In 2005 Hurricane Katrina posed an unprecedented set of challenges to formal and informal systems of disaster response and recovery. Informed by the Virginia School of Political Economy, the contributors to this volume critically examine the public policy environment that led to both successes and failures in the post-Katrina disaster response and long-term recovery. Building from this perspective, this volume lends critical insight into the nature of the social coordination problems disasters present, the potential for public policy to play a positive role, and the inherent limitations policymakers face in overcoming the myriad challenges that are a product of catastrophic disaster. Publius Vergilius Maro (70-19 B.C.), known in English as Virgil, was perhaps the single greatest poet of the Roman empire—a friend to the emperor Augustus and the beneficiary of wealthy and powerful patrons. Most famous for his epic of the founding of Rome, the Aeneid, he wrote two other collections of poems: the Georgics and the Bucolics, or Eclogues. The Eclogues were Virgil's first published poems. Ancient sources say that he spent three years composing and revising them at about the age of thirty. Though these poems begin a sequence that continues with the Georgics and culminates in the Aeneid, they are no less elegant in style or less profound in insight than the later, more extensive works. These intricate and highly polished variations on the idea of the pastoral poem, as practiced by earlier Greek poets, mix political, social, historical, artistic, and moral commentary in musical Latin that exerted a profound influence on subsequent Western poetry. Poet Len Krisak's vibrant metric translation captures the music of Virgil's richly textured verse by employing rhyme and other sonic devices. The result is English poetry rather than translated prose. The Eclogues, ten short pastoral poems, were composed between approximately 42 and 39 BC, during the time of the 'Second' Triumvirate of Lepidus, Anthony, and Octavian. In them Virgil subtly blended an idealized Arcadia with contemporary history. To his Greek model - the Idylls of Theocritus - he added a strong element of Italian realism: places and people, real or disguised, and contemporary events are introduced. The Eclogues display all Virgil's art and charm and are among his most delightful achievements. Between approximately 39 and 29 BC, years of civil strife between Antony, and Octavian, Virgil was engaged upon the Georgics. Part agricultural manual, full of observations of animals and nature, they deal with the farmer's life and give it powerful allegorical meaning. These four books contain some of Virgil's finest descriptive writing and are generally held to be his greatest and most entertaining work, and C. “The classic of all Europe.” —T. S. EliotVirgil (Publius Vergilius Maro) was born in 70 BC near Mantua and was educated at Cremona, Milan, and Rome. Slow in speech, shy in manner, thoughtful in mind, weak in health, he went back north for a quiet life. Influenced by the group of poets there, he may have written some of the doubtful poems included in our Virgilian manuscripts. All his undoubted extant work is written in his perfect hexameters. Earliest comes the collection of ten pleasingly artificial bucolic poems, the Eclogues, which imitated freely Theocritus’ idylls. They deal with pastoral life and love. Before 29 BC came one of the best of all didactic works, the four books of Georgics on tillage, trees, cattle, and bees. Virgil’s remaining years were spent in composing his great, not wholly finished, epic the Aeneid, on the traditional theme of Rome’s origins through Aeneas of Troy. Inspired by the Emperor Augustus’ rule, the poem is Homeric in metre and method but influenced also by later Greek and Roman literature, philosophy, and learning, and deeply Roman in spirit. Virgil died in 19 BC at Brundisium on his way home from Greece, where he had intended to round off the Aeneid. He had left in Rome a request that all its twelve books should be destroyed if he were to die then, but they were published by the executors of his will. The Loeb Classical Library edition of Virgil is in two volumes.

The relationship between the Austrian tradition and Bloomington institutionalism has been part of a larger intellectual evolution of a family of schools of thought that coevolved in multiple streams over the last 100 years or so. The Bloomington scholars, once they delineated the broader parameters of their own research program, started to reconstruct, reinterpret, and in many cases simply rediscover and reinvent Austrian insights and themes. As such, they created the possibility of giving those insights and themes new interpretations and new applications, in novel circumstances with new research priorities, in particular, public administration, governance and collective action, and entrepreneurship in non-market settings. Was there a programmatic and explicit effort to recover and reinvent the Austrian tradition? The answer has to be an emphatic ‘no’. But that is precisely the reason why the Ostroms’ work should be interesting to scholars working in the Austrian tradition. The thematic convergence and the compatibility and complementarity between the Austrian and Bloomington schools is driven by their internal underlying theoretical logic and by the logic of problem solving. Upon closer inspection, the underlying familial and genealogical connections reveal themselves again and again. The convergence and interplay between these two intellectual traditions is rich and productive. On the one hand, it stands as a demonstration of the applied relevance of the set of approaches and issues that we traditionally associate with the Austrian tradition. On the other hand, it is a challenge to further explore and elaborate this area. This volume is an attempt to respond to that challenge.
