array of literary, scientific, artistic, and philosophical devices— the riddle, the fable, the microscope, the novel, and trompe l'oeil and still-life painting— Fiction Without Humanity focuses on experiments with the perspectives of nonhuman creatures and inanimate things. Rather than deriving species membership from sympathetic identification or likeness to a fixed template, early Enlightenment writers and artists grounded humanity in the enactment of capacities (reason, speech, educability) that distinguish humans from other creatures, generating a performative model of humanity capacious enough to accommodate broader claims to human rights. In addressing genres typically excluded from canonical literary histories, Fiction Without Humanity offers an alternative account of the rise of the novel, showing how these early experiments with nonhuman perspectives helped generate novelistic techniques for the representation of consciousness. By placing the novel in a genealogy that embraces paintings, riddles, scientific plates, and fables, Festa shows realism to issue less from mimetic exactitude than from the tailoring of the represented world to a distinctively human point of view.

The right to privacy is a pivotal concept in the culture wars that have galvanized American politics for the past several decades. It has become a rallying point for political issues ranging from abortion to gay liberation to sex education. Yet this notion of privacy originated not only from legal arguments, nor solely from political movements on the left or the right, but instead from ambivalent moderates who valued both personal freedom and the preservation of social norms. In The Closet and the Cul-de-Sac, Clayton Howard chronicles the rise of sexual privacy as a fulcrum of American cultural politics. Beginning in the 1940s, public officials pursued an agenda that both promoted heterosexuality and made sexual privacy one of the state's key promises to its citizens. The 1944 G.I. Bill, for example, excluded gay veterans and enfranchised married ones in its dispersal of housing benefits. At the same time, officials required secluded bedrooms in new suburban homes and created educational campaigns designed to teach children respect for parents' privacy. In the following decades, measures such as these helped to concentrate middle-class families in the suburbs and gay men and lesbians in cities. In the 1960s and 1970s, the gay rights movement invoked privacy to attack repressive antigay laws, while social conservatives criticized tolerance for LGBTQ+ people as an assault on their own privacy. Many self-identified moderates, however, used identical rhetoric to distance themselves from both the discriminatory language of the religious right and the perceived excesses of the gay freedom struggle. Using the Bay Area as a case study, Howard places these moderates at the center of postwar American politics and shows how the region's burgeoning suburbs reacted to increasing gay activism in San Francisco. The Closet and the Cul-de-Sac offers specific examples of the ways in which government policies shaped many Americans' attitudes about sexuality and privacy and the ways in which citizens mobilized to reshape them.

Known for his ultraconservatism and eccentricity, Gu Hongming (1857-1928) remains one of the most controversial figures in modern Chinese intellectual history. A former member of the colonial elite from Penang who was educated in Europe, Gu, in his late twenties, became a Qing loyalist and Confucian spokesman who also defended concubinage, footbinding, and the queue. Seen as a reactionary by his Chinese contemporaries, Gu nevertheless gained fame as an Eastern prophet following the carnage of World War I, often paired with Rabindranath Tagore and Leo Tolstoy by Western and Japanese intellectuals. Rather than resort to the typical conception of Gu as an inscrutable eccentric, Chunmei Du argues that Gu was a trickster-sage figure who fought modern Western civilization in a time dominated by industrial power, utilitarian values, and imperialist expansion. A shape-shifter, Gu was by turns a lampooning jester, defying modern political and economic systems and, at other times, an avenging cultural hero who denounced colonial ideologies with formidable intellect, symbolic performances, and calculated pranks. A cultural amphibian, Gu transformed from an "imitation Western man" to "a Chinaman again," and reinterpreted, performed, and embodied "authentic Chineseness" in a time when China itself was adopting the new identity of a modern nation-state. Gu Hongming's Eccentric Chinese Odyssey is the first comprehensive study in English of Gu Hongming, both the private individual and the public cultural figure. It examines the controversial scholar's intellectual and psychological journeys across geographical, national, and cultural boundaries in new global contexts. In addition to complicating existing studies of Chinese conservatism and global discussions on civilization around the World War I era, the book sheds new light on the contested notion of authenticity within the Chinese diaspora and the psychological impact of colonialism.

The revolution in digital communications has altered the relationship between citizens and political elites, with important implications for democracy. In Human Rights and Participatory Politics in Southeast Asia, Catherine Renshaw recounts an extraordinary period of human rights institution-building in Southeast Asia. She begins her account in 2007, when the ten members of the Association of Southeast Asian Nations (ASEAN) signed the ASEAN charter, committing members for the first time to principles of human rights, democracy, and the rule of law. In 2009, the ASEAN Intergovernmental Commission on Human Rights was established with a mandate to uphold internationally recognized human rights standards. In 2013, the ASEAN Human Rights Declaration was adopted as a framework for human rights cooperation in the region and a mechanisim for ASEAN community building. Renshaw explains why these developments emerged when they did and assesses the impact of these institutions in the first decade of their existence. In her examination of ASEAN, Renshaw asks how human rights can be implemented in and between states that are politically diverse—Vietnam and Laos are Communist; Brunei Darussalam is an Islamic sultanate; Myanmar is in transition from a military dictatorship; the Philippines and Indonesia are established multiparty democracies; while the remaining members are less easily defined. Renshaw cautions that ASEAN is limited in its ability to shape the practices of its members because it lacks a preponderance of democratic states. However, she concludes that, in the absence of a global legalized human rights order, the most significant practical advancements in the promotion of human rights have emerged from regional institutions such as the ASEAN.

Born in Slutzk, Russia, in 1805, Elijah Zvi Soloveitchik is a largely forgotten member of the prestigious Soloveitchik rabbinic dynasty. Before Hayyim Soloveitchik developed the standard Brisker method of Talmudic study, or Joseph Dov Soloveitchik helped to found American Modern Orthodox Judaism, Elijah Soloveitchik wrote Qol Qore, a rabbinic commentary on the Gospels of Matthew and Mark. Qol Qore drew on classic rabbinic literature, and particularly on the works of Moses Maimonides, to argue for the compatibility of Christianity with Judaism. To this day, it remains the only rabbinic work to embrace the compatibility of Orthodox Judaism and the Christian Bible. In The Bible, the Talmud, and the New Testament, Shaul Magid presents the first-ever English translation of Qol Qore. In his contextualizing introduction, Magid explains that Qol Qore offers a window onto the turbulent historical context of nineteenth-century European Jewry. With violent anti-Semitic activity on the rise in Europe, Elijah Soloveitchik was unique in believing that the roots of anti-Semitism were theological, based on a misunderstanding of the New Testament by both Jews and Christians. Syllabi, textbooks, and articles focus largely on victimization and trauma, with scarcely a mention of a positive dimension. Joy, especially, is often discounted and disregarded. William Paul Simmons asserts that there is a time and place—and necessity—in human rights work for being joyful. Joyful Human Rights leads us to challenge human rights' foundations afresh. Focusing on joy shifts the way we view victims, perpetrators, activists, and martyrs; and mitigates our propensity to express paternalistic or heroic attitudes toward human rights victims. Victims experience joy—indeed, it is often what sustains them and, in many cases, what best facilitates their recovery from trauma. Instead of reducing individuals merely to victim status or the tragedies they have experienced, human rights workers can help harmed individuals reclaim their full humanity, which includes positive emotions such as joy. On February 15, 2003, millions of people around the world demonstrated against the war that the United States, the United Kingdom, and their allies were planning to wage in Iraq. Despite this being the largest protest in the history of humankind, the war on Iraq began the next month. That year, the World Tribunal on Iraq (WTI) emerged from the global antiwar movement that had mobilized against the invasion and subsequent occupation. Like the earlier tribunal on Vietnam convened by Bertrand Russell and Jean-Paul Sartre, the WTI sought to document—and provide grounds for adjudicating—war crimes committed by the United States, the United Kingdom, and their allied forces during the Iraq war. For the Love of Humanity builds on two years of transnational fieldwork within the decentralized network of antiwar activists who constituted the WTI in some twenty cities around the world. Ayça Çubukçu illuminates the tribunal up close, both as an ethnographer and a sympathetic participant. In the process, she situates debates among WTI activists—a group encompassing scholars, lawyers, students, translators, writers, teachers, and more—alongside key jurists, theorists, and critics of global democracy. WTI activists confronted many dilemmas as they conducted their political arguments and actions, often facing interpretations of human rights and international law that, unlike their own, were not grounded in anti-imperialism. A constant feature of Jewish culture in the medieval Mediterranean was the dedication of panegyric texts in Hebrew, Judeo-Arabic, and other languages to men of several ranks: scholars, communal leaders, courtiers, merchants, patrons, and poets. Although the imagery of nature and eroticism in the preludes to these poems is often studied, the substance of what follows is generally neglected, as it is perceived to be repetitive, obsequious, and less aesthetically interesting than other types of poetry from the period. In Dominion Built of Praise, Jonathan Decter demurs. As is the case with visual portraits, panegyrics operate according to a code of cultural norms that tell us at least as much about the society that produced them as the individuals they portray. Looking at the phenomenon of panegyric in Mediterranean Jewish culture from several overlapping perspectives—social, historical, ethical, poetic, political, and theological—he finds that they offer representations of Jewish political leadership as it varied across geographic area and evolved over time. Decter focuses his analysis primarily on Jewish centers in the Islamic Mediterranean between the tenth and thirteenth centuries and also includes a chapter on Jews in the Christian Mediterranean through the fifteenth century. He examines the hundreds of panegyrics that have survived: some copied repeatedly in luxurious anthologies, others discarded haphazardly in the Cairo Geniza. According to Decter, the poems extolled conventional character traits ascribed to leaders not only diachronically within the Jewish political tradition but also synchronically within Islamic and, to a lesser extent, Christian civilization and political culture. Dominion Built of Praise reveals more than a superficial and functional parallel between Muslim and Jewish forms of statecraft and demonstrates how ideas of Islamic political legitimacy profoundly shaped the ways in which Jews conceptualized and portrayed their own leadership.

In The Apocalypse of Empire, Stephen J. Shoemaker argues that earliest Islam was a movement driven by urgent eschatological belief that focused on the conquest, or liberation, of the biblical Holy Land and situates this belief within a broader cultural environment of apocalyptic anticipation. Shoemaker looks to the Qur'an's fervent representation of the imminent end of the world and the importance Muhammad and his earliest followers placed on imperial expansion. Offering important contemporary context for the imperial eschatology that seems to have fueled the rise of Islam, he surveys the political eschatologies of early Byzantine Christianity, Judaism, and Sasanian Zoroastrianism at the advent of Islam and argues that they often relate imperial ambition to beliefs about the end of the world. Moreover, he contends, formative Islam's embrace of this broader religious trend of Mediterranean late antiquity provides invaluable evidence for understanding the beginnings of the religion at a time when sources are generally scarce and often highly problematic. Scholarship on apocalyptic literature in early Judaism and Christianity frequently maintains that the genre is decidedly anti-imperial in its very nature. While it may be that early Jewish apocalyptic literature frequently displays this tendency, Shoemaker demonstrates that this quality is not characteristic of apocalypticism at all times and in all places. In the late antique Mediterranean as in the European Middle Ages, apocalypticism was regularly associated with ideas of imperial expansion and triumph, which expected the culmination of history to arrive through the universal dominion of a divinely chosen world empire. This imperial apocalypticism not only affords an invaluable backdrop for understanding the rise of Islam but also reveals an important transition within the history of Western doctrine during late antiquity.

In late medieval and early modern Europe, definitions of blood in medical writing were slippery and changeable: blood was at once the red fluid in human veins, a humor, a substance governing crucial Galenic models of bodily change, a waste product, a cause of corruption, a source of life, a medical cure, a serum appearing under the guise of all other bodily secretions, and—after William Harvey's discovery of its circulation—the cause of one of the greatest medical controversies of the premodern period. Figurative uses of "blood" are even more difficult to pin down. The term appeared in almost every sphere of life and thought, running through political, theological, and familial discourses. Blood Matters explores blood as a distinct category of inquiry and draws together scholars who might not otherwise be in conversation. Theatrical and medical practice are found to converge in their approaches to the regulation of blood as a source of identity and truth; medieval civic life intersects with seventeenth-century science and philosophy; the concepts of class, race, gender, and sexuality find in the language of blood as many mechanisms for differentiation as for homogeneity; and fields as disparate as pedagogical theory, alchemy, phlebotomy, wet-nursing, and wine production emerge as historically and intellectually analogous. As of September 2017, the United Nations alone deployed 110,000 uniformed personnel from 122 countries in fifteen peacekeeping operations worldwide. Soldiers in these missions are important actors who not only have considerable responsibility for implementing peace and stability operations but also have a concomitant influence on their goals and impact. Yet we know surprisingly little about the factors that prompt soldiers' behavior. Despite being deployed on the same mission under similar conditions, various national contingents display significant, systematic differences in their actions on the ground. In Military Cultures in Peace and Stability Operations, Chiara Ruffa challenges the widely held assumption that military contingents, regardless of their origins, implement mandates in a similar manner. She argues instead that military culture—the set of attitudes, values, and beliefs instilled into an army and transmitted across generations of those in uniform —influences how soldiers behave at the tactical level. When soldiers are abroad, they are usually deployed as units, and when a military unit deploys, its military culture goes with it. By investigating where military culture comes from, Ruffa demonstrates why military units conduct themselves the way they do. Between 2007 and 2014, Ruffa was embedded in French and Italian units deployed under comparable circumstances in two different kinds of peace and stability operations: the United Nations Interim Force in Lebanon and the NATO mission in Afghanistan. Based on hundreds of interviews, she finds that while French units prioritized patrolling and the display of high levels of protection and force—such as body armor and weaponry—Italian units placed greater emphasis on delivering humanitarian aid. She concludes that civil-military relations and societal beliefs about the use of force in the units' home country have an impact on the military culture overseas, soldiers' perceptions and behavior, and, ultimately, consequences for their ability to keep the peace.

Composed in Germany in the early thirteenth century by Judah ben Samuel he-hasid, Sefer Hasidim, or "Book of the Pietists," is a compendium of religious instruction that portrays the everyday life of Jews as they lived together with and apart from Christians in towns such as Speyer, Worms, Mainz, and Regensburg. A charismatic religious teacher who recorded hundreds of original stories that mirrored situations in medieval social living, Judah's messages advocated praying slowly and avoiding honor, pleasure, wealth, and the lures of unmarried sex. Although he failed to enact his utopian vision of a pietist Jewish society, his collected writings would help shape the religious culture of Ashkenazic Judaism for centuries. In "Sefer Hasidim" and the Ashkenazic Book in Medieval Europe, Ivan G. Marcus proposes a new paradigm for understanding how this particular book was composed. The work, he contends, was an open text written by a single author in hundreds of disjunctive, yet self-contained, segments, which were then combined into multiple alternative versions, each equally authoritative. While Sefer Hasidim offers the clearest example of this model of composition, Marcus argues that it was not unique: the production of Ashkenazic books in small and easily rearranged paragraphs is a literary and cultural phenomenon quite distinct from anything practiced by the Christian authors of northern Europe or the Sephardic Jews of the south. According to Marcus, Judah, in authoring Sefer Hasidim in this manner, not only resisted Greco-Roman influences on Ashkenazic literary form but also extended an earlier Byzantine rabbinic tradition of authorship into medieval European Jewish culture.

It was far from inevitable that Rome would emerge as the spiritual center of Western Christianity in the early Middle Ages. After the move of the Empire's capital to Constantinople in the fourth century and the Gothic Wars in the sixth century, Rome was gradually depleted physically, economically, and politically. How then, asks Maya Maskarinec, did this exhausted city, with limited Christian presence, transform over the course of the sixth through ninth centuries into a seemingly inexhaustible reservoir of sanctity? Conventional narratives explain the rise of Christian Rome as resulting from an increasingly powerful papacy. In City of Saints, Maskarinec looks outward, to examine how Rome interacted with the wider Mediterranean world in the Byzantine period. During the early Middle Ages, the city imported dozens of saints and their legends, naturalized them, and physically layered their cults onto the city's imperial and sacred topography. Maskarinec documents Rome's spectacular physical transformation, drawing on church architecture, frescoes, mosaics, inscriptions, Greek and Latin hagiographical texts, and less-studied documents that attest to the commemoration of these foreign saints. These sources reveal a vibrant plurality of voices—Byzantine administrators, refugees, aristocrats, monks, pilgrims, and others—who shaped a distinctly Roman version of Christianity. City of Saints extends its analysis to the end of the ninth century, when the city's ties to the Byzantine world weakened. Rome's political and economic orbits moved toward the Carolingian world, where the saints' cults circulated, valorizing Rome's burgeoning claims as a microcosm of the "universal" Christian church.

Race and the Making of American Political Science shows that changing scientific ideas about racial difference were central to the academic study of politics as it emerged in the United States. From the late nineteenth century through the 1930s, scholars of politics defined and continually reoriented their field in response to the political imperatives of the racial order at home and abroad as well to as the vagaries of race science. The Gilded Age scholars who founded the first university departments and journals located sovereignty and legitimacy in a "Teutonic germ" of liberty planted in the new world by Anglo-Saxon settlers and almost extinguished in the conflict over slavery. Within a generation, "Teutonism" would come to seem like philosophical speculation, but well into the twentieth century, major political scientists understood racial difference to be a fundamental shaper of political life. They wove popular and scientific ideas about race into their accounts of political belonging, of progress and change, of proper hierarchy, and of democracy and its warrants. And they attended closely to new developments in race science, viewing them as central to their own core questions. In doing so, they constructed models of human difference and political life that still exert a powerful hold on our political imagination today, in and outside of the academy. By tracing this history, Jessica Blatt effects a bold reinterpretation of the origins of U.S. political science, one that embeds that history in larger processes of the coproduction of racial ideas, racial oppression, and political knowledge.

Since the Enlightenment, the idea of progress has spanned right- and left-wing politics, secular and spiritual philosophy, and most every school of art or culture. The belief that humans are capable of making lasting improvements—intellectual, scientific, material, moral, and cultural—continues to be a commonplace of our age. However, events of the preceding century, including but not limited to two world wars, conflicts in Korea and Vietnam, the spread of communism across Eastern Europe and parts of Asia, violent nationalism in the Balkans, and genocides in Cambodia and Rwanda, have called into question this faith in the continued advancement of humankind. In A Road to Nowhere, Matthew W. Slaboch argues that political theorists should entertain the possibility that long-term, continued progress may be more fiction than reality. He examines the work of German philosophers Arthur Schopenhauer and Oswald Spengler, Russian novelists Leo Tolstoy and Aleksandr Solzhenitsyn, and American historians Henry Adams and Christopher Lasch—rare skeptics of the idea of progress who have much to engage political theory, a field dominated by historical optimists. Her challenges would be many: to raise and train her children to carry on their father's business; to preserve that business until they were ready to take over; and to look after her own financial well-being. Examining the visible trail Martha left in Montpellier's notarial registers and other records, Kathryn L. Reyerson reveals a wealth of information about her activities, particularly in the area of business, commerce, and real estate. From these formal, contractual documents, Reyerson gleans something of Martha's personality and reconstructs what she may have done, and a good deal of what she actually did, in her various roles of daughter, wife, mother, and widow. Mother and Sons, Inc. demonstrates that while women were hardly equal to men in the fourteenth century, under the right conditions afforded by wealth and the status of widowhood, they could do and did more than many have thought. Within the space of twenty years, Martha developed a complex real estate fortune, enlarged a cloth manufacturing business and trading venture, and provided for the support and education of her sons. Just how the widow Martha maneuvered within the legal constraints of her social, economic, and personal status forms the heart of the book's investigation. In Liquid Landscape, Michele Currie Navakas analyzes the history of Florida's incorporation alongside the development of new ideas of personhood, possession, and political identity within American letters. From early American novels, travel accounts, and geography textbooks, to settlers' guides, maps, natural histories, and land surveys, early American culture turned repeatedly to Florida's shifting lands and waters, as well as to its itinerant enclaves of Native Americans, Spaniards, pirates, and runaway slaves. Jahazpur is a small market town or qasba with a diverse population of more than 20,000 people located in Bhilwara District in the North Indian state of Rajasthan. With roots deep in history and legend, Shiptown (a literal translation of landlocked Jahazpur's name) today is a subdistrict headquarters and thus a regional hub for government services unavailable in villages. Rural and town lives have long intersected in Shiptown's market streets, which are crammed with shopping opportunities, many designed to allure village customers. Temples, mosques, and shrines attract Hindus and Muslims from nearby areas. In the town's densely settled center—still partially walled, with arched gateways intact—many neighborhoods remain segregated by hereditary birth group. By contrast, in some newer, more spacious residential areas outside the walls, persons of distinct communities and religions live as neighbors. Throughout Jahazpur municipality a peaceful pluralism normally prevails. Ann Grodzins Gold lived in Santosh Nagar, the oldest of Shiptown's new settlements, for ten months, recording interviews and participating in festival, ritual, and social events—public and private, religious and secular. While engaged with contemporary scholarship, Shiptown is moored in the everyday lives of the town's residents, and each chapter has at its center a specific node of Jahazpur experience. The proem to Herodotus's history of the Greek-Persian wars relates the long-standing conflict between Europe and Asia from the points of view of the Greeks' chief antagonists, the Persians and Phoenicians. However humorous or fantastical these accounts may be, their stories, as voiced by a Greek, reveal a great deal about the perceived differences between Greeks and others. The conflict is framed in political, not absolute, terms correlative to historical events, not in terms of innate qualities of the participants. It is this perspective that informs the argument of The Art of Contact: Comparative Approaches to Greek and Phoenician Art. Becky Martin reconsiders works of art produced by, or thought to be produced by, Greeks and Phoenicians during the first millennium B.C., when they were in prolonged contact with one another. Although primordial narratives that emphasize an essential quality of Greek and Phoenician identities have been critiqued for decades, Martin contends that the study of ancient history has not yet effectively challenged the idea of the inevitability of the political and cultural triumph of Greece. She aims to show how the methods used to study ancient history shape perceptions of it and argues that art is especially positioned to revise conventional accountings of the history of Greek-Phoenician interaction. Writing in the cosmopolitan metropolis of Baghdad, Alfarabi (870-950) is unique in the history of premodern political philosophy for his extensive discussion of the nation, or Umma in Arabic. The term Umma may be traced back to the Qur'ān and signifies, then and now, both the Islamic religious community as a whole and the various ethnic nations of which that community is composed, such as the Turks, Persians, and Arabs. Examining Alfarabi's political writings as well as parts of his logical commentaries, his book on music, and other treatises, Alexander Orwin contends that the connections and tensions between ethnic and religious Ummas explored by Alfarabi in his time persist today in the ongoing political and cultural disputes among the various nationalities within Islam. According to Orwin, Alfarabi strove to recast the Islamic Umma as a community in both a religious and cultural sense, encompassing art and poetry as well as law and piety. By proposing to acknowledge and accommodate diverse Ummas rather than ignoring or suppressing them, Alfarabi anticipated the contemporary concept of "Islamic civilization," which emphasizes culture at least as much as religion. Enlisting language experts, jurists, theologians, artists, and rulers in his philosophic enterprise, Alfarabi argued for a new Umma that would be less rigid and more creative than the Muslim community as it has often been understood, and therefore less inclined to force disparate ethnic and religious communities into a single mold. Redefining the Muslim Community demonstrates how Alfarabi's judicious combination of cultural pluralism, religious flexibility, and political prudence could provide a blueprint for reducing communal strife in a region that continues to be plagued by it today.

Most histories of modern American politics tell a similar story: that the Sunbelt, with its business friendly environment, right-to-work laws, and fierce spirit of frontier individualism, provided the seedbed for popular conservatism. Stacie Taranto challenges this narrative by positioning New York State as a central battleground. In 1970, under the governorship of Republican Nelson Rockefeller, New York became one of the first states to legalize abortion. By 1980, however, conservative, antifeminist Republicans with broad suburban appeal—symbolized by figures such as Ronald Reagan—had usurped power from these so-called Rockefeller Republicans. What happened during the intervening decade? In Kitchen Table Politics, Taranto investigates the role that middle-class, mostly Catholic women played both in the development of conservatism in New York State and in the national shift toward a conservative politics of "family values." Far from Albany, a short train ride away from the feminist activity in New York City, white, Catholic homemakers on Long Island and in surrounding suburban counties saw the legalization of abortion in the state in 1970 as a threat to their hard-won version of the American dream. These self-described "average housewives," Taranto argues, were more than just conservative shock troops; instead, they were inventing a new, politically viable conservatism centered on the heterosexual traditional nuclear family that the GOP's right wing used to broaden its electoral base. Yet in Lyric Tactics, Ingrid Nelson argues that the lyric poetry of later medieval England is a distinct genre defined not by its poetic features—rhyme, meter, and stanza forms—but by its modes of writing and performance, which are ad hoc, improvisatory, and situational. Nelson looks at anonymous devotional and love poems that circulated in manuscripts of practical, religious, and literary material or were embedded in popular, courtly, and liturgical works. What does it mean to speak for nature? Contemporary environmental critics warn that giving a voice to nonhuman nature reduces it to a mere echo of our own needs and desires; they caution that it is a perverse form of anthropocentrism. And yet nature's voice proved a powerful and durable ethical tool for premodern writers, many of whom used it to explore what it meant to be an embodied creature or to ask whether human experience is independent of the natural world in which it is forged. The history of the late medieval period can be retold as the story of how nature gained an authoritative voice only to lose it again at the onset of modernity. This distinctive voice, Kellie Robertson argues, emerged from a novel historical confluence of physics and fiction-writing. Natural philosophers and poets shared a language for talking about physical inclination, the inherent desire to pursue the good that was found in all things living and nonliving. Moreover, both natural philosophers and poets believed that representing the visible world was a problem of morality rather than mere description. Based on readings of academic commentaries and scientific treatises as well as popular allegorical poetry, Nature Speaks contends that controversy over Aristotle's natural philosophy gave birth to a philosophical poetics that sought to understand the extent to which the human will was necessarily determined by the same forces that shaped the rest of the material world. Modern disciplinary divisions have largely discouraged shared imaginative responses to this problem among the contemporary sciences and humanities. Robertson demonstrates that this earlier worldview can offer an alternative model of human-nonhuman complementarity, one premised neither on compulsory human exceptionalism nor on the simple reduction of one category to the other. As the European powers exhausted themselves during the conflict, the U.S. government deployed its growing economic leverage, its military might, and its diplomacy to shape the outcome of the war and to influence the future of international relations. In The Great War and American Foreign Policy, 1914-1924, Robert E. Hannigan challenges the conventional belief that the United States entered World War I only because its hand was forced, and he disputes the claim that Washington was subsequently driven by a desire to make the world "safe for democracy." Democratic President Woodrow Wilson's rhetoric emphasized peace, self-determination, and international cooperation. But his foreign policy, Hannigan claims, is better understood if analyzed against the backdrop of American policy—not only toward Europe, but also toward East Asia and the rest of the western hemisphere—as it had been developing since the turn of the twentieth century. On the broadest level, Wilson sought to shore up and stabilize an international order promoted and presided over by London since the early 1800s, this in the conviction that under such conditions the United States would inevitably ascend to a global position comparable to, if not eclipsing, that of Great Britain. Hannigan argues, moreover, that these fundamental objectives continued to guide Wilson's Republican successors in their efforts to stabilize the postwar world. Solomon ibn Verga was one of the victims of the decrees expelling the Jews from Spain and Portugal in the 1490s, and his Shevet Yehudah (The Scepter of Judah, ca. 1520) numbered among the most popular Hebrew books of the sixteenth century. Its title page lured readers and buyers with a promise to relate "the terrible events and calamities that afflicted the Jews while in the lands of non-Jewish peoples": blood libels, disputations, conspiracies, evil decrees, expulsions, and more. The book itself preserves collective memories, illuminates a critical and transitional phase in Jewish history, and advances a new vision of European society and government. It reflects a world of renaissance, reformation, and global exploration but also one fraught with crisis for Christian majority and Jewish minority alike. Among the multitudes of Iberian Jewish conversos who had received Christian baptism by the end of the fifteenth century, ibn Verga experienced the destruction of Spanish-Portuguese Jewry just as the Catholic Church began to lose exclusive control over the structures of Western religious life; and he joined other Europeans in reevaluating boundaries and affiliations that shaped their identities. In A Historian in Exile, Jeremy Cohen shows how Shevet Yehudah bridges the divide between the medieval and early modern periods, reflecting a contemporary consciousness that a new order had begun to replace the old. In Elf Queens and Holy Friars Richard Firth Green investigates an important aspect of medieval culture that has been largely ignored by modern literary scholarship: the omnipresent belief in fairyland. Taking as his starting point the assumption that the major cultural gulf in the Middle Ages was less between the wealthy and the poor than between the learned and the lay, Green explores the church's systematic demonization of fairies and infernalization of fairyland. He argues that when medieval preachers inveighed against the demons that they portrayed as threatening their flocks, they were in reality often waging war against fairy beliefs. The recognition that medieval demonology, and indeed pastoral theology, were packed with coded references to popular lore opens up a whole new avenue for the investigation of medieval vernacular culture. Elf Queens and Holy Friars offers a detailed account of the church's attempts to suppress or redirect belief in such things as fairy lovers, changelings, and alternative versions of the afterlife. That the church took these fairy beliefs so seriously suggests that they were ideologically loaded, and this fact makes a huge difference in the way we read medieval romance, the literary genre that treats them most explicitly. The war on fairy beliefs increased in intensity toward the end of the Middle Ages, becoming finally a significant factor in the witch-hunting of the Renaissance.

Unlike Christianity and Islam, it is said, Judaism endorses a tradition of protest as first expressed in the biblical stories of Abraham, Job, and Jeremiah. In Pious Irreverence, Dov Weiss has written the first scholarly study of the premodern roots of this distinctively Jewish theology of protest, examining its origins and development in the rabbinic age. Weiss argues that this particular Jewish relationship to the divine is rooted in the most canonical of rabbinic texts even as he demonstrates that in ancient Judaism the idea of debating God was itself a matter of debate. Prior to the eighteenth century, British style was slow to change and followed the cultural and economic imperatives of monarchical regimes. By the 1750s, however, a growing fashion press extolled, in writing and illustration, the new phenomenon of periodized fashion trends. As fashion fads came in and out of style, and as fashion texts circulated and obsolesced, Britons were forced to confront the material persistence of out-of-date fashions. Timothy Campbell argues that these fashion texts and objects shaped British perception of time and history by producing new curiosity about the very recent past, as well as a new self-consciousness about the means by which the past could be understood. The Grecanici are a Greek linguistic minority in the Calabria region of Italy, remnants of a population that has resided there since late antiquity. Their language represents a holdover from the Middle Ages, at least, and possibly even to the Greek colonies of the classical period. For decades the Grecanici passionately fought to be recognized by the Italian state as an official linguistic minority, finally achieving this goal in 1999. Violence, corruption, and mismanagement are inextricable parts of the social fabric, but Grecanici have crafted the means to invert hegemonic culture and participate in the power games of minority politics. The Grecanici of Southern Italy provides a comprehensive ethnography that examines the ways the minority developed and sustain enduring cultural forms of solidarity and relatedness. Stavroula Pipyrou proposes the concept of "fearless governance" to describe overlapping and sometimes contradictory systems of power, authority, and relational networks that enable the Grecanici to achieve political representation at the intersection of local, national, and global encounters. It was widely believed that shared aesthetic sensibilities connected like-minded individuals and that shared affinities advanced the public good and held great promise for the American republic. Exploring the intersection of the early republic's material, visual, literary, and political cultures, Catherine E. Kelly demonstrates how American thinkers acknowledged the similarities between aesthetics and politics in order to wrestle with questions about power and authority. Debates about poverty and inequality in the United States frequently invoke the early twentieth century as a time when new social legislation helped moderate corporate power. But as historian Daniel Amsterdam shows, the relationship between business interests and the development of American government was hardly so simple. Roaring Metropolis reconstructs the ideas and activism of urban capitalists roughly a century ago. Far from antigovernment stalwarts, business leaders in cities across the country often advocated extensive government spending on an array of social programs. They championed public schooling, public health, the construction of libraries, museums, parks, and playgrounds, and decentralized cities filled with freestanding homes—a set of initiatives that they believed would foster political stability and economic growth during an era of explosive, often chaotic, urban expansion. The efforts of businessmen on this front had deep historical roots but bore the most fruit during the 1920s, an era often misconstrued as an antigovernment moment. As Daniel Amsterdam illustrates, public spending soared across urban America during the decade due in part to businessmen's political activism.
