White Terns are native throughout the world’s tropics and subtropics, where they breed almost exclusively on remote islands that are free of predators like cats, dogs, rats, and mongooses. Historically, this was also true in Hawai‘i, but in 1961 a pair of White Terns laid an egg and raised a chick near Hanauma Bay. Since then their numbers in the city of Honolulu have steadily increased, and in 2007 the White Tern, also known by its Hawaiian name, Manu-o-Ku, was designated the official bird of the City and County of Honolulu.Other native seabirds nest on O‘ahu and its nearby islands, but the graceful White Tern is the only species known to lay its eggs in the city’s nonnative trees, on window ledges, and on other man-made structures, making Honolulu unique among world cities. People who live in apartment buildings and work in office towers can watch parents brooding eggs and feeding chicks. An energetic fishing bird, the Manu-o-Ku can fly far from land in its search for fish and squid. In 1990, shortly after a Malaysian politician announced that the boundaries of Kinabalu Park, a primary tourist destination, were to be expanded to include the species-rich tropical forest known locally as Bukit Hempuen, most of the area was burned to the ground, allegedly by local people. What would motivate the people who had for generations hunted and gathered forest products there to act so destructively? In this volume, Amity Doolittle illuminates this and other contemporary land-use issues by examining how resources were used historically in Sabah from 1881 to 1996 and what customary rights of access to land and resources were enjoyed by local people. Drawing upon anthropology, political science, environmental history, and political ecology, she looks at how control over and access to resources have been defined, negotiated, and contested by colonial state agents, the postcolonial Malaysian state, and local people. The study is grounded in methodological and theoretical advances in the field of political ecology, merging the traditions of human ecology and political economy and looking at environmental conflicts in terms of the particulars of place, culture, and history. Doolittle assumes that environmental problems have causes that are complex and changing and that solutions must be specific to time and place. Using a political ecology perspective allows her to focus on the root causes of environmental degradation, exposing the underlying political, economic, and social forces at work. The challenge in the twenty-first century, she writes, is to move beyond blaming local people for resource degradation and to find ways to achieve equitable access to natural resources and more sustainable land use practices. But together, as leaders of America’s two largest governments in the depths of the Great Depression, they fashioned a route to recovery for the nation and the master plan for a great city. Roosevelt and his “Brain Trust”—shrewd, energetic advisors such as Harold Ickes and Harry Hopkins—sought to fight the Depression by channeling federal resources through America’s cities and counties. La Guardia had replaced Tammany Hall cronies with policy experts, such as the imperious Robert Moses, who were committed to a strong public sector. The two leaders worked closely together. La Guardia had a direct line of communication with FDR and his staff, often visiting Washington carrying piles of blueprints. Roosevelt relied on the mayor as his link to the nation’s cities and their needs. The combination was potent. La Guardia’s Gotham became a laboratory for New Deal reform. Roosevelt’s New Deal transformed city initiatives into major programs such as the Works Progress Administration, which changed the physical face of the United States. Together they built parks, bridges, and schools; put the unemployed to work; and strengthened the Progressive vision of government as serving the public purpose. When the interstate highway program connected America’s cities, it also divided them, cutting through and destroying countless communities. Affluent and predominantly white residents fought back in a much heralded “freeway revolt,” saving such historic neighborhoods as Greenwich Village and New Orleans’s French Quarter. This book tells of the other revolt, a movement of creative opposition, commemoration, and preservation staged on behalf of the mostly minority urban neighborhoods that lacked the political and economic power to resist the onslaught of highway construction. Within the context of the larger historical forces of the 1960s and 1970s, Eric Avila maps the creative strategies devised by urban communities to document and protest the damage that highways wrought. The works of Chicanas and other women of color—from the commemorative poetry of Patricia Preciado Martin and Lorna Dee Cervantes to the fiction of Helena Maria Viramontes to the underpass murals of Judy Baca—expose highway construction as not only a racist but also a sexist enterprise.
