A provocative defense of a forgotten Chinese approach to identity and differenceHistorically, the Western encounter with difference has been catastrophic: the extermination and displacement of aboriginal populations, the transatlantic slave trade, and colonialism. China, however, took a different historical path. In Chinese Cosmopolitanism, Shuchen Xiang argues that the Chinese cultural tradition was, from its formative beginnings and throughout its imperial history, a cosmopolitan melting pot that synthesized the different cultures that came into its orbit. Unlike the West, which cast its collisions with different cultures in Manichean terms of the ontologically irreconcilable difference between civilization and barbarism, China was a dynamic identity created out of difference. The reasons for this, Xiang argues, are philosophical: Chinese philosophy has the conceptual resources for providing alternative ways to understand pluralism.Xiang explains that “Chinese” identity is not what the West understands as a racial identity; it is not a group of people related by common descent or heredity but rather a hybrid of coalescing cultures. To use the Western discourse of race to frame the Chinese view of non-Chinese, she argues, is a category error. Xiang shows that China was both internally cosmopolitan, embracing distinct peoples into a common identity, and externally cosmopolitan, having knowledge of faraway lands without an ideological need to subjugate them. NASA is undertaking a trio of closely related programs to continue human space exploration beyond low-Earth orbit. All three programs (SLS, Orion, and supporting ground systems) are working toward a launch readiness date of June 2020 for the first mission as reported in chapters 1 and 2. Chapter 3 reports on the development of a structural health monitoring (SHM) system for Space Launch System (SLS) vehicles based on acoustic emission (AE) or AE-like signals. Such a system will enhance SLS reliability by identifying the damage locations and type of damage when the damage is initiated. This SHM system would also lead to reduced maintenance costs by enabling ground support equipment to inspect only SLS elements or parts that are likely to be damaged. Preserving key U.S. national security and economic interests depends on the continued and widespread use of space-based systems. Satellites are as essential to military and intelligence operations as fighters, warships, and combat vehicles. Major portions of the global economy now rely on space systems; they facilitate modern banking, communications, agriculture, transportation, as well as a host of other commercial and civil activities as discussed in chapter 4. Chapter 5 provides background on the International Space Station (ISS), its governing international agreements, its planned service life, the ongoing commercialization of U.S. ISS access, and current commercial use of the ISS. Chapter 6 provides information on the James Webb Space Telescope, the cost cap, and the independent review. Congress may choose to approve, reject, or modify the FY2020 President's budget request for National Security Space (NSS), which includes $14.1 billion for space launches, satellites, and other activities as reviewed in chapter 7. Emotion is an integral aspect of musical experience; music has the power to take us on an emotional and intellectual journey, transforming the listener along the way. The aim of this book is to examine the nature of this journey, using a variety of perspectives. No one discipline can do justice to music’s complexity if one is to have a sense of the whole musical experience, even if one has to break up the whole experience into various elements for the purposes of clarification. The issues raised have some relationship to psychoanalytic understanding and listening, as after all psychoanalysis is a listening discipline; its bedrock is listening to the patient’s communications. While of course there are significant differences between understanding of, and listening to, a musical performance and a patient in a consulting room, the book explores common ground. Evidence from neuroscience indicates that music acts on a number of different brain sites, and that the brain is likely to be hard-wired for musical perception and appreciation, and this offers some kind of neurological substrate for musical experiences, or a parallel mode of explanation for music’s multiple effects on individuals and groups. After various excursions into early mother/baby experiences, evolutionary speculations, and neuroscientific findings, the book’s main emphasis is that it is the intensity of the artistic vision which is responsible for music’s power. That intense vision invites the viewer or the listener into the orbit of the work, engaging us to respond to the particular vision in an essentially intersubjective relationship between the work and the observer or listener. This is the area of what we might call the human soul. Music can be described as having soul when it hits the emotional core of the listener. And, of course, there is ‘soul music’, whose basic rhythms reach deep into the body to create a powerful feeling of aliveness. One can truly say that music of all the arts is most able to give shape to the elusive human subject or soul.

But Isobel Williams's Catullus: Shibari Carmina is different in kind from the earlier versions. 'Translating Catullus has been, for me, like cage fighting with two opponents,' the translator writes: 'not just A Top Poet, but the schoolgirl I was, trained to show the examiner that she knew what each word meant.' The struggle is intensified by the presence of a third element, something that made Catullus come alive, his 'tormented intelligence and romantic versatility'. 'It eventually happened at a fetish venue in South London, The Flying Dutchman - an echo of Catullus's doomed obsessive love? Someone at life class, knowing I like a drawing challenge, had told me about a Japanese rope bondage (shibari) club called Bound. I asked the management if I could draw there; on arrival I was treated like the Queen Mother. Best of all, the schoolgirl was too young to be let in.' The Jacobite rebellion of 1715 was a dramatic but ultimately unsuccessful challenge to the new Hanoverian regime in Great Britain. It did, however, reveal serious fault lines in the political foundations of the new regime which enormously restricted the government's freedom of action in the suppression of the rebellion, and effectively made the treatment of the rebels in its aftermath the true test of the new dynasty's legitimacy and stability. Whilst the rulers of England had traditionally dealt harshly with internal rebellion, monarchs and their ministers had to find a delicate balance between showing the power of the regime through the candid exercise of force while maintaining their own reputation for justice and clemency. As such George I and his government had to tailor their reaction to the 1715 rebellion in such a way that it effectively discouraged further participation in Jacobite insurgency, undercut the rebels' ability to challenge the state, and made clear the regime's intention to use a firm hand in preventing rebellion. At the same time it could not cross the line into tyranny with excessive or sadistic executions and had to avoid giving offence to powerful magnates and foreign powers likely to petition for the lives of the captured rebels. To accomplish this feat, the Hanoverian Whig regime used a programme far more subtle and calculated than has generally been appreciated. The scheme it put into effect had three components, to put fear into the rank-and-file of the rebels through a limited programme of execution and transportation, to cripple the Catholic community through imprisonment and property confiscation, and, most crucially, to entertain petitions from members of the elite on behalf of imprisoned rebels. By following such a strategy of retribution tempered with clemency, this book argues that the Hanoverian regime was able to quell the immediate dangers posed by the rebellion, and bring its leaders back into the orbit of the government, beginning the process of reintegrating them back into political mainstream.

A personal account of life in the orbit of Mao and Zhao En-Lai and one woman's effort to tell what it was like to be at the center of the storm. The history of China in the twentieth century is comprised of a long series of shocks: the 1911 revolution, the civil war between the communists and the nationalists, the Japanese invasion, the revolution, the various catastrophic campaigns initiated by Chairman Mao between 1949 and 1976, its great opening to the world under Deng, and the Tiananmen Square Massacre. Yuan-tsung Chen, who is now 90, lived through most of it, and at certain points in close proximity to the seat of communist power. Born in Shanghai in 1929, she came to know Zhou En-Lai-second only to Mao in importance--as a young girl while living in Chongqing, where Chiang Kai--Shek's government had relocated to, during the war against Japan. That connection to Zhou helped her save her husband's life in Cultural Revolution. After the communists took power, she obtained a job in one of the culture ministries. While there, she frequently engaged with the upper echelon of the party and was a first-hand witness to some of the purges that the regime regularly initiated. Eventually, the commissar she worked under was denounced in 1957, and she barely escaped being purged herself. Later, during Cultural Revolution, she and her husband were purged and sent to live in a rough, poor area. She and her husband finally moved to Hong Kong, with Zhou's special permission, in 1971. A first-hand account of what life was like in the period before the revolution and in Mao's China, The Secret Listener gives a unique perspective on the era, and Chen's vantage point provides us with a new perspective on the Maoist regime-one of the most radical political experiments in modern history and a force that genuinely changed the world.
