Whole World on Fire focuses on a technical riddle wrapped in an organizational mystery: How and why, for more than half a century, did the U.S. government fail to predict nuclear fire damage as it drew up plans to fight strategic nuclear war? U.S. bombing in World War II caused massive fire damage to Hiroshima and Nagasaki, but later war plans took account only of damage from blast; they completely ignored damage from atomic firestorms. Recently a small group of researchers has shown that for modern nuclear weapons the destructiveness and lethality of nuclear mass fire often—and predictably—greatly exceeds that of nuclear blast. This has major implications for defense policy: the U.S. government has underestimated the damage caused by nuclear weapons, Lynn Eden finds, and built far more warheads, and far more destructive warheads, than it needed for the Pentagon's war-planning purposes. How could this have happened? The answer lies in how organizations frame the problems they try to solve. In a narrative grounded in organization theory, science and technology studies, and primary historical sources (including declassified documents and interviews), Eden explains how the U.S. Air Force's doctrine of precision bombing led to the development of very good predictions of nuclear blast—a significant achievement—but for many years to no development of organizational knowledge about nuclear fire. Expert communities outside the military reinforced this disparity in organizational capability to predict blast damage but not fire damage. Yet some innovation occurred, and predictions of fire damage were nearly incorporated into nuclear war planning in the early 1990s. The author explains how such a dramatic change almost happened, and why it did not. From the beginning, the implications of quantum theory for our most general understanding of the world have been a matter of intense debate. Einstein argues that the theory had to be regarded as fundamentally incomplete. Its inability, for example, to predict the exact time of decay of a single radioactive atom had to be due to a failure of the theory and not due to a permanent inability on our part or a fundamental indeterminism in nature itself. In 1964, John Bell derived a theorem which showed that any deterministic theory which preserved "locality" (i.e., which rejected action at a distance) would have certain consequences for measurements performed at a distance from one another. An experimental check seems to show that these consequences are not, in fact, realized. The correlation between the sets of events is much stronger than any "local" deterministic theory could allow. What is more, this stronger correlation is precisely that which is predicted by quantum theory. The astonishing result is that local deterministic theories of the classical sort seem to be permanently excluded. Not only can the individual decay not be predicted, but no future theory can ever predict it. The contributors in this volume wrestle with this conclusion. Some welcome it; others leave open a return to at lease some kind of deterministic world, one which must however allow something like action-at-a distance. How much lit it? And how can one avoid violating relativity theory, which excludes action-at-a-distance? How can a clash between the two fundamental theories of modern physics, relativity and quantum theory, be avoided? What are the consequences for the traditional philosophic issue of causality explanation and objectivity? One thing is certain; we can never return to the comfortable Newtonian world where everything that happened was, in principle, predictable and where what happened at one measurement site could not affect another set of measurements being performed light-years away, at a distance that a light-signal could not bridge. Unique among Union army corps, the Ninth fought in both the Eastern and Western theaters of the Civil War. The corps’ veterans called their service a “geography class,” and others have called the Ninth “a wandering corps” because it covered more ground than any corps in the Union armies. With the same attention to detail that he gave to the First Corps in First for the Union, Darin Wipperman vividly reconstructs life—and death—in the Ninth Corps. The roots of the Ninth Corps lay in the early 1862 coastal expeditions in the Carolinas under Ambrose Burnside. After this successful campaign—a master class in Civil War amphibious warfare that turned Burnside into a star—Burnside’s units coalesced into a corps, part of which reinforced Pope’s Army of Virginia at Second Bull Run during the summer of 1862. The Ninth fought with the Army of the Potomac in the Maryland campaign in September 1862, first at the Battle of South Mountain and then, in its most famous action, at Antietam, where it suffered 25 percent casualties attempting to seize what became known as Burnside’s Bridge. Three months later, the corps was lightly engaged at the Battle of Fredericksburg, during which Burnside commanded the entire Army of the Potomac.After the disaster of Fredericksburg, the Ninth—again under Burnside—spent much of 1863 in the West with the Army of the Ohio, performing occupation duty in Kentucky and then in Grant’s campaign to take Vicksburg, Mississippi. It fought in Tennessee and helped take Knoxville before returning East, a shell of itself thanks largely to disease. Much has been written about the famous fighters and bombers of the Luftwaffe which proved so successful in the invasion of Poland, the Battle of France, the Battle of Britain and in the early operations in Eastern Europe. Little attention, however, has been focused on the Luftwaffe's transport aircraft which played a vital role in supplying German forces in every theatre. In early May 1940, the battle of Norway was nearing its climax, but General Eduard Dietl's 3rd J ger division was blocked by the Allies in the Narvik area. Only the Luftwaffe could provide effective assistance to the encircled troops. The special purpose groups KGr.zbV107 and KGr.zbV108 were ordered to supply the division by air. Transports delivered ammunition, food, and even boots for German sailors who found themselves on land. This was the first of a number of occasions in which the Luftwaffe's transport Gruppen, often equipped with the slow, but reliable Junkers 52, created an air bridge' to supply troops cut off or surrounded by the enemy. The transport Gruppen had previously been involved in supporting the advance of German forces during the Polish campaign, this being followed by the capture of Denmark, The Netherlands, Belgium, and Greece. During Operation Barbarossa, German troops were dispersed over the vast expanses of Russia. It was a country without roads where the normal supply by trucks and trains to the troops was difficult and sometimes impossible. Often, it was only the Luftwaffe's transport aircraft that kept the Germans fighting. But with Hitler's insistence that there should be no retreat despite the overwhelming strength of the Soviet forces, his Germans armies found themselves surrounded and the Luftwaffe had to create air bridges to supply the beleaguered troops. Nowhere was this more evident than the Battle of Stalingrad, Goring having convinced Hitler that the Luftwaffe was capable of keeping the Sixth Army supplied. As the war increasingly turned against the Third Reich, air bridges were vital in supporting and maintaining its garrisons in places such as Demyansk, Holm, Korsun, Budapest, Breslau, and many others. John Roebling was one of the nineteenth century's most brilliant engineers, ingenious inventors, successful manufacturers, and fascinating personalities. Raised in a German backwater amid the war-torn chaos of the Napoleonic Wars, he immigrated to the US in 1831, where he became wealthy and acclaimed, eventually receiving a carte-blanche contract to build one of the nineteenth century's most stupendous and daring works of engineering: a gigantic suspension bridge to span the East River between New York and Brooklyn. In between, he thought, wrote, and worked tirelessly. He dug canals and surveyed railroads; he planned communities and founded new industries. Horace Greeley called him "a model immigrant"; generations later, F. Scott Fitzgerald worked on a script for the movie version of his life. Like his finest creations, Roebling was held together by the delicate balance of countervailing forces. On the surface, his life was exemplary and his accomplishments legion. As an immigrant and employer, he was respected throughout the world. As an engineer, his works profoundly altered the physical landscape of America. He was a voracious reader, a fervent abolitionist, and an engaged social commentator. His understanding of the natural world however, bordered on the occult and his opinions about medicine are best described as medieval. For a man of science and great self-certainty, he was also remarkably quick to seize on a whole host of fads and foolish trends. Yet Roebling held these strands together. Throughout his life, he believed in the moral application of science and technology, that bridges-along with other great works of connection, the Atlantic Cable, the Transcontinental Railroad-could help bring people together, erase divisions, and heal wounds. Like Walt Whitman, Roebling was deeply committed to the creation of a more perfect union, forged from the raw materials of the continent. John Roebling was a complex, deeply divided yet undoubtedly influential figure, and this biography illuminates not only his works but also the world of nineteenth-century America. Since its foundation in the ninth century Prague has punched way above its weight to become a fulcrum of European culture. The city s most illustrious figures in the fields of music, literature and film are well known: Mozart staged the premiere of his opera Don Giovanni here; in the early twentieth century Franz Kafka was at the forefront of the city's intellectual life, while later writers such as Milan Kundera and film directors such as Milos Forman chronicled Prague's fortunes under communism. Yet the city has a cultural heritage that runs far deeper than Kafka museums and Mozart-by-candlelight concerts. It encompasses the avant-garde punk group Plastic People of the Universe, the 'new wave' film directors of the 1960s who made their striking movies in the city's famed Barrandov studios, and artists such as Alfons Mucha and Frantisek Kupka whose revolutionary canvases fomented Art Nouveau and abstract art at the dawn of the twentieth century. Beyond art galleries, concert halls and cinemas the history of Prague has been one of invasion and sometimes brutal oppression. The great German chancellor Otto von Bismarck once commented that 'whoever controls Prague, controls mid-Europe' and a succession of imperialist powers have taken this advice to heart, most recently Nazi Germany and the Soviet Union. Opposition has taken many forms, from the religious reformer Jan Hus in the fifteenth century to playwright and dissident Vaclav Havel, whose elevation to the Czechoslovak presidency in 1990 made him a symbol of the rebirth of democracy in Eastern Europe. In this book Andrew Beattie also reflects on the modern city, where bold new buildings such as Frank Gehry's 'Dancing House' rub shoulders with monuments from the Gothic and Baroque eras such as the Charles Bridge and St. Vitus' Cathedral. He considers the suburbs too, home to world-renowned football and ice hockey teams, gleaming shopping centres and grim communist-era apartment blocks that are often home to Vietnamese, Romany and Muslim minority groups who live in a city with a growing international outlook. Photographer Barbara Mensch’s rediscovered photo archives and interview tapes capture symbolic transformations of Lower Manhattan. Many of these images are published here for the first time. The photographs evoke the passage of time by dividing the images into three parts: the 1980s, the 1990s, and the new millennium (2000 and beyond). The photographer shares with the viewer: “I would shoot ruins of buildings, the demolition of famous waterfront saloons, ancient alleyways, and, in some cases, nineteenth-century buildings destroyed by mysterious fires. There were images of floods and other calamities/catastrophes in Lower Manhattan, culminating with 9/11. These photos captured what had been, what no longer exists. They served as my visual timeline. What did the passage of the many decades reveal to me? What dynamics were in my images of the same streets I repeatedly walked for years?” The author’s images from the Fulton Fish Market in the 1980s document the generations of immigrants and their children pursuing a gritty American Dream next to the Brooklyn Bridge. Photos from the 1990s present images of floods and fires that paralyzed the area, juxtaposed with continued bulldozing to clear the way for luxury housing. Politics reshaped Manhattan’s skyline by encouraging new commercial shopping, food, and restaurant destinations.
