How, in the absence of institutional mechanisms, do Maoist rebels in India quit an ongoing insurgency without getting killed? How do rebels give up arms and return to the same political processes that they had once sought to overthrow? The question of weaning rebels away from extremist groups is highly significant in counterinsurgency and in the pacification of insurgencies. In Farewell to Arms, Rumela Sen goes to the rebels themselves and breaks down the protracted process of rebel retirement into a multi-staged journey as the rebels see it. She draws on several rounds of interviews with current and former Maoist rebels as well as security personnel, administrators, activists, politicians, and civilians in two conflict zones in North and South India. The choice to quit an insurgency, she finds, depends on locally embedded, informal exit networks. The relative weakness of these networks in North India means that fewer rebels quit than in the South, where more feel that they can disarm without getting killed. Sen shows that these networks grow out of the grassroots civic associations in the gray zone of state-insurgency interface. Military professionalism has long been an influential but controversial concept in the study of civil-military relations. Investigating the conception, practice, evolution, and consequences of military professionalism in ten Asian countries, this study convincingly advances three propositions. First, old military professionalism is on the rise in Asia as the management of violence becomes the central function of the military. Second, the renewal of old professionalism can be explained by the reduced role of coercion in governance and the shift in the distribution of power against the military. Trade Policy in Multilevel Government investigates how multilevel polities organize openness in a globalizing political and economic environment. In recent years, the multilevel politics of trade caught a broader public's attention, not least due to the Wallonian regional parliament's initial rejection of the EU-Canada trade deal in 2016. In all multilevel polities, competencies held by states and regions have increasingly become the subject of international rule-setting. This is particularly so in the field of trade which has progressively targeted so-called 'behind the border' regulatory barriers. In their reaction to this 'deep trade' agenda, constituent units in different multilevel polities have shown widely varying degrees of openness to liberalizing their markets. Why is that? This book argues that domestic institutions and procedures of intergovernmental relations are the decisive factor. Countering a widely-held belief among practitioners and analysts of trade policy that involving subcentral actors complicates trade negotiations, it demonstrates that the more voice a multilevel polity affords its constituent units in trade policy-making, the less the latter have an incentive to eventually exit from emerging trade deals. While in shared rule systems constituent unit governments are directly represented along the entirety of the policy cycle, in self-rule systems territorial representation is achieved merely indirectly. Shared rule systems are hence more effective than self-rule systems in organizing openness to trade. The book tests its theory's explanatory power on the understudied case of international procurement liberalization in extensive studies of three systems of multilevel government: Canada, the European Union, and the United States.

This book traces the development of a fully marketised higher education system in England over a 30-year period, and identifies five distinct stages of market reforms culminating in the Higher Education and Research Act (HMSO, 2017). The Act shifted the risks of institutional failure (and the prospect of market exit) onto applicants, presenting them with ever more applicant choice information and encouraging them to use their consumer behaviour to oblige weaker providers’ lower tuition fees or lose market share to new competitors. The new regulatory regime represents a marked departure from previous attempts to introduce market dynamism into the sector and places the English HE system at the forefront of a global trend of system marketisation. The book employs a critical policy discourse analysis and addresses several key aspects of the current higher education policy landscape. It considers the extent to which there been a continuity of policy from the encouragement of efficiencies and accountability in the 1980s to the emphasis on competition and risk in 2017; whether the marketisation process is designedly cumulative or has developed in response to factors beyond the control of policymakers; and what the English case can tell us about the nature of neoliberalism and the future trajectories of other national systems in the process of marketising and differentiating their institutions.
