This is the first book that comprehensively describes the history of the game software industry in Japan. A major objective here is to identify the key determinants of the emergence of the business, the maturing of the market, and the changes brought about by innovations, based on the history of the Japanese industry. To date, similar books have focused only on particular topics of the game software industry, such as the success of Nintendo and Sony and the uniqueness of the Japanese industry. There are no books that interpret the development process of this industry from the point of view of innovation. To fully understand the business and derive insightful lessons from it, however, requires a careful and thorough examination of its development process. Currently, many companies aim to improve efficiency by using information and communications technology (ICT), but it is difficult to maintain a balance between the pursuit of efficiency and the encouragement of creativity. In the case of Japan’s game software industry, firms have pursued higher efficiency in product development to build competitive advantage, resulting in a low rate of radical innovation and causing the slow growth of the industry. In certain situations, the development activities that target the creation of new products may, in themselves, hinder the creation of truly new products. This book conceptualizes this phenomenon as a “development productivity dilemma” and clarifies the mechanisms behind it. The dilemma, like the productivity dilemma in the manufacturing industry, evokes a certain innovation pattern and prevents potential growth. This book investigates how individual firms in developing countries undertake technological learning and capability building (TCB) efforts and explains why some developing country firms are world-class and others struggle with these important processes.The study concludes that it is internal competencies, such as the ability to manage strategic change and develop coherent systems that enable firms in developing countries to effectively navigate technological frontiers, the network of global suppliers and weak national innovation systems. In particular, the ability to strike a strategic balance between developing a diverse range of internal learning routines and managing boundary assets over which they have only partial control is found to be of importance. The conceptual framework developed for this study - the TCB system approach - draws on a number of intellectual traditions, including organizational development, strategic management, innovation studies, development studies and evolutionary theory of the firm. Conclusions are drawn using this approach to perform a detailed cross-sectional analysis of technological learning in a sample of 26 telecommunication operating companies in Uganda, Ghana, Tanzania and South Africa. By focusing on firms in the services sector, rather than in manufacturing, the study covers an area that is under researched and identifies many distinctive features of the capability building process. It is also able to offer insights on how the majority of firms in developing countries should cope with the challenges of speed and complexity of technological change even when they are not aiming to generate radical innovations at the frontier.Technological Learning will be of great interest to a wide-ranging audience, including science and technology academics, scholars and policy makers in developing countries, telecommunications managers and executives, and organisational management scholars focusing on developing country issues.

In 2011, seven thousand American “baby boomers” (those born between 1946 and 1964) turned sixty-five daily. As this largest U.S. generation ages, cities, municipalities, and governments at every level must grapple with the allocation of resources and funding for maintaining the quality of life, health, and standard of living for an aging population. In The New Neighborhood Senior Center, Joyce Weil uses in-depth ethnographic methods to examine a working-class senior center in Queens, New York. Senior centers, expanded in part by funding from federal programs in the 1970s, were designed as focal points in the provision of community-based services. However, for the first wave of “boomers,” the role of these centers has come to be questioned. Declining government support has led to the closings of many centers, even as the remaining centers are beginning to “rebrand” to attract the boomer generation. However, The New Neighborhood Senior Centerdemonstrates the need to balance what the boomers’ want from centers with the needs of frailer or more vulnerable elders who rely on the services of senior centers on a daily basis. In the wake of World War II, a number of institutions designed to promote a liberal global economic and geopolitical order were established—the International Monetary Fund, the General Agreement on Tariffs and Trade (forerunner of the World Trade Organization), and the World Bank in the economic sphere, and the United Nations in the geopolitical realm. Although these organizations were far from perfect, their actions promoted rising living standards and political freedoms for all. Liberalism thus reengineered represented a fundamental bet on the supremacy of democracy and the market economy, and spurred the transformation of North America, Western Europe, and Japan into prosperous societies, each with a large and vibrant middle class and a social safety net. Now, however, this liberal geopolitical and economic order is under attack. The free movement of goods, services, money, people, and information that once formed the recipe for progress under liberalism is blamed by many for rising inequality, mass migrations, and the declining legitimacy of political parties, as well as the fragmentation of global superpower relations. Nationalism, xenophobia, and populism continue to advance at the right and left ends of the political spectrum, eroding the moderate middle ground. In Rude Awakening, Mauro F. In The Paradox of Representation David Lublin offers an unprecedented analysis of a vast range of rigorous, empirical evidence that exposes the central paradox of racial representation: Racial redistricting remains vital to the election of African Americans and Latinos but makes Congress less likely to adopt policies favored by blacks. Lublin's evidence, together with policy recommendations for improving minority representation, will make observers of the political scene reconsider the avenues to fair representation. Using data on all representatives elected to Congress between 1972 and 1994, Lublin examines the link between the racial composition of a congressional district and its representative's race as well as ideology. The author confirms the view that specially drawn districts must exist to ensure the election of African Americans and Latinos. He also shows, however, that a relatively small number of minorities in a district can lead to the election of a representative attentive to their interests. When African Americans and Latinos make up 40 percent of a district, according to Lublin's findings, they have a strong liberalizing influence on representatives of both parties; when they make up 55 percent, the district is almost certain to elect a minority representative. Lublin notes that particularly in the South, the practice of concentrating minority populations into a small number of districts decreases the liberal influence in the remaining areas. Thus, a handful of minority representatives, almost invariably Democrats, win elections, but so do a greater number of conservative Republicans. The author proposes that establishing a balance between majority-minority districts and districts where the minority population would be slightly more dispersed, making up 40 percent of a total district, would allow more African Americans to exercise more influence over their representatives.

This book explores the bilateral relations between the United States and the Vatican from 1975 to 1980, a turbulent period that had two presidents, three presidential envoys, and three popes. This previously untold story shows how the United States and the Vatican worked quietly together behind the scenes to influence the international response to major issues of the day. Peter Sarros examines the Iran hostage crisis, the tensions of the Cold War, the Helsinki process, and the Beagle Channel dispute, among other issues. These interactions produced a tacit alliance in the foreign policies of the United States and the Vatican even before the establishment of full diplomatic relations. This unique book is based largely on official documents from the archives of the Office of the U.S. Special Envoy of the United States to the Vatican, supplemented by Sarros's contemporaneous diaries, notes, and other unpublished sources. The confidential consultations at the Vatican by three special envoys and by Sarros in his role as chargé and ambassador at the Vatican were critical in obtaining Vatican support on major international issues. How do victory and defeat influence the recovery of the combatants? Are the rules governing conflict behavior between nations the same since the advent of the nuclear era? The authors find such well-known theories as the balance of power and collective security systems inadequate to explain how conflict erupts in the international system. Their rigorous empirical analysis proves that the power-transition theory, hinging on economic, social, and political growth, is more accurate; it is the differential rate of growth of the two most powerful nations in the system—the dominant nation and the challenger—that destabilizes all members and precipitates world wars. Predictions of who will win or lose a war, the authors find, depend not only on the power potential of a nation but on the capability of its political systems to mobilize its resources—the "political capacity indicator." After examining the aftermath of major conflicts, the authors identify national growth as the determining factor in a nation's recovery. With victory, national capabilities may increase or decrease; with defeat, losses can be enormous. Unexpectedly, however, in less than two decades, losers make up for their losses and all combatants find themselves where they would have been had no war occurred. Finally, the authors address the question of nuclear arsenals. They find that these arsenals do not make the difference that is usually assumed. Nuclear weapons have not changed the structure of power on which international politics rests.
