With a history of attracting French tourists since the 19th century and particularly during the colonial period, Vietnam has re-emerged as one of the most popular Asian destinations for the French. A number of factors augur well for a further increase in visitation. As a former colony, Vietnam has nostalgic appeal for many French visitors. After the release of the films L' lndochine, L 'amant, Le Cyclo, Papaye Vert, and the documentary-drama Dien Bien Phu in 1993, France became the main tourism source market for Vietnam. As the ethnic composition of France has changed, the French are interested in learning about cultures generally and Asian cultures, in particular. The prospect of discovering new destinations and cultures encourages them to travel long-haul. They are quality conscious and culture loving, and prefer to use their own language when traveling overseas, favouring their own cuisine even though they do enjoy the cuisine of the host countries .Travel to Vietnam offers the prospect of fulfilling a number of their preferences. Another attraction for French tourists is that Vietnam is a member of the Francophone Community. Since 1988, the French legacy has experienced a resurgence with the renovation of colonial-style properties and restaurants. Tourists have been impressed by the French-style architecture, accommodation and cuisine that is available. Despite Vietnam's long history of contact with France, Vietnamese service providers are relatively ignorant about Western countries, their people and their values. Up to now Vietnam's tourism authorities have paid little attention to the role of cultural understanding in the tourism development process and Vietnam's overseas tourism promotions have given minimal acknowledgement of the cultural characteristics of source markets including those conducted in France. Servicing French tourists is likely to be a challenge for Vietnamese service providers because of the substantial differences between the respective host and guest cultures and rules of behaviour. International tourism generally involves a cross-cultural component, particularly in the case of encounters between tourists and service providers. If it is accepted that the cultural values of Western travellers are different, it seems reasonable to conclude that the Vietnamese service providers need to consider the effect of this cultural dissimilarity on touristâhost mutual perceptions and social interaction in the intercultural service encounters. An understanding of areas of potential tourist dissatisfaction may assist the service providers to anticipate prospective negative perceptions and to address them, thereby contributing to overall holiday satisfaction, and improve the prospects of repeat visitation. It is common for destinations to attract visitation from different source countries and cultures. Nonetheless, consumer behaviour literature on cross-cultural perceptions and interaction have been largely limited to homogeneous sample populations from Western countries. Furthermore, until now there are no published studies have specifically examined touristâhost service encounters interaction and mutual perceptions in the context of Vietnam as a holiday destination. Consequently, this research has both practical and academic significances. From the theoretical perspectives, this study provides an augmented comprehension on Argyle's, Rokeach and SERVQUAL models. From the practical standpoints, this study offers service managers and marketers a heightened understanding of cross-cultural awareness for improving customer satisfaction. It acclaims an evidence base that can guide provision to meet the needs of international tourists with particular reference to the impact of rules of behaviour on touristâhost service encounters interaction. It accentuates the effect of cultural backgrounds on tourists' perceptions towards and satisfaction with service quality. By this means, it applies the empirically based models to development related challenges confronting the tourism sector in the cross-cultural settings for designing appropriate strategies with the aim of gaining a competitive advantage. Federal agencies and our nation's critical infrastructures, such as communications and financial services, are dependent on information technology systems and electronic data to carry out operations and to process, maintain, and report essential information. Yet, cyber-based intrusions and attacks on federal and nonfederal systems have become not only more numerous and diverse, but also more damaging and disruptive as discussed in chapter 1. The IRS has a demanding responsibility to collect taxes, process tax returns, and enforce the nation's tax laws. It relies extensively on computerized systems to support its financial and mission-related operations and on information security controls to protect the sensitive financial and taxpayer information that reside on those systems. As part of its audit of IRS's fiscal year 2017 and 2016 financial statements, GAO assessed whether controls over financial and tax processing systems were effective in ensuring the confidentiality, integrity, and availability of financial and sensitive taxpayer information as reported in chapter 2. Reliance on a global supply chain introduces multiple risks to federal information systems. Chapter 3 highlights information security risks associated with the supply chains used by federal agencies to procure IT systems. The Office of Personnel Management (OPM) collects and maintains personal data on millions of individuals, including data related to security clearance investigations. In June 2015, OPM reported that an intrusion into its systems had affected the personnel records of about 4.2 million current and former federal employees. Then, in July 2015, the agency reported that a separate but related incident had compromised its systems and the files related to background investigations for 21.5 million individuals. From February 2015 through August 2017, multiple reviews of OPM's information security were conducted. Four reports based on these reviews were issued. The reports contained 80 recommendations for improving the agency's security posture. Chapter 4 reviews relevant documents and artifacts reflecting OPM's actions and progress toward implementing the 80 recommendations contained in the four reports, and assessed the actions against the intent of the recommendations. CDC is responsible for detecting and responding to emerging health threats and controlling dangerous substances. In carrying out its mission, CDC relies on information technology systems to receive, process, and maintain sensitive data. Accordingly, effective information security controls are essential to ensure that the agency's systems and information are protected from misuse and modification. Chapter 5 reviews the extent to which CDC has taken corrective actions to address the previously identified security program and technical control deficiencies and related recommendations for improvement. Federal agencies are dependent on information systems to carry out operations. The risks to these systems are increasing as security threats evolve and become more sophisticated. To reduce the risk of a successful cyberattack, agencies can deploy intrusion detection and prevention capabilities on their networks and systems. Chapter 6 determined the reported effectiveness of agencies' implementation of the government's approach and strategy; the extent to which DHS and OMB have taken steps to facilitate the use of intrusion detection and prevention capabilities to secure federal systems; and the extent to which agencies reported implementing capabilities to detect and prevent intrusions. Recent large-scale data breaches of public and private entities have put hundreds of millions of people at risk of identity theft or other harm. Chapter 7 reviews issues related to consumers' options to address risks of harm from data breaches and examines information and expert views on the effectiveness of consumer options to address data breach risks. While Chapter 8 considers the answer to this question: what legal obligations do Internet companies have to prevent and respond to data breaches? Then discusses several factors Congress might consider when weighing future legislation.

Eberhard Arnold surveys the symbolism of light and fire in the Bible, literature, and history to illuminate our love/fear relationship with God. The Holy Spirit, like fire, is a two-edged sword: it brings the blazing wrath of God’s judgment, consuming all that is dead and cold in us, but also the radiant warmth of his love, mercy, and redemption. Though Inner Land was not explicitly critical of the Nazi regime, it nevertheless attacked the spirits that animated German society at the time: racism and bigotry, nationalistic fervor, mass hysteria, and materialism. The chapter “Light and Fire,” in particular, was a deliberate public statement at a decisive moment of Germany’s history. Eberhard Arnold sent Hitler a copy on November 9, 1933. A week later the Gestapo raided the community and ransacked the author’s study. After this first raid, Eberhard Arnold asked two friends to pack the already printed signatures of Inner Land in watertight metal boxes and bury them at night for safekeeping. They later dug up Inner Land and smuggled it out of the country, publishing it in Lichtenstein after Eberhard Arnold’s death. The fourth volume of five in Inner Land, Fire and Spirit contains two chapters, “Light and Fire” and “The Holy Spirit.” About Innerland: It is hard to exaggerate the significance of Innerland, either for Eberhard Arnold or his readers. It absorbed his energies off and on for most of his adult life – from World War I, when he published the first chapter under the title War: A Call to Inwardness, to 1935, the last year of his life. Packed in metal boxes and buried at night for safekeeping from the Nazis, who raided the author’s study a year before his death (and again a year after it), Innerland was not openly critical of Hitler’s regime. Nevertheless, it attacked the spirits that animated German society: its murderous strains of racism and bigotry, its heady nationalistic fervor, its mindless mass hysteria, and its vulgar materialism. In this sense Innerland stands as starkly opposed to the zeitgeist of our own day as to that of the author’s. At a glance, the focus of Innerland seems to be the cultivation of the spiritual life as an end in itself. Nothing could be more misleading. In fact, to Eberhard Arnold the very thought of encouraging the sort of selfish solitude whereby people seek their own private peace by shutting out the noise and rush of public life around them is anathema. He writes in The Inner Life: “These are times of distress. We cannot retreat, willfully blind to the overwhelming urgency of the tasks pressing on society. We cannot look for inner detachment in an inner and outer isolation...The only justification for withdrawing into the inner self to escape today's confusing, hectic whirl would be that fruitfulness is enriched by it. It is a question of gaining within, through unity with eternal powers, a strength of character ready to be tested in the stream of the world.” Innerland, then, calls us not to passivity, but to action. It invites us to discover the abundance of a life lived for God. It opens our eyes to the possibilities of that “inner land of the invisible where our spirit can find the roots of its strength and thus enable us to press on to the mastery of life we are called to by God.” Only there, says Eberhard Arnold, can our life be placed under the illuminating light of the eternal and seen for what it is. Only there will we find the clarity of vision we need to win the daily battle that is life, and the inner anchor without which we will lose our moorings.

When Greg Kaczmarek was appointed chief, he was ordered by the mayor, his political benefactor, to hold a press conference publicly denying long-swirling rumors that he was a drug user—which, he insists to this day, he wasn’t at the time, notwithstanding his eventual arrest for possession of cocaine, purchased from the head of a major drug ring who also happened to be a close friend of his stepson. The regeneration of the Isle of Dogs into the Docklands commercial area is one of the most high-profile developments of the era, but infill house-building and small-scale environmental developments were also produced, and social housing regenerated.
