One of more poorly understood aspects of the history of the Ottoman Empire has been the flourishing of Sufi mysticism under its auspices. This study tracks the evolution of the Halveti order from its modest origins in medieval Azerbaijan to the emergence of its influential Sa'baniyye branch, whose range extended throughout the Empire at the height of its expansion. By carefully reconstructing the lives of formerly obscure figures in the history of the order, a complex picture emerges of the connections of Halveti groups with the Ottoman state and society. Even more importantly, since the Sa'baniyye branch of the order grew out of the towns and villages of the northern Anatolian mountains rather than the major urban centres, this work has the added benefit of bringing a unique perspective to how Ottoman subjects lived, worked, and worshiped outside the major urban centres of the Empire. Along the way, it sheds light on less-visible actors in society, such as women and artisans, and challenges widely-held generalizations about the activities and strategies of Ottoman mystics. Throughout the 1990s, humanitarian interventionism sat at a crossroads, where ideas about rights and duties within and beyond borders collided with an international reality of civil conflict where the most basic human rights were violated in the most brutal manner. This growing awareness of humanitarian crises has been enabled by a more globalized media which increasingly shapes public perceptions of distant crises, public opinion, and political decision-making. Clarke examines the extent to which the public discourse, and particular concepts, including those of an ethical and legal nature, influenced British newspaper coverage of the 1994 crisis in Rwanda, and, in turn, the extent to which that coverage influenced the British Parliament’s response to the crisis. After the unprecedented death and devastation of the First World War, few people imagined that such a conflict could ever happen again. Though the belief that it had been the war to end war' was to be shattered within a generation, in the immediate aftermath of the First World War it was expected that international disputes could be settled by arbitration through the creation of League of Nations. Consequently, the British Government concluded that there would not be another war in the foreseeable future and therefore the country's armed forces could be correspondingly scaled back. The rise of Nazism in Germany in the 1930s, however, prompted politicians and military leaders to contemplate the frightening prospect of another global conflict. The Chiefs of Staff of the three Services were instructed to bring Britain's armed forces up to a standard where they could resist a revitalized and powerful aggressor, and to put in place plans for the defence of the country. When that war became a reality, the Chiefs of Staff then had to devise schemes to prevent a German invasion and, as the war progressed, to counter the bombers of the Luftwaffe and the flying bombs and rockets that followed. Reproduced here in its entirety is an official account drawn up by Captain G.C. Wynne of the Historical Section, Cabinet Office in 1948. Arranged in four parts, corresponding to the four different threats which developed with the changing situations of the war, it details the various plans made for Home Defence between 1939 and 1945.
