University of Toronto Press Water Policy Reform in Southern Alberta: An Advocacy Coalition Approach
Between 1995 and 2005, the government of Alberta undertook major reforms to the way water is governed in the arid southern part of the province. Among the most significant reforms was the imposition of moratoria on new water licenses, the introduction of a market for buying and selling existing water licenses, and the adoption of a "conservation holdback" mechanism for returning some licensed water to the environment. In Water Policy Reform in Southern Alberta, B. Timothy Heinmiller looks at how and why these (and other) reforms were adopted after nearly a century of stasis on water policy. The study analyses over three decades of policy decisions, beginning with the Progressive Conservative victory in 1972 to the last major policy reform in 2007. Applying the Advocacy Coalition Framework, process tracing methodologies, and content analysis, the author isolates, identifies and reconstructs the actors and processes that shaped over thirty years of water policy in Alberta. Whether regarding his purpose in teaching the use of a geometric single point perspective system, or more broadly in rendering forms naturalistically, the emphasis leans toward the ideal of Renaissance art as highly rational. There remains the impression that the principle aim of the painter is to create objective, even illusionistic images. A close reading of Alberti’s text, however, including some adjustments in translation, points rather towards an emphasis on discerning the spiritual in the material. Alberti’s use of the tropes Minerva and Narcissus, for example, indicates the opposing characteristics of wisdom and sense certainty that function dialectically to foster the traditional importance of seeing with the eye of the intellect rather than merely with physical eyes. In this sense these figures also set the context for his, and, as the author explains, Brunelleschi’s earlier invention of this perspective system that posits not so much an objective seeing as an opposition of finite and infinite seeing, which, moreover, approximates Cusanus’s famous notion of a coincidence of opposites. Together with Alberti’s and Cusanus’s ideals of vision, extensive analysis of art works discloses a ubiquitous commitment to stimulating an intellectual perception of divine, essential, and unseen realities that enliven the visible material world.

Le Traite du ciel d'Albert de Saxe a exerce une enorme influence sur les conceptions cosmologiques de la fin du Moyen Age et de la Renaissance, notamment sur des penseurs tels que Nicolas de Cues, Nicolas Copernic, Leonard de Vinci et Galilee, qui, tout en les contestant sur certains points, s'en sont inspires. Le nombre de manuscrits et d'editions imprimees consacres a cet ouvrage, specialement en Allemagne, en Italie et dans l'Est de l'Europe, temoigne de cette grande renommee.>br/>Pourtant, ce n'est pas tellement la pensee d'Albert qui se reflete dans ces textes que celle de ses maitres, a savoir Buridan (surtout) et Oresme, dont l'influence est omnipresente. Il faudrait donc parler de l'enorme importance de ces deux grands maitres dans le discours de leur disciple et des repercussions que leurs hypotheses ont eues sur les siecles subsequents. C'est, en definitive, a cela que sert la presente edition critique des Quaestiones in De caelo d'Albert de Saxe: donner un texte definitif qui puisse permettre une evaluation de l'apport de chacun, sans craindre de balayer les idees recues.
