The Irish Yearbook of International Law is intended to stimulate further research into Ireland's practice in international affairs and foreign policy, filling a gap in existing legal scholarship and assisting in the dissemination of Irish thinking and practice on matters of international law. On an annual basis, the Yearbook presents peer-reviewed academic articles and book reviews on general issues of international law. Designated correspondents provide reports on international law developments in Ireland, Irish practice in international fora and the European Union, and the practice of joint North-South implementation bodies in Ireland. In addition, the Yearbook reproduces documents that reflect Irish practice on contemporary issues of international law. Publication of the Irish Yearbook of International Law makes Irish practice and opinio juris more readily available to Governments, academics and international bodies when determining the content of international law. In providing a forum for the documentation and analysis of North-South relations the Yearbook also make an important contribution to post-conflict and transitional justice studies internationally. DNA testing and banking has become institutionalized in the Canadian criminal justice system. As accepted and widespread though the practice is, there has been little critique or debate of this practice in a broad public forum on the potential infringement of individual rights or civil liberties. Neil Gerlach's The Genetic Imaginary takes up this challenge, critically examining the social, legal, and criminal justice origins and effects of DNA testing and banking. Drawing on risk analysis, Gerlach explains why Canadians have accepted DNA technology with barely a ripple of public outcry. Despite promises of better crime control and protections for existing privacy rights, Gerlach's examination of police practices, courtroom decisions, and the changing role of scientific expertise in legal decision-making reveals that DNA testing and banking have indeed led to a measurable erosion of individual rights. Biogovernance and the biotechnology of surveillance almost inevitably lead to the empowerment of state agent control and away from due process and legal protection. The Genetic Imaginary demonstrates that the overall effect of these changes to the criminal justice system has been to emphasize the importance of community security at the expense of individual rights. The privatization and politicization of biogovernance will certainly have profound future implications for all Canadians.

Oli Hazzard’s Blotter consists of five sequences, each constructed using a different process. In `Graig Syfyrddin’ notes on hillwalking in the Welsh marches – the poet’s former home – alternate with found text taken from an online walking forum. `Blotter’ is a shepherd’s calendar of sonnets composed of Russian spambot script – a mix of lifestyle advice, gaming tips, authoritarian propaganda, bucolic fragments and apocalyptic messages. `Within Habit’ is a series of prose poems collaged from numerous sources. `March and May’ comprises parallel columns of verse. `Or As’ is a family of 81 seventeen-syllable poems, each one an erasure of the corresponding page in a different book the poet was writing alongside Blotter. The poems are preoccupied, above all, with the passage of time, and how that passage can be differently registered or disturbed: the working day, the distorted seasons, the timestamp of a text message, the jottings of a daybook, the formal structure of a shepherd’s calendar, the double exposure of a photograph, the reverse-flow of a Twitter feed. The title, Blotter, connects these concerns, suggesting at once a police blotter, a journal, a thing for drying wet spots, and, in its painterly connotation, a way of rendering the world in a manner that is vague, blurred, or out of focus.

When violence broke out at the demonstrations surrounding the 2001 G8 summit in Genoa, Italy, the authors of this book were there. The protests proved to be a critical moment in the global justice movement. Presenting the first systematic empirical research on the global justice movement, Globalization from Below analyzes a movement from the viewpoints of the activists, organizers, and demonstrators themselves. The authors traveled to Genoa with anti-G8 protesters and collected data from more than 800 participants. A year later, they surveyed 2,400 activists at the European Social Forum in Florence. Zhao Feiyan (45–1 BCE), the second empress appointed by Emperor Cheng of the Han dynasty (207 BCE–220 CE), was born in slavery and trained in the performing arts, a background that made her appointment as empress highly controversial. Subsequent persecution by her political enemies eventually led to her being forced to commit suicide. After her death, her reputation was marred by accusations of vicious scheming, murder of other consorts and their offspring, and relentless promiscuity, punctuated by bouts of extravagant shopping. The French comic magazine Pilote hebdomadaire arrived in a weakening comics market in 1959 largely dominated by syndicated translations of American comics and comics inspired by a Catholic ethos. It tailored its content and tone to an older adolescent reader far removed from that of France's infant comic. Pilote's profile set it on a turbulent course subject to the vicissitudes and fickleness of fashion which situated it within an emerging teenager press under pressure to renew and innovate to survive. When it made cartoons its defining characteristic in 1963, Pilote articulated its uniqueness by channelling teenager discourse through them whilst also trying to encourage a zest for education in a modernising and economically buoyant France of exciting new opportunities. Pilote's cartoon art thus became a dynamic repository for the ideas and attitudes of France's educated youth which evolved into the radical discourses of the lifestyle and political revolutions of the late 1960s and early 1970s.This book tells how Pilote hebdomadaire's unique positioning in a new and fast developing youth press market for teenagers provided the forum and catalyst for the bande dessinee's stylistic evolution over the course of the 1960s and 1970s.

In early twentieth-century Berlin, the museumsdebate was set into motion with Wilhelm von Bode's sweeping proposal to reorganize a group of the city's museums. Between 1907 and 1910, two particularly striking series of articles appeared in the journal Museumskunde: Journal for the Administration and Technology of Public and Private Collections. The first was a six-part essay by Otto Lauffer on history museums and the second was a ten-part piece by Oswald Richter regarding ethnographic museums, and both initiated a century of important dialogue. Presented together here as Collecting, Displaying, and Interpreting Material Culture, these first full English translations of the two book-length articles remain unequalled presentations about the different implications of art, historical, and ethnographic museums. They show how sophisticated the discussion of museums and museum display was in the early twentieth century, and how much could be gained from revisiting these reflections today. This book presents a fresh approach to the communicability of narratives, revealing the cognitive underpinnings of Charles Sanders Peirce’s pragmatistic model. It demonstrates how abductive processes modify habits of belief and action in what Peirce refers to as double consciousness. In A New Deal for All? Andor Skotnes examines the interrelationships between the Black freedom movement and the workers' movement in Baltimore and Maryland during the Great Depression and the early years of the Second World War. Adding to the growing body of scholarship on the long civil rights struggle, he argues that such "border state" movements helped resuscitate and transform the national freedom and labor struggles. In the wake of the Great Crash of 1929, the freedom and workers' movements had to rebuild themselves, often in new forms. In the early 1930s, deepening commitments to antiracism led Communists and Socialists in Baltimore to launch racially integrated initiatives for workers' rights, the unemployed, and social justice. An organization of radicalized African American youth, the City-Wide Young People's Forum, emerged in the Black community and became involved in mass educational, anti-lynching, and Buy Where You Can Work campaigns, often in multiracial alliances with other progressives. During the later 1930s, the movements of Baltimore merged into new and renewed national organizations, especially the CIO and the NAACP, and built mass regional struggles. While this collaboration declined after the war, Skotnes shows that the earlier cooperative efforts greatly shaped national freedom campaigns to come—including the civil rights movement.

This second volume publishes all of Margaret Fuller's letters written from 1839 to 1841—the years in which she first began to achieve fame as a writer and an editor. Addressed to such eminent figures as Ralph Waldo Emerson, Henry David Thoreau, William H. Channing, Elizabeth Peabody, and Frederic H. hedge as well as to Fuller's family and intimate friends, these letters record the years of her involvement in the Transcendentalist Club—a group of liberal clergymen and writers who gathered to discuss theology, literature, and philosophy. In 1839 the Club decided to found a magazine, The Dial; Fuller became the editor, and at last she had a forum for her innovative views of literature and of literary criticism. These are also the years of her famous "conversations" for women—weekly discussions of mythology which were attended by twenty-five of the most prominent women in the area. The letters chronicle the most emotionally turbulent period in her life. In the course of little more than a year she was rejected by the man she loved, Samuel G. Ward, who then married her close friend Anna Barker; she was rebuffed by Emerson as well; and she underwent a profound religious experience that she felt changed her life.
