Since 2014, millions of individuals have purchased coverage through the health insurance exchanges established under Patient Protection and Affordable Care Act (PPACA). PPACA altered the individual health insurance market by setting federal standards for coverage and subsidizing exchange coverage for certain low-income individuals. In the first 5 years of exchanges, issuers have moved in and out of the market and increased premiums, but little is known about issuers' claims costs or the factors driving their business decisions. Chapter 1 examines (1) claims costs of issuers participating in exchanges, and (2) factors driving selected issuers' changes in exchange participation, premiums, and plan design. GAO reviewed data from nine issuers participating in five states, which were selected to represent a range in size, tax status, and exchange participation. During open enrollment, eligible returning consumers may re-enroll in their existing health insurance exchange plan or choose a different plan. Those who do not actively enroll in a plan may be automatically re-enrolled into a plan. Chapter 2 examines 1) the extent to which plans identified as benchmark plans remained the same plans from year to year, and how premiums for benchmark plans changed; 2) the proportion of exchange consumers who were automatically re-enrolled into the same or similar plans, and how these proportions compared to those for consumers who actively re-enrolled, and 3) the extent to which consumers' financial responsibility for premiums changed for those who were automatically re-enrolled compared to those who actively re-enrolled. Chapter 3 discussed the amendments to title XIX of the Social Security Act to ensure health insurance coverage continuity for former foster youth. Certain individuals without access to subsidized health insurance coverage may be eligible for premium tax credits, as established under the Patient Protection and Affordable Care Act (ACA; P.L. 111-148, as amended). The dollar amount of the premium credit varies from individual to individual, based on a formula specified in statute. Individuals who are eligible for the premium credit, however, generally are still required to contribute some amount toward the purchase of health insurance as described in chapter 4. During the summer of 2018, the Trump Administration issued final rules governing coverage offered through association health plans (AHPs) and short-term, limited-duration insurance. Chapter 5 describes how the Congressional Budget Office and the staff of the Joint Committee on Taxation (JCT) analyzed the new rules and determined how those rules would affect the agencies' projections of the number of people who obtain health insurance and the costs of federal subsidies for that coverage.

Such approaches, they argue, often neglect the knowledge that local stakeholders have accumulated over generations as forest managers and do not address issues involving the diversity and well-being of groups within communities. The contributors note that these problems persist despite clear evidence that equity and social relationships, including gender roles, are important factors in the ways that communities adapt to change and manage forest resources overall. The Equitable Forest offers an alternative to traditional, externally organized strategies for forest management. Termed adaptive collaborative management (ACM), the approach tries to better acknowledge the diversity, complexity, and unpredictability of human and natural systems. ACM works to strengthen local institutions and use the knowledge and capacity of groups in local communities to enhance the health and well-being of both forests and the people who live in and around them. The Equitable Forest provides a detailed explanation of the descriptive, analytical, and methodological tools of ACM, along with accounts of early stages of its implementation in tropical regions of Asia, Africa, and Latin America. She argues that the same reasons which support the development of law at the domestic level, namely the cultivation of peace, the protection of individual rights, the facilitation of complex forms of cooperation, and the resolution of collective action problems, also support the development of law at the international level. The argument thus engages in institutional moral reasoning. Pavel shows why it should matter to individuals that their states are part of a rule-governed international order. When states are bound by common rules of behavior, their citizens reap the benefits. International law encourages states to protect individual rights and provides a forum where they can communicate, negotiate, and compromise on their differences in order to protect themselves from outside interference and pursue their domestic policies more effectively, including those directed at enhancing their citizen's welfare. Thus, Pavel shows that international law makes a critical, irreplaceable, and defining contribution to an international order characterized by peace and justice. For five decades, Paul's reputation was unparalleled among progressive German artists. As a young man he was a member of the Munich avant-garde responsible for the creation of the Jugendstil. As a designer of furniture and interiors, he achieved a commercial success unmatched by his illustrious contemporaries. In the light of his professional accomplishments, he was the most influential German architect of his generation, a figure of international significance. Ludwig Mies van der Rohe, Adolf Meyer and Kem Weber were among his students, and their work developed from the practices of his atelier. Indeed, as director of the Vereinigte Staatsschulen für freie und angewandte Kunst in Berlin he presided over an institution that rivaled the Bauhaus as a centre of progressive instruction in the arts. Despite the renown he enjoyed at the height of his career, Paul's name has been largely absent from the standard histories of the modern movement. There are few movements more firmly associated with civil disobedience than the Civil Rights Movement. In the mainstream imagination, civil rights activists eschewed coercion, appealed to the majority's principles, and submitted willingly to legal punishment in order to demand necessary legislative reforms and facilitate the realization of core constitutional and democratic principles. Their fidelity to the spirit of the law, commitment to civility, and allegiance to American democracy set the normative standard for liberal philosophies of civil disobedience. This narrative offers the civil disobedience of the Civil Rights Movement as a moral exemplar: a blueprint for activists who seek transformative change and racial justice within the bounds of democracy. Yet in this book, Erin R. Pineda shows how it more often functions as a disciplining example—a means of scolding activists and quieting dissent. As Pineda argues, the familiar account of Civil Rights disobedience not only misremembers history; it also distorts our political judgments about how civil disobedience might fit into democratic politics. Seeing Like an Activist charts the emergence of this influential account of civil disobedience in the Civil Rights Movement, and demonstrates its reliance on a narrative about black protest that is itself entangled with white supremacy. A proverbial cellar find brought to light a remarkable source for Napoleonic uniformology, which due to its artistic design but also high level of detail offers valuable support in the research of the military dress of Napoleonic mounted troops. A total of 56 large-format hand-coloured watercolours depict cavalry, artillery and train troops of the French Imperial period from 1804 to 1812, the Neapolitan army of 1812, and the Polish uprising of 1831. The work itself is introduced with a foreword by art historian Dr. Hans D. Baumann, commenting on the artistic representation and especially the provenance of the portfolio. It turned out that the watercolours by unknown artists were originally part of the library of the Royal Theatre in Berlin and finally reached Kassel via the salt mines of Thuringia in the course of the Second World War. From there they went to a private collector and then disappeared in the afore-mentioned cellar. The reference to the Royal Theatres in Berlin as well as the posture and presentation of some of the depicted cavalrymen quickly led to Richard Knötel‘s famous Große Uniformenkunde. This is because this doyen of German uniformology cited "coloured hand drawings from the library of the Royal Theatre of Berlin" as the source of some of his plates on the French army. His plates on the Neapolitan army are also partly based on the original source presented here for the first time. Even though the artist (or artists) probably did not produce the 56 watercolours until the late 1830s or 1840s, they are captivatingly accurate and have been assessed by Markus Gärtner and Markus Stein for their historical accuracy. Each plate is accompanied by a brief commentary, which usually classifies the depiction as correct - especially the rarer depictions, such as French carabiniers around 1812 in the sky-blue uniforms, underline the artist’s sound knowledge of Napoleonic military costume. As evidence of the painting’s contemporary origins, some plates are accompanied by illustrations by early 19th century military artists such as Martinet or Weiland, which obviously served as sources. Some illustrations are also supplemented by Knötel‘s plates, enabling readers to verify for themselves the impact these watercolours had on the creation of a work of such fundamental nature as the "Große Uniformenkunde". Thus this book spans 19th century uniformology from the early years to its perfection around 1890. In addition to the commentaries, the plates are also accompanied by historic details outlining the development and wartime deployment of the unit depicted, as well as the standards carried. These additions were made on the basis of rarer works of French military history, while modern works by military historians Markus Gärtner and Markus Stein were also consulted. Since the paintings depict mounted units throughout (both of the Guard and the Line), the reader is able to obtain a comprehensive picture of the splendour of Napoleonic cavalry turned out in their colourful uniforms. The artistic charm of a previously unpublished source and the wide range of units represented will surely make this book a highlight of any library.

Regarding climate changes, a key question has been the degree to which humans and natural factors have influenced observed global climate change. Chapter 1 traces the evolution of scientific understanding and confidence regarding the drivers of recent global climate change. Chapter 2 reviews how U.S. agencies address climate change as a potential driver of global migration. Chapter 3 examines reported federal funding from 2010 to 2017 and the extent to which reports on such funding are clearly linked to the federal fiscal exposure to climate change; the extent to which selected agencies reported climate change funding that supports programs where addressing climate change is the primary purpose; and the extent to which the primary purpose programs are fragmented, overlapping, or duplicative. The costs of recent weather disasters have illustrated the need for planning for climate change risks and investing in resilience as reported in chapter 4. For more than a decade, federal agencies have grappled with how to address climate change effects when implementing the Endangered Species Act of 1973 (ESA). As set forth by Congress, one of the main purposes of the ESA is to "provide a means whereby the ecosystems upon which endangered species and threatened species depend may be conserved." Chapter 5 analyzes the courts' role in shaping how the Services have factored climate change effects into ESA decisions and recent 2019 regulatory developments that aim to clarify how the Services consider and address climate change in their ESA decisions. Many governments hold that environmental degradation and climate change pose international and trans-boundary risks to human populations, economies, and ecosystems. International financial assistance, or foreign aid, has been a principal method for governments to support actions on global environmental problems in lower-income countries. As discussed in chapter 6 and 7, this assistance may include grants, loans, loan guarantees, export credits, insurance products, and private sector investment. On June 1, 2017, President Trump announced his intent to withdraw the United States from the Paris Agreement (PA), an international accord to address climate change over the coming century. Some observers argue that the Administration's decision to withdraw from the PA will (1) reduce the U.S. standing in the world by making the United States an international outlier on climate change, (2) strengthen perceptions that the United States is withdrawing from its traditional position of world leadership and becoming more inward-focused or even isolationist, (3) create an opportunity for China to assume a position of world leadership on climate change and perhaps other issues, and (4) make the United States appear less reliable as a negotiating partner, which could make it harder for the United States in the future to secure foreign cooperation for addressing other issues of mutual interest or to call on other countries to abide by their commitments in other international agreements as reported in chapter 8. Surface transportation is a major source of carbon dioxide (CO2) in the atmosphere, the main human-related greenhouse gas (GHG) contributing to climate change. At the same time, the effects of climate change, such as extreme heat, sea level rise, and stronger storms, pose a threat to transportation infrastructure. Chapter 9 seeks to address these two aspects of climate change with mitigation provisions that aim to reduce GHG emissions from surface transportation and adaptation provisions that aim to make the surface transportation system more resilient to a changing climate. For policymakers considering actions to reduce GHG emissions, various policy instruments are available. Over the last 15 years, many legislative proposals have involved market-based approaches, such as a GHG emissions cap-and-trade system or a carbon tax. These particular approaches may be considered in the 116th Congress and are discussed in chapter 10. As mandated by Congress, the U.S. Global Change Research Program produces regular National Climate Assessment (NCA) reports on the state of scientific knowledge about climate change and its effects on human and natural systems in the United States. According to NCA4, "annual losses in some economic sectors are projected to reach hundreds of billions of dollars by the end of the century" provided continued growth in emissions at historic rates. The findings of the NCA4 are the focus of chapter 11. In light of public concern over climate change, some stakeholders have asked to what extent publicly traded companies should disclose their climate-related risks. As reported in chapter 12, while current SEC requirements do not address climate-related risks expressly, publicly traded companies must disclose such risks if they are "material" under federal securities laws.
