ISEAS Advocacy in a Time of Change: Business Associations and the Pakatan Harapan Government in Malaysia, 2018–20
There are at least 80–100 business associations (such as chambers of commerce or industry-specific bodies) in Malaysia today, representing over 600,000 firms. In February–April 2020, a range of chamber leaders and officers were interviewed to record their experiences of the recent Pakatan Harapan (PH) administration, and any future lessons for business associations in post GE-14 Malaysia.Few Malaysian chambers have had experience in dealing with changes of government, creating challenges when PH took office. Most associations were able to build effective working relationships with the new administration. Compared to Barisan Nasional (BN) ministers, PH ministers emphasized greater policy rigour, more evidence-based arguments, lower tolerance for corruption, and enhanced public accountability. Criticisms of PH include an early focus by some ministers on seemingly trivial issues, an initial distrust of some parts of the public service, and an inability to have all parts of the federal government work cohesively. Some future lessons that business associations have adopted are: avoid taking a partisan stance in policy debates; be prepared for some confusion and lack of clarity in the early days of any new government; expect many existing policies to remain; build relationships with both new ministers and with senior public servants; and ensure that policy positions are well researched and evidence-based. Most associations feel comfortable in adapting to the March 2020 installation of the new Perikatan Nasional administration.Changes in government have also prompted associations to review their own internal policy capacity. Interviewees suggest that chambers may need to enhance their advocacy skills, move away from racially based structures, improve their level of public transparency, become more strategic, and improve their own internal governance and management.

It contains studies of eminent scholars as well as of some young adepts, coming mainly from Poland, but also from Lithuania and Czech Republic. The texts present various aspects of the researches conducted on this phenomenon nowadays. As it was an exceptional movement, extremely varied and long-time lasting, it would be difficult to offer its complete synthesis in one volume. Though, the exhaustive presentation of the historical and linguistic contexts allows the reader to understand the phenomenon. Intensified interest in translations of the Bible is closely connected with the interest in the Polish language, its literary expression as well as its grammatical and orthographic standardisation that occurred just in the same time. The intellectual activity related to the Bible contributed simultaneously to the development of the Polish literary language and even inspired the translations of the sacred texts of other religions present in the country. Moreover, contacts between different languages of Central and Eastern European area, where many attempts of new translations appeared, are very important. A quick rise of the different Reformation movements contributed to a "natural" need for new translations and commentaries to be used by community members. These new currents, first easily accepted and spread in the country, even when suppressed, could not stop this activity, and later new Catholic translations and commentaries of the post-Trident period, both in Polish and Lithuanian, proved it. Big part of study is also dedicated to particular typographical realizations of this activity and an interesting example of the musical expression directly inspired by the biblical translation, is also provided.

In 1983, Ursula Schulz-Dornburg accompanied two ethnologists and an architect on a research trip to Tana Toraja on the central Indonesian island of Sulawesi. Initiated by the Royal Tropical Institute of Amsterdam, the trip was intended to “explore the changing patterns in architecture and symbolism among the Sa‘dan Toraja”. On the way back from Rantepao to Ujung Pandang airport, Schulz-Dornburg passed the distinctive houses of the Bugis or To-Ugiq people, perched on the yellow paddy fields. Fascinated by their complex, expressive architectures, she began to photograph the houses in the short time she had before leaving, realising that the structures would likely not exist in their traditional form for much longer. The result is a body of work that not only surveys the houses’ physical forms but also considers wide-ranging ideas of physical and emotional homebuilding and the precarious place of tradition in the present day. Poised between heaven and earth and standing above the water when the rice fields are flooded, the Bugis houses reflect the creation myth of their people, in which the gods of the upper and lower worlds came together to create man to populate the uninhabited middle world. The farmers depicted by Schulz-Dornburg are likewise suspended between historic tradition and the impending pressures of the contemporary world. As they go about their work or greet her camera, they and their homes are held in the balance between past and future, mythology and everyday reality. With these shrewd and sensitive images, Schulz-Dornburg captures life as it is built and lived within a particular culture and landscape, offering a searching reflection on the places we call home. The South Atlantic was the last place on earth that Britain had expected to mount a military operation. Consequently, almost no peacetime contingency planning had been done. The British victory was won by a bloody-minded determination to ‘muddle through’ and get the job done with boldness and risk-taking overcoming the previous lack of planning and preparation. Employing an ambitious data set that covers the compliance status of all European Court of Human Rights judgments rendered until 2015, von Staden presents a cross-national overview of compliance that illustrates a strong correlation between the quality of a country's democracy and the rate at which judgments have met compliance. Tracing the impact of violations in Germany and the United Kingdom specifically, he details how governments, legislators, and domestic judges responded to the court's demands for either financial compensation or changes to laws, policies, and practices. Framing his analysis in the context of the long-standing international relations debate between rationalists who argue that actions are dictated by an actor's preferences and cost-benefit calculations, and constructivists, who emphasize the influence of norms on behavior, von Staden argues that the question of whether to comply with a judgment needs to be analyzed separately from the question of how to comply. According to von Staden, constructivist reasoning best explains why Germany and the United Kingdom are motivated to comply with the European Court of Human Rights judgments, while rationalist reasoning in most cases accounts for how these countries bring their laws, policies, and practices into sufficient compliance for their cases to be closed. When complying with adverse decisions while also exploiting all available options to minimize their domestic impact, liberal democracies are thus both norm-abiding and rational-instrumentalist at the same time—in other words, they choose their compliance strategies rationally within the normative constraint of having to comply with the Court's judgments.

There are some who would say that the Brett Kebble 'saga' is over - or at least that it's been fully explained. The Kebble Collusion shows that nothing could be further from the truth. This is a story that starts unfolding 15 years ago, in 1997, and which stretches out to the present day. And it is a story of the world's biggest unprosecuted fraud. How is it that not a single person has been prosecuted where damages of R26 billion can be proven? The narrative unravels this remarkable story, which covers the period of Brett Kebble's reign as a 'Randlord', from around September 1997 until his death on 27 September 2005, and then continues to unravel the cover ups which continue to this day. Brett Kebble was in control of the 'JCI Group' - comprising mainly three entities listed in Johannesburg: JCI, Western Areas, and Randgold. The heart of Kebble's 'empire' was his standing as the biggest individual shareholder in JCI; JCI's single biggest investment, in turn, was a large stake in Western Areas; which, in turn, initially held a large stake in South Deep, one of the world's biggest unexploited gold deposits, not far west of Johannesburg. As such, Brett Kebble's single biggest personal investment, indirect as it may have been, was in South Deep. This was the status quo from around September 1997, and persisted for the rest of Kebble's life. From Day One, the link between Kebble and South Deep completely dominated Kebble's decision-making, for good or for ill. Building the South Deep gold mine cost many billions of rands. A large part of the funds Western Areas had to contribute to build South Deep was stolen from Randgold. The bulk of Randgold's listed portfolio was stolen by Kebble and JCI. The shares stolen realised some R1902 million. The initial recipients of the proceeds of the thefts were JCI (R926 million), Western Areas (R450 million), Kebble and associated parties (R420 million) and Investec (R106 million). The highest value that the stolen shares reached after the theft is R26 000 million. In South Africa, the condictio furtiva allows a thief to be sued for the highest value of goods stolen, at any time after the theft. Randgold liquidated the estate of Kebble. It issued summonses against Western Areas (which changed its name to Gold Fields Operations after Gold Fields acquired its total issued share capital) and Investec. The JCI claim was settled for R783 million and the claims against Investec and Western Areas were effectively abandoned. The book shows in detail how and why the various individuals and entities that conspired with Brett Kebble to hide and benefit from this mind-boggling fraud have failed to be brought to account, either in the civil or criminal courts. The narrative speaks truth to power, exposing as it does the tender underbelly of South Africa's young democracy. It is essential reading for all those dedicated to building a better country.

The Earth's human population is expected to pass eight billion by the year 2025, while rapid growth in the global economy will spur ever increasing demands for natural resources. The world will consequently face growing scarcities of such vital renewable resources as cropland, fresh water, and forests. Thomas Homer-Dixon argues in this sobering book that these environmental scarcities will have profound social consequences--contributing to insurrections, ethnic clashes, urban unrest, and other forms of civil violence, especially in the developing world. Homer-Dixon synthesizes work from a wide range of international research projects to develop a detailed model of the sources of environmental scarcity. He refers to water shortages in China, population growth in sub-Saharan Africa, and land distribution in Mexico, for example, to show that scarcities stem from the degradation and depletion of renewable resources, the increased demand for these resources, and/or their unequal distribution. He shows that these scarcities can lead to deepened poverty, large-scale migrations, sharpened social cleavages, and weakened institutions. And he describes the kinds of violence that can result from these social effects, arguing that conflicts in Chiapas, Mexico and ongoing turmoil in many African and Asian countries, for instance, are already partly a consequence of scarcity. Lehigh University Press Pioneer Chinese Christian Women: Gender, Christianity, and Social Mobility
Chinese Christian women before 1919 have been largely invisible in the records of China missions and Chinese Christianity. With few exceptions we have known little about them either as individuals or as a group. In this volume the contributors’ goal is to bring to light the life and work of these pioneer Chinese Christian women. The contributors have scoured a variety of sources in order to recreate the role of early Chinese women Christians in the church and in Chinese society and also to illustrate how gender affected their under-standing of Christianity and their career choices. How did the Chinese context alter their relations with the church and with both Christian and non-Christian communities? What was the legacy of pioneer Chinese Christian women? To provide context for this study, the work opens with an essay on women in imperial China, examining the ideal, the stereotypes, and the reality. Essays on Chinese Christian educators, doctors, nurses, and evangelists indicate the role of the missionaries and the church in making mobility and broadened horizons possible for women. They reveal also the contributions of these women and homemakers to a changing China. Chinese women before 1919, though a minority of church membership, were in many ways the mainstay of the church: the most faithful in attendance at worship services and Mass, responsible for teaching Sunday School, leading the choir, and organizing Bible study classes. They visited the sick, engaged in charity work, prepared the altar for services, and performed various other services. Many women followed their husbands in joining the church, but Roman Catholic Virgins, Protestant Bible women, and church workers were primarily responsible for evangelizing among women and children since Western male missionaries found it almost impossible to proselytize among women in Chinese society. Missionaries soon realized that establishing Chinese Christian families was essential to the stability and continuity of congregations, and Christian wives and mothers were vital to creating Christian homes and rearing children in the faith. Particularly during periods of persecution, such as the years from 1724 to 1846 and the recent era of the Anti-Rightist Campaigns and the Cultural Revolution, the Catholic Virgins and Christian families can be credited with the survival of Chinese Christianity. With liberalization during the 1980s many of these Christian families emerged as the basis for a growing Chinese church. The Christian church and Christian missions provided avenues for women’s social mobility as well. Missionary wives founded girls schools and eventually most central stations included a primary and secondary school for girls. Virgins and Bible women memorized or learned to read religious texts. Thus, a significant proportion of female converts attained literacy and, with this, new self-esteem. The first women's colleges prepared women for new careers and economic independence, while the establishment of hospitals opened up careers for women as doctors and nurses.

In this monograph, differences between the Hebrew and the Greek text of the Book of Joshua are studied. In chapter 1 the differences in commands and their executions are analysed, with examples from the story of the collapse of the wall of Jericho (Josh 6) and the battle against Ai (Josh 8). In chapter 2, examples, like "all the law that Joshua commanded" (e.g. Josh 1:7) and the concept of "crossing this Jordan," are analysed and explained using the category of "nomistic alterations." Then, the texts dealing with the concept of "burning with fire" (Josh 7) and "stoning and hanging (Josh 8:29), and Josh 8:30-35 are studied. In each of these cases, the final editor of the Hebrew Masoretic Text revised an older Hebrew text and sought to make sure that the text of the final version better reflected the laws as given in the book of Deuteronomy. The problematic variant with regard to “returning to Gilgal” in Josh 10 is studied in chapter 3. In chapter 4, the line of command is studied: Joshua clearly, albeit rather late in his life, stands in the shadow of Moses and continues in his line. In all the chapters, text critical data of the Masoretic Text, the Old Greek, the Dead Sea Scrolls, the Vetus Latina and Josephus are taken into account, as well as the data from the early Jewish revisers and the Hexaplaric and the Lucianic revisions. Moreover, the translation technique of specific passages is studied as well as the literary- and redactional development of the text. After studying all the variants, it is proposed that the Masoretic Text grosso modo is a further development of the Hebrew text underlying the Vorlage of the Old Greek text of the book of Joshua and the editorial strategies by which the penultimate text of the book of Joshua was transformed into the ultimate Hebrew, Masoretic Text of the book of Joshua are described.
