In 1922 the US Navy commissioned its first small experimental aircraft carrier. This was followed into service by two much larger and capable carriers in 1927 with five more being built prior to the Japanese attack on Pearl Harbor including three large Yorktown class. To take the offensive against the Japanese Navy, the American Congress funded by far the largest carrier building programme in history based on the Essex class, a larger version of the pre-war Yorktown vessels. Of the twenty-six ordered, fourteen were commissioned in time to see Second World War service. These were joined by many smaller classes of carriers, including light carriers and escort carriers. Post-war ever larger and more capable carriers were commissioned. Since 1975, when the first of a fleet of ten nuclear-powered Nimitz class carriers was commissioned, they have epitomized United States superpower status and worldwide power projection. These are due to be replaced in the decades to come with the even more sophisticated nuclear-powered Gerald R. Ford class. The helicopter came on the scene too late to play other than a minor role in the Second World War but by the Korean conflict the Bell H-13 Sioux, OH-23 Raven and Sikorsky H-19 Chickasaw were in service. It was in Vietnam that the US military helicopters really came into their own and the best known were the Bell UH-1 Iriquois (known as the Huey), the Boeing CH-47 Chinook and the massive CH-37 Mojave. The USAF combat search and rescue Jolly Green Giant was indispensable. Attack helicopters have evolved from the early Huey Cobra or Snake and the Boeing AH-64 Apache came into service in the late 80s when the Sikorsky UH-60 series became the military general purpose chopper. Led by the USA with Western European partners, the North Atlantic Treaty Organization (NATO) was formed in 1949 to counter the Soviet threat. In response the Soviet Union assembled and dominated the Warsaw Pact in 1954. The mainstay of both alliances' groundforces were their main battle tanks (MBTs). Initially both sides relied on Second World War MBTs; in NATO's case the Sherman medium tank and its successor the M26 Pershing together with the British Centurion and the heavy Conqueror. The Soviets originally fielded the T-34-85 medium tank and the IS-2 and IS-3 heavy tank replaced by the T-10. Next came the T-54 followed by the T-55 and 155mm armed T-63 (1965). The final WP Cold War MBTs were the T-64, T-72 and T-80 all with 122mm main armament. By contrast, NATO nations increasingly deployed a range of MBTs; the widely used American Patton series (M46 through M48), British Chieftain (1963) and Challenger (1982), French AMX-13 (1950) and AMX-30. From 1963 the Bundeswehr was equipped with the homegrown Leopard 1 and 2. The US M60 series and M1 Abrams came into service from 1980. In the past decade, tensions in Asia have risen as Beijing has become more assertive in maritime disputes with its neighbors and the United States. Although taking place below the threshold of direct military confrontation, China’s assertiveness frequently involves coercive elements that put at risk existing rules and norms; physical control of disputed waters and territory; and the credibility of U.S. security commitments. Regional leaders have expressed increasing alarm that such “gray zone” coercion threatens to destabilize the region by increasing the risk of conflict and undermining the rules-based order. Yet, the United States and its allies and partners have struggled to develop effective counters to China’s maritime coercion. This study reviews deterrence literature and nine case studies of coercion to develop recommendations for how the United States and its allies and partners could counter gray zone activity.
