University of Pennsylvania Press University City: History, Race, and Community in the Era of the Innovation District
In twenty-first-century American cities, policy makers increasingly celebrate university-sponsored innovation districts as engines of inclusive growth. But the story is not so simple. In University City, Laura Wolf-Powers chronicles five decades of planning in and around the communities of West Philadelphia’s University City to illuminate how the dynamics of innovation district development in the present both depart from and connect to the politics of mid-twentieth-century urban renewal. Drawing on archival and ethnographic research, Wolf-Powers concludes that even as university and government leaders vow to develop without displacement, what existing residents value is imperiled when innovation-driven redevelopment remains accountable to the property market. The book first traces the municipal and institutional politics that empowered officials to demolish a predominantly Black neighborhood near the University of Pennsylvania and Drexel University in the late 1960s to make way for the University City Science Center and University City High School. It also provides new insight into organizations whose members experimented during that same period with alternative conceptions of economic advancement. The book then shifts to the present, documenting contemporary efforts to position university-adjacent neighborhoods as locations for prosperity built on scientific knowledge. Wolf-Powers examines the work of mobilized civic groups to push cultural preservation concerns into the public arena and to win policies to help economically insecure families keep a foothold in changing neighborhoods. Presented from the viewpoint of the history of mathematics, this book explores both epistemological aspects of Chinese traditional mathematical astronomy and lunisolar calendrical calculations. The following issues are addressed: (1) connections with non-Chinese cultural areas; (2) the possibility or impossibility of using mathematics to predict astronomical phenomena, a question that was constantly raised by the Chinese from antiquity through medieval times; (3) the modes of representation of numbers, and in particular the zero, found in the context of Chinese calendrical calculations; and (4) a detailed analysis of lunisolar calendrical calculations. Fully worked-out examples and comparisons between the results of calculations and the content of Chinese historical calendars from various periods are provided.Traditional Chinese calendrical and mathematical astronomy consists of permanently reformed mathematical procedures designed to predict, but not explain, phenomena pertaining to astronomy and related areas. Yet, despite appearances, models of the mathematical techniques hidden behind this voluminous corpus reveal that they depend on a limited number of clear-cut mathematical structures. In this book, Ann Laura Stoler navigates the shadows and shatterzones of democratic policies, considering how imperial features are folded through (il)liberal orders, where racial inequities thicken in the borderlands of interior frontiers. Sometimes those frontiers, or the lines that define the contours of belonging and not belonging, are porous--often fixed and firm. For those on the "wrong side" of the fabulated division between inside and out, entry requirements can be opaque, neither verbal nor visible. Illegibilities are secured in code. The sites of inequity are disparate, the sensibilities that produce and sustain those inequities are as well. Borrowing Ralph Ellison's phrase, Stoler exposes unexpected sites and scenes that register the "lower frequencies" of denigration. Seemingly benign sites are laid bare as toxic, as in her essay eviscerating the warped criteria assigned to taste and who can have it, and in her study of the seared lives that longing, envy, and humiliation inscribe. In so doing, she hews close to the "soft" violences of sentiments that ascribe, distribute, and assess human kinds. But the project of these essays turns as much to those who reject those violences, who distil refusal in "poetic rage"--the phrase Stoler invokes to describe the anti-colonial avant-garde. Stoler casts this aesthetic of dissent through a surge of multi-media archiving ventures among Palestinians bent on creating and conjuring landscapes beyond Israeli violences-for the future and today. Stoler hugs close to the dark corridors where racial inequalities thrive. These inequities may be blatant but "unnoticed," others are neither muted nor unseen. Each essay iterates a "(sub)metric of inequality" as a fictive measure of human worth. With an optic, ever bold and subtle, she turns the reader to the social ecologies and racial logics targeting the body and the senses. These are hazardous zones for the instruments and infrastructures in which (il)liberalisms invest. Increasingly unsettled and challenged by a more radically just demos, these sites of contest may be the emergent political scenes of racial sovereignty's unmaking and where the weapons of that unmaking are readied, and stored.

The trade in oil, gas, gems, metals and rare earth minerals wreaks havoc in Africa. During the years when Brazil, India, China and the other "emerging markets" have transformed their economies, Africa's resource states remained tethered to the bottom of the industrial supply chain. While Africa accounts for about 30 per cent of the world's reserves of hydrocarbons and minerals and 14 per cent of the world's population, its share of global manufacturing stood in 2011 exactly where it stood in 2000: at 1 percent. In his first book, The Looting Machine, Tom Burgis exposes the truth about the African development miracle: for the resource states, it's a mirage. The oil, copper, diamonds, gold and coltan deposits attract a global network of traders, bankers, corporate extractors and investors who combine with venal political cabals to loot the states' value. And the vagaries of resource-dependent economies could pitch Africa's new middle class back into destitution just as quickly as they climbed out of it. The ground beneath their feet is as precarious as a Congolese mine shaft; their prosperity could spill away like crude from a busted pipeline. This catastrophic social disintegration is not merely a continuation of Africa's past as a colonial victim. The looting now is accelerating as never before. As global demand for Africa's resources rises, a handful of Africans are becoming legitimately rich but the vast majority, like the continent as a whole, is being fleeced. Outsiders tend to think of Africa as a great drain of philanthropy. But look more closely at the resource industry and the relationship between Africa and the rest of the world looks rather different. In 2010, fuel and mineral exports from Africa were worth 333 billion, more than seven times the value of the aid that went in the opposite direction. But who received the money? For every Frenchwoman who dies in childbirth, 100 die in Niger alone, the former French colony whose uranium fuels France's nuclear reactors. In petro-states like Angola three-quarters of government revenue comes from oil. The government is not funded by the people, and as result it is not beholden to them. A score of African countries whose economies depend on resources are rentier states; their people are largely serfs. The resource curse is not merely some unfortunate economic phenomenon, the product of an intangible force. What is happening in Africa's resource states is systematic looting. Like its victims, its beneficiaries have names.

However, the whole arsenal of cosmetic ingredients is founded more on persuasion than conviction. Cosmetics is always a matter of mimicking an ideal. To this extent, cosmetic discourse deals in what might be described as an iconography of hunger -- it requires and is predicated upon a feeling of lack. At the same time, it promises to remedy that lack. The referential frame for cosmetics is constituted by cultural history and iconology, by semiotics and sociology, by psychology and rhetoric. Like fashion, it has called into being a linguistic system of considerable depth and complexity; one that draws its subtexts from futurology and history, from medicine and alchemy, from nostalgia and from heritage preservation. Cosmetics are supposed to make one more attractive and more seductive -- to make one positively irresistible, in fact. Cosmetics hold out the prospect of sexiness to women and men alike. All that one has to do is to acquire the right creams and lotions, the right palette of powders and rouges, of lipsticks and mascara, and one has a form of beauty that can be bought! The persuasive power of cosmetics is as dominant as it is irresistible. All of us could resist it if we wished to. And yet we don't wish to. This book exposes the rhetorical system behind the promises of cosmetics in terms of the histories of cultures and of mentalities, analysing the verbal/visual messages of selected examples. Her first marriage was to an Australian journalist, and she subsequently married the novelist and scientist, C.P. (later Lord) Snow. The Snows formed a celebrated literary partnership, travelling widely, and being feted in academic circles in the USA and the USSR as well as in the UK. The biography also recounts the many intrigues in literary circles in the post-war years when the Snows later became targets for the emerging satire movement.

Zanzibar has had the most turbulent postcolonial history of any part of the United Republic of Tanzania, yet few sources explain the reasons why. The current political impasse in the islands is a contest over the question of whether to revere and sustain the Zanzibari Revolution of 1964, in which thousands of islanders, mostly Arab, lost their lives. It is also about whether Zanzibar’s union with the Tanzanian mainland—cemented only a few months after the revolution—should be strengthened, reformed, or dissolved. Defenders of the revolution claim it was necessary to right a century of wrongs. They speak the language of African nationalism and aspire to unify the majority of Zanzibaris through the politics of race. Their opponents instead deplore the violence of the revolution, espouse the language of human rights, and claim the revolution reversed a century of social and economic development. They reject the politics of race, regarding Islam as a more worthy basis for cultural and political unity. From a series of personal interviews conducted over several years, Thomas Burgess has produced two highly readable first-person narratives in which two nationalists in Africa describe their conflicts, achievements, failures, and tragedies. Their life stories represent two opposing arguments, for and against the revolution. Ali Sultan Issa traveled widely in the 1950s and helped introduce socialism into the islands. As a minister in the first revolutionary government he became one of Zanzibar’s most controversial figures, responsible for some of the government’s most radical policies. After years of imprisonment, he reemerged in the 1990s as one of Zanzibar’s most successful hotel entrepreneurs. Seif Sharif Hamad came of age during the revolution and became disenchanted with its broken promises and excesses. In the 1980s he emerged as a reformist minister, seeking to roll back socialism and authoritarian rule. After his imprisonment he has ever since served as a leading figure in what has become Tanzania’s largest opposition party As Burgess demonstrates in his introduction, both memoirs trace Zanzibar’s postindependence trajectory and reveal how Zanzibaris continue to dispute their revolutionary heritage and remain divided over issues of memory, identity, and whether to remain a part of Tanzania. The memoirs explain how conflicts in the islands have become issues of national importance in Tanzania, testing that state’s commitment to democratic pluralism. They engage our most basic assumptions about social justice and human rights and shed light on a host of themes key to understanding Zanzibari history that are also of universal relevance, including the legacies of slavery and colonialism and the origins of racial violence, poverty, and underdevelopment. They also show how a cosmopolitan island society negotiates cultural influences from Africa, the Middle East, Asia, and Europe.

Portugal's poor military performance in the First World War, notably in Africa, restricted Afonso Costa's (1871-1937) ability to secure his diplomatic aims which, in any case, were highly unrealistic. Nevertheless, his loyal press in Portugal described him as the leader of the small nations', and reported his every statement as a major triumph. Afonso Costa's most important intervention took place in May 1919, when he denounced the Allies' unwillingness to make Germany pay for all the damage she had caused during the conflict; this speech led to a number of newspaper interviews in which Costa restated his position. It is clear that the interventionists needed a favourable Treaty in order to demonstrate to the country that its sacrifices had been worthwhile. The final draft of the Treaty was thus a complete shock to Portuguese public opinion, and came as a major defeat to the interventionists, who saw all their hopes for tangible gain evaporate. It effectively spelt the end of Costa's political career, although this was not yet clear. This biography of Afonso Costa considers the political implications of Portugal's participation in the First World War and of the defeat' in Paris. Reconciliation between the rival parties and between factions within parties became impossible, as did, as a result, the formation of a stable cabinet. With governments following each other in quick succession, it became increasingly difficult to carry out any of the reforms Portugal needed, and the Republic lost much of the support that remained. Nationalist opinion abandoned the regime and turned to the authoritarian models that had been pioneered by Sidonio Pais, and were now spreading throughout Europe. Politically neutral for decades, the army now intervened in politics, overthrowing the government after a failed coup in April 1925 in May 1926. The need for order in politics and on the street was paramount in the minds of the officers who plotted the downfall of the regime. This military dictatorship gave way, in the early 1930s, to Salazar's New State, and the volume concludes with a quick overview of this regime's domestic and foreign policy. Salazar, like Afonso Costa a Coimbra academic, announced Portugal's neutrality when Germany invaded Poland, in 1939, and his wartime diplomacy would be the reverse of Afonso Costa's, some twenty years earlier.

Appealing to dialogue is often just a safe way of referring to something negative, or at best blandly neutral: the avoidance of conflict, the denial of similarity, not stirring deep-seated disagreement, etc. When Bernard o’Connor says pope Benedict XVI facilitated dialogue, however, he means something quite positive, very much tangible and certainly transformative. In providing an account of the pope’s interactions with various groups of the international community, O’Connor attempts to convey Benedict XVI’s diplomacy as encounter, where even in the sphere of international relations exhortations to “dialogue” are invitations to see more clearly and be moved as much as move. To dialogue is to embrace, revise perception such that our approaches to the great questions of our day are not simply shared but correct.
