This volume opens with Wilson's tour of the Middle West and West to generate popular support for the League of Nations and to force the Senate to consent to the ratification of the Versailles Treaty without any significant reservations to the League Covenant. After the first speech of the tour, in Columbus, Ohio, Wilson travels to Missouri and Minnesota, the Northwest, California, and into the central Rocky Mountain states. His already dangerous hypertension escalates due to his punishing schedule, and he suffers increasingly from headaches, difficulties in breathing, and periods of cardiac arrest. After a stroke warning on September 26, his doctor cancels the remaining speeches, and the presidential special train returns to Washington. Wilson does suffer a stroke on October 2 and nearly dies from a urinary obstruction two weeks later. As he lies ill during October and early November, Tumulty and members of the cabinet carry on the domestic business of the country and deal with a nationwide coal strike. But Wilson will not permit Lansing to take any action on important foreign policy matters. The nation's state of affairs is parlous as the volume ends.

Gissing’s career, which spanned the period of about 1877 to his death in 1903, was characterized by prodigious output (almost a novel a year in the early days), modest recognition, and modest income. He wrote of poverty, socialism, class differences, social reform, and later on, about the problems of women and industrialization. His best known works are New Grub Street (1891) and Private Papers of Henry Ryecroft (1903), rich sources of social commentary that reflect a literary transition from the Victorian to the modern period. For many years, the only Gissing letters available to the public were those in the modest selection of letters to his family published in 1927. Now the editors have culled widely scattered sources—private and public collections, journals, newspapers, memoirs, biographies, and sales catalogs—to gather and organize Gissing’s correspondence, including letters to him, and to provide an editorial context. The years 1892-1895 saw an increase in the bulk and scope of Gissing’s literary production, coinciding with his new and cordial association with publishers Bullen and Lawrence. During this period, the partners published Denzil Quarrier, The Odd Women, In the Year of Jubilee, ad Eve’s Ransom, while A. and C. Black brought out Born in Exile. Gissing’s correspondence with his publishers, some of which is printed here for the first time, is matched in significance by his letters to his literary agent William Morris Colles and to editors such as Clement Shorter, who were instrumental in turning Gissing to the short story. His domestic life remained grim: his unfortunate marriage ruled out the possibility of satisfactory social relationships, and his anxiety over the care of his son Walter was eased only by sending the infant away to stay with strangers. New friends, especially Clara Collet and Edward Clodd, were a precious asset—in their presence he could be his better self, a highly cultured, joy-loving individual whose work was finding greater favor with the public.

The opening of this volume finds the Big Four in the midst of the gravest crisis of the peace conference set off by the British cabinet's demand for drastic softening of the terms of the peace treaty to be concluded with Germany. In response to a wave of appeasement sweeping through the British Isles, Lloyd George says that he cannot and will not sign the peace treaty unless his colleagues agree to negotiate sympathetically with the Germans on their reparations obligations, their early admission to the League of Nations, and other matters. For the entire period covered by this volume, the atmosphere of the Council of Four is supercharged by bitter debates and recriminations. Wilson and Clemenceau try to hold to the terms of the preliminary treaty. As the bitterness of the debates in the Council of Four grows in intensity, Wilson, weakened by a small stroke just before the eruption of the crisis, gradually loses the will and strength to oppose Lloyd George. Throughout, Wilson tries to play the role of peacemaker between Lloyd George and Clemenceau but ends by capitulating to Lloyd George's demands. The result is that the final peace treaty taking shape constitutes the first step in the appeasement of Germany.

For a long time in industrialized countries the state occupied a comfortable and unquestioned position in dealing with environmental problems. Since the 1960s we have witnessed the rather smooth institutionalization of environmental tasks in state policies and politics, leading to the emergence of the "environmental state". In the 1980s, the ideologies of deregulation and privatization formed the start of the debate on the environmental state and the 1990s left the debate facing new challenges. First, the debate became broader and more sophisticated, moving away from simple deregulation and privatization arguments and toward the issue of political modernization and reinventing government. Second, in addition to the ongoing debate on the environmental state within national boundaries, the processes of and political debates on globalization led to new challenges in the viability of the (nationally ordered) environmental-regulatory state. Third, the debate widened geographically, from Europe and the North American continent to the central and East-European countries undergoing transition away from centrally planned economies with all-dominating states, and to states in the so-called South. Various analytical frameworks and social theories are now being applied to understanding and evaluating the nature of these social processes, transformations and continuities related to the environmental state. This text provides a thorough examination of these issues with particular emphasis on the treadmill-of-production and the ecological modernization perspectives. The opening of this volume finds Wilson with neither the physical strength nor any strong desire to become heavily involved in the coming presidential contest between Cox and Harding. Nevertheless, he cannot remain silent on the single great issue of the campaign--American membership in the League of Nations. Not many people heed Wilson's appeals, however, and on November 2, the voters seemingly repudiate Wilson and all he stands for in a landslide majority for Harding and Coolidge. Meanwhile, Wilson gratefully accepts the decisions of his advisers on domestic affairs, and he generally follows the lead of Bainbridge Colby and Norman Davis on foreign policy, allowing them to draft the necessary correspondence with other governments. However, he maintains daily oversight over the State Department, and makes fundamental policy about the U.S. relationship to the new Soviet regime, Japanese control over the island of Yap, and various issues in Latin American affairs. As the volume ends, Wilson is awarded the Nobel Peace Prize for 1919. With his retirement nearing, the pall of the election results still lies heavily on his circle. Nevertheless, the apotheosis of Woodrow Wilson has already begun, as personal friends and publicists begin to take stock of the Wilson presidency and legacy.
