To what extent do international organizations, global policy networks, and transnational policy entrepreneurs influence domestic policy makers? Have we entered a new phase of globalization that, unbeknownst to most citizens, shapes policies that used to be the sole domain of domestic politics? Privatizing Pensions reveals how international institutions--such as the World Bank, USAID, and other transnational policy actors--have played a seminal role in the development, diffusion, and implementation of new pension reforms that are transforming the postwar social contract in more than thirty countries worldwide, including the United States. Mitchell Orenstein shows how transnational actors have driven change in a policy area once thought to be beyond reform in many countries, and how they have done so by deploying their unique resources and legitimacy to promote new ideas, recruit disciples worldwide, and provide a broad range of technical assistance to government reformers over the long term. He demonstrates that while domestic decision makers may retain veto power over these reforms--which replace traditional social security with individual pension savings accounts--transnational policy makers play the role of "proposal actors," shaping the information, preferences, and resources of their domestic clients. Privatizing Pensions argues that even the most quintessentially domestic areas of policy have been thoroughly globalized, and that these international influences must be better understood.

Russia's stealth invasion of Ukraine and its assault on the US elections in 2016 forced a reluctant West to grapple with the effects of hybrid war. While most citizens in the West are new to the problems of election hacking, state-sponsored disinformation campaigns, influence operations by foreign security services, and frozen conflicts, citizens of the frontline states between Russia and the European Union have been dealing with these issues for years. The Lands in Between: The New Politics of Russia's Hybrid War contends that these "lands in between" hold powerful lessons for Western countries. For Western politics is becoming increasingly similar to the lands in between, where hybrid warfare has polarized parties and voters into two camps: those who support a Western vision of liberal democracy and those who support a Russian vision of nationalist authoritarianism. Paradoxically, while politics increasingly boils down to a zero sum "civilizational choice" between Russia and the West, those who rise to the pinnacle of the political system in the lands in between are often non-ideological power brokers who have found a way to profit from both sides, taking rewards from both Russia and the West. Increasingly, the political pathologies of these small, vulnerable, and backwards states in Europe are our problems too. In this deepening conflict, we are all lands in between.

In 2007, Russia launched a hybrid war on the West to preserve its influence in the lands in between Russia and the European Union (EU), countries that had left the Soviet Union and gravitated towards an enlarged EU and NATO. Since Russia''s meddling in the US presidential election in 2016 and its full-scale invasion of Ukraine in 2022, this conflict has altered the politics of all countries involved. Just as the lands in between face a civilizational choice between a future in EU Europe or a revived Russian empire, Western countries must choose between dictatorship and democracy. Yet some politicians benefit from maneuvering between both sides in a conflict that seems to demand loyalty, but often rewards flexibility. This book shows that studying the polarized politics that have afflicted the lands in between for decades helps us to better understand the paradoxes of Western politics in an age of hybrid war.
