In January 1995, fighting broke out between Ecuadorian and Peruvian military forces in a remote section of the Amazon. It took more than three years and the interplay of multiple actors and factors to achieve a definitive peace agreement, thus ending what had been the region's oldest unresolved border dispute. This conflict and its resolution provide insights about other unresolved and/or disputed land and sea boundaries which involve almost every country in the Western Hemisphere. Drawing on extensive field research at the time of the dispute and during its aftermath, including interviews with high-ranking diplomats and military officials, Power, Institutions, and Leadership in War and Peace is the first book-length study to relate this complex border dispute and its resolution to broader theories of conflict. The findings emphasize an emerging leadership approach in which individuals are not mere captives of power and institutions. In addition, the authors illuminate an overlap in national and international arenas in shaping effective articulation, perception, and selection of policy. In the “new” democratic Latin America that emerged in the late 1970s through the early 1990s, historical memory remains influential in shaping the context of disputes, in spite of presumed U.S. post–Cold War influence. This study offers important, broader perspectives on a hemisphere still rife with boundary disputes as a rising number of people and products (including arms) pass through these borderlands.

Archaeological evidence for settlement and land use in early medieval Scottish upland landscapes remains largely undiscovered. This study records only the second excavation of one important and distinctive house form, the Pitcarmicktype building, in the hills of north-east Perth and Kinross. Excavation of seven turf buildings at Lair in Glen Shee has confirmed the introduction of Pitcarmick buildings in the early 7th century AD. Clusters of these at Lair, and elsewhere in the hills, are interpreted as integrated, spatially organised farm complexes comprising byre-houses and outbuildings. Their form has more to do with contemporary traditions across the North Sea than with local styles. There is a close link between 7th-century climatic amelioration and their spread across the hills, and it is argued that this was a purposeful re-occupation of a neglected landscape. Pitcarmick buildings were constructed and lived in by precocious, knowledgeable, and prosperous farming communities. Pollen analysis has shown the upland economy to have been arable as well as pastoral, and comparable contemporary economic ‘recovery’ is suggested from similar analyses across Scotland. The farms at Lair were stable and productive until the 11th century when changes, poorly understood, saw their demise.

As religiously grounded moral arguments have become ever more influential factors in the national debate-particularly reinforced by recent presidential elections and the creation of the faith-based initiative office in the White House-journalists' ignorance about theological convictions has often worked to distort the public discourse on important policy issues. Pope John Paul II's pronouncements on stem-cell research, the constitutional controversies regarding faith-based initiatives, the emerging participation of Muslims in American life-issues like these require political journalists in print and broadcast media to cover religious contexts that many admit they are ill-equipped to understand. Put differently, these news events reflect subtle theological nuances and deep faith commitments that shape the activities of religious believers in the public square. Inasmuch as a faith tradition is an active or significant participant in the public arena, journalists will need to better understand the theological sources and religious convictions that motivate this political activity. The current national discourse has brought faith and its relationship to public policy to the forefront of our daily news. Since 1999, the Ethics and Public Policy Center, through the generosity of the Pew Charitable Trusts, has hosted six conferences for national journalists to help raise the level of their reporting by increasing their understanding of religion, religious communities, and the religious convictions that inform the political activity of devout believers. This book contains the presentations and conversations that grew out of those conferences.
