The federal government is today facing the largest fiscal challenge since World War II. The fundamental question before the nation is whether the fiscal course the government is on can continue. In Entitlement Spending: Our Coming Fiscal Tsunami, David Koitz argues that it is not a Democratic or Republican problem; it is an American problem. As it comes ever closer, he contends, the need for political convergence becomes ever more pressing. Written so as to make the issues understandable to nonexperts, the book is designed to raise public awareness of the urgency to act by clarifying misconceptions and presenting the facts on the impending economic crisis driven by the federal government's enormous spending on entitlement programs. Although Medicare, Medicaid, and Social Security are idolised as pillars of the nation's safety net, he shows why those programs are in fact the largest drivers of our looming fiscal problem. He explains how, if an effective remedy is to emerge, those programs must contribute heavily to the changes lawmakers consider and offers various policy directions for reining in their spending. Koitz suggests, for instance, that increasing out-of-pocket spending by health care consumers may be the only effective way to sensitise both medical providers and patients to the costs of care, contending that, regardless of how this may affect utilisation or medical practices, major limits are needed in Medicare and Medicaid expenditures because they have become unaffordable. Whether by raising the Medicare eligibility age above sixty-five, imposing higher deductibles and co-payments, or converting Medicare to a program supporting the purchase of health insurance in the private market, the program's expenditures must be reined in and the expectations of future Medicare recipients balanced against the risks of a governmental debt calamity. For Social Security, he says, the public must understand that much of the system's financial problems are due to the large gains in longevity since the system's inception in the 1930s and the much larger lifetime benefits now being paid to current retirees and projected to be paid to future generations. Social Security too, he contends, needs major constraints, many of which have long lingered and are well understood on Capitol Hill; what is lacking is political courage. He emphasises that the nation's long-term economic outlook is now predicated on issuing an unsustainable amount of debt and that for policy makers to ignore that condition and the things creating it, or to pass the buck to future generations to make the hard choices, is simply irresponsible. He concludes "it's not courage to make clear what for decades was opaque. It's not courage to act responsibly and do what's seemingly hard. It's statesmanship. It's about the real job of legislating.

Scholars of the Civil War era have commonly assumed that veterans of the Union and Confederate armies effortlessly melted back into society and that they adjusted to the demands of peacetime with little or no difficulty. Yet the path these soldiers followed on the road to reintegration was far more tangled. New Men unravels the narrative of veteran reentry into civilian life and exposes the growing gap between how former soldiers saw themselves and the representations of them created by late-nineteenth century American society. In the early years following the Civil War, the concept of the “veteran” functioned as a marker for what was assumed by soldiers and civilians alike to be a temporary social status that ended definitively with army demobilization and the successful attainment of civilian employment. But in later postwar years this term was reconceptualized as a new identity that is still influential today. It came to be understood that former soldiers had crossed a threshold through their experience in the war, and they would never be the same: They had become new men. Uncovering the tension between veterans and civilians in the postwar era adds a new dimension to our understanding of the legacy of the Civil War. Reconstruction involved more than simply the road to reunion and its attendant conflicts over race relations in the United States. Money and Plan concerns the changing role of money and finance in the East European countries as they enact economic reforms designed to decentralize economic decisions, extend enterprise autonomy, and rationalize the management of their economies. The book is the first in the Western world to address itself directly to this theme. In the Stalinist economic system, which all European communist countries shared until the mid-sixties and which most still do, money lays a subordinate role. In the production sector its use in planning and by state-owned enterprises has been restricted and circumscribed in many ways. Objectives and performance standards are defined in physical terms (i.e., in physical units of inputs and output). Planning also is executed in physical units. Although banking and other financial institutions exist, they mainly supervise enterprises rather than redistribute national resources or appraise commercial prospects. As for foreign trade, it has been conducted largely on a barter basis. Nevertheless, insofar as money has been used, it has posed a number of important problems. One of these has been chronic inflationary pressure. In the present volume two contributors investigate the historical record and the cause of inflation in Poland, and develop theoretical models to explain the phenomenon. Inflation is only one national economic problem raised by current forms requiring new monetary and financial policies. Decentralization also raises important questions of full employment, balance of payments management, sectoral and regional relations, and incomes policy--matters that will have to be handled increasingly by monetary and financial means, often quite similar to those developed and practices in the West. Moreover, as individual enterprises gain more autonomy in their current operations and investment, and as physical planning and control are curtailed, redit policies, instruments, and institutions will have to be devised to guide micro-economic activity in consonance with national plans. The East European contries that are carrying economic reform much further than the rest are Czechoslovakia and Hungary, which intend to introduce a functioning market mechanism together with considerable enterprise autonomy in the production (state-owned) sector. Three contributors consider the case specially. Another contributor discusses the majore attempt thus far by the East European countries to abandon bilateral, barter-like trade among themselvs in favor of a financial framework for multilateral clearing and a new monetary unit, the "transferable ruble." The editor's Introduction and a concluding chapter by a final contributor view the changing role of money and finance in comprehensive terms. The absence of a regulatory mechanism, i.e., anarchy, has been the fundamental issue of international relations. This book explains how the normative imperatives, information and communication technology (ICT) and nuclear deterrence generated ambiance have poised the states in a society where they are bound to follow certain normative imperatives that dilute the color and meaning of anarchy and obliges the states to act in a certain way.
