As the first person of mixed race with dreadlocks to be a reporter for the British Broadcasting Corporation, on both television and radio (Today Programme, Six O'clock News, Panorama and The One Show) I helped re-write the rules on what makes an international BBC correspondent. I am an experienced undercover and investigative journalist and presenter on both prime-time television and international platforms such as Netflix. Yet it is being an inspiration to an under-served and diverse audience across the globe that inspires me. I broke the mold on what an international reporter looks like, sounds like and has as a background; I am proud of the fact that in doing so I inspire others. Less than a year later I began a new career as a journalist and broadcast reporter for the BBC, starting at the Today programme, the pinnacle of BBC Radio 4. I had a voice, and I was lucky enough to be allowed to use it. There were many other reporters, but none were ex prisoners, non had dreadlocks and non were mixed race. From this most prestigious and influential show I moved to television reporting in 2003 for BBC1's The Six O'Clock News. This is the pinnacle of prime-time television, and here I was, dreadlocks and mixed race, with a long stretch of my life lost to incarceration and fighting to prove my innocence. Not exactly the stereotypical BBC reporter! However, it was precisely this that propelled my career even further and between 2004 and 2006 I made hard hitting documentaries for BBC2 and BBC3, covering issues such as serial killers, knife crime, drugs, corrupt UN peacekeepers, enviromental crime and terrorism. One of my investigations played a pivotal part in freeing a man convicted of the assasination of a high profile BBC celebrity. The BBC recognised that I have tenacity, courage and the life experience that most investigative journalists can only read about, and I became a correspondent for the prestigious Panorama show. This is World's longest running current affairs TV series and once again I was the first ex-prisoner and person of colour, with dreadlocks, to have achieved such a position. This was a far cry from those years in prison cells, fighting to prove I did not commit the crimes of which I was accused. I was now able to use that experience and the skills it taught me of patience and perseverance to become a recognised household name. My work has taken me to some of the world's most dangerous places, but I thrive on it. At times I had to operate undercover to expose injustice and crime. I smuggled conflict diamonds to show how the system was corrupted, secretly filmed Congolese militia rebels to expose their ruthless tactics and threw light on the illegal international logging and deforestation of some of the World's most precious resources. In undertaking that particular assignment I risked my own life to save the life of an orangutan and I would do it again in a heartbeat. I currently host Inside the World's Toughest Prisons on Netflix. Even with my experiences of life inside behind me, and my position as a free and innocent man confirmed, it has been one hell of a discovery. People ask me why go back into maximum security prisons, as an innocent man, after fighting for so many years to get out? "I am scarred by my life experience but I have not allowed it to hold me back."

Here East, the repurposing of the Olympic press and broadcast centres in east London into space for creative and digital industries, is an excellent example of collaboration between client, architect and stakeholders. At Hilden Grange Preparatory School in Kent, Hawkins\Brown slotted exemplary new teaching spaces into natural woodland in a sustainable and sympathetic way. The University of East Anglia’s Bob Champion Building is part of the Norwich Medical School’s vision to become a world leader in clinical research and teaching, and was completed in less than a year. Park Hill housing estate in Sheffield has been updated with a charismatic new facade treatment and revitalized flats, taking it from eyesore to icon. Another housing estate, Peabody Burridge Gardens in southwest London, has been rebuilt completely, and is now more pleasant and better integrated. Tottenham Court Road station in central London – part of the enormous Crossrail project – has been sympathetically but radically redesigned to provide for the extra people who will use it, and includes artworks by Daniel Buren, Richard Wright and Douglas Gordon. At Hackney Town Hall in east London, the refurbishment of an important art deco building required all numerous skills, from reuse and repair to conversion and conservation. A combined refurbishment and new building on Great Suffolk Street just south of the river in central London, meanwhile, has created an expanded commercial building that sits comfortably in its semi-industrial setting. For the City of London Freemen’s School in Surrey, Hawkins\Brown created a new swimming pool that is simultaneously functional, beautiful and sympathetic to its rural location. With the University of Oxford Beecroft Building – where environment is also deeply important – the practice produced a new Physics research facility that both satisfies the city’s stringent historical and conservation controls and is a genuinely groundbreaking scientific building. East Village Plot No. 6 is a `build-to-rent’ development in Stratford, east London, where architecture has been used to create community. Finally, the Thames Tideway Tunnel is a crucial yet little-known infrastructure project that will extend and modernize London’s sewerage system to cope with future demand. The visible architecture here involves various surface points along the river, including at Chelsea Embankment and at Blackfriars. The essays demonstrate Hawkins\Brown’s pride in the input of its staff. Seth Rutt explains the architect’s desire for creative autonomy and wish to follow the process of creating a new building all the way from designing it to supervising the construction. Darryl Chen explains the importance of taking time away from day-to-day work to focus on broader themes, and introduces the practice’s own think tank. Nicola Rutt discusses the importance of refurbishment in the output of the practice, emphasizing its importance to the urban fabric and to the people who inhabit our towns and cities. Morag Morrison writes about the integration of art with architecture, and Katie Tonkinson examines mixed-use architecture in the context of the architect’s approach rather than the client’s brief. Harbinder Birdi explains the importance of urban planning and considering the human context for all projects, and, finally, Oliver Milton and Jack Stewart celebrate the opportunities afforded by new technology.

Agent-based Models and Causal Inference Scholars of causal inference have given little credence to the possibility that ABMs could be an important tool in warranting causal claims. Manzo’s book makes a convincing case that this is a mistake. The book starts by describing the impressive progress that ABMs have made as a credible methodology in the last several decades. Modern international business has its origins in the overseas trade of the Middle Ages. Of the various communities active in trade in the Islamic countries at that time, records of only the Jewish community survive. Thousands of documents were preserved in the Cairo Geniza, a lumber room attached to the synagogue where discarded writings containing the name of God were deposited to preserve them from desecration. From them Professor Goitein has selected eighty letters that provide a fascinating glimpse into the world of the medieval Jewish traders. As the letters vividly illustrate, international trade depended on a network of personal relationships and mutual confidence. Organization was largely through partnerships, based usually on ties of common religion but often reinforced by family connections. Sometimes the partners of Jews were Christians or Muslims, and the letters show these merchants working together in greater harmony than has been thought, even in partnerships that lasted through generations. The services rendered to a friend or partner and those expected from him were great, and the book opens with an angry letter from a merchant who believed he had been let down by his friend. The life of a trader was full of dangers, as the letter describing a shipwreck illustrates, and put great strain on personal relationships. One of the most moving letters is that written to his wife by a man absent in India for many years while endeavoring to make the family's fortunes. Although never ceasing to love her and longing to be with her, he offers to divorce her if she feels she can wait for him no longer. A decisive event in the life of the great Jewish philosopher, Moses Maimonides, was the death of his brother David, who drowned in the Indian Ocean. Printed here is the last letter David wrote, describing his safe crossing of the desert and announcing his intention to go on to India, against his brother's instructions. Professor Goitein has provided an introduction and notes for each letter, and a general introduction describing the social and spiritual world of the writers, the organization of overseas trade in the Middle Ages, and the goods traded. The letters demonstrate that although it reached from Spain to India, the traders' world was a cohesive one through which these men could move freely and always feel at home. Originally published in 1974. The atheists Daniel Dennett in Breaking the Spell and Richard Dawkins in The God Delusion talk down to believers. Sam Harris in The End of Faith and Letter to a Christian Nation insults believers outright. All three assume that believers are not very bright. Their approach is not productive of much understanding. In The Philosopher’s Enigma, Richard Watson explains to believers in temperate and readable prose why he and many others are not believers. His discussion is based on strict Augustinianism, the foundation of seriously argued Christianity. God is hidden – that is, the concept of God is unintelligible – as discussed at length by Leszek Kolakowski in his Religion If There Is No God (St. Augustine’s Press) – in the sense that there are no known rational arguments for God’s existence. Moreover, Augustine argues that finite human beings cannot understand God’s infinite perfections. Augustine concludes that God has omniscient knowledge of every human being’s behavior, which after all, is predetermined by God prior to His creation of the world. Most difficult to accept, as Calvin later stresses, is the inference that because humans do not determine their own behavior, God predetermines who is saved and who is damned with no reference to this behavior. A foundation of Christianity is that because of the Fall of Man, we are all sinners, and thus there is no reason why God should pick this person for salvation and that one for damnation. But most Christians believe that faith, God’s grace, Jesus’ sacrifice, being born again, and in particular, good works, can earn one salvation. But Augustine and later Calvin see no evidence for these views. Even if, or perhaps even because, God gives a sinner the grace to be good – a person’s good works do not assure salvation. After all, even before God created the world, God predetermined the behavior of every human being. Thus because humans cannot determine their own behavior, they cannot be saved or damned with reference to this behavior.A major difficulty in understanding and accepting the story of the Creation, then, is that even though God determines Adam’s behavior, God punishes Adam for disobedience by decreeing that all Adam’s progeny will be born sinners. Watson begins his book with the steel-trap objections made by his daughter, when she was seven years old, as he read the Bible to her. To the story of the Garden, she objected: “But God made Adam! God made Adam sin! God is not fair!” She slid off his lap, and he had to bribe her to return.In The Philosopher’s Enigma, Watson also discusses in detail the concepts of the soul, angels, ghosts, mind, and body. He argues that the classic Cartesian mind/body problem of how an immaterial mind or soul and a material body can interact will eventually be superseded by a concept of a human being according to which, even though a person’s body/mind is bound by physical laws, it still makes its own considered decisions, and to that extent a human being is free. And because the mind/body is one entity, there is no problem about two different things – a mind and a body-interacting.Watson concludes that this means there is no such thing as a disembodied mind or soul, and so no such things as angels and ghosts that could help or harm you. Basing this discussion in the context of contemporary neurophilosophy, his conclusions about the relationships of mind/soul follow those of Kolakowski in being reminiscent of Spinoza.

Rather than empathy for the Jewish victims of terrorist attacks, the UN has repeatedly excoriated Israel for its actions toward the Palestinians, ignoring the fact that most of the Palestinian people lived in areas controlled by their own Arab leaders.As a result of the onslaught of the Second Intifada, Israel planned and began the construction of a terrorism prevention security barrier. Built roughly between Israel and the Palestinian territories, Israeli leaders made clear that it was not an attempt to create a border and preempt negotiations, but solely for the purpose of defending and protecting her people.There have been a number of objections from Palestinians, with support from some Israelis, who felt that they were unduly burdened by the barrier. Many of these complaints were lodged with Israel's vibrant and independent court system. Instead of rubber-stamping decisions, courts looked at each situation and in some cases have ordered that the route be changed or altered.In 2004, Israel's detractors at the UN, who refused to even recognize the right or need for Israel to be able to protect its citizens, saw another avenue to demonize the state. Defying its own charter, the UN General Assembly requested of the International Court of Justice at the Hague an advisory opinion about the security fence and its applicability under international law, some calling it an apartheid wall. Few people around the world were even aware that such an important tribunal was looming . Fewer still seemed to understand the potential difficulties it might cause for Israel and other countries desiring to protect their own citizens from terror attacks. One who immediately understood the danger if Israel was not allowed to adequately defend its citizens was Richard D. Heideman. An internationally known attorney, former President of B'nai B'rith International and advocate for the rights of victims of terrorism both in the US, in Israel, in Lebanon and in Europe, he understood how vulnerable innocent civilians would become under such limitations. Heideman filed the only brief on behalf of a non-governmental organization, the Foundation for the Defense of Democracies. He forcefully laid out the case to the ICJ for Israel's right, and obligation, like every nation-state, to provide for the defense of her population. At the same time, he served as lead counsel at hearings held at The Hague, highlighting the victims and their suffering. We follow Heideman's meticulous and passionate defense of Israel's right to defend its people. He complements his arguments with sharp, insightful analysis of the Court's eventual negative and, some would say, inevitable ruling. and is sure to be essential reading for any contemporary discussion of the Arab-Palestinian-Israeli conflict and the questionable ability of the United Nations to have a positive role in achieving a just and secure Israel.

Federal agencies and our nation's critical infrastructures, such as communications and financial services, are dependent on information technology systems and electronic data to carry out operations and to process, maintain, and report essential information. Yet, cyber-based intrusions and attacks on federal and nonfederal systems have become not only more numerous and diverse, but also more damaging and disruptive as discussed in chapter 1. The IRS has a demanding responsibility to collect taxes, process tax returns, and enforce the nation's tax laws. It relies extensively on computerized systems to support its financial and mission-related operations and on information security controls to protect the sensitive financial and taxpayer information that reside on those systems. As part of its audit of IRS's fiscal year 2017 and 2016 financial statements, GAO assessed whether controls over financial and tax processing systems were effective in ensuring the confidentiality, integrity, and availability of financial and sensitive taxpayer information as reported in chapter 2. Reliance on a global supply chain introduces multiple risks to federal information systems. Chapter 3 highlights information security risks associated with the supply chains used by federal agencies to procure IT systems. The Office of Personnel Management (OPM) collects and maintains personal data on millions of individuals, including data related to security clearance investigations. In June 2015, OPM reported that an intrusion into its systems had affected the personnel records of about 4.2 million current and former federal employees. Then, in July 2015, the agency reported that a separate but related incident had compromised its systems and the files related to background investigations for 21.5 million individuals. From February 2015 through August 2017, multiple reviews of OPM's information security were conducted. Four reports based on these reviews were issued. The reports contained 80 recommendations for improving the agency's security posture. Chapter 4 reviews relevant documents and artifacts reflecting OPM's actions and progress toward implementing the 80 recommendations contained in the four reports, and assessed the actions against the intent of the recommendations. CDC is responsible for detecting and responding to emerging health threats and controlling dangerous substances. In carrying out its mission, CDC relies on information technology systems to receive, process, and maintain sensitive data. Accordingly, effective information security controls are essential to ensure that the agency's systems and information are protected from misuse and modification. Chapter 5 reviews the extent to which CDC has taken corrective actions to address the previously identified security program and technical control deficiencies and related recommendations for improvement. Federal agencies are dependent on information systems to carry out operations. The risks to these systems are increasing as security threats evolve and become more sophisticated. To reduce the risk of a successful cyberattack, agencies can deploy intrusion detection and prevention capabilities on their networks and systems. Chapter 6 determined the reported effectiveness of agencies' implementation of the government's approach and strategy; the extent to which DHS and OMB have taken steps to facilitate the use of intrusion detection and prevention capabilities to secure federal systems; and the extent to which agencies reported implementing capabilities to detect and prevent intrusions. Recent large-scale data breaches of public and private entities have put hundreds of millions of people at risk of identity theft or other harm. Chapter 7 reviews issues related to consumers' options to address risks of harm from data breaches and examines information and expert views on the effectiveness of consumer options to address data breach risks. While Chapter 8 considers the answer to this question: what legal obligations do Internet companies have to prevent and respond to data breaches? Then discusses several factors Congress might consider when weighing future legislation.

A refusal to condone murder is one of its few saving graces!No wonder Milla and Franklyn need a break, although they're not the ones looking to re-charge their batteries. Ex-glamour model Ruth (who is 62 but looks 30) and her rich 86-year-old husband Pearce (who's just as ageless) also want some time out. Swapping bodies and lifestyles with Milla and Franklyn through a process called 'Transition' should be a breeze; after all, there's no better way of getting reacquainted with a partner than through the body of a younger stranger. Unfortunately, though, something goes horribly wrong. The dream vacation descends into a brutal game of survival in which the couples are pitched against a malevolent force that has the knack of always being one step ahead. Body Holiday is a novel that entertains and raises questions: could an out-of-hand relationship with technology fray our moral compass? How much privacy should we surrender to a constantly changing world and what guarantees are there that what's thrown into cyberspace will be used responsibly? Pearson doesn't provide the answers, but then why should he? Good science fiction is as much about encouraging readers to discover the truth themselves as it is about providing the answers." Nothing is happening, nothing wrong, but all at once, say around page 17 or 18, you hear – remember, no one is with you, no one else is there—a sigh. Or a whispered word: someone. You are not alarmed, but you had thought you were alone. Perhaps not. The sensation is what Freud used to call unheimlich, uncanny. That is the effect of the poems of Emily Fragos. Like their maker, her readers are accompanied, and not to their ulterior knowledge. It is not disagreeable to be thus escorted, attended, joined, but we had not expected it. And as Robert Frost used to tell us (“no surprise in the writer, no surprise in the reader”), Fragos too has not expected such visitations, as she will call them. This poet—these poems—endure otherness, they are haunted: “I remain, with one of everything.” Even as one is being saved…conjure the army of others” “What would happen to my life when all along there has been nothing but me?” “Did you not see how I was made to feel when you put me among others” “And my body—uninhabited—suffers and wonders: whose hands are these? whose hair?” The poems will reveal whose, though I do not think Emily Fragos herself ever finds out. Inevitably, we recall that old surrealist shibboleth, “Tell me by what you are haunted and I will tell you who you are;” it can be the password to indentity. But this poet has what she calls “luxurious mind” and her ghosts are legion: Alone in my odd-shaped room, I practice Blindness and the world floats close and away. I am uncertain of everything. I must walk slowly, carefully. She is acknowledging, with some uneasiness (“will you please tidy up?”), that it is not only the beloved dead, the proximate departed who are with her, who possess her, but others, any others. The remarkable thing about this poetic consciousness is that the woman’s body is inhabited—sometimes with mere habitude, sometimes joyously, more often with astonishing pain—by the prolixity of the real (and of the ‘unreal’); the poems are instinct with others: How dare you Care for me when all my life I have had this voltage to ignite me, this rhythm to drive me, when something inside your body dares me to touch my hands to yours… And quite as remarkable, of course, is the even tonality of such possession; there is nothing hysterical or even driven about the voice of the poems as it records, as it laments or exults in these unsought attendants. There is merely—merely!—a loving consistency of heedfulness; and one remembers Blake’s beautiful aphorism: unmixed attention is prayer. Of course such poetic staffage is not peculiar to Emily Fragos; like Maeterlinck, like Rilke, she exults in her discovered awareness: “I need the other/the way a virus/needs a host.” Rather, she imbues, she infects all of us with the consciousness that there are no single souls: we are not alone.

People in danger have received protection in communities beyond their own from the earliest times of recorded history. The causes — war, conflict, violence, persecution, natural disasters, and climate change — are as familiar to readers of the news as to students of the past. It is 70 years since nations in the wake of World War II drew up the landmark 1951 Convention relating to the Status of Refugees. People Forced to Flee marks this milestone. It is the latest in a long line of publications, stretching back to 1993, that were previously entitled The State of the World's Refugees. The book traces the historic path that led to the 1951 Convention, showing how history was made, by taking the centuries-old ideals of safety and solutions for refugees, to global practice. It maps its progress during which international protection has reached a much broader group of people than initially envisaged. It examines international responses to forced displacement within borders as well as beyond them, and the protection principles that apply to both. It reviews where they have been used with consistency and success, and where they have not. At times, the strength and resolve of the international community seems strong, yet solutions and meaningful solidarity are often elusive. Taking stock today - at this important anniversary – is all the more crucial as the world faces increasing forced displacement. Most is experienced in low- and middle-income countries and persists for generations. People forced to flee face barriers to improving their lives, contributing to the communities in which they live and realizing solutions. Everywhere, an effective response depends on the commitment to international cooperation set down in the 1951 Convention: a vision often compromised by efforts to minimize responsibilities. There is growing recognition that doing better is a global imperative. Humanitarian and development action has the potential to be transformational, especially when grounded in the local context. People Forced to Flee examines how and where increased development investments in education, health and economic inclusion are helping to improve socioeconomic opportunities both for forcibly displaced persons and their hosts.
