Why would sovereigns ever grant political or economic liberty to their subjects? Under what conditions would rational rulers who possess ultimate authority and who seek to maximize power and wealth ever give up any of that authority? This book draws on a wide array of empirical and theoretical approaches to answer these questions, investigating both why sovereign powers might liberalize and when. The contributors to this volume argue that liberalization or democratization will only occur when those in power calculate that the expected benefits to them will exceed the costs. More specifically, rulers take five main concerns into account in their cost-benefit analysis as they decide to reinforce or relax controls: personal welfare, personal power, internal order, external order, and control over policy--particularly economic policy. The book shows that repression is a tempting first option for rulers seeking to maximize their benefits, but that liberalization becomes more attractive as a means of minimizing losses when it becomes increasingly certain that the alternatives are chaos, deposition, or even death. In the decades after World War II, the American economy entered a period of prolonged growth that created unprecedented affluence—but these developments came at the cost of a host of new environmental problems. Unsurprisingly, a disproportionate number of them, such as pollution-emitting factories, waste-handling facilities, and big infrastructure projects, ended up in communities dominated by people of color. Constrained by long-standing practices of segregation that limited their housing and employment options, people of color bore an unequal share of postwar America’s environmental burdens. This reader collects a wide range of primary source documents on the rise and evolution of the environmental justice movement. The documents show how environmentalists in the 1970s recognized the unequal environmental burdens that people of color and low-income Americans had to bear, yet failed to take meaningful action to resolve them. Instead, activism by the affected communities themselves spurred the environmental justice movement of the 1980s and early 1990s. This is a general introduction to grammaticalization, the change whereby lexical terms and constructions come in certain linguistic contexts to serve grammatical functions, and, once grammaticalized, continue to develop new grammatical functions. The authors synthesize work from several areas of linguistics, including historical linguistics, discourse analysis, and pragmatics. Data are drawn from many languages including Ewe, Finnish, French, Hindi, Hittite, Japanese, Malay, and especially English. This 2003 second edition has been thoroughly revised with substantial updates on theoretical and methodological issues that have arisen in the decade since the first edition, and includes a significantly expanded bibliography. Particular attention is paid to recent debates over directionality in change and the role of grammaticalization in creolization. The National Centre for Infectious Diseases (NCID) is the result of many years in the planning, and it finally officially opened its doors in September 2019, just months before the entire world was tested by the COVID-19 pandemic. This book is the work of many people who represent an even larger pool of people from NCID, Singapore and the rest of the world in trying to understand and contain the SARS- CoV-2 virus. There are chapters on science, the public health response both locally and globally, as well as personal reflections from NCID and Tan Tock Seng Hospital staff and staff from other public healthcare institutions who were deployed to NCID which bring home the human impact of the pandemic. In 1986 the Khian Sea, carrying thousands of tons of incinerator ash from Philadelphia, began a two-year journey, roaming the world's oceans in search of a dumping ground. Its initial destination and then country after country refused to accept the waste. The ship ended up dumping part of its load in Haiti under false pretenses, and the remaining waste was illegally dumped in the ocean. Two shipping company officials eventually received criminal convictions. Simone M. Müller uses the Khian Sea's voyage as a lens to elucidate the global trade in hazardous waste—the movement of material ranging from outdated consumer products and pesticides to barges filled with all sorts of toxic discards—from the 1970s to the present day, exploring the story's international nodes and detailing the downside of environmental conscientiousness among industrial nations as waste is pushed outward. Müller also highlights the significance of the trip's start in Philadelphia, a city with a significant African American population. The geographical origins shed light on environmental racism within the United States in the context of the global story of environmental justice.
