In this innovative book the author examines the link between environmental, trade and industrial policies within an interregional setting. He models how regional governments, using tax rates on real capital and pollutant emissions, determine policies to favour their residents in terms of the provision of public goods and reduction in environmental degradation.Regions or countries engage in competition for mobile capital in a world where production causes pollution and tax revenues are required to finance public goods. In Fiscal Policy and Environmental Welfare the author considers the efficiency consequences when governments act strategically and seek to manage trade, capital flows and emissions. Using formal models, which extend and modify existing literature, the author demonstrates that interjurisdictional competition typically leads to inefficiencies. He argues that although interjurisdictional competition may lead to the overprovision of public goods and to an inefficiently high environmental quality, often the opposite seems to occur.This book will be welcomed by environmental economists, and those scholars interested in welfare and fiscal policy.

This book offers a detailed, critical account of the economic transformation of the Czech Republic since 1989. It follows the development and implementation of a reform strategy based on 'shock' therapy and rapid privatisation, set against the background of turbulent political change and conflict. The aim of the government in the mid 1990s was the creation of a 'Czech' capitalism, with Czech-owned business empires and banks. A detailed analysis of developments in banking and industrial enterprises shows how the chosen strategy led instead to continuing inefficiency, flawed management decisions and uncontrolled profiteering. These combined factors contributed to serious economic difficulties in the latter part of the decade, with success stories largely confined to foreign-owned firms. After 1998, a new government attempted to encourage economic revival based upon a fresh strategy which emphasised the sale of banks and industrial enterprises to foreign owners. Even with this new reform strategy, the author concludes that the results were, at best, mixed. Throughout the analysis, the author provides in-depth commentary on a variety of topics including the sources of economic growth, the role of the central bank, developments in banking and industrial enterprises and the impact of inward direct investment.It is rare to find such a comprehensive book which assesses the economic transformations of a single country. This important new book enhances our understanding of the dynamic interactions between economic activity, economic growth, pollution abatement and environmental policy. It addresses one main policy problem: how can the direct and indirect costs of environmental policy for multiple pollutants be properly assessed in an applied model?Using an original methodology, the author constructs a multi-sectoral dynamic applied general equilibrium model. This new integrated model greatly improves the empirical analysis of the dynamic reactions of economic agents to pollution control, explicitly taking into account the direct and indirect effects of abatement on the economy and the environment. This book provides a complete picture of the development of competitive balance in the major European football countries over an extended period of time, along with some policy prescriptions for the governance of the European football market. It presents three new indices which show that European football competitions become less exciting over time. It is also shown that the lower the average number of goals per match, the more imperfect the referee and the stronger the home and away (dis)advantage, the higher the level of competitive balance will be. In the final chapter it is argued that to safeguard the competitive balance and the longstanding traditions of European football, a decommercialization of football is required. Using standard welfare economic theory, the author shows that free-of-charge public broadcasting is the preferred policy.
