University of California Press Money and Plan: Financial Aspects of East European Economic Reforms
Money and Plan concerns the changing role of money and finance in the East European countries as they enact economic reforms designed to decentralize economic decisions, extend enterprise autonomy, and rationalize the management of their economies. The book is the first in the Western world to address itself directly to this theme. In the Stalinist economic system, which all European communist countries shared until the mid-sixties and which most still do, money lays a subordinate role. In the production sector its use in planning and by state-owned enterprises has been restricted and circumscribed in many ways. Objectives and performance standards are defined in physical terms (i.e., in physical units of inputs and output). Planning also is executed in physical units. Although banking and other financial institutions exist, they mainly supervise enterprises rather than redistribute national resources or appraise commercial prospects. As for foreign trade, it has been conducted largely on a barter basis. Nevertheless, insofar as money has been used, it has posed a number of important problems. One of these has been chronic inflationary pressure. In the present volume two contributors investigate the historical record and the cause of inflation in Poland, and develop theoretical models to explain the phenomenon. Inflation is only one national economic problem raised by current forms requiring new monetary and financial policies. Decentralization also raises important questions of full employment, balance of payments management, sectoral and regional relations, and incomes policy--matters that will have to be handled increasingly by monetary and financial means, often quite similar to those developed and practices in the West. Moreover, as individual enterprises gain more autonomy in their current operations and investment, and as physical planning and control are curtailed, redit policies, instruments, and institutions will have to be devised to guide micro-economic activity in consonance with national plans. The East European contries that are carrying economic reform much further than the rest are Czechoslovakia and Hungary, which intend to introduce a functioning market mechanism together with considerable enterprise autonomy in the production (state-owned) sector. Three contributors consider the case specially. Another contributor discusses the majore attempt thus far by the East European countries to abandon bilateral, barter-like trade among themselvs in favor of a financial framework for multilateral clearing and a new monetary unit, the "transferable ruble." The editor's Introduction and a concluding chapter by a final contributor view the changing role of money and finance in comprehensive terms. Most Islamic biographies deal with this issue by using an understandable but insufficient logic: that because Muḥammad, as the Messenger of Allah, was the ideal and paradigmatic human, he must have been an ideal and paradigmatic military commander. His successes flowed from his prophetic status and his moral perfection. Following this logic and wanting Muḥammad’s behavior to conform to very modern ethical concepts and widespread (but not necessarily accurate) beliefs about the nature and conduct of war, the writers have inadvertently created a narrative which, in significant ways, departs from the account clearly and consistently revealed in the earliest extant Arabic sources. The writers’ narrative also removes the Prophet from his historical and cultural context and the realities of the harsh and competitive tribal society in which he lived. Professor Joel Hayward sees this as an unhelpful explanatory tendency and believes that the modern depiction of the Prophet’s relationship with warfare — which presents him as being rather antipathetic to war, indeed as virtually a pacifist who only fought reluctantly in self-defense — cannot actually be sustained by an even-handed analysis of the early Islamic sources. A committed Muslim himself, Hayward agrees that Muḥammad was a moral and decent man who saw peace as a highly desirable state in which humans should live and as a goal worth pursuing. Yet Hayward has approached the Prophet’s understanding and employment of warfare from a different vantage point. He has painstakingly scrutinized the earliest Arabic sources impartially according to the strict standards of historical inquiry in order to ascertain whether Muḥammad’s actions, habits and methods can — when understood within their original seventh-century stateless Arabian context — provide any substantial and meaningful insights into the way that he understood and undertook warfare. Hayward concludes that Muḥammad was an astute, situationally aware, and self-reflective man who created and communicated a believable strategic vision of a necessary and desirable future. That vision persuaded increasing numbers of people to follow him and risk everything willingly in the struggle to create the optimal conditions for their survival, security, and prosperity. In a competitive and conflictual environment with ubiquitous threats, warfare was necessary to make real the bold new world that he foresaw. Through original, meticulously researched, and rigorous analysis, Hayward covers all the raids and campaigns and demonstrates that Muḥammad correctly understood the necessity and utility of force and duly developed into an intuitive, effective, and victorious military practitioner who developed and enforced a strict moral code so as to attain his goals whilst safeguarding the innocent. Nova Science Publishers Inc Climate Change: Background, Funding and Impacts
Regarding climate changes, a key question has been the degree to which humans and natural factors have influenced observed global climate change. Chapter 1 traces the evolution of scientific understanding and confidence regarding the drivers of recent global climate change. Chapter 2 reviews how U.S. agencies address climate change as a potential driver of global migration. Chapter 3 examines reported federal funding from 2010 to 2017 and the extent to which reports on such funding are clearly linked to the federal fiscal exposure to climate change; the extent to which selected agencies reported climate change funding that supports programs where addressing climate change is the primary purpose; and the extent to which the primary purpose programs are fragmented, overlapping, or duplicative. The costs of recent weather disasters have illustrated the need for planning for climate change risks and investing in resilience as reported in chapter 4. For more than a decade, federal agencies have grappled with how to address climate change effects when implementing the Endangered Species Act of 1973 (ESA). As set forth by Congress, one of the main purposes of the ESA is to "provide a means whereby the ecosystems upon which endangered species and threatened species depend may be conserved." Chapter 5 analyzes the courts' role in shaping how the Services have factored climate change effects into ESA decisions and recent 2019 regulatory developments that aim to clarify how the Services consider and address climate change in their ESA decisions. Many governments hold that environmental degradation and climate change pose international and trans-boundary risks to human populations, economies, and ecosystems. International financial assistance, or foreign aid, has been a principal method for governments to support actions on global environmental problems in lower-income countries. As discussed in chapter 6 and 7, this assistance may include grants, loans, loan guarantees, export credits, insurance products, and private sector investment. On June 1, 2017, President Trump announced his intent to withdraw the United States from the Paris Agreement (PA), an international accord to address climate change over the coming century. Some observers argue that the Administration's decision to withdraw from the PA will (1) reduce the U.S. standing in the world by making the United States an international outlier on climate change, (2) strengthen perceptions that the United States is withdrawing from its traditional position of world leadership and becoming more inward-focused or even isolationist, (3) create an opportunity for China to assume a position of world leadership on climate change and perhaps other issues, and (4) make the United States appear less reliable as a negotiating partner, which could make it harder for the United States in the future to secure foreign cooperation for addressing other issues of mutual interest or to call on other countries to abide by their commitments in other international agreements as reported in chapter 8. Surface transportation is a major source of carbon dioxide (CO2) in the atmosphere, the main human-related greenhouse gas (GHG) contributing to climate change. At the same time, the effects of climate change, such as extreme heat, sea level rise, and stronger storms, pose a threat to transportation infrastructure. Chapter 9 seeks to address these two aspects of climate change with mitigation provisions that aim to reduce GHG emissions from surface transportation and adaptation provisions that aim to make the surface transportation system more resilient to a changing climate. For policymakers considering actions to reduce GHG emissions, various policy instruments are available. Over the last 15 years, many legislative proposals have involved market-based approaches, such as a GHG emissions cap-and-trade system or a carbon tax. These particular approaches may be considered in the 116th Congress and are discussed in chapter 10. As mandated by Congress, the U.S. Global Change Research Program produces regular National Climate Assessment (NCA) reports on the state of scientific knowledge about climate change and its effects on human and natural systems in the United States. According to NCA4, "annual losses in some economic sectors are projected to reach hundreds of billions of dollars by the end of the century" provided continued growth in emissions at historic rates. The findings of the NCA4 are the focus of chapter 11. In light of public concern over climate change, some stakeholders have asked to what extent publicly traded companies should disclose their climate-related risks. As reported in chapter 12, while current SEC requirements do not address climate-related risks expressly, publicly traded companies must disclose such risks if they are "material" under federal securities laws.

On the third day of Gettysburg, Robert E. Lee launched a magnificent attack. For pure pageantry it was unsurpassed, and it also marked the centerpiece of the war, both time-wise and in terms of how the conflict had turned a corner—from persistent Confederate hopes to impending Rebel despair. But Pickett’s Charge was crushed by the Union defenders that day, having never had a chance in the first place.The Confederacy’s real “high tide” at Gettysburg had come the afternoon before, during the swirling conflagration when Longstreet’s corps first entered the battle, when the Federals just barely held on. Hood’s crack division was launched first, seizing Devil’s Den, climbing Little Round Top, and hammering in the wheatfield.Then Longstreet began to launch McLaws’ division, and finally gave Barksdale the go-ahead. The Mississippians, with their white-haired commander on horseback at their head, utterly crushed the peach orchard salient and continued marauding up to Cemetery Ridge. Hancock, Meade, and other Union generals desperately struggled to find units to stem the Rebel tide. One of Barksdale’s regiments, the 21st Mississippi, veered off from the brigade in the chaos, rampaging across the field, overrunning Union battery after battery. Barksdale himself was killed at the apex of his advance. Darkness, as well as Confederate exhaustion, finally ended the day’s fight as the shaken, depleted Federal units on their heights took stock. They had barely held on against the full ferocity of the Rebels, on a day that decided the fate of the nation. Barksdale’s Charge describes the exact moment when the Confederacy reached its zenith, and the soldiers of the Northern states just barely succeeded in retaining their perfect Union.

The Portuguese Jewish diaspora was born out of a double tragedy: the expulsion of the Jews from Spain in 1492 and the forced conversion/expulsion of the Jews from Portugal in 1497. The potent combination of expulsion, Inquisition, and crypto-Judaism left people neither wholly Jewish nor wholly Christian in their identity. Subsequently many left the Iberian peninsula; some found refuge in the Caribbean, but succeeded in maintaining strong connections with Portuguese Jews in western Europe, the Ottoman empire, and the Far East, while they also forged ties with the surrounding peoples and cultures. In 1755 Benjamin Franklin observed "a man without a wife is but half a man" and since then historians have taken Franklin at his word. In Citizen Bachelors, John Gilbert McCurdy demonstrates that Franklin's comment was only one side of a much larger conversation. Early Americans vigorously debated the status of unmarried men and this debate was instrumental in the creation of American citizenship. In a sweeping examination of the bachelor in early America, McCurdy fleshes out a largely unexamined aspect of the history of gender. Single men were instrumental to the settlement of the United States and for most of the seventeenth century their presence was not particularly problematic. However, as the colonies matured, Americans began to worry about those who stood outside the family. Lawmakers began to limit the freedoms of single men with laws requiring bachelors to pay higher taxes and face harsher penalties for crimes than married men, while moralists began to decry the sexual immorality of unmarried men. But many resisted these new tactics, including single men who reveled in their hedonistic reputations by delighting in sexual horseplay without marital consequences. At the time of the Revolution, these conflicting views were confronted head-on. As the incipient American state needed men to stand at the forefront of the fight for independence, the bachelor came to be seen as possessing just the sort of political, social, and economic agency associated with citizenship in a democratic society. When the war was won, these men demanded an end to their unequal treatment, sometimes grudgingly, and the citizen bachelor was welcomed into American society. Drawing on sources as varied as laws, diaries, political manifestos, and newspapers, McCurdy shows that in the course of the seventeenth and eighteenth centuries the bachelor was a simultaneously suspicious and desirable figure: suspicious because he was not tethered to family and household obligations yet desirable because he was free to study, devote himself to political office, and fight and die in battle. He suggests that this dichotomy remains with us to this day and thus it is in early America that we find the origins of the modern-day identity of the bachelor as a symbol of masculine independence. McCurdy also observes that by extending citizenship to bachelors, the founders affirmed their commitment to individual freedom, a commitment that has subsequently come to define the very essence of American citizenship.

Most professors and administrators are aware that academic freedom is in danger of being brushed aside by a public that has little understanding of what is at stake. They may be only marginally aware that the defense of academic freedom is endangered by certain confusions concerning the nature of academic freedom, the criteria for its violation, and the structure of an adequate justification for claims to it. These confusions were enshrined in some of the central documents on the subject, including the 1940 Statement on Academic Freedom and Tenure, agreed upon by the American Association of University Professors and the Association of American Colleges and endorsed by many professional organizations. Careful analysis of them will not do away with debate; it will bring the debate into focus, so that attacks on academic freedom can be appraised as near or far away from the center of the target and can then be appropriately answered. Nearly all the contemporary writing on academic freedom consists of attack or defense. The Concept of Academic Freedom is the first book to deal exclusively with fundamental conceptual issues underlying the battle. In the discussion of these issues, certain philosophical positions crystallize: radical versus liberal conceptions of the status and function of university teachers, specific versus general theories of academic freedom, consequential versus nonconsequential theories of justification. This book presents a detailed and focused investigation of the religion of the Dobunni and the Hwicce peoples who occupied the Severn valley and the Cotswolds immediately before and after the Roman occupation. It uncovers some secrets of the old religion of Britain that have lain hidden in reams of unconnected and largely forgotten information, from a variety of sources. The first part of the book concerns the deification of the natural world; the second, the deities of the tribal groups. It explores the deities of the different areas of the Dobunnic/Hwiccan territory; identifying the goddess of the Cotswolds, and describes how the worship manifested itself. Yeates demonstrates how the deification of rivers was important and how this has led to the location of a number of ancient river shrines as well as the identification of a number of monumental arrangements used by the peoples in their religious activities and folk-group identity; numerous recognisably pre-Old English folk-names are also shown to relate specifically to river-names, town-names, and folk-group-names. The religious use of the hill-forts, of which there are so many dotted over the landscape, and their shrines is discussed. These are connected with mineral extraction, warfare, nemetons, and sacred groves. The use for standing totems and burial practices is also covered. Once the associations are made between deity, river, and folk-group, and all other aspects of religion have been discussed the deity who resided over the Dobunni is revealed. Her cult, which was evident in the major Roman towns, can be traced back into the Iron Age, and can be identified as the inspiration for the tribal name Hwicce . This shows an element of continuity in British culture, not recognised previously because of the assumed obliteration of British culture due to the extent, success, and longevity of the Roman occupation and Anglo-Saxon migration. Understanding the tribal goddess also explains why this people were "the tribe of witches". Finally, it is recognised that these gods did not perish but persisted in medieval legends, traditions and place-names. Although at its core this is a study of two British tribes, the work will have a major impact on the understanding of pre-Christian religion not only in Britain but also in Western Europe generally.

The chapter concludes with the section on the cardinality of the number systems. 3) The chapter on the construction of the natural numbers, integers and rational numbers from the Peano Postulates was removed entirely. That material was originally included to provide the needed background about the number systems, particularly for the discussion of the cardinality of sets, but it was always somewhat out of place given the level and scope of this text. The ongoing crisis has brought back to the fore the pivotal role of productive capacities for resilience to shocks, as well as for a sustainable and inclusive recovery and sustainable development. The broadening and full utilization of LDC productive capacities remains central to upgrade LDC economic structure, bridge their development gaps vis-á-vis other countries (not only developed but also developing countries) and avert further divergence. Only a handful of LDCs displayed a sustained progress in recent years, thanks to their successfully spurring productive capacities acquisition and shift significant resources towards higher-productivity activities. The majority of LDCs, by contrast, have either advanced at an increasingly sluggish pace, or even fell behind. In the LDCs, the uptake of advanced technologies is still incipient and hindered by a range of factors, from longstanding infrastructural gaps, to skill shortages and political considerations. Bold concerted policies to strengthen LDC productive capacities are as imperative as ever and they should constitute a key pillar of any sustainable recovery and development strategy. Beyond countercyclical policies to cushion the impact of the crisis, this calls for: (i) an investment push to redress long-standing infrastructural gaps and support broader employment creation; (ii) forward-looking science technology and innovation policy frameworks to upgrade the skill basis in line with market needs; (iii) brave industrial and sectoral policies to promote domestic value addition and deepen productive linkages.
