With the German defeat at Kursk, the Soviet Stavka (high command) ordered the Western and Kalinin Fronts to launch Operation Suvorov in order to liberate the city of Smolensk. The Germans had held this city for two years and Heeresgruppe Mitte’s (Army Group Centre) 4. Armee had heavily fortified the region. The Soviet offensive began in August 1943 and they quickly realized that the German defences were exceedingly tough and that the Western Front had not prepared adequately for an extended offensive. Consequently, the Soviets were forced to pause their offensive after only two weeks, in order to replenish their combat forces and then begin again. The German 4. Armee was commanded by Generaloberst Gotthard Heinrici, one of the Wehrmacht’s top defensive experts. Although badly outnumbered, Heinrici’s army gamely held off two Soviet fronts for seven weeks. Eventually, the 4. Armee’s front was finally broken and Smolensk was liberated on 25 September 1943. However, the Western Front was too exhausted to pursue Heinrici’s defeated army, which retreated to the fortified cities of Vitebsk, Orsha and Mogilev; the 4. Armee would hold these cities until the destruction of Army Group Centre in June 1944. Operation Suvorov focuses on a major offensive that is virtually unknown in the West and which set the stage for the decisive defeat of Heeresgruppe Mitte in the next summer offensive.

The preparation and delivery of a Lincoln centennial address in Chicago led Wilson to draw a conclusion that served as the theme for his political and educational actions during 1909: the strength and hope of America lies in the common people, not in those born to wealth and special privilege. Wilson applied his egalitarian social ideals to education in 1909 through his continuing crusade for the quadrangle plan both for Princeton and for the nation's colleges, and through his opposition to proposals for the construction of a graduate college separate from the main campus. In political matters, Wilson continued to spurn open alliance with the rising Progressive movement, choosing instead to launch his own movement for political regeneration through the short ballot. In an address to the Democratic Club of Plainfield, he inaugurated the New Jersey gubernatorial campaign of 1910. Thus this volume provides the background of the violent eruption of the graduate college controversy in the first half of 1910 and of Wilson's decision of July 15 to accept the Democratic nomination for Governor of New Jersey.

If current trends continue, the Asian civilian space competition could become a military race. "The USSRs dissolution resulted in the creation of not only fifteen recognized states but also of four non-recognized statelets: Nagorno-Karabakh, South Ossetia, Abkhazia, and Transnistria. Their polities comprise networks with state-like elements. Since the early 1990s, the four pseudo-states have been continously dependent on their sponsor countries (Russia, Armenia), and contesting the territorial integrity of their parental nation-states Azerbaijan, Georgia, and Moldova. In 2014, the outburst of Russia-backed separatism in Eastern Ukraine led to the creation of two more para-states, the Donetsk Peoples Republic (DNR) and the Luhansk Peoples Republic (LNR), whose leaders used the experience of older de facto states. In 2020, this growing network of de facto states counted an overall population of more than 4 million people. How do military organizations assess strategic policy in war? In this book Scott Gartner develops a theory to explain how military and government leaders evaluate wartime performance, how much they change strategies in response to this evaluation, and why they are frequently at odds when discussing the success or failure of strategic performance.Blending history, decision theory, and mathematical modeling, Gartner argues that military personnel do reevaluate their strategies and that they measure the performance of a strategy through quantitative, "dominant" indicators. But different actors within a government use different indicators of success: some will see the strategy as succeeding when others see it as failing because of their different dominant indicators. Gartner tests his argument with three case studies: the British shift to convoys in World War I following the German imposition of unrestricted submarine warfare; the lack of change in British naval policy in the Battle of the Atlantic following the German introduction of Wolf Packs in World War II; and the American decision to deescalate in Vietnam after the Tet Offensive. In A New Deal for All? Andor Skotnes examines the interrelationships between the Black freedom movement and the workers' movement in Baltimore and Maryland during the Great Depression and the early years of the Second World War. Adding to the growing body of scholarship on the long civil rights struggle, he argues that such "border state" movements helped resuscitate and transform the national freedom and labor struggles. In the wake of the Great Crash of 1929, the freedom and workers' movements had to rebuild themselves, often in new forms. In the early 1930s, deepening commitments to antiracism led Communists and Socialists in Baltimore to launch racially integrated initiatives for workers' rights, the unemployed, and social justice. An organization of radicalized African American youth, the City-Wide Young People's Forum, emerged in the Black community and became involved in mass educational, anti-lynching, and Buy Where You Can Work campaigns, often in multiracial alliances with other progressives. During the later 1930s, the movements of Baltimore merged into new and renewed national organizations, especially the CIO and the NAACP, and built mass regional struggles. While this collaboration declined after the war, Skotnes shows that the earlier cooperative efforts greatly shaped national freedom campaigns to come—including the civil rights movement.
