Virtue has been rediscovered in the United States as a subject of public debate and of philosophical inquiry. Politicians from both parties, leading intellectuals, and concerned citizens from diverse backgrounds are addressing questions about the content of our character. William Bennett's moral guide for children, A Book of Virtues, was a national bestseller. Yet many continue to associate virtue with a prudish, Victorian morality or with crude attempts by government to legislate morals. Peter Berkowitz clarifies the fundamental issues, arguing that a certain ambivalence toward virtue reflects the liberal spirit at its best. Drawing on recent scholarship as well as classical political philosophy, he makes his case with penetrating analyses of four central figures in the making of modern liberalism: Hobbes, Locke, Kant, and Mill. These thinkers are usually understood to have neglected or disparaged virtue. Spanning nearly 500 years of cultural and social history, this book examines the ways that literature and surveillance have developed together, as kindred modern practices. As ideas about personhood—what constitutes a self—have changed over time, so too have ideas about how to represent, shape, or invade the self. The authors show that, since the Renaissance, changes in observation strategies have driven innovations in literature; literature, in turn, has provided a laboratory and forum for the way we think about surveillance and privacy. Ultimately, they contend that the habits of mind cultivated by literature make rational and self-aware participation in contemporary surveillance environments possible. In a society increasingly dominated by interlocking surveillance systems, these habits of mind are consequently necessary for fully realized liberal citizenship.

The Africa Sustainable Development Report 2018 reviews Africa's performance on five goals, and related targets and indicators of the 2030 Agenda, taking into account their correspondence with Agenda 2063. The report uses the latest data from international sources to track performance and highlight lessons learned in the implementation of the two agendas. In line with the theme of the 2018 High-level Political Forum (HLPF), this year's report is aligned with the theme, 'Transformation towards sustainable and resilient societies' and Goals 6, 7, 11, 12 and 15 of the 2030 Agenda for Sustainable Development. In addition, the report examines trends in science, technology and innovation in Africa and its role in advancing implementation of the Sustainable Development Goals on the continent.

Neil MacGregor was Director of the National Gallery, London from 1987 to 2002 and of the British Museum from 2002 to 2015, and Chair of the Steering Committee of the Humboldt Forum in Berlin from 2015 to 2018. His previous books include A History of the World in 100 Objects, Shakespeare's Restless World and Germany: Memories of a Nation, all available in Penguin and now between them translated into more than a dozen languages. In 2010, he was made a member of the Order of Merit, the UK's highest civil honour. In 2015 he was awarded the Goethe Medal and the German National Prize. The BCIM (Bangladesh, China, India, Myanmar) Forum (earlier known as the Kunming Initiative) was founded as a Track-II Dialogue in 1999 with the objective of widening and deepening regional and sub-regional cooperation. Over the years, member countries of the forum have strived to work together on issues such as trade tourism and connectivity as well as cooperation in social, cultural and academic fields to enhance interactions at all levels. While physical connectivity for the BCIM-EC is important, it is equally important to consider various soft connectivity inputs into the project considering that the member countries together constitute a market of 2.8 billion people and a GDP of more than US$ 9 trillion. Swift economic transitions in Myanmar have given a fillip to India and China’s attempts to promote growth and development in their respective border provinces. These developments inter-alia have led to mushrooming of sub-regional cooperation that involves trade facilitation measures in its broadest meaning to include transit and motor vehicles agreements, customs procedures, special arrangements for border trade, etc. The BCIM-EC project would need to assess the potential benefits to India, particularly to the North East Region. The infrastructural needs of this sub-region as well as the prospects for enhanced trade and investments, revival of traditional industries and other welfare gains would require careful analyses. This book attempts to analyse such issues in addition to assessing the opportunities that BCIM-EC offers, and challenges that it faced with.
