The Environment in WORLD POLITICS explores the interaction of humanity with the physical environment from a systems perspective.The whole is taken to be made up of five sub-systems. The first two are international supply of and demand for goods and services with flows governed by market principles. Classically such a two-component self-stable system could be considered closed, in that two-way interaction with what lay outside was almost zero. However, the effects of economic activity on the physical environment can no longer be ignored and a third sub-system setting norms for acceptable discharges into the environment is plainly necessary. At the same time, the significance of economic activity representing exploitation of commons resources (and hence not obviously governable by market principles) has itself continued to increase. Commons sources are the fourth sub-system and the arrangements for monitoring resource-flows from such sources the fifth sub-system.The focus of the book is on sustainable development. This is taken to mean a stable relationship between the sub-systems, with the norms governing the flows between the sub-systems set and maintained at a desirable level. This approach is found naturally to accommodate the exploration of practical concerns including global warming, protection of the ozone layer, and the exploitation of nuclear power. Over the past decade, substantial resources have been spent on tackling avian influenza and building a global capacity for a pandemic response. The catastrophic costs of the 1918 influenza pandemic are well documented, and the swine flu pandemic of 2009-10 has raised the alarm yet again. Across the world, surveillance systems have been upgraded, stockpiles of antiviral drugs and influenza vaccines have been created, veterinary and public health systems have been improved and poultry production and marketing has been dramatically restructured. What are the lessons from this experience? And what does this suggest for the future? This book explores how virus genetics, ecology and epidemiology intersect with economic, political and policy processes in a variety of places - from Bangkok to Washington, to Jakarta, Cairo, Rome and London. It focuses on the interaction of the international and national responses - and in particular the experiences of Cambodia, Vietnam, Indonesia and Thailand. It asks how effective is the disease surveillance and response system - can it respond to a new pandemic threat? The comparative analysis reveals the challenges and limitations of a technocratic, centralised response, and the need to take seriously local contexts. Drawing from these experiences, the book concludes with a discussion of future prospects and challenges, examining in particular what a 'One World, One Health' approach - where approaches to animal, human and ecosystem health are integrated - would look like in practice. During the period between the two world wars, the Independent Labour Party was the main voice of radical socialism in Great Britain. Founded in 1893, the ILP had affiliated to the Labour Party in 1906, when that party formed, although relations between the two had often been marked by conflict. In the decade following World War I, as the Labour Party edged nearer to its 1929 electoral victory, the ILP found its own identity under siege. On one side stood those who wanted the ILP to subordinate itself to the increasingly cautious and conventional Labour Party. On the other side were those who felt that the ILP should throw its lot in with the newly formed Communist Party of Great Britain and affiliate with the Soviet Communist Party. In 1932, the ILP chose instead to disaffiliate from the Labour Party in order to pursue a “revolutionary policy”—a policy that ultimately led to much debate and disunity. At the time it broke with Labour, the ILP boasted a membership five times that of the CPGB, as well as a sizeable contingent of MPs. By the return of war in 1939, the party had all but dissolved.Despite its reversal of fortunes, during the 1930s—years that witnessed the ascendancy of both Stalin and Hitler—the ILP demonstrated an unswerving commitment to democratic socialist thinking. Drawing extensively on the ILP’s Labour Leader and other contemporary left-wing newspapers, as well as on ILP publications and internal party documents, Bullock examines the debates and ideological battles of the ILP during the tumultuous interwar period. He argues that the ILP made a lasting contribution to British politics in general, and to the modern Labour Party in particular, by preserving the values of democratic socialism during the interwar period.
