The Roots of Educational Inequality chronicles the transformation of one American high school over the course of the twentieth century to explore the larger political, economic, and social factors that have contributed to the escalation of educational inequality in modern America. In 1914, when Germantown High School officially opened, Martin G. Brumbaugh, the superintendent of the School District of Philadelphia, told residents that they had one of the finest high schools in the nation. Located in a suburban neighborhood in Philadelphia's northwest corner, the school provided Germantown youth with a first-rate education and the necessary credentials to secure a prosperous future. In 2013, almost a century later, William Hite, the city's superintendent, announced that Germantown High was one of thirty-seven schools slated for closure due to low academic achievement. How is it that the school, like so many others that serve low-income students of color, transformed in this way? Erika M. Kitzmiller links the saga of a single high school to the history of its local community, its city, and the nation. Through a fresh, longitudinal examination that combines deep archival research and spatial analysis, Kitzmiller challenges conventional declension narratives that suggest American high schools have moved steadily from pillars of success to institutions of failures. Instead, this work demonstrates that educational inequality has been embedded in our nation's urban high schools since their founding. The book argues that urban schools were never funded adequately. Since the beginning of the twentieth century, urban school districts lacked the tax revenues needed to operate their schools. Rather than raising taxes, these school districts relied on private philanthropy from families and communities to subsidize a lack of government aid. Over time, this philanthropy disappeared leaving urban schools with inadequate funds and exacerbating the level of educational inequality.

For decades, civil rights activists fought against employment discrimination and for a greater role for African Americans in municipal decision-making. As their influence in city halls across the country increased, activists took advantage of the Great Society—and the government jobs it created on the local level—to advance their goals. A New Working Class traces efforts by Black public-sector workers and their unions to fight for racial and economic justice in Baltimore. The public sector became a critical job niche for Black workers, especially women, a largely unheralded achievement of the civil rights movement. A vocal contingent of Black public-sector workers pursued the activists' goals from their government posts and sought to increase and improve public services. They also fought for their rights as workers and won union representation. During an era often associated with deindustrialization and union decline, Black government workers and their unions were just getting started. During the 1970s and 1980s, presidents from both political parties pursued policies that imperiled these gains. Fighting funding reductions, public-sector workers and their unions defended the principle that the government has a responsibility to provide for the well-being of its residents. Federal officials justified their austerity policies, the weakening of the welfare state and strengthening of the carceral state, by criminalizing Black urban residents—including government workers and their unions. Meanwhile, workers and their unions also faced off against predominately white local officials, who responded to austerity pressures by cutting government jobs and services while simultaneously offering tax incentives to businesses and investing in low-wage, service-sector jobs. The combination of federal and local policies increased insecurity in hyper-segregated and increasingly over-policed low-income Black neighborhoods, leaving residents, particularly women, to provide themselves or do without services that public-sector workers had fought to provide.

To seek sanctuary from persecution by entering a sacred space is an act of desperation, but also a symbolic endeavor: fugitives invoke divine presence to reach a precarious safe haven that imbues their lives with religious, social, or political significance. In medieval England, sanctuary was upheld under both canon and common law, and up to five hundred people sought sanctuary every year. What they found, however, was not so much a static refuge as a temporary respite from further action—confession and exile—or from further violence—jurisdictional conflict, harrying or starvation, a breaching of the sanctuary. While sanctuary has usually been analyzed as part of legal history, in Uncertain Refuge Elizabeth Allen explores the symbolic consequences of sanctuary seeking in English literary works—miracle collections, chronicles, romances, and drama. She ponders the miracle of a stag's escape from the hunt into a churchyard as well as the account of a fallen political favorite who gains a sort of charisma as he takes sanctuary three times in succession; the figure of Sir Gawain, seeking refuge in a stark land far from the court and Robin Hood, hiding in his local forest refuge among his Merry Men. Her consideration of medieval sanctuary extends to its resonances in a seventeenth-century play about the early Tudor usurper Perkin Warbeck and even into modern America, with the case of a breach of sanctuary in southwest Georgia in 1963, when sheriffs took over a voter registration meeting in a local church. Uncertain Refuge illuminates a fantasy of protection and its impermanence that animated late medieval literary culture, and one that remains poignantly alive, if no longer written into law, in today's troubled political world.

Between 1942 and 1945, the U.S. government wrongfully imprisoned thousands of Japanese American citizens and profited from their labor. Japanese American Incarceration recasts the forced removal and incarceration of approximately 120,000 Japanese Americans during World War II as a history of prison labor and exploitation. Following Franklin Roosevelt's 1942 Executive Order 9066, which called for the exclusion of potentially dangerous groups from military zones along the West Coast, the federal government placed Japanese Americans in makeshift prisons throughout the country. Mass-produced of tin-lead alloys and cheap to make and purchase, medieval badges were brooch-like objects displaying familiar images. Circulating widely throughout Europe in the High and late Middle Ages, badges were usually small, around four-by-four centimeters, though examples as tiny as two centimeters and a few as large as ten centimeters have been found. About 75 percent of surviving badges are closely associated with specific charismatic or holy sites, and when sewn or pinned onto clothing or a hat, they would have marked their wearers as having successfully completed a pilgrimage. Many others, however, were artifacts of secular life; some were political devices—a swan, a stag, a rose—that would have denoted membership in a civic organization or an elite family, and others—a garland, a pair of clasped hands, a crowned heart—that would have been tokens of love or friendship. A good number are enigmatic and even obscene. The popularity of badges seems to have grown steadily from the last decades of the twelfth century before waning at the very end of the fifteenth century. Some 20,000 badges survive today, though historians estimate that as many as two million were produced in the fourteenth and fifteenth centuries alone. Archaeologists and hobbyists alike continue to make new finds, often along muddy riverbanks in northern Europe. Interdisciplinary in approach, and sumptuously illustrated with more than 115 color and black-and-white images, Medieval Badges introduces badges in all their variety and uses. Ann Marie Rasmussen considers all medieval badges, whether they originated in religious or secular contexts, and highlights the different ways badges could confer meaning and identity on their wearers. The Enlightenment is often either praised as the wellspring of modern egalitarianism or condemned as the cradle of scientific racism. How should we make sense of this paradox? The Color of Equality is the first book to investigate both the inclusive language of common humanity and the hierarchical language of race in Enlightenment thought, seeking to understand how eighteenth-century thinkers themselves made sense of these tensions. Using three major Enlightenment encyclopedias from England, France, and Switzerland, the book provides a rich contextualization of the conflicting ideas of equality and race in eighteenth-century thought. Enlightenment thinkers used physical features to categorize humanity into novel "racial" groups in a discourse that was imbued with Eurocentric aesthetic and moral judgments. Simultaneously, however, these very same thinkers politicized equality by putting it to new uses, such as a vitriolic denunciation of slavery and inhumane treatment that was grounded in the nascent philosophy of human rights. Vartija contends that the tension between Enlightenment ideas of race and equality can best be explained by these thinkers' attempt to provide a naturalistic account of humanity, including both our physical and moral attributes. Enlightenment racial classification fits into the novel inclusion of humanity in histories of nature, while the search for the origins of morality in social experience alone lent equality a normative authority it had not previously possessed. Eschewing straightforward approbation or blame of the Enlightenment, The Color of Equality demonstrates that our present-day thinking about human physical and cultural diversity continues to be deeply informed by an eighteenth-century European intellectual revolution with global ramifications.

Within the Western tradition, it was the philosophers Henri Bergson and Max Scheler who laid out and explored the nonrational power of "intuition" at work in human beings that plays a key role in orienting their thinking and action within the world. As author Adriana Alfaro Altamirano notes, Bergon's and Scheler's philosophical explorations, which paralleled similar developments by other modernist writers, artists, and political actors of the early twentieth century, can yield fruitful insights into the ideas and passions that animate politics in our own time. The Belief in Intuition shows that intuition (as Bergson and Scheler understood it) leads, first and foremost, to a conception of freedom that is especially suited for dealing with hierarchy, uncertainty, and alterity. Such a conception of freedom is grounded in a sense of individuality that remains true to its "inner multiplicity," thus providing a distinct contrast to and critique of the liberal notion of the self. Focusing on the complex inner lives that drive human action, as Bergson and Scheler did, leads us to appreciate the moral and empirical limits of liberal devices that mean to regulate our actions "from the outside." Such devices, like the law, may not only carry pernicious effects for freedom but, more troublingly, oftentimes "erase their traces," concealing the very ways in which they are detrimental to a richer experience of subjectivity. According to Alfaro Altamirano, Bergson's and Scheler's conception of intuition and personal authority puts contemporary discussions about populism in a different light: It shows that liberalism would only at its own peril deny the anthropological, moral, and political importance of the bearers of charismatic authority. Personal authority thus understood relies on a dense, but elusive, notion of personality, for which personal authority is not only consistent with freedom, but even contributes to it in decisive ways.

To Christians the Iberian Peninsula was Hispania, to Muslims al-Andalus, and to Jews Sefarad. As much as these were all names given to the same real place, the names also constituted ideas, and like all ideas, they have histories of their own. To some, al-Andalus and Sefarad were the subjects of conventional expressions of attachment to and pride in homeland of the universal sort displayed in other Islamic lands and Jewish communities; but other Muslim and Jewish political, literary, and religious actors variously developed the notion that al-Andalus or Sefarad, its inhabitants, and their culture were exceptional and destined to play a central role in the history of their peoples. In Iberian Moorings Ross Brann traces how al-Andalus and Sefarad were invested with special political, cultural, and historical significance across the Middle Ages. This is the first work to analyze the tropes of Andalusi and Sefardi exceptionalism in comparative perspective. For a world mired in catastrophe, nothing could be more urgent than the question of survival. In this theoretically and methodologically groundbreaking book, Adam Y. Stern calls for a critical reevaluation of survival as a contemporary regime of representation. Was it the Titanic of its age? Christened by an optimistic King James I in December 1609, the Trades Increase was the greatest English merchant vessel of the Jacobean era—a magnificent ship embodying the hopes of the nascent East India Company to claim a commanding share of the Eastern trade. But the ship's launch failed when it proved too large to exit from its dock, an ill-fated start to an expedition that would end some three years later, when a dangerously leaking Trades Increase at last reached the shores of Java. In the Plea Rolls of the Exchequer of the Jews, Trinity Term 1277, Adrienne Williams Boyarin finds the case of one Sampson son of Samuel, a Jew of Northampton, arrested for impersonating a Franciscan friar and preaching false Christianity. He was sentenced to walk for three days through the centers of London, Canterbury, Oxford, Lincoln, and Northampton carrying the entrails and flayed skin of a calf and exposing his naked, circumcised body to onlookers. Sampson's crime and sentence, Williams Boyarin argues, suggest that he made a convincing friar—when clothed. Indeed, many English texts of this era struggle with the similarities of Jews and Christians, but especially of Jewish and Christian women. Unlike men, Jewish women did not typically wear specific identifying clothing, nor were they represented as physiognomically distinct. From Eusebius of Caesarea, who first compiled a collection of martyr narratives around 300, to Thierry Ruinart, whose Acta primorum martyrum sincera et selecta was published in 1689, the selection and study of early hagiographic narratives has been founded on an assumption that there existed documents written at the time of martyrdom, or very close to it. As a result, a search for authenticity has been and continues to be central, even in the context of today's secular scholarship. But, as Éric Rebillard contends, the alternative approach, to set aside entirely the question of the historical reliability of martyr narratives, is not satisfactory either. Instead, he argues that martyr narratives should be consider as fluid "living texts," written anonymously and received by audiences not as precise historical reports but as versions of the story. In other words, the form these texts took, between fact and fiction, made it possible for audiences to readily accept the historicity of the martyr while at the same time not expect to hear or read a truthful account. In The Early Martyr Narratives, Rebillard considers only accounts of Christian martyrs supposed to have been executed before 260, and only those whose existence is attested in sources that can be dated to before 300. The resulting small corpus contains no texts in the form of legal protocols, traditionally viewed as the earliest, most official and authentic records, nor does it include any that can be dated to a period during which persecution of Christians is known to have taken place. Rather than deduce from this that they are forgeries written for the sake of polemic or apologetic, Rebillard demonstrates how the literariness of the narratives creates a fictional complicity that challenges and complicates any claims of these narratives to be truthful.

Rabbi, educator, intellectual, and community leader, Leo Baeck (1873-1956) was one of the most important Jewish figures of prewar Germany. He served as a chaplain to the German army during the First World War and in the years following, resisting the call of political Zionism, he expressed his commitment to the belief in a vibrant place for Jews in a new Germany. While others after the war worked to rebuild German Jewish life from the ashes, a disillusioned Baeck pronounced the effort misguided and spent the rest of his life in England. Yet his name is perhaps best-known today from the Leo Baeck Institutes in New York, London, Berlin, and Jerusalem dedicated to the preservation of the cultural heritage of German-speaking Jewry. Michael A. Meyer has written a biography that gives equal consideration to Leo Baeck's place as a courageous community leader and as one of the most significant Jewish religious thinkers of the twentieth century, comparable to such better-known figures as Martin Buber, Franz Rosenzweig, and Abraham Joshua Heschel. According to Meyer, to understand Baeck fully, one must probe not only his thought and public activity but also his personality. Johnson, and in 2016 both states preferred Donald Trump by over thirty points. Yet in the decades before World War II, the people of the Northern Plains were not universally politically conservative. Instead, many Dakotans, including Republicans, supported experiments in agrarian democracy that incorporated ideas from populism and progressivism to socialism and communism and fought against "bigness" in all its forms, including "bonanza" farms, out-of-state railroads, corporations, banks, corrupt political parties, and distant federal bureaucracies—but also, surprisingly, the culture of militarism and the expansion of American military power abroad. In Nuclear Country, Catherine McNicol Stock explores the question of why, between 1968 and 1992, most voters in the Dakotas abandoned their distinctive ideological heritage and came to embrace the conservatism of the New Right. In 66 BCE, in the woods of Armenia Minor, Pompey the Great defeated Mithridates VI Eupator, making him one of the most successful Roman generals of all time. The victory presented him with the enormous challenge of organizing not only Mithridates' kingdom but also large parts of Anatolia and the Near East that were now placed under Roman rule. Pompey's solution was to found six new cities and to convert two existing communities, Zela, a temple community dedicated to the goddess Anaïtis, and Amaseia, the former royal residence, into cities as well. There would now be eight city-states, each with the responsibility of administering the territory known to the Romans as Pontus. It has often been argued that in their eastern provinces the Romans based newly founded cities on the model of the Greek city-state and that Roman culture had less influence there than in the West. Jesper Majbom Madsen, however, describes civic development in Roman Pontus as a process by which Roman and Greek elements were introduced simultaneously. He contends that the Pompeian cities were neither traditional Greek poleis nor entirely Roman settlements with Roman laws and legislation; nor were they Greek cities gradually influenced by Roman rule. Instead, they represented a third category, in which a citizen could be an Anatolian, Greek, and Roman at the same time as well as a member of the elite, a priest in the imperial cult and in a cult to Asclepius, a local politician and a member of the Pontic koinon, all without contradiction. Former combatants were to find their ways as civilians again, assisted by community-based reintegration rituals. While the process was often presented as a success story of peace, renewed armed conflict involving RENAMO combatants in 2013 and onward suggests that the reintegration of former guerrillas was a far more complex story. In Former Guerrillas in Mozambique, Nikkie Wiegink describes the trajectories of former RENAMO combatants in Maringue, a rural district in central Mozambique. Rather than focus on violence, trauma, and the reacceptance of these ex-combatants by the community, Wiegink emphasizes the ways in which RENAMO veterans have navigated unstable and sometimes dangerous social and political environments during and after the war. She examines the experiences of both male and female war veterans and their attempts at securing a tolerable life. By 1798, the idea that the world would one day be entirely filled by people had become, in Thomas Malthus's hands, a nightmarish vision. In Peopling the World, Charlotte Sussman asks how and why this shift took place. How did Britain's understanding of the value of reproduction, the vacancy of the planet, and the necessity of moving people around to fill its empty spaces change? Sussman addresses these questions through readings of texts by Malthus, Milton, Swift, Defoe, Goldsmith, Sir Walter Scott, Mary Shelley, and others, and by placing these authors in the context of debates about scientific innovation, emigration, cultural memory, and colonial settlement. Sussman argues that a shift in thinking about population and mobility occurred in the third quarter of the eighteenth century. Before that point, both political and literary texts were preoccupied with "useless" populations that could be made useful by being dispersed over Britain's domestic and colonial territories; after 1760, a concern with the depopulation caused by emigration began to take hold. She explains this change in terms of the interrelated developments of a labor theory of value, a new idea of national identity after the collapse of Britain's American empire, and a move from thinking of reproduction as a national resource to thinking of it as an individual choice. She places Malthus at the end of this history because he so decisively moved thinking about population away from a worldview in which there was always more space to be filled and toward the temporal inevitability of the whole world filling up with people.

A compelling account of politics and social philosophy in Levinas's Talmudic commentaries Emmanuel Levinas (1906-1995) was a French philosopher known for his radical ethics and for his contribution to Jewish thought in his commentaries on Talmudic sources. In Levinas's Politics, Annabel Herzog confronts a major difficulty in Levinas's philosophy: the relationship between ethics and politics. Levinas's ethics describes the encounter with the other, that is, with any other human being. For Levinas, the face-to-face encounter is a relationship in which the ego is commanded by a transcendent and unquestionable order to take responsibility for the other person. Politics, on the other hand, presupposes at least three people: the ego, the other, and any third party. Among three people, nothing can be transcendent; on the contrary, everything must be negotiated. Against the conventional view of Levinas's conception of the political as the interruption and collapse of the ethical, Herzog argues that in the Talmudic readings, Levinas constructed politics positively. She shows that Levinas's Talmudic readings embody a pragmatism that complements, revises, and challenges the extreme ethical analyses he offers in his phenomenological works—Totality and Infinity, Otherwise than Being, and Of God Who Comes to Mind. Her analysis illuminates Levinas's explanations of the relationship between ethics and politics: ethics is the foundation of justice; justice contains a necessary violence that must be moderated by mercy; and justice, general laws, and national aspirations must be linked in an attempt to "improve universality itself."

A comparative history of public and private sector unions from the Wagner Act of 1935 until today The 2011 battle in Wisconsin over public sector employees' collective bargaining rights occasioned the largest protests in the state since the Vietnam War. Protestors occupied the state capitol building for days and staged massive rallies in downtown Madison, receiving international news coverage. Despite an unprecedented effort to oppose Governor Scott Walker's bill, Act 10 was signed into law on March 11, 2011, stripping public sector employees of many of their collective bargaining rights and hobbling government unions in Wisconsin. By situating the events of 2011 within the larger history of public sector unionism, Alexis N. Walker demonstrates how the passage of Act 10 in Wisconsin was not an exceptional moment, but rather the culmination of events that began over eighty years ago with the passage of the Wagner Act in 1935. Although explicitly about government unions, Walker's book argues that the fates of public and private sector unions are inextricably linked. She contends that the exclusion of public sector employees from the foundation of private sector labor law, the Wagner Act, firmly situated private sector law at the national level, while relegating public sector employees' efforts to gain collective bargaining rights to the state and local levels. She shows how private sector unions benefited tremendously from the national-level protections in the law while, in contrast, public sector employees' efforts progressed slowly, were limited to union-friendly states, and the collective bargaining rights that they finally did obtain were highly unequal and vulnerable to retrenchment. As a result, public and private sector unions peaked at different times, preventing a large, unified labor movement. The legacy of the Wagner Act, according to Walker, is that labor remains geographically concentrated, divided by sector, and hobbled in its efforts to represent working Americans politically in today's era of rising economic inequality.

Nationalism is on the rise across the Western world, serving as a rallying cry for voters angry at the unacknowledged failures of globalization that has dominated politics and economics since the end of the Cold War. An instant is the shortest span in which time can be divided and experienced. In an instant, there is no duration: it is an interruption that happens in the blink of an eye. For the ancient Greeks, kairos, the time in which exceptional, unrepeatable events occurred, was opposed to chronos, measurable, quantitative, and uniform time. In The Moment of Rupture, Humberto Beck argues that during the years of the First World War, the Russian Revolution, and the rise of fascism in Germany, the notion of the instant migrated from philosophy and aesthetics into politics and became a conceptual framework for the interpretation of collective historical experience that, in turn, transformed the subjective perception of time. According to Beck, a significant juncture occurred in Germany between 1914 and 1940, when a modern tradition of reflection on the instant—spanning the poetry of Goethe, the historical self-understanding of the French Revolution, the aesthetics of early Romanticism, the philosophies of Søren Kierkegaard and Friedrich Nietzsche, and the artistic and literary practices of Charles Baudelaire and the avant gardes—interacted with a new experience of historical time based on rupture and abrupt discontinuity. Beck locates in this juncture three German thinkers—Ernst Jünger, Ernst Bloch, and Walter Benjamin—who fused the consciousness of war, crisis, catastrophe, and revolution with the literary and philosophical formulations of the instantaneous and the sudden in order to intellectually represent an era marked by the dissolution between the extraordinary and the everyday. The Moment of Rupture demonstrates how Jünger, Bloch, and Benjamin produced a constellation of figures of sudden temporality that contributed to the formation of what Beck calls a distinct "regime of historicity," a mode of experiencing time based on the notion of a discontinuous present.

In late medieval Catholicism, mourners employed an array of practices to maintain connection with the deceased—most crucially, the belief in purgatory, a middle place between heaven and hell where souls could be helped by the actions of the living. In the early sixteenth century, the Reformation abolished purgatory, as its leaders did not want attention to the dead diminishing people's devotion to God. But while the Reformation was supposed to end communication between the living and dead, it turns out the result was in fact more complicated than historians have realized. In the three centuries after the Reformation, Protestants imagined continuing relationships with the dead, and the desire for these relations came to form an important—and since neglected—aspect of Protestant belief and practice. In Speaking with the Dead in Early America, historian Erik R. Seeman undertakes a 300-year history of Protestant communication with the dead. Seeman chronicles the story of Protestants' relationships with the deceased from Elizabethan England to puritan New England and then on through the American Enlightenment into the middle of the nineteenth century with the explosion of interest in Spiritualism. He brings together a wide range of sources to uncover the beliefs and practices of both ordinary people, especially women, and religious leaders. "Sport has the power to change the world," South African president Nelson Mandela told the Sporting Club in Monte Carlo in 2000. Today, we are inundated with similar claims—from politicians, diplomats, intellectuals, journalists, athletes, and fans—about the many ways that international sports competitions make the world a better place. Promoters of the Olympic Games and similar global sports events have spent more than a century telling us that these festivals offer a multitude of "goods": that they foster friendship and mutual understanding among peoples and nations, promote peace, combat racism, and spread democracy. In recent years boosters have suggested that sports mega-events can advance environmental protection in a world threatened by climate change, stimulate economic growth and reduce poverty in developing nations, and promote human rights in repressive countries. If the claims are to be believed, sport is the most powerful and effective form of idealistic internationalism on the planet. The Ideals of Global Sport investigates these grandiose claims, peeling away the hype to reveal the reality: that shockingly little evidence underpins these endlessly repeated assertions. Of all the cultural "revolutions" brought about by the development of printing technology during the sixteenth century, perhaps the most remarkable but least understood is the purported rise of European vernacular languages. It is generally accepted that the invention of printing constitutes an event in the history of language that has profoundly shaped modernity, and yet the exact nature of this transformation—the mechanics of the event—has remained curiously unexamined. In The Prosthetic Tongue, Katie Chenoweth explores the relationship between printing and the vernacular as it took shape in sixteenth-century France and charts the technological reinvention of French across a range of domains, from typography, orthography, and grammar to politics, pedagogy, and poetics. Under François I, the king known in his own time as the "Father of Letters," both printing and vernacular language emerged as major cultural and political forces. Beginning in 1529, French underwent a remarkable transformation, as printers and writers began to reimagine their mother tongue as mechanically reproducible. The first accent marks appeared in French texts, the first French grammar books and dictionaries were published, phonetic spelling reforms were debated, modern Roman typefaces replaced gothic scripts, and French was codified as a legal idiom. This was, Chenoweth argues, a veritable "new media" moment, in which the print medium served as the underlying material apparatus and conceptual framework for a revolutionary reinvention of the vernacular. Rather than tell the story of the origin of the modern French language, however, she seeks to destabilize this very notion of "origin" by situating the cultural formation of French in a scene of media technology and reproducibility. No less than the paper book issuing from sixteenth-century printing presses, the modern French language is a product of the age of mechanical reproduction.

Steinberg examines the way a series of nineteenth-century scholars in England and Germany first constructed and then questioned the periodization of history into ancient, medieval, and modern eras, shaping the way we continue to think about the past and present of Western civilization at a fundamental level. Steinberg explores this topic by tracing the deep connections between the idea of epochal periodization and concepts of race and nation that were prevalent at the time—especially the role that Germanic or Teutonic tribes were assumed to play in the unfolding of Western history. Steinberg shows how English scholars such as Thomas Arnold, Williams Stubbs, and John Richard Green; and German scholars such as Christian Karl Josias von Bunsen, Max Müller, and Reinhold Pauli built on the notion of a shared Teutonic kinship to establish a correlation between the division of time and the ascent or descent of races or nations. For example, although they viewed the Germanic tribes' conquest of the Roman Empire in A.D. 476 as a formative event that symbolized the transformation from antiquity to the Middle Ages, they did so by highlighting the injection of a new and dominant ethnoracial character into the decaying empire. But they also rejected the idea that the fifth century A.D. was the most decisive era in historical periodization, advocating instead for a historical continuity that emphasized the significance of the Germanic tribes' influence on the making of the nations of modern Europe. Concluding with character studies of E. A. Freeman, James Bryce, and J. B. Bury, Steinberg demonstrates the ways in which the innovative schemes devised by this community of Victorian historians for the division of historical time relied on the cornerstone of race.

In A Brotherhood of Liberty, Dennis Patrick Halpin shifts the focus of the black freedom struggle from the Deep South to argue that Baltimore is key to understanding the trajectory of civil rights in the late nineteenth and early twentieth centuries. In the 1870s and early 1880s, a dynamic group of black political leaders migrated to Baltimore from rural Virginia and Maryland. These activists, mostly former slaves who subsequently trained in the ministry, pushed Baltimore to fulfill Reconstruction's promise of racial equality. In doing so, they were part of a larger effort among African Americans to create new forms of black politics by founding churches, starting businesses, establishing community centers, and creating newspapers. Black Baltimoreans successfully challenged Jim Crow regulations on public transit, in the courts, in the voting booth, and on the streets of residential neighborhoods. They formed some of the nation's earliest civil rights organizations, including the United Mutual Brotherhood of Liberty, to define their own freedom in the period after the Civil War. Halpin shows how black Baltimoreans' successes prompted segregationists to reformulate their tactics. He examines how segregationists countered activists' victories by using Progressive Era concerns over urban order and corruption to criminalize and disenfranchise African Americans. Indeed, he argues the Progressive Era was crucial in establishing the racialized carceral state of the twentieth-century United States. Tracing the civil rights victories scored by black Baltimoreans that inspired activists throughout the nation and subsequent generations, A Brotherhood of Liberty highlights the strategies that can continue to be useful today, as well as the challenges that may be faced.

Before the Arabs conquered northwest Africa in the seventh century, Ramzi Rouighi asserts, there were no Berbers. There were Moors (Mauri), Mauretanians, Africans, and many tribes and tribal federations such as the Leuathae or Musulami; and before the Arabs, no one thought that these groups shared a common ancestry, culture, or language. Certainly, there were groups considered barbarians by the Romans, but "Barbarian," or its cognate, "Berber" was not an ethnonym, nor was it exclusive to North Africa. Yet today, it is common to see studies of the Christianization or Romanization of the Berbers, or of their resistance to foreign conquerors like the Carthaginians, Vandals, or Arabs. Archaeologists and linguists routinely describe proto-Berber groups and languages in even more ancient times, while biologists look for Berber DNA markers that go back thousands of years. Taking the pervasiveness of such anachronisms as a point of departure, Inventing the Berbers examines the emergence of the Berbers as a distinct category in early Arabic texts and probes the ways in which later Arabic sources, shaped by contemporary events, imagined the Berbers as a people and the Maghrib as their home. Key both to Rouighi's understanding of the medieval phenomenon of the "berberization" of North Africa and its reverberations in the modern world is the Kitāb al-'ibar of Ibn Khaldūn (d. 1406), the third book of which purports to provide the history of the Berbers and the dynasties that ruled in the Maghrib. As translated into French in 1858, Rouighi argues, the book served to establish a racialized conception of Berber indigenousness for the French colonial powers who erected a fundamental opposition between the two groups thought to constitute the native populations of North Africa, Arabs and Berbers. Inventing the Berbers thus demonstrates the ways in which the nineteenth-century interpretation of a medieval text has not only served as the basis for modern historical scholarship but also has had an effect on colonial and postcolonial policies and communal identities throughout Europe and North Africa.
