The relationship among the federal government, the states, and parents with regard to education is increasingly dysfunctional. Parental control over their children's education has gained impressive momentum in recent years at the state level. Meanwhile, states have been increasingly willing to relinquish sovereignty over education in exchange for more federal dollars. Failure would help bring clarity to these issues by examining whether students and the country better off after 30 years with the Department of Education and suggesting alternatives to an ever-expanding federal education bureaucracy. Part I would begin by examining the development of the current Department of Education, including the legislation that gave rise to it, and the pressure groups that have shaped it. Additional chapters would examine related issues including the arguments for and against the creation of a national education department, its origin, current structure, spending, and growth over time. Part II would examine the results to date against the education department's own standards. These include overall student achievement nationally before and after the advent of the Department of Education as well as international comparisons of U.S. student achievement. Outcomes of some of the largest Department of Education programs would also be considered in this section, along with some of the lesser-known department programs and initiatives. Part III would examine truly federal alternatives to the current tug-of-war between the national and state governments in light of the growing parental-choice movement. Included in this section would be chapters examining a strict-constitutionalist model, which denies any federal authority in education. Another alternative model examined would be the National Bureau of Education model, inspired by the original 1867 precursor to the current Department of Education, whose primary mission was to serve as a repository of information so schools nationwide could emulate best practices. In addition, this section would seek to include cross-country comparisons of education systems of top-performing Organization of Economic Cooperation and Development (OECD) countries.

The United States' commitment to separation of church and state has defined the nation, from the structure of the schools and the welfare system to the nature of American politics and society. Many citizens mistakenly point to the First Amendment, which guarantees the freedom of religious practice, as the origin of this separation. Indeed, the Bill of Rights represents a crucial step toward the division of religious institutions from the affairs of the government. Yet, from the days of the early republic, the separation of church and state came about slowly, amid contentious legal, intellectual, and religious debates. In this timely study, Mark McGarvie documents America's transition from Christian communitarianism with its government-sponsored religious institutions to liberal republicanism with its insistence that church and government not interfere with one another. Surprisingly, for a half-century after the ratification of the Constitution, many early state governments continued to support religious organizations. Disestablishment nonetheless proceeded, gaining ever greater momentum as churches lost tax support and found that they could not enforce mandatory attendance laws. No longer public institutions with strong state backing, churches were reconstructed as private, voluntary associations. At the same time, the state took responsibility for poor relief, community record keeping, and a variety of other public services formerly left to the churches. Providing a close-up view of disestablishment as both a legal and an ideological process, McGarvie focuses on the efforts of three key states—New York, South Carolina, and New Hampshire—to disentangle church and state during the early national period. The triggers of laughter in spoken language or conversation can often be very simple, such as a change in gesture, or in vocal tone or tempo. Speakers and listeners understand these dynamics of gesture through motor cognition and use them to great effect. The causes of laughter and the experience of humor in written texts, however, are less well understood. In Kinesic Humor, Guillemette Bolens offers a cognitive poetics-based study of triggers of laughter in texts, focusing in particular on tonic shifts and gesture in plot and narrative. Bolens shows how literary texts from a variety of periods provide remarkably precise information concerning kinesthesia, the role of tonicity in communication, and the impact of momentum, timing, and tempo on the way in which gestures are processed in human exchanges. She investigates the narrative use of such parameters and how they prompt laughter in a wide-ranging corpus of major authors that includes Chrétien de Troyes, Cervantes, Milton, Saint-Simon, Rousseau, Sterne, and Stendhal. Using the theory of embodied cognition, Bolens shows how thwarted perceptions and expectations of movements and sensations produce the cognitive shifts typical of humor. The South African government gave no quarter to young people who joined the struggle against the apartheid state; indeed, it targeted them. Security forces meted out cruel treatment to youth who rebelled, incarcerated even the very young under dreadful conditions, and used torture frequently, sometimes over long periods of time. Little is known, however, from the perspective of young fighters themselves about the efforts they made to sustain the momentum of struggle, how that affected and was affected by their other social bonds, and what they achieved in terms of growth and paid in terms of harm. War in Worcester combines a study of the Truth and Reconciliation Commission (TRC)’s findings on the stand taken by South African youth with extended fieldwork undertaken with fourteen young men who, starting in their schooldays, were involved in the struggle in a small town in the Western Cape. Filling a gap in the ethnographic analysis of the role of youth in armed conflict, the book describes, from the perspective of the young fighters themselves, the tactics that young local leaders used and how the state retaliated, young peoples’ experiences of pain and loss, the effect on fighters of the extensive use of informers by the state as a weapon of war, and the search for an ethic of survival. The testimony of these young fighters reveals some limitations of the processes used by the TRC in its search to document the truth. War in Worcester problematizes the use of the term “victim” for the political engagement of young people and calls for attention to patterns of documenting the past and thus to the nature of the archive in recording the character of political forces and the uses of violence. It encourages a fresh analysis of the kinds of revolt being enacted by the young elsewhere in the world, such as North Africa and the Middle East.

The United States' commitment to separation of church and state has defined the nation, from the structure of the schools and the welfare system to the nature of American politics and society. Many citizens mistakenly point to the First Amendment, which guarantees the freedom of religious practice, as the origin of this separation. Indeed, the Bill of Rights represents a crucial step toward the division of religious institutions from the affairs of the government. Yet, from the days of the early republic, the separation of church and state came about slowly, amid contentious legal, intellectual, and religious debates. In this timely study, Mark McGarvie documents America's transition from Christian communitarianism with its government-sponsored religious institutions to liberal republicanism with its insistence that church and government not interfere with one another. Surprisingly, for a half-century after the ratification of the Constitution, many early state governments continued to support religious organizations. Disestablishment nonetheless proceeded, gaining ever greater momentum as churches lost tax support and found that they could not enforce mandatory attendance laws. No longer public institutions with strong state backing, churches were reconstructed as private, voluntary associations. At the same time, the state took responsibility for poor relief, community record keeping, and a variety of other public services formerly left to the churches. Providing a close-up view of disestablishment as both a legal and an ideological process, McGarvie focuses on the efforts of three key states—New York, South Carolina, and New Hampshire—to disentangle church and state during the early national period. These case studies are particularly enlightening because a single state's disestablishment crisis helped change the law for the entire nation when New Hampshire's attempt to convert Dartmouth College into a secular state institution ended in a suit that eventually reached the Supreme Court. Almost 8,000 dead dotted the fields of Gettysburg after the guns grew silent. The Confederate dead were hastily buried, but what of the Union dead? Several men hatched the idea of a new cemetery to bury and honor the Union soldiers just south of town. Their task was difficult to say the least. First, appropriate land needed to be identified and purchased. After the State of Pennsylvania purchased the 17 acres, a renowned landscape architect designed the layout of the cemetery. All was now ready for the bodies to be interred from their uneasy resting places around the battlefield, placed in coffins, marked with their names and units, and transported to the new cemetery to be permanently reinterred. More than 3,500 men were moved to the Soldiers National Cemetery. As these tasks gained momentum, so too did planning for the cemetery’s consecration or dedication. A committee of agents from each state who had lost men in battle worked out the logistics. Most of the program was easily decided. It would be composed of odes, singing, prayers, and remarks by the most renowned orator in the nation, Edward Everett. The committee argued over whether President Abraham Lincoln should be invited to the ceremony and, if so, his role in the program. The committee, divided by politics, decided on a middle ground, inviting the President to provide “a few appropriate remarks.” To the surprise of many, Lincoln accepted the invitation, for the most part crafted his remarks in the Executive Mansion, and headed to Gettysburg, arriving on the evening of November 18, 1863. The town was filled with thousands expecting to witness the “event of the century.” Lincoln completed his remarks and, the following day, mounted a horse to join the procession heading for the cemetery. The program was unremarkable, except for Lincoln’s remarks, whose reception was split along party lines. These properties are calculated for various second-order phase transitions of three-dimensional systems with high accuracy, in particular the critical exponents observable in experiments close to the phase transition.Beginning with an introduction to critical phenomena, this book develops the functional-integral description of quantum field theories, their perturbation expansions, and a method for finding recursively all Feynman diagrams to any order in the coupling strength. Algebraic computer programs are supplied on accompanying World Wide Web pages. The diagrams correspond to integrals in momentum space. They are evaluated in 4-ε dimensions, where they possess pole terms in 1/ε. The pole terms are collected into renormalization constants.The theory of the renormalization group is used to find the critical scaling laws. They contain critical exponents which are obtained from the renormalization constants in the form of power series. These are divergent, due to factorially growing expansion coefficients. The evaluation requires resummation procedures, which are performed in two ways: (1) using traditional methods based on Padé and Borel transformations, combined with analytic mappings; (2) using modern variational perturbation theory, where the results follow from a simple strong-coupling formula. As a crucial test of the accuracy of the methods, the critical exponent α governing the divergence of the specific heat of superfluid helium is shown to agree very well with the extremely precise experimental number found in the space shuttle orbiting the earth (whose data are displayed on the cover of the book).The phi4-theories investigated in this book contain any number N of fields in an O(N)-symmetric interaction, or in an interaction in which O(N)-symmetry is broken by a term of a cubic symmetry. Undoubtedly one of the most important bequests in recent years, the acquisition of these works has transformed and significantly expanded the Museum’s collection of modern and contemporary Western graphic art. Walker was born in Portadown, Northern Ireland but spent most of his career in London, writing weekly film reviews for the Evening Standard for over 40 years. He also wrote a number of highly successful books about film including the ground-breaking 1969 publication Sex in the Movies, a trilogy of books about the British film industry and numerous biographies of directors and actors including Stanley Kubrick, Audrey Hepburn, Elizabeth Taylor and Peter Sellers. Walker’s collecting began tentatively in the early 1960s but gained in momentum as his confidence grew and his disposable income increased due to the success of his books. In a letter to a fellow collector in 1996, Walker wrote ’Audrey goes on selling strongly and has enabled me to buy some things I could hardly have afforded a few years ago: a beautiful Matisse etching ..., a rare print by Morandi ... and a marvellous woodcut by ... Vija Celmins‘. He lived with his collection around him, using every inch of space in his modest London apartment including the walls of his bathroom and kitchen. Walker developed a network of art dealers, gallerists and publishers whom heviewed as advisors, mentors and friends. These trusted figures introduced him to the work of many of the artists represented in his collection and recommended books, exhibitions and museums to visit. Walker remarked of his collection to one art dealer: ‘It’s an eclectic one, I know, but everything in it has added to my pleasure (and education), and the sum total has introduced me to a vast range of new acquaintances...’. As part of the bequest, the British Museum obtained Walker’s complete archive of correspondence and paperwork relating to his prints and drawings collection, which this publication draws on in both the essay and the catalogue. As a result, Walker’s own voice is fully present in this book.

This book takes a carefully considered look at the history of many lesser known but nevertheless advanced British flying wing, delta and tailless aircraft that stretch across much of the last century. The emphasis is on classified projects considered for research or military purposes, but also includes those aircraft that were built, flown and entered service. The first commercially successful British flying wing biplane was designed by John Dunne and undertook limited military duties during the First World War. Soon, the early flying wing designs gave way to sleeker boomerangs that looked impressive, but often suffered with aerodynamic shortcomings. These were followed by the arrival of advanced wartime German jet powered delta projects initiated by Dr Alexander Lippisch. They were massively influential, with most post-war scientists and engineers immediately recognised the potential for a new generation of high performance warplanes. By the late 1940s, the UK required advanced jet powered bombers capable of carrying atomic bombs over long distances. This created many unusual, often German influenced designs that finally resulted in the V-Bombers. They were followed by short lived concepts for even larger aircraft that were not only capable of delivering nuclear weapons, but powered by nuclear propulsion. At the same time, interest in variable geometry wings gathered momentum, leading to the supersonic Swallow with its impressive science-fiction appearance. Sadly this Barnes Wallace concept was too far ahead of its time to overcome a number of technical issues, but the influence on American combat aircraft was considerable. The British also pushed ahead with ideas for vertical take-off fighters and the delta wing was often the first choice for many proposals. By the 1960s, Britain was attempting to gain a foothold in the space race. Plans were drawn up for rocket launching sites within the UK and the development of exotic delta winged space fighters. The ideas were impressive, although the technology was well beyond the UK's ability to fund and develop. These were glorious times for British aircraft designers who often pushed their ideas to the boundaries of what was possible, with design studies that remain influential today.
