The World Sustainable Development Outlook series has been developed to provide an overview of sustainable development, to discuss why it is important and to provoke forward thinking on the development of a more coherent approach to solving global problems related to sustainability through science and technology. In doing so, a holistic approach is used to critically examine the interrelationship between the natural, governmental, economic and social dimensions of our world and how science and technology can contribute to solutions. This is a truly global source book, which is reflected in the varied national and cultural origins of the contributors, as well as the topics and case studies covered. Each year a different theme will be covered. The theme of World Sustainable Development Outlook 2007 is the different dimensions of knowledge and technology management in the new era of information revolution and how they relate to sustainable development. Rapid innovation in information and communication technologies (ICTs) is clearly reshaping the world we live in. Countries are increasingly judged by whether they are information-rich or information-poor. It is estimated that 30–40% of the world's economic growth and 40–50% of all new jobs will be IT-driven. Education and knowledge are the chief currencies of the modern age, and can also be a strategic resource and a lifeline for sustainable development. Yet, in Africa, millions of people have never made a telephone call. The technological gulf between developed and developing countries (DCs) is likely to widen further with the rapid expansion of the internet and the speedy transition to digitalisation in the West. The impacts on DCs may include an increase in the so-called brain drain and growing dependence on foreign aid of a different kind – knowledge aid. There are fears that knowledge imperialism is already with us. What is clear is that most of the technological innovations in ICTs are Western-designed and fail to address the needs of the most disadvantaged. The interest of industrialised countries in the use of ICTs in DCs has largely been more concerned with the profitability of their own business enterprises than with any broader goals concerning the development of the host countries. DCs face the challenge of either becoming an integral part of the knowledge-based global economy or the very real danger of finding themselves on the wrong side of the digital divide. Successful management in the new millennium requires developing new methods and approaches to meet the challenges and opportunities of this information revolution while at the same time fostering sustainable development. Adopting a holistic approach, this book aims to critically examine the interrelationship between these different issues in order to reach solutions and a consensus for a better future, taking into account a variety of international, institutional and intellectual perspectives. It uses case and country studies in technological innovation and experience so that lessons in effective management of ICTs can be learned from successful initiatives, ideas and innovations.

"Limestone" is the epic poem of Barbados (porous limestone island), and a major achievement in the development of an indigenous Caribbean poetics. Drawing on the Barbadian folk music of Tuk, Anthony Kellman invents his own form of Tuk verse to write the story of his island from the destruction of the Amerindians to the present day. In part one, the verse is based on the three-line tercet form of the early Tuk song. This section uses both invented characters and actual historical persons such as Bussa and Nanny Grigg, the leaders of the 1816 slave revolt, to explore the epic of loss, survival and reinvention in the lives of the African slaves. The verse form of part two is based on the vocal melodies of the contemporary Tuk song, rhymed couplets in tetrameters with occasional improvised or 'picong' breaks. This section is set in the post-emancipation period up to 1987 when Barbados had reached twenty-one years of independence. Through the voices of those who lead the struggle against colonialism - Samuel Jackman Prescod, Charles O'Neal, Clement Payne, Grantley Adams and Errol Barrow - Kellman explores in a series of dramatic monologues the inner anguish of these popular leaders over the slow pace of advance and the inevitable compromises with external power. And as the society becomes increasingly polarized in terms of class and wealth, and the queues of would-be emigrants at the American consulate lengthen, the island, always the central character of the epic, asks: when a White business class still dominates the economy, who has benefited from the people's struggles of the past? What has been the fate of the 'children' of Bussa and Nanny Grigg? The verse form in part three is based on the rhythmic patterns of the seminal instrument in Tuk music, the snare drum. This section is set at the end of the twentieth century and tells the stories of Livingston, a young musician, and Levinia, an Indian-African Barbadian schoolteacher who has migrated to Georgia, USA. Their stories explore the complex relationship of contemporary Barbadians to their homeland: deep attachment and an equal frustration over the absence of opportunities. Though Livingston and Levinia meet only in the most fleeting way, their lives intertwine in signifying that the island and its people still nurture within them the dreams of freedom and self-fulfilment. "Limestone" has a truly epic sweep. It narrates countless stories and creates many different voices to construct a vision of Barbados that encompasses suffering and achievement, heroic struggle and the setbacks of born of self-interest and timorous compromise. Like the great epics of Homer and Virgil it connects images of the past to contemporary dilemmas. Above all, "Limestone" is never other than a poem: a vast treasure house of images, sounds and rhythms that move, entertain and absorb the reader in its world.

In 1976 the British band Throbbing Gristle emerged from the radical arts collective COUM Transmissions through core members Genesis P-Orridge and Cosey Fanni Tutti, joined by Hipgnosis photographer Peter Christopherson and electronics specialist Chris Carter. Though having performed previously in more low-key arts environments, their major launch coincided with the COUM retrospective exhibition Prostitution at London’s ICA gallery, showcasing and contextualising an array of challenging objects from COUM’s various actions in performance art and pornography. In a deliberately curated strategy inviting press, civic and arts dignitaries, extravagant followers of the nascent punk scene and music journalists, the band created an instant controversy and media panic that tapped into the restrictive climate and encroaching conservatism of late 1970s Britain. Any opportunities that were being explored by a formative punk ethos and movement around sex, censorship and transgression were amplified and exposed by Throbbing Gristle and Prostitution. An outraged Member of Parliament Nicholas Fairbairn took the bait and called the ensemble the ‘wreckers of civilisation’, providing the suitable newspaper headline that would be followed a month later by ‘the filth and the fury’ as the Sex Pistols uttered strong profanities on live television. The switch from COUM to Throbbing Gristle encompassed a primary mode of expression in making music as opposed to art, to further coincide with the energy of the nascent punk scene. The band quickly developed a radically deviant and challenging reputation through pushing the punk format past its strictures in terms of lyrical themes, amateurism, and considerations of what constitutes music. Through a handful or record releases on their own label Industrial Records, and a sporadic string of live performances, the band nurtured a strong and devoted following including key journalists and fanzine editors of the punk and post-punk scenes such as Jon Savage and Sandy Robertson. The band’s style of exploring harsh pre-recorded sounds, samples of disconcerting narrative and conversation, and feeding all sounds through messy electronic processing devices gave rise to the title industrial music. This was further buttressed by performing a strictly timed set of one hour, and adopting a non-rockstar mode by appearing disinterested and preoccupied with electronic devices. Having given a name and impetus to the industrial music scene, many of their followers and fans formed bands in later years. Drawing on works such as Andy Bennett’s When the Lights Went Out, this book looks at late 1970s Britain, before, during and immediately after the Winter of Discontent, to situate the activism of Throbbing Gristle in this time. It explores how the band worked in and against the time, and how they worked in and against punk as punk worked in and against the time and place. Punk acts as a mediating factor and nuisance value, as Throbbing Gristle emerged with punk in late 1976, seemingly grappled with it through 1977, and then went on to create and eventually criticise a number of post-punk scenes that had flourished around 1979. Trowell narrates the story through a series of live performances, as this is a point where Throbbing Gristle interact with the various city-scenes around England during their original period of operation (1975-1981). The band reflected (and incorporated into their live music) key tropes form the time, both ‘mainstream’ and fringe (subcultural, avant-garde art, counter-culture, taboo subjects, extremes) such that Throbbing Gristle events had an impact and affect, and Trowell traces these as a series of impressions and reverberations amongst fans who went on to do their own music and projects.

It’s almost old news that recent generations of Americans have grown up in a culture more accepting of out lesbians and gay men, seen the proliferation of LGBTQ media representation, and witnessed the attainment of a range of legal rights for same-sex couples. But the changes wrought by a so-called “post-closeted culture” have not just affected the queer community—heterosexuals are also in the midst of a sea change in how their sexuality plays out in everyday life. In Straights, James Joseph Dean argues that heterosexuals can neither assume the invisibility of gays and lesbians, nor count on the assumption that their own heterosexuality will go unchallenged. The presumption that we are all heterosexual, or that there is such a thing as ‘compulsory heterosexuality,’ he claims, has vanished. Based on 60 in-depth interviews with a diverse group of straight men and women, Straights explores how straight Americans make sense of their sexual and gendered selves in this new landscape, particularly with an understanding of how race does and does not play a role in these conceptions. Dean provides a historical understanding of heterosexuality and how it was first established, then moves on to examine the changing nature of masculinity and femininity and, most importantly, the emergence of a new kind of heterosexuality—notably, for men, the metrosexual, and for women, the emergence of a more fluid sexuality. What does the sublime sound like? Harmonious, discordant, noisy, rustling, silent? Miranda Eva Stanyon rereads and resounds this crucial aesthetic category in English and German literatures of the long eighteenth century from a musical perspective and shows how sonorous sublimes lay at the heart of a central and transformative discourse. For Enlightenment and Romantic era listeners, the musical sublime represented a sonic encounter of the most extreme kind, one that tested what humans were capable of feeling, imagining, thinking, and therefore becoming. The sublime and music have not always sung from the same hymn sheet, Stanyon observes. She charts an antagonistic intimacy between the two, from the sublime's rise to prominence in the later seventeenth century, through the upheavals associated with Kant in the late eighteenth century, and their reverberations in the nineteenth. Offering readings of canonical texts by Longinus, Dryden, Burke, Klopstock, Herder, Coleridge, De Quincey, and others alongside lesser-known figures, she shows how the literary sublime was inextricable from musical culture, from folksongs and ballads to psalmody, polychoral sacred music, and opera. In the courtrooms of seventeenth-century Russia, the great majority of those accused of witchcraft were male, in sharp contrast to the profile of accused witches across Catholic and Protestant Europe in the same period. While European courts targeted and executed overwhelmingly female suspects, often on charges of compacting with the devil, the tsars’ courts vigorously pursued men and some women accused of practicing more down-to-earth magic, using poetic spells and home-grown potions. Instead of Satanism or heresy, the primary concern in witchcraft testimony in Russia involved efforts to use magic to subvert, mitigate, or avenge the harsh conditions of patriarchy, serfdom, and social hierarchy. Broadly comparative and richly illustrated with color plates, Desperate Magic places the trials of witches in the context of early modern Russian law, religion, and society. Piecing together evidence from trial records to illuminate some of the central puzzles of Muscovite history, Kivelson explores the interplay among the testimony of accusers, the leading questions of the interrogators, and the confessions of the accused. As government officials and political activists are becoming increasingly aware, international nonprofit agencies have an important political dimension: although not self-serving, these private voluntary organizations (PVOs) and nongovernmental organizations (NGOs) seek social changes of which many of their financial contributors are unaware. As PVOs and NGOs receive increasing subsidies from their home governments in the United States, Canada, and Europe, they are moving away from short-term relief commitments in developing countries and toward longer-term goals in health, education, training, and small-scale production. Showing that European and Canadian NGOs focus more on political change as part of new development efforts than do their U.S. counterparts, Brian Smith presents the first major comparative study of the political aspect of PVOs and NGOs. Smith emphasizes the paradoxes in the private-aid system, both in the societies that send aid and in those that receive it. Pointing out that international nonprofit agencies are in some instances openly critical of nation-state interests, he asks how these agencies can function in a foreign-aid network intended as a support for those same interests. Bridging the gap between the world of science and the realm of the spiritual, B. Alan Wallace introduces a natural theory of human consciousness that has its roots in contemporary physics and Buddhism. Wallace's "special theory of ontological relativity" suggests that mental phenomena are conditioned by the brain, but do not emerge from it. Rather, the entire natural world of mind and matter, subjects and objects, arises from a unitary dimension of reality that is more fundamental than these dualities, as proposed by Wolfgang Pauli and Carl Jung. To test his hypothesis, Wallace employs the Buddhist meditative practice of samatha, refining one's attention and metacognition, to create a kind of telescope to examine the space of the mind. Drawing on the work of the physicist John Wheeler, he then proposes a more general theory in which the participatory nature of reality is envisioned as a self-excited circuit. In comparing these ideas to the Buddhist theory known as the Middle Way philosophy, Wallace explores further aspects of his "general theory of ontological relativity," which can be investigated by means of vipasyana, or insight, meditation. Wallace then focuses on the theme of symmetry in reference to quantum cosmology and the "problem of frozen time," relating these issues to the theory and practices of the Great Perfection school of Tibetan Buddhism. He concludes with a discussion of the general theme of complementarity as it relates to science and religion. The theories of relativity and quantum mechanics were major achievements in the physical sciences, and the theory of evolution has had an equally deep impact on the life sciences. However, rigorous scientific methods do not yet exist to observe mental phenomena, and naturalism has its limits for shedding light on the workings of the mind.
