Historians have long viewed President John Tyler as one of the nation's least effective heads of state. In President without a Party- the first full ­-scale biography of Tyler in more than fifty years and the first new academic study of him in eight decades- Christopher J. Leahy explores the life of the tenth chief executive of the United States. Born in the Virginia Tidewater into an elite family sympathetic to the ideals of the American Revolution, Tyler, like his father, worked as an attorney before entering politics. Leahy uses a wealth of primary source materials to chart Tyler's early political path, from his election to the Virginia legislature in 1811, through his stints as a congressman and senator, to his vice ­-presidential nomination on the Whig ticket for the campaign of 1840. When William Henry Harrison died unexpectedly a mere month after assuming the presidency, Tyler became the first vice president to become president because of the death of the incumbent. Leahy traces Tyler's ascent to the highest office in the land and unpacks the fraught dynamics between Tyler and his fellow Whigs, who ultimately banished the beleaguered president from their ranks and stymied his election bid three years later. Air Chief Marshal Sir Richard Johns was commissioned at the Royal Air Force College Cranwell in 1959 after completing flying training on Piston Provost and Meteor aircraft. For the next nine years, apart from a short intermission as an ADC, he served as an operational fast-jet pilot which included tours on Javelin night fighters and then fighter recce Hunters operating from Aden and Oman. Thereafter he qualified as a flying instructor, initially on the Gnat, and then the Jet Provost as a squadron commander at Cranwell. In his last year as a flying instructor he taught The Prince of Wales to wings standard. During the 1990s, Sir Richard held a succession of senior national and NATO appointments. During the first Gulf War, he was the Director of Operations in the National Joint Headquarters for all British Forces deployed to the Middle East. At the end of the conflict he led the British Recce Team to Turkey and north Iraq which resulted in the deployment of British land and air forces to the coalition that guaranteed the security of the Kurdish population in Iraq. Later, as a NATO C-in-C he was responsible for training and bringing to full operational capability the new Regional Command of Allied Forces, North West Europe. During this three-year tour, he acted as a supporting commander for joint operations in the Balkans while developing partnership for peace exercises with former Warsaw Pact countries. He returned to national duty in 1997 on his appointment as Chief of the Air Staff, responsible for the operational efficiency and morale of the Royal Air Force. During his last three years of service, the Air Chief Marshal was fully involved in the decision-making process of the Strategic Defence Review, the commitment of RAF aircraft to operations over and within Kosovo and continuing air operations over north and south Iraq. His illustrious career gave him the privilege of a rare, if not singular, perspective of the RAF, our sister services and national defence matters, witnessing a steady decline in the combat power of the UK’s armed forces as financial management took precedence over identifying strategic priorities and maintaining the vital skill-set of service personnel. His views are forensic and forthright, balanced and thought-provoking and this autobiography should be essential reading for anyone interested in the development of Allied air power over the last fifty years.

They also provide the basis for a fascinating legal analysis by Marshall S. Shapo. Tort law is an important social mediator of events surrounding personal injuries. It impinges on many other areas of the law—those dealing with crime, constitutional protections against government officials and agencies, and property rights. Since litigated tort cases often involve brutal treatment or accidents inflicting severe physical harm, this area of the law generates much emotion and complex legal doctrine. Shapo cuts through the emotion and the complexity to present a view of these problems that is both legally sound and intuitively appealing. His emphasis is on power relationships between private citizens and other individuals, as well as between private persons and governments and officials. He undertakes to define power in a meaningful way as it relates to many tort issues faced by ordinary citizens, and to make this definition precise by constant reference to concrete cases. Since 1970, based in an isolated building situated on the peninsula of Posillipo, Pica Ciamarra Associati (www.pcaint.eu) has acted as a laboratory of architectural and urban design which has gradually incorporated new members and new energies over the time: using a multidisciplinary approach, the roots of the architectural practice lie in the intensive theoretical and practical work begun in the early 1960s by Massimo Pica Ciamarra. Since then the practice has been marked by a continuous relationship with Le Carré Bleu Feuille internationale darchitecture and leading members of the cultural milieu of Team 10: this has led to constant attention to everything that lies beyond form, to the relation ship with contexts that also include non-spatial contexts, and to high levels of integration and dialectical discussion. According to Pica Ciamarra Associati, a design transcends the approaches of a single sector, providing simultaneous solutions to contradictory requirements, combining utopia and practicality. The poetics of the fragment: it mediates between architecture and the urban dimension; some designs also have the aim of becoming absorbed within a context as 'informed fragments'. This monograph is the result of an intensive period of work and consists of two interacting parts. It stems from research into the archive of the studio Pica Ciamarra and conversation with the members of the architectural practice. Reveals the history of the individuals who worked to make psychiatry more available to Harlem's black community in the early Civil Rights Era. Toward the middle of the twentieth century, African Americans in New York City began to receive increased access to mental health care in some facilities within the city's mental health system. This study documents how and why this important change in public health-and in public opinion on race-occurred. Drawing on records from New York's children's courts, Harlem's public schools, Columbia University, and the Department of Hospitals, Dennis Doyle tells here the story of the American psychiatrists and civil servants who helped codify in New York's mental health policies the view that blacks and whites are psychological equals. The book examines in particular the events through which these racial liberals working in Harlem gained a foothold within New York's public institutions, creating inclusive public policies and ostensibly race-neutral standards of care. Psychiatry and Racial Liberalism in Harlem, 1936-1968 not only contributes to the growing body of historiography on race and medical institutions in the civil rights era but, more importantly, shows how inveterate racial prejudices within public policy can be overcome. Grand Central became a monument to the creativity and daring of a remarkable age. The terminal's construction proved to be a massive undertaking. Before construction could begin, more than 3 million cubic yards of rock and earth had to be removed and some 200 buildings demolished. Manhattan's exorbitant real estate prices necessitated a vast, two-story underground train yard, which in turn required a new, smoke-free electrified rail system. The project consumed nearly 30,000 tons of steel, three times more than that in the Eiffel Tower, and two power plants were built. The terminal building alone cost number 43 million in 1913, the equivalent of nearly number 750 million today. Some of these costs were offset by an ambitious redevelopment project on property above the New York Central's underground tracks. Schlichting writes about the economic and cultural impact of the terminal on midtown Manhattan, from building of the Biltmore and Waldorf-Astoria Hotels to the transformation of Park Avenue. Schlichting concludes with an account of the New York Central's decline; the public outcry that prevented Grand Central's new owner, Penn Central, from following through with its 1969 plan to demolish or drastically alter the terminal; the rise of Metro-North Railroad; and the meticulous 1990s restoration project that returned Grand Central Terminal to its original splendor. As more and more people are questioning the assumptions of present U.S. foreign policy they are reexamining the roots of these policies in the diplomacy of the Cold War. This scrutiny has made the origins of the Cold War the most controversial issue in American diplomatic history. Now a complete new dimension has been added to the debate by the charges leveled by Robert James Maddox in The New Left and the Origins of the Cold War. How did the Cold War begin? Who or what was responsible? Could it have been avoided? Was it a temporary condition created by a combination of individual personalities and historical factors, or did it represent the clash of fundamentally irreconcilable political systems? The orthodox explanation of the Cold War is that it was "the brave and essential response of free men to Communist aggression." A number of scholars more or less identified with the New Left have challenged the conventional explanation by asserting that the U.S. bears the major responsibility for its onset. The Guyanese poet Martin Carter was without question one of the major poets of the English language of our time. In the Caribbean, Carter has long been regarded as one of the great poets who chronicled the journey from colonialism to independence, alongside such figures as Aime Cesaire, Derek Walcott, Nicholas Guillen and Kamau Brathwaite. It was too easy for lazy critics and anthologists to dismiss him as 'merely' a political poet, one who swore, as he put it in one poem, to use his shirt as 'a banner for the revolution.'In fact, looking at Carter's work overall it is hard to think of a contemporary poet writing in English who showed more concern for craft, who measured his utterance with greater care. His later work, while it never lost its political edge, was more oblique and cerebral than the overtly political poems of his youth. White, black, and Native American women in the early South often viewed motherhood as a composite of roles, ranging from teacher and nurse to farmer and politician. Within a multicultural landscape, mothers drew advice and consolation from female networks, broader intellec-tual currents, and an understanding of their own multifaceted identities to devise their own standards for child rearing. In this way, by con-structing, interpreting, and defending their roles as parents, women in the South maintained a certain degree of control over their own and their children's lives. Focusing on Virginia and the Carolinas from 1750 to 1835, Katy Simpson Smith's widely praised study examines these maternal practices to reveal the ways in which diverse groups of women struggled to create empowered identities in the early South.We Have Raised All of You contributes to a wide variety of historical conversations by affirming the necessity of multicultural- not simply bi-racial- studies of the American South.
