Did the population problem ever disappear? What is bringing it back—and why now? In On Infertile Ground, Jade S. Sasser explores how a small network of international development actors, including private donors, NGO program managers, scientists, and youth advocates, is bringing population back to the center of public environmental debate. While these narratives never disappeared, Sasser argues, histories of human rights abuses, racism, and a conservative backlash against abortion in the 1980s drove them underground—until now. From August 7, 1942 until February 24, 1944, the US Navy fought the most difficult campaign in its history. Between the landing of the 1st Marine Division on Guadalcanal and the final withdrawal of the Imperial Japanese Navy from its main South Pacific base at Rabaul, the US Navy suffered such high personnel losses that for years it refused to publicly release total casualty figures. The Solomons campaign saw the US Navy at its lowest point, forced to make use of those ships that had survived the Japanese attack on Pearl Harbor and other units of the pre-war navy that had been hastily transferred to the Pacific. 140 days after the American victory at Midway, USS Enterprise was the only pre-war carrier left in the South Pacific and the US Navy would have been overwhelmed in the face of Japanese naval power had there been a third major fleet action. At the same time, another under-resourced campaign had broken out on the island of New Guinea. The Japanese attempt to reinforce their position there had led to the Battle of the Coral Sea in May and through to the end of the year, American and Australian armed forces were only just able to prevent a Japanese conquest of New Guinea. The end of 1942 saw the Japanese stopped in both the Solomons and New Guinea, but it would take another 18 hard-fought months before Japan was forced to retreat from the South Pacific. Under the Southern Cross draws on extensive first-hand accounts and new analysis to examine the Solomons and New Guinea campaigns which laid the groundwork for Allied victory in the Pacific War.

Linda Trinkaus Zagzebski here explains and defends the idea that the God of the monotheistic religions does not only know all objective facts, but he also perfectly grasps the conscious states of all conscious beings from their own point of view. She calls that property omnisubjectivity. God not only knows that you are in pain, for instance, but is present in your pain, grasping your pain the way you grasp it. The same point applies to every feeling, every belief, every thought, every desire you have. It also applies to the conscious states of animals. Zagzebski begins with an account of what subjectivity is and why it differs from anything in the objective world, then argues that omnisubjectivity is entailed by divine omniscience and omnipresence, divine love and justice, and practices of prayer. She offers three models of how omnisubjectivity is possible: the empathy model, the perceptual model, and panentheism. She answers objections that it is incompatible with other attributes such as timelessness, immutability, impassibility, divine goodness, divine holiness, and infinity. She extends the account of omnisubjectivity to the divine grasp of possible but non-actual subjective states, arguing that God grasps all possible subjective states of all possible conscious beings in his imagination. She then applies the conclusions of the book to the doctrines of the Trinity, the Incarnation, and the inspiration of the Holy Spirit. Many arguments in the book apply to all the monotheistic religions and some arguments apply to monotheistic Hinduism. The book concludes with the claim that subjectivity is primary in the universe. God is intrinsically subjectivity and intersubjectivity. Objectivity is being from the outside viewpoint, and it exists only relative to the created world.

From the early days of the republic, American leaders knew that an unpredictable time bomb-the question of slavery-lay at the heart of national politics. An implicit understanding between North and South helped to keep the issue at bay: northern states, where slavery had been set on course for extinction via gradual emancipation, tacitly agreed to respect the property rights of southern slaveholders; in return, southerners essentially promised to view slave holding as a practical evil and look for ways to get rid of it. By 1819-1820, however, westward expansion had brought the matter to a head. As Thomas Jefferson wrote at the time, a nation dealing with the politically implacable issue of slavery essentially held the "wolf" by the ears-and could neither let go nor hang on forever. In Wolf by the Ears, John R. Van Atta discusses how the sectional conflict that led to the Civil War surfaced in the divisive fight over Missouri statehood. The first organized Louisiana Purchase territory to lie completely west of the Mississippi River and northwest of the Ohio, Missouri carried special significance for both pro- and anti-slavery advocates. Northern congressmen leaped out of their seats to object to the proposed expansion of the slave "empire," while slave-state politicians voiced outrage at the northerners' blatant sectional attack. Although the Missouri confrontation ultimately appeared to end amicably with a famous compromise that the wily Kentuckian Henry Clay helped to cobble together, the passions it unleashed proved vicious, widespread, and long lasting. Van Atta deftly explains how the Missouri crisis revealed the power that slavery had already gained over American nation building. He explores the external social, cultural, and economic forces that gave the confrontation such urgency around the country, as well as the beliefs, assumptions, and fears that characterized both sides of the slavery argument. Die Darstellungen zu diesem Gebiet erschöpften sich zunächst in terminologischen Aussagen und in Spekulationen über die Anwendbarkeit der Kybernetik und Regelungstheorie auf wirtschafts- und sozialwissen­ schaftliche Problemstellungen. Um tiefer in dieses für die Zukunft bedeut­ same Gebiet einzudringen und um effiziente Forschungsarbeit leisten zu können, bedarf es neuer Impulse. Solche befruchtenden Anstöße gehen in jüngerer Zeit von der Allgemeinen Systemtheorie, der mathematischen Systemtheorie und der modernen Regelungstheorie aus. Die mathematische Systemtheorie und die Regelungstheorie dienten bislang hauptsächlich zur Lösung technischer Fragen. Gegenstand der vorliegenden Arbeit ist es zu prüfen, ob die in der Regelungstheorie gestellten Probleme, die verwendeten Axiome und die Lösungsansätze auf betriebswirtschaftliche Fragestellungen übertragen werden können. The Environment in WORLD POLITICS explores the interaction of humanity with the physical environment from a systems perspective.The whole is taken to be made up of five sub-systems. The first two are international supply of and demand for goods and services with flows governed by market principles. Classically such a two-component self-stable system could be considered closed, in that two-way interaction with what lay outside was almost zero. However, the effects of economic activity on the physical environment can no longer be ignored and a third sub-system setting norms for acceptable discharges into the environment is plainly necessary. At the same time, the significance of economic activity representing exploitation of commons resources (and hence not obviously governable by market principles) has itself continued to increase. Commons sources are the fourth sub-system and the arrangements for monitoring resource-flows from such sources the fifth sub-system.The focus of the book is on sustainable development. This is taken to mean a stable relationship between the sub-systems, with the norms governing the flows between the sub-systems set and maintained at a desirable level. This approach is found naturally to accommodate the exploration of practical concerns including global warming, protection of the ozone layer, and the exploitation of nuclear power. It also provides a stimulating setting for the examination of INTER ALIA, the precautionary principle, the contentious role of science in the setting of environmental norms, and the population question.This book will be essential reading for social science undergraduates and postgraduate students of international relations, politics and international environmental politics.

The biographer Winifred Gerin (1901-81), who wrote the lives of all four Bronte siblings, stumbled on her literary vocation on a visit to Haworth, after a difficult decade following the death of her first husband. On the same visit she met her second husband, a Bronte enthusiast twenty years her junior. Together they turned their backs on London to live within sight of the Parsonage, Gerin believing that full understanding of the Brontes required total immersion in their environment. Gerin's childhood and youth, like the Brontes', was characterised by a cultured home and intense imaginative life shared with her sister and two brothers, and by family tragedies (the loss of two siblings in early life). Strong cultural influences formed the children's imagination: polyglot parents, French history, the Crystal Palace, Old Vic productions. Winifred's years at Newnham College, Cambridge were enlivened by eccentric characters such as the legendary lecturer Quiller-Couch (Q'), Lytton Strachey's sister Pernel and Bloomsbury's favourite philosopher, G.E. Moore. Her happy life in Paris with her Belgian cellist husband, Eugene Gerin, was brought to an abrupt end by the Second World War, in which the couple had many adventures: fleeing occupied Belgium, saving Jews in Nice in Vichy France, escaping through Spain and Portugal to England, where they did secret war work for Political Intelligence near Bletchley. After Eugene's death in 1945 Winifred coped with bereavement through poetry and playwriting until discovering her true literary metier on the trip to Haworth. She also wrote about Elizabeth Gaskell, Anne Thackeray Ritchie and Fanny Burney. The book is based on her letters and on her unpublished memoir.

The reader is invited to follow a route that visits Fish's view of theory and practice,Raz's legal reasoning thesis, theoretical models of judicial review, Dworkin's right answer thesis, the law of the excluded middle and Lukasiewicz's development of three-valued logic, Wittgenstein's language games, and Moore's metaphysical realism. The destination is the practice at the heart of legal reasoning. It is suggested that this manifests the way in which the limitations of language and the incompleteness of human experience allow the opportunity for coherent development of the law and at the same time produce an inherent incoherence within the law. The central part of the book seeks to demonstrate how the problems of understanding legal reasoning replicate difficulties encountered in the philosophy of language, but challenges the attempts that have been made to harness approaches from within that discipline to illuminate legal reasoning. Instead it is argued that law provides an unrivalled test-bed for examining the limits of the capacity of our words, and that the study of law may be used to confront in a robust and illuminating manner the limitations of that discipline. The final chapter considers some of the implications of recognising the incoherence at the heart of legal reasoning, commenting on an institutional approach to law, the legitimacy of law, legal definitions, different approaches to legal reasoning, the role of appellate courts, the general possibility of providing a theoretical model of law, the use of legal rules, and the nature of law's critical aperture. Consciousness and Politics deals with some of the same texts discussed in two earlier books on Voegelin, Eric Voegelin and the Foundations of Modern Political Science (1999) and Beginning the Quest: Law and Politics in the Early Work of Eric Voegelin (2009). Given the appearance of so many useful discussions, especially by scholars who wrote the introductions to the several volumes of the Collected Works of Eric Voegelin that have appeared over the past decade or so, certain revisions in detail should come as no surprise. That is how science, even political science, improves. Consciousness and Politics begins with an analysis of the problem of the historicity of truth as it was formulated shortly before Voegelin abandoned his eight-volume History of Political Ideas. The analysis then follows a more or less chronological path, discussing the arguments developed in The New Science of Politics, Voegelin’s most famous book, the differentiation of consciousness and the problems of myth and nature as presented in the early volumes of Order and History. Starting in the 1960s, Voegelin began a lengthy argument in several volumes that resumed his concern with the philosophy of consciousness, which he had outlined in his early writings, and its connection to what we conventionally call philosophy of history. Voegelin’s late and often difficult essays, lectures, and the final volume of Order and History, many scholars have noticed, emphasize the meditative origins of his political science and, more broadly, of philosophy.
