With gridlock, presidents increasingly rely on unilateral actions - means not requiring legislative statutes - which many view as tantamount to power. Using a variety of approaches, Chiou and Rothenberg show that this need not be the case as, under many conditions, the chief executive's employment of such tools is constrained. Rather, presidents contemplating issuing executive orders are often constrained by worries about challenging the legislature and the courts. Most notably, the ability of Congress to employ extra-statutory means, involving efforts by legislators and their parties that don't require passing a law, limit how presidents utilize their discretion. Additionally, political parties can influence presidential choices and actions both by restricting the ideological direction in which presidents can push policy via discretionary authority and by agenda-setting and disciplining members in the legislative process. Nor are all presidential actions equal, as the policy area involved and the importance of an action condition presidential power.

Secular assumptions are being introduced piecemeal into our way of life. From the Millennium Dome (what exactly was it celebrating?) to the restrictions on the wearing of crosses and abolition of nativity plays, Christianity is being marginalised. Christian social initiatives at local levels are now so severely restricted that several Christian bodies issue guidelines on handling local council prejudice. There is a widespread if ill-defined sense that a valuable heritage is slipping away. Yet the Bible and Prayer Book are seminal for our language and literature; Christian social action predated the modern welfare state; our laws are based on Christian ethical systems. Christians should push back, re-engaging with politicians and opinion formers. Christians must be salt and light. Introverted Christianity must give way to engagement with the world, not defensively but with confidence and hope. It is time for a proper debate about the place of faith in modern Britain.

Beginning in the late 1970s, activists from the favelas of Rio de Janeiro challenged the conditions—such as limited access to security, sanitation, public education, and formal employment—that separated favela residents from Rio's other citizens. The activists built a movement that helped to push the nation toward redemocratization. They joined with political allies in an effort to institute an ambitious slate of municipal reforms. Those measures ultimately fell short of aspirations, and soon the reformers were struggling to hold together a fraying coalition. Rio was bankrupted by natural disasters and hyperinflation and ravaged by drug wars. Well-armed drug traffickers had become the new lords of the favelas, protecting their turf through violence and patronage. By the early 1990s, the promise of the favela residents' mobilization of the late 1970s and early 1980s seemed out of reach. Yet the aspirations that fueled that mobilization have endured, and its legacy continues to shape favela politics in Rio de Janeiro.
