This catalogue will accompany the Bruegel to Rubens exhibition held at the Ashmolean Museum in Oxford between 22 March and 23 June 2024. Through a selection of over 100 world-class drawings created by Flemish artists in the sixteenth and seventeenth centuries, an insightful and comprehensive overview will be given into how these drawn sheets were used as part of artistic practice, within or beyond the artist's studio. By revealing the drawings' function, rather than on their attribution or iconography, these sheets will become more fully understood through the eyes of contemporary readers. Identifying how and why these sheets were created will render these artworks more accessible to a wider audience. The three main essays will each deal with one of the principal functions of drawings at the time: studies (copies and sketches), designs for other artworks (paintings, prints, tapestries, metalwork, stained glass, sculpture and architecture), and finally the independent drawings. Each essay will discuss the relevant works within their functional context and compared with other related objects. Introductory chapters will focus on what precisely can be considered a drawing, including its materials, media and techniques, in addition to an attempt to explain the notion of Flanders and Flemish art. Emphasis will be placed throughout the catalogue on how Flemish artists collaborated in creating the most astonishing artworks of their time, unveiling their networks and friendships, as well as their travels across Europe, revealing their international importance. The exhibition is a partnership with the Museum Plantin-Moretus in Antwerp and will bring together for the first time the most stunning drawings from both the Ashmolean and the Plantin-Moretus collections, in addition to further loans from renowned Antwerp and Oxford institutions like the Rubenshuis and Christ Church Picture Gallery. Highlights will include a sketchbook in which a young Rubens has copied Holbein's Dance of Death woodcuts, intricate pen and ink drawings by Pieter Bruegel, meticulously drawn miniatures by Joris Hoefnagel, portrait studies by Anthony van Dyck, and a rare survival of a friendship album containing numerous drawings and poems dedicated to its owner. The Dragon, the Mountain, and the Nations investigates the origins, manifestations, and meanings of a myth that plays a major role in the Hebrew Bible and a substantial role in the New Testament: the dragon-slaying myth.The dragon-slaying myth has a hoary ancestry, extending back long before its appearance in the Hebrew Bible, and a vast range, spanning as far as India and perhaps even Japan. This book is a chronicle of its trajectories and permutations. The target of this study is the biblical myth. This target, however, is itself a fluid tradition, responding to and reworking extrabiblical myths and reworking its own myths. In this study, Robert Miller examines the dragon and dragon-slaying myth throughout India, the proto-Indo-European cultures, and Iran, and among the Hittites as well as other ancient Near Eastern and Mesopotamian traditions, and then throughout the Bible, including Genesis, the Psalms, Daniel, and ultimately the New Testament and the book of Revelation. He shows how the myth pervades many cultures and many civilizations and that the dragon is always conquered, despite its many manifestations. In his conclusion, Miller points out the importance of the myth as a hermeneutic for understanding key parts of biblical literature.

Federal agencies and our nation's critical infrastructures, such as communications and financial services, are dependent on information technology systems and electronic data to carry out operations and to process, maintain, and report essential information. Yet, cyber-based intrusions and attacks on federal and nonfederal systems have become not only more numerous and diverse, but also more damaging and disruptive as discussed in chapter 1. The IRS has a demanding responsibility to collect taxes, process tax returns, and enforce the nation's tax laws. It relies extensively on computerized systems to support its financial and mission-related operations and on information security controls to protect the sensitive financial and taxpayer information that reside on those systems. As part of its audit of IRS's fiscal year 2017 and 2016 financial statements, GAO assessed whether controls over financial and tax processing systems were effective in ensuring the confidentiality, integrity, and availability of financial and sensitive taxpayer information as reported in chapter 2. Reliance on a global supply chain introduces multiple risks to federal information systems. Chapter 3 highlights information security risks associated with the supply chains used by federal agencies to procure IT systems. The Office of Personnel Management (OPM) collects and maintains personal data on millions of individuals, including data related to security clearance investigations. In June 2015, OPM reported that an intrusion into its systems had affected the personnel records of about 4.2 million current and former federal employees. Then, in July 2015, the agency reported that a separate but related incident had compromised its systems and the files related to background investigations for 21.5 million individuals. From February 2015 through August 2017, multiple reviews of OPM's information security were conducted. Four reports based on these reviews were issued. The reports contained 80 recommendations for improving the agency's security posture. Chapter 4 reviews relevant documents and artifacts reflecting OPM's actions and progress toward implementing the 80 recommendations contained in the four reports, and assessed the actions against the intent of the recommendations. CDC is responsible for detecting and responding to emerging health threats and controlling dangerous substances. In carrying out its mission, CDC relies on information technology systems to receive, process, and maintain sensitive data. Accordingly, effective information security controls are essential to ensure that the agency's systems and information are protected from misuse and modification. Chapter 5 reviews the extent to which CDC has taken corrective actions to address the previously identified security program and technical control deficiencies and related recommendations for improvement. Federal agencies are dependent on information systems to carry out operations. The risks to these systems are increasing as security threats evolve and become more sophisticated. To reduce the risk of a successful cyberattack, agencies can deploy intrusion detection and prevention capabilities on their networks and systems. Chapter 6 determined the reported effectiveness of agencies' implementation of the government's approach and strategy; the extent to which DHS and OMB have taken steps to facilitate the use of intrusion detection and prevention capabilities to secure federal systems; and the extent to which agencies reported implementing capabilities to detect and prevent intrusions. Recent large-scale data breaches of public and private entities have put hundreds of millions of people at risk of identity theft or other harm. Chapter 7 reviews issues related to consumers' options to address risks of harm from data breaches and examines information and expert views on the effectiveness of consumer options to address data breach risks. While Chapter 8 considers the answer to this question: what legal obligations do Internet companies have to prevent and respond to data breaches? Then discusses several factors Congress might consider when weighing future legislation.

Ground ambulance crashes are the leading cause of work-related deaths for EMS professionals. In fact, NHTSA reported that from 2012 to 2018, nearly all ground ambulance crashes (92.6%) involved ambulance operator/driver error. Every year, thousands of emergency medical services (EMS) vehicle collisions cause significant property damage, injury, and death, underscoring the need for dedicated EMS vehicle operator training. To meet this need, the Jones & Bartlett Learning Public Safety Group partnered with the National Association of Emergency Medical Technicians (NAEMT) to develop a comprehensive course for EMS practitioners who operate ambulances and other emergency response vehicles. Originally published in 1984. In 1888 the British observer James Bryce declared "the government of cities" to be "the one conspicuous failure of the United States." During the following two decades, urban reformers would repeat Bryce's words with ritualistic regularity; nearly a century later, his comment continues to set the tone for most assessments of nineteenth-century city government. Yet by the end of the century, as Jon Teaford argues in this important reappraisal, American cities boasted the most abundant water supplies, brightest street lights, grandest parks, largest public libraries, and most efficient systems of transportation in the world. Far from being a "conspicuous failure," municipal governments of the late nineteenth century had successfully met challenges of an unprecedented magnitude and complexity. The Unheralded Triumph draws together the histories of the most important cities of the Gilded Age—especially New York, Chicago, Boston, Philadelphia, St. Louis, and Baltimore—to chart the expansion of services and the improvement of urban environments between 1870 and 1900. It examines the ways in which cities were transformed, in a period of rapid population growth and increased social unrest, into places suitable for living. Teaford demonstrates how, during the last decades of the nineteenth century, municipal governments adapted to societal change with the aid of generally compliant state legislatures. These were the years that saw the professionalization of city government and the political accommodation of the diverse ethnic, economic, and social elements that compose America's heterogeneous urban society. Teaford acknowledges that the expansion of urban services dangerously strained city budgets and that graft, embezzlement, overcharging, and payroll-padding presented serious problems throughout the period. The dissatisfaction with city governments arose, however, not so much from any failure to achieve concrete results as from the conflicts between those hostile groups accommodated within the newly created system: "For persons of principle and gentlemen who prized honor, it seemed a failure yet American municipal government left as a legacy such achievements as Central Park, the new Croton Aqueduct, and the Brooklyn Bridge, monuments of public enterprise that offered new pleasures and conveniences for millions of urban citizens."

A gripping explanation of the biases that lead to the blaming of pregnant women and mothers. Are mothers truly a danger to their children’s health? In 2004, a mentally disabled young woman in Utah was charged by prosecutors with murder after she declined to have a Caesarian section and subsequently delivered a stillborn child. In 2010, a pregnant woman who attempted suicide when the baby’s father abandoned her was charged with murder and attempted feticide after the daughter she delivered prematurely died. These are just two of the many cases that portray mothers as the major source of health risk for their children. The American legal system is deeply shaped by unconscious risk perception that distorts core legal principles to punish mothers who “fail to protect” their children. In Blaming Mothers, Professor Fentiman explores how mothers became legal targets. She explains the psychological processes we use to confront tragic events and the unconscious race, class, and gender biases that affect our perceptions and influence the decisions of prosecutors, judges, and jurors. Fentiman examines legal actions taken against pregnant women in the name of “fetal protection” including court ordered C-sections and maintaining brain-dead pregnant women on life support to gestate a fetus, as well as charges brought against mothers who fail to protect their children from an abusive male partner. She considers the claims of physicians and policymakers that refusing to breastfeed is risky to children’s health. And she explores the legal treatment of lead-poisoned children, in which landlords and lead paint manufacturers are not held responsible for exposing children to high levels of lead, while mothers are blamed for their children’s injuries. Blaming Mothers is a powerful call to reexamine who - and what - we consider risky to children’s health. Fentiman offers an important framework for evaluating childhood risk that, rather than scapegoating mothers, provides concrete solutions that promote the health of all of America’s children. But even in the midst of heated debate, most people agree that children should be shielded from exposure to pornographic images. Why are children the focal point of debates over sexually explicit material? And how did a culture rooted in Puritanism and Victorianism become saturated with sex? In Against Obscenity, Leigh Ann Wheeler offers new answers to these questions through a study of women's anti-obscenity activism from 1873 to 1935. This period saw the emergence of an increasingly sexualized popular culture comprised of burlesque shows, risque vaudeville acts, and indecent motion pictures. It also witnessed the enfranchisement of women. These momentous cultural and political developments come together in a story about middle- and upper-class women who mobilized against lewd public amusements and, simultaneously, challenged the men whose work as activists, jurors, and even law enforcement officials, had defined and regulated obscenity for several decades. By the 1920s, women who led the anti-obscenity movement enjoyed the support of millions of American women and the attention of presidents, congressmen, and Hollywood moguls. Today we live in a world profoundly shaped by their work but largely ignorant of their influence. Using primary sources as intimate as private correspondence and as formal as meeting minutes, Against Obscenity tells the story of these all but forgotten women, exploring their passionate disagreements over whether to ban a touring stage show, close a local burlesque theater, disseminate explicit sex education pamphlets, or create a federal agency to regulate Hollywood films. It shows that the rise and fall of women's anti-obscenity leadership shaped American attitudes toward and regulation of sexually explicit material even as it charted a new era in women's politics. This path-breaking book reveals how Hollywood became "Hollywood" and what that meant for the politics of America and American film. Working-Class Hollywood tells the story of filmmaking in the first three decades of the twentieth century, a time when going to the movies could transform lives and when the cinema was a battleground for control of American consciousness. Steven Ross documents the rise of a working-class film movement that challenged the dominant political ideas of the day. Between 1907 and 1930, worker filmmakers repeatedly clashed with censors, movie industry leaders, and federal agencies over the kinds of images and subjects audiences would be allowed to see. The outcome of these battles was critical to our own times, for the victors got to shape the meaning of class in twentieth- century America. Surveying several hundred movies made by or about working men and women, Ross shows how filmmakers were far more concerned with class conflict during the silent era than at any subsequent time. Directors like Charlie Chaplin, D. W. Griffith, and William de Mille made movies that defended working people and chastised their enemies. Worker filmmakers went a step further and produced movies from A Martyr to His Cause (1911) to The Gastonia Textile Strike (1929) that depicted a unified working class using strikes, unions, and socialism to transform a nation. J. Edgar Hoover considered these class-conscious productions so dangerous that he assigned secret agents to spy on worker filmmakers. Liberal and radical films declined in the 1920s as an emerging Hollywood studio system, pressured by censors and Wall Street investors, pushed American film in increasingly conservative directions. Appealing to people's dreams of luxury and upward mobility, studios produced lavish fantasy films that shifted popular attention away from the problems of the workplace and toward the pleasures of the new consumer society. While worker filmmakers were trying to heighten class consciousness, Hollywood producers were suggesting that class no longer mattered. Working-Class Hollywood shows how silent films helped shape the modern belief that we are a classless nation.

Music, we are often told, is a language. But if music is a language, then who is speaking? The Composer's Voice tries to answer this obvious but infrequently raised question. In so doing, it puts forward a dramatistic theory of musical expression, based on the view that every composition is a symbolic utterance involving a fundamental act of impersonation. The voice we hear is not that of the composer himself, but of a persona--a musical projection of his consciousness that experiences and communicates the events of the composition. Developing his argument by reference to numerous examples ina wide variety of styles, Mr. Cone moves from song and opera through program music to absolute instrumental music. In particular, he discusses the implications of his theory for performance. According to the dramatistic view, not only every singer but every instrumentalist as well becomes a kind of actor, assuming a role that functions both autonomously and as a component of the total musical persona. In his analysis of the problems inherent in this dual nature of the performer's job, Mr. Cone offers guidance that will prove of practical value to every performing musician. He has much to say to the listener as well. He recommends an imaginative participation in the component roles of musical work, leading to a sense of identification with the persona itself, as the path to complete musical understanding. And this approach is shown to be relevant to a number of specialized kids of listening as well--those applicable to analysis, historical scholarship, and criticism. The dance, too, is shown to depend on similar concepts. Although The Composer's Voice involves an investigation of how music functions as a form of communication, it is not primarily concerned with determine, or interpreting, the "content" of the message. A final chapter, however, puts forward a tentative explanation of musical "meaning" based on an interpretation of the art as a coalescence of symbolic utterance and symbolic gesture. While not essential to the main lines of the argument, it suggests interesting possibilities for further development of the dramatistic theory. In the inter war era, the rise of the largest political movement in modern French history, the powerful Croix de Feu (1927- 1936), and its successor, the Parti Social Français, or PSF (1936- 1945), led to a sharp rightward turn in France's political culture. Political Belief in France, 1927- 1945 traces the central role of women in this shift, arguing that they transformed the Croix de Feu/PSF from a paramilitary league for veterans into a social reform movement that sought to remake the politics, society, and culture of the French Republic.Following the creation of a Women's Section in 1934, the women of the Croix de Feu/PSF developed a wide array of social programs, including welfare services, youth development, and health-care initiatives. Salvage Work examines contemporary literary responses to the law’s construction of personhood in the Americas. Tracking the extraordinary afterlives of the legal slave personality from the nineteenth century into the twenty-first, Angela Naimou shows the legal slave to be a fractured but generative figure for contemporary legal personhood across categories of race, citizenship, gender, and labor. What emerges is a compelling and original study of how law invents categories of identification and how literature contends with the person as a legal fiction. Through readings of Francisco Goldman’s The Ordinary Seaman, Edwidge Danticat’s Krik?Krak!, Rosario Ferre’s Sweet Diamond Dust (Maldito Amor), Gayl Jones’s Song for Anninho and Mosquito, and John Edgar Wideman’s Fanon, Naimou shows how literary engagements with legal personhood reconfigure formal narrative conventions in Black Atlantic historiography, the immigrant novel, the anticolonial romance, the trope of the talking book, and the bildungsroman. Revealing links between colonial, civic, slave, labor, immigration, and penal law, Salvage Work reframes debates over civil and human rights by revealing the shared hemispheric histories and effects of legal personhood across seemingly disparate identities—including the human and the corporate person, the political refugee and the economic migrant, and the stateless person and the citizen. August 1948 was an exceptional month. There were 90mph gales in Belgium, snowfalls in Switzerland and in the Scottish Borders one of the heaviest rainfalls ever in one day, while the Tweed received more than a third of its annual rainfall in only six days. The flood plain of the Tweed could just about cope with the deluge, but smaller rivers such as the Tyne at Haddington, the Biel, the Blackadder, Whiteadder Water, Rivers Till and Eye were disasters waiting to happen. The main problem was not the twenty-four-hour deluge but the rain of the previous two weeks that had already seen the rivers rise to bursting point. ‘The Glorious Twelfth’ was a day of disaster and the next few days were to affect the Borders for months to come. The sheer volume of water flowing down the rivers resulted in them bursting their banks, causing widespread flooding over a large area. The East Coast Main Line was breached in many places and was closed for eleven weeks as a result of the damage. Trees and other debris swept down with the floodwater had blocked culverts and the resultant lakes of water put so much pressure on the embankments that they were simply swept away, leaving railway lines dangling in mid-air. Roads were damaged and houses, cars and livestock swept away with the floodwater. There were many lucky escapes: a train passing over a bridge at Greenlaw just minutes before the bridge was swept away; people were rescued from their houses literally seconds before they collapsed from underneath them. Many deeds of bravery performed in that wet and windy August are also recorded in Lawson Wood’s 'The Great Borders Flood of 1948'. Illustrated with over 100 images of the greatest natural disaster to hit the Borders, this book is a unique record of that fateful month of August 1948.

At the center of this pioneering work in modern European history is the German word Heimat—the homeland, the local place. Translations barely penetrate the meaning of the word, which has provided the emotional and ideological common ground for a variety of associations and individuals devoted to the cause of local preservation. Celia Applegate examines at both the national and regional levels the cultural meaning of Heimat and why it may be pivotal to the troubled and very timely question of German identity. The ideas and activities clustered around Heimat shed new light particularly on problems of modernization. Instead of viewing the Germans as a dangerously anti-modern people, Applegate argues that they used the cultivation of Heimat to ground an abstract nationalism in their attachment to familiar places and to reconcile the modern industrial and urban world with the rural landscapes and customs they admired. Primarily a characteristic of the middle classes, love of Heimat constituted an alternative vision of German unity to the familiar aggressive, militaristic one. The Heimat vision of Germany emphasized cultural diversity and defined German identity by its internal members rather than its external enemies. Applegate asks that we re-examine the continuities of German history from the perspective of the local places that made up Germany, rather than from that of prominent intellectuals or national policymakers. The local patriotism of Heimat activists emerges as an element of German culture that persisted across the great divides of 1918, 1933, and 1945. She also suggests that this attachment to a particular place is a feature of Europeans in general and is deserving of further attention. He was in Israel during the 1967 Six-Day War and its aftermath; in Lebanon and Egypt to learn about the Palestine Liberation Organization; in the Suez to investigate the “War of Attrition”; and in Cambodia during guerrilla fighting against the Vietnamese Army. As a newsman he reported on those American climbers who triumphed, though not without suffering great personal losses, by reaching the top of K2 in 1978.
