In spite of the historical conditions of poverty, illiteracy, and fear that have prevailed in Mississippi, blacks in the state have struggled to create a viable press that would record their world view. From Reconstruction to the present, the Black press has been a major institution in their effort to secure freedom and equality. This work, attempting a complete treatment of the journalism experience of blacks in a single state, documents all known examples of the Black press in Mississippi from 1865 to 1985, taken from newspapers, newsletters, magazines, and radio and television. Born during slavery - when blacks exchanged information through music, myth and religion - and growing out of necessity during the Civil War, the Black press in Mississippi had developed into a conservative, marginally relevant institution by the turn of the century. Thompson examines its period of vigorous growth in the 20s, its decline during the depression, and its precarious balance in the 1960s: if Black press publications and reporters appeared to be too conservative, the civil rights movement denounced them; if they appeared to be too radical, the police, Ku Klux Klan and White Citizens' Council abused them, sometimes with arson, bombings or beatings. All black journalists had reason to fear the state's Sovereignty Commission, which could and did curb and coerce the press. Though more black newspapers existed in the state in the 1960s than at any time since the 20s, the decade of struggle took its toll. With the death of Martin Luther King and the freedom movement's geographic shift to the North, the era gave way to disillusionment in the 1970s. The Black press in Mississippi continues to struggle, week by week, to stay afloat, Thompson says, while the White press - competing successfully for advertising dollars - maintains a generally conservative stance on the social, political and economic matters of greatest interest to blacks. He concludes that the challenge that confronted the Black press in the last century looms into the next.

Oxford University Press Forbidden Desire in Early Modern Europe: Male-Male Sexual Relations, 1400-1750
A landmark study of the history of male-male sex in early modern Europe, including the European colonies and the Ottoman world. Until quite recently, the history of male-male sexual relations was a taboo topic. But when historians eventually explored the archives of Florence, Venice and elsewhere, they brought to light an extraordinary world of early modern sexual activity, extending from city streets and gardens to taverns, monasteries and Mediterranean galleys. Typically, the sodomites (as they were called) were adult men seeking sex with teenage boys. This was something intriguingly different from modern homosexuality: the boys ceased to be desired when they became fully masculine. And the desire for them was seen as natural; no special sexual orientation was assumed. The rich evidence from Southern Europe in the Renaissance period was not matched in the Northern lands; historians struggled to apply this new knowledge to countries such as England or its North American colonies. And when good Northern evidence did appear, from after 1700, it presented a very different picture. So the theory was formed - and it has dominated most standard accounts until now - that the 'emergence of modern homosexuality' happened suddenly, but inexplicably, at the beginning of the eighteenth century. Noel Malcolm's masterly study solves this and many other problems, by doing something which no previous scholar has attempted: giving a truly pan-European account of the whole phenomenon of male-male sexual relations in the early modern period. It includes the Ottoman Empire, as well as the European colonies in the Americas and Asia; it describes the religious and legal norms, both Christian and Muslim; it discusses the literary representations in both Western Europe and the Ottoman world; and it presents a mass of individual human stories, from New England to North Africa, from Scandinavia to Peru. Original, critical, lucidly written and deeply researched, this work will change the way we think about the history of homosexuality in early modern Europe.

Nova Science Publishers Inc Health Insurance Exchanges, Premium Tax Credits and Changes to Health Plans
Since 2014, millions of individuals have purchased coverage through the health insurance exchanges established under Patient Protection and Affordable Care Act (PPACA). PPACA altered the individual health insurance market by setting federal standards for coverage and subsidizing exchange coverage for certain low-income individuals. In the first 5 years of exchanges, issuers have moved in and out of the market and increased premiums, but little is known about issuers' claims costs or the factors driving their business decisions. Chapter 1 examines (1) claims costs of issuers participating in exchanges, and (2) factors driving selected issuers' changes in exchange participation, premiums, and plan design. GAO reviewed data from nine issuers participating in five states, which were selected to represent a range in size, tax status, and exchange participation. During open enrollment, eligible returning consumers may re-enroll in their existing health insurance exchange plan or choose a different plan. Those who do not actively enroll in a plan may be automatically re-enrolled into a plan. Chapter 2 examines 1) the extent to which plans identified as benchmark plans remained the same plans from year to year, and how premiums for benchmark plans changed; 2) the proportion of exchange consumers who were automatically re-enrolled into the same or similar plans, and how these proportions compared to those for consumers who actively re-enrolled, and 3) the extent to which consumers' financial responsibility for premiums changed for those who were automatically re-enrolled compared to those who actively re-enrolled. Chapter 3 discussed the amendments to title XIX of the Social Security Act to ensure health insurance coverage continuity for former foster youth. Certain individuals without access to subsidized health insurance coverage may be eligible for premium tax credits, as established under the Patient Protection and Affordable Care Act (ACA; P.L. 111-148, as amended). The dollar amount of the premium credit varies from individual to individual, based on a formula specified in statute. Individuals who are eligible for the premium credit, however, generally are still required to contribute some amount toward the purchase of health insurance as described in chapter 4. During the summer of 2018, the Trump Administration issued final rules governing coverage offered through association health plans (AHPs) and short-term, limited-duration insurance. Chapter 5 describes how the Congressional Budget Office and the staff of the Joint Committee on Taxation (JCT) analyzed the new rules and determined how those rules would affect the agencies' projections of the number of people who obtain health insurance and the costs of federal subsidies for that coverage.

While the Mississippi River allowed Northern armies to access the region along a narrow corridor and capture key cities and towns along its banks, the dearth of rail lines nearly stymied William T. Sherman's advance to Atlanta. In other parts of the Deep South, the Union army relied on massive strategic raids to destroy resources and propel its military might into the heart of the Confederacy. As Hess's study shows, from the perspective of maintaining food supply and moving armies, there existed two main theaters of operation, north and south, that proved just as important as the three conventional eastern, western, and Trans-Mississippi theaters. Indeed, the conflict in the Upper South proved so different from that in the Deep South that the ability of Federal officials to negotiate the logistical complications associated with army mobility played a crucial role in determining the outcome of the war.

What are the perceived differences among African Americans, West Indians, and Afro Latin Americans? What are the hierarchies implicit in those perceptions, and when and how did these develop? For Ifeoma Kiddoe Nwankwo the turning point came in the wake of the Haitian Revolution of 1804. The uprising was significant because it not only brought into being the first Black republic in the Americas but also encouraged new visions of the interrelatedness of peoples of the African Diaspora. Black Cosmopolitanism looks to the aftermath of this historical moment to examine the disparities and similarities between the approaches to identity articulated by people of African descent in the United States, Cuba, and the British West Indies during the nineteenth century. In Black Cosmopolitanism, Nwankwo contends that whites' fears of the Haitian Revolution and its potentially contagious nature virtually forced people of African descent throughout the Americas who were in the public eye to articulate their stance toward the event. While some U.S. writers, like William Wells Brown, chose not to mention the existence of people of African heritage in other countries, others, like David Walker, embraced the Haitian Revolution and the message that it sent. Particularly in print, people of African descent had to decide where to position themselves and whether to emphasize their national or cosmopolitan, transnational identities. Nearly forty years ago, Sir Lewis Namier's studies showed that there were no organized national political parties in England during the middle of the eighteenth century, and historians have assumed that much the same statement could be made about het period from 1780's to the 1830's. Professor Ginter questions that assumption, and demonstrates that the origins of modern British electoral organization and political parties can be dated at about the end of the American War. The papers of William Adam at Blair Adam reveal that the tone and techniques of opposition politics began to undergo a fundamental change during the 1780's. In these years the Whig Opposition was unified under the leadership of the Duke of Portland and Chales James Fox, and it developed a surprisingly extensive political orientation. The party broke out of the restrictive parliamentary orientation that had heretofore characterize opposition politics and turned ot the country a large for support of its program and personnel. By 1790 British general elections were no longer contested exclusively by individuals and ad hoc committees, Adam, the party's political manager, in collaboration with the Duke of Portland, directed the general election campaign of 1790 from offices in Burlington House, and sent party agents and funds into those constituencies in which candidates had decided to stand a contest, but also expended funds in an effort to secure new seats for party members unable to find a likely constituency through their own efforts. The present volume, a selection from the family papers at Blair Adam, fully demonstrates the extent and quality fo the electoral organization of the Whig Opposition. In the American federal system, states actively compete for jobs, business investment, and factory locations. Labor costs have played an important role in such interstate competition since the days of the pre-Civil War plantation economy. In recent years, however, global economic trends have put added pressures on businesses and government to reduce labor costs. At least, that is what most politicians, the media, and the business community believe. "Globalization and the Politics of Pay" examines the economic, political, and social causes and consequences of declining wages in the United States. It challenges the conventional wisdom that globalization is to blame for the decline in workers' earnings. Susan B. Hansen presents a comprehensive analysis of the many factors affecting labor costs and concludes that many of them result from choices made by the states themselves through the laws and policies they enact. In addition, free-market ideologies and low voter turnout have had greater effects in keeping wages down than globalization. In fact, foreign trade and investment can actually result in higher pay in the state labor market. In this rigorous yet surprising study, Hansen develops new measures of state and federal labor costs to test competing theories of the consequences of reducing wages and benefits.
