Volume 19, covering the final critical weeks of the First Congress, reveals Washington and Jefferson in the closest and most confidential relationship that existed at any time during their official careers. It opens with the proclamation announcing the exact location of the Federal District, an unexplained choice made in the utmost secrecy by the President in consultation with the Secretary of State some weeks before Washington toured the upper Potomac in an ostensible journey to inspect rival sites and to encourage competition for the location of the national capital. It includes the politically related question of the chartering of the Bank of the United States, on which Jefferson delivered his famous opinion challenging its constitutionality. But the conflict with Hamilton over the Bank, important as it was, did not bring the two men on the public stage as contestants. Instead, the first focusing of public attention on the breach in the administration occurred with the publication of Jefferson's report on the whale and cod fisheries. This widely disseminated report is here presented in a context showing that, after Hamilton declined to cooperate in reciprocating the favors France had granted to American trade, Jefferson deliberately and publicly challenged the Hamiltonian opposition. In unusually blunt language, his report called for commercial retaliation against Great Britain, thus causing a sensation both in the ...ministry. This volume shows Jefferson's concern over the growing discontent in the South and West over fiscal and other policies of the national government, his resistance to interested promotion of consular appointments in business circles, his grappling with the political and constitutional questions concerning the admission of Kentucky and Vermont, his involvement in the political consequences of the death of Franklin that affected even the proceedings of the American Philosophical Society, his cautious relationship with Tench Coxe as a source of statistical information which the Secretary of the Treasury failed to supply, and his report to Washington on a judicial appointment that brought on both embarrassment and constitutional questions. Once Congress had dispersed, Jefferson was able to turn his attention to long-neglected private concerns and to the correspondence that gave him most satisfaction, that with the family at Monticello.

The period covered by this volume brings to a conclusion Thomas Jefferson's first year as president. On 8 December he communicates his first annual message to Congress: peace between France and England is restored; a rise in population will increase revenue and help abolish internal taxes; the standing army can be done away with; "peace & friendship" prevail with Indian neighbors. He recommends two particular matters to the attention of Congress: a revision of the laws on naturalization and a review of the Judiciary Act. Two delegations of Indian nations hold conferences with Jefferson and Secretary of War Henry Dearborn in Washington. Jefferson observes that it is good for them to "renew the chain of affection." The president receives a "Mammoth Cheese" as a token of esteem from the citizens of Cheshire, Massachusetts, and the letter from the Danbury Baptists arrives. In his famous reply to the Baptists, Jefferson states that "religion is a matter which lies solely between man & his god." Shortly after legislators arrive in town for the opening of Congress, he begins to entertain at the President's House. He uses such occasions to bridge the divide between the executive and legislative branches and foster political understanding between Republicans and Federalists. As he moves into his second year as president, he is optimistic about his legislative program and the Republican majority in Congress.

Abigail Adams terminates the brief revival of their correspondence, musing that "Affection still lingers in the Bosom, even after esteem has taken its flight." In November, Jefferson delivers his annual message to Congress. He also commences systematic records to manage his guest lists for official dinners.

Thomas Reid saw the three subjects of logic, rhetoric and the fine arts as closely cohering aspects of one endeavour which he called the culture of the mind. This was a topic on which Reid lectured for many years in Glasgow and the volume is as near a reconstruction of these lectures as is now possible. The material is virtually unknown now but in fact it relates closely to Reid's published works and in particular to the two late ones, Essays on the Intellectual Powers of Man and Essays on the Active Powers of Man. When composing these volumes, Reid drew primarily on his lectures on 'pneumatology' which presented a theory of the mental powers, broadly conceived. These lectures were basic to the course on the culture of the mind which explained the cultivation of the mental powers. Although the Essays also included some elements from the material on the culture of the mind, the bulk of the latter was left in manuscript form and Professor Broadie's edition restores this important extension of Reid's overall work. In addition, this volume continues the Edinburgh Edition's attractive combination of manuscript material and published work, in this case Reid's important and well known essay on Aristotle's logic. This text was corrupted in older editions of Reid's works and is now restored to the state in which Reid left it. This volume underscores Reid's great and growing significance, viewed both as an historical figure and as a philosopher. At the same time, it is of great interdisciplinary importance. While the material emerges directly from the core of Reid's philosophy, as now understood, it will appeal widely to people in literary, cultural, historical and communications studies. In this regard, the present volume is a true fruit of the Scottish Enlightenment.

Thomas Tooke was the founder of the contra-quantity theory of money - the view that monetary policy is powerless to influence prices because the supply of money depends on the flow of money expenditure and hence is the result and not the cause of price change. Yet his prominence within economic circles was also derived from his work as a lobbyist for free trade and the principal spokesman of the banking school, arguing against statutory control of the currency. Long neglected, Mountifort Longfield has now attracted the attention of modern economists who have praised him for, amongst other things, the discovery of the modern factor proportions theory of international trade and a theory of distribution which was a genuine alternative to Ricardo's. Modern readers have been amazed by his Lectures, a path-breaking book which sketches out a subjective theory of value and a marginal productivity theory of distribution - all this in 1834, only 11 years after the death of Ricardo. Richard Jones was the first institutionalist critic of Ricardo and a historically-minded economist years before the emergence of the British and German Schools. He launched himself into the task of reconstructing the whole of economics on historical and evolutionary grounds. However, not being able to carry this ambitious programme beyond the field of rent theory, and his great reluctance to make unsupported generalizations, caused his work to fall into oblivion. Only recently has modern scholarship begun to reassess his importance.

Although the doctrine of the Holy Spirit has often been a neglected subject in theology, it remains vital for understanding both the Christian confession of God as Trinity and the nature of the Christian life. In view of those two topics, God’s Love through the Spirit examines the relationship between love and the person and work of the Holy Spirit in Thomas Aquinas and John Wesley two very different figures whose teachings on the Spirit and the Christian life are found to be, on the whole, surprisingly compatible. An investigation into Aquinas’s amor-based pneumatology, including a ground-breaking analysis of his recently discovered Pentecost sermon, and a fresh assessment of the doctrine of sanctification in Wesley show that in distinctive yet largely complementary ways, Aquinas and Wesley provide resources that can be used to reclaim a richer pneumatology, specifically in relation to the theological virtue of love.Despite the obvious differences between these two figures in method and style, there are certain conceptual parallels in their writings such as the central themes of love and holiness that create the possibility for mutual enrichment among their respective theological heirs. Aquinas’s pneumatology can be illuminated and amplified by the emphasis on the Holy Spirit and sanctification that is found in Wesley, even as the insights of Aquinas can aid Methodists and Wesleyans in accounting more fully for the properly theological, and indeed Trinitarian, basis of sanctification. The conclusions reached in God’s Love through the Spirit, particularly concerning an understanding of love both within God’s own life and in Christian participation in God by grace, challenge the claim that Western theology suffers from a pneumatological deficiency, and represent a significant contribution to the study of Aquinas and of Wesley, to ecumenical dialogue between Catholics and Methodists (and Protestants more broadly), and to the retrieval and development of a genuinely constructive pneumatology.

Long neglected as a marginal and eccentric figure, Thomas Hoccleve (1367–1426) wrote some of the most sophisticated and challenging poetry of the late Middle Ages. Full of gossip and autobiographical detail, his work has made him immensely useful to modern scholars, yet Hoccleve the poet has remained decidedly in the shadow of Geoffrey Chaucer.In The Bureaucratic Muse, Ethan Knapp investigates the connections between Hoccleve's poetic corpus and his life as a clerk of the Privy Seal. The early fifteenth century was a watershed moment in the histories of both centralized bureaucracy and English vernacular literature. These were the decades in which Chaucer's experiments in a courtly English poetry were rendered into a stable tradition and in which the central writing offices at Westminster emerged from personal government into the full-blown modernity of independent civil service. Knapp shows the importance of Hoccleve's poetry as a site where these two histories come together. By following the shifting relationship between the texts of vernacular poetry and those of bureaucratic documents, Knapp argues that the roots of vernacular fiction reach back into the impersonal documentary habits of a bureaucratic class. Study of three North American women novelists combining the standpoints of gender studies and narratology. By analyzing the works of Thomas, Marlatt, and Erdrich through the lenses of subjectivity, gender studies, and narratology, Caroline Rosenthal brings to light new perspectives on their writings. Although all three authors write metafictions that challenge literary realism and dominant views of gender, the forms of their counter-narratives vary. In her novel Intertidal Life, Thomas traces the disintegration of an identity through narrative devices that unearth ruptures and contradictions in stories of gender. In contrast, Marlatt, in Ana Historic, challenges the regulatory fiction of heterosexuality. She offers her protagonist a way out into a new order that breaks with the law of the father, creating a "monstrous" text that explores the possibilities of a lesbian identity. In her tetralogy of novels made up of Love Medicine, Tracks, The Beet Queen, and The Bingo Palace, Erdrichresists definite readings of femininity altogether. By drawing on trickster narratives, she creates an open system of gendered identities that is dynamic and unfinalizable, positing the most fragmented worldview as the most enduring. By applying gender and narrative theory to nuanced analysis of the texts, Rosenthal's study elucidates the correlation between gender identity formation and narrative. This is the first comprehensive biography of Thomas J. Walsh, the Democratic senator from Montana from 1913 to 1933 who was best known for his role in uncovering the Teapot Dome scandal. J. Leonard Bates places Walsh in his colorful and tumultuous times, illuminating Montana history and politics as well as national movements including Progressivism, internationalism, Prohibition, war, and so-called normalcy. Walsh fought throughout his long career against corruption and monopoly power. During his early years as a lawyer-politician in Helena, he was often in conflict with the "Copper Kings" and other powerful figures. As a senator, he became an internationalist, working throughout the 1920s for naval disarmament, the World Court, the St. Lawrence Seaway, and the Kellogg-Briand Pact for the "outlawry" of war. In his most celebrated coup, breaking open the Teapot Dome scandal of 1923-24, Walsh revealed that the secretary of the interior had accepted "loans" from oil men in return for leases of U.S. naval oil reserves. Working through the Public Lands Committee of the Senate, Walsh enjoyed support for his investigation from members of both parties, and the Supreme Court endorsed his interpretation of the scandal in 1927. Shortly before his death, he presided over the Democratic National Convention that nominated Franklin Roosevelt and served for a brief time as a key figure in the new leader's circle. Drawing on archival sources of unprecedented depth, including personal letters between Walsh and his first wife, Elinor McClements Walsh, Bates's expansive study paints a richly detailed portrait of an influential and principled figure whose political career spanned world war, depression, and the administrations of six presidents.

This study draws upon Thomas Barton's Forbes expedition journal, and a vast collection of manuscript letters, sermons, and other contemporary documents to illuminate his career and help readers appreciate the complex world of the pre-Revolutionary Pennsylvania frontier and more generally of the colonial American back country. As a missionary for the Church of England's Society for the Propagation of the Gospel in Foreign Parts in York, Cumberland, and Lancaster counties of Pennsylvania, Barton championed the interests of the Anglican church and the proprietary of William Penn's children in a turbulent borderland beset by both threats from the French and their Native American allies and challenges to English authority from a largely Scots-Irish Presbyterian population. After participating in General John Forbes' successful campaign against the French stronghold of Fort Duquense during the French and Indian War in 1758, Barton assumed the incumbency of St. James church in Lancaster. In that city's religiously turbulent and culturally diverse world, he advanced Enlightenment ideals and religious moderation. Targeted by extreme sectarian and political fanatics during the years leading up to the American colonies break with Great Britain, however, Loyalist Barton, ultimately deprived of his vocation and family, was evicted from Pennsylvania. After struggling against poor health and dire financial need in New York City for two years, he died in 1780, a self-defined martyr for his church and king.

In 1991 Sture Bergwall, a petty criminal and drug addict, botched an armed robbery so badly that he was deemed to be more in need of therapy than punishment. Thomas Sankara was one of Africa's most important anti-imperialist leaders of the late 20th Century. His declaration that fundamental socio-political change would require a 'certain amount of madness' drove the Burkinabe Revolution and resurfaced in the country's popular uprising in 2014. This book looks at Sankara's political philosophies and legacies and their relevance today. Analyses of his synthesis of Pan-Africanism and humanist Marxist politics, as well as his approach to gender, development, ecology and decolonisation offer new insights to Sankarist political philosophies. Critical evaluations of the limitations of the revolution examine his relationship with labour unions and other aspects of his leadership style.
