They underline the challenges that confront Indian policymakers, the opportunities that are likely to emerge, and the manner in which they should frame foreign and security policies for India, to maximise the gains and minimise the losses. The key findings that emerge from this volume are: the geopolitical situation in the neighbourhood is likely to change significantly due to uncertainties in the global economy, chronic instability in the Af-Pak region, increasing salience of external factors in regional politics, continuing anti-India sentiments in some of the countries, demographic pressures, growth in illegal migration, and adverse consequences of climate change. However, there are also signs of greater desire for economic integration, strengthening of democratic institutions in some countries, and emphasis on regional cooperation. While India may face increasing security challenges due to instability in certain countries, there will be an opportunity for it to better integrate its economy with the region. The contributors to the volume argue that in order to deal with the uncertainties in an effective manner, India has to fine-tune its diplomatic apparatus to proactively deal with emerging realities in the neighbourhood; systematically pursue policies for inclusive and equitable economic growth at home; build networks of interdependence with all neighbouring countries; significantly improve the quality of the country's governance; take measures to deal with internal security situation effectively; build domestic consensus on key issues affecting India's neighbourhood policy; sustain economic growth; adopt cooperative security approaches to deal with regional issues; and at the same time develop appropriate and robust defence capabilities to meet complex security challenges it is going to face in future.

Murders and murderers fascinate us - and perhaps serial killers fascinate us most of all. In the twentieth century the term came to be used to describe murders committed by the same person, often with similar methods. But, as Jonathan Oates demonstrates in this selection of cases from London, this category of crime has existed for centuries, though it may have become more common in modern times. Using police and pathologists' reports, Home Office and prison files, trial transcripts and lurid accounts in contemporary newspapers, he reconstructs these cases in order to explain how they took place, who the killers were, what motivated them, and how for a while they got away with their crimes. Few African countries have attracted the international attention that Ghana has. In the late-nineteenth and early twentieth centuries, the then-colonial Gold Coast emerged as a key political and intellectual hub for British West Africa. Half a century later, when Ghana became the first sub-Saharan state to emerge from European colonial rule, it became a key site for a burgeoning, transnational, African anticolonial politics that drew activists, freedom fighters, and intellectuals from around the world. As the twentieth century came to a close, Ghana also became an international symbol of the putative successes of post-Cold-War African liberalization and democratization projects. Here Jeffrey Ahlman narrates this rich political history stretching from the beginnings of the very idea of the "Gold Coast" to the country's 1992 democratization, which paved the way for the Fourth Republic. This is the story of how the Smithsonian Institute became intertwined in a secret biological warfare project. During the 1960s, the Smithsonian Institution undertook a large-scale biological survey of a group of uninhabited tropical islands in the Pacific. It was one of the largest and most sweeping biological survey programs of all time, a six-year-long enterprise during which Smithsonian personnel banded 1.8 million birds, captured live specimens and took blood samples, and catalogued the avian, mammalian, reptile, and plant life of 48 Pacific islands. But there was a twist. The study had been initiated, funded, and was overseen by the U.S. Biological Laboratories at Fort Detrick, Maryland. The home of the American biological warfare program. In signing the contract to perform the survey, the Smithsonian became a literal subcontractor to a secret biological warfare project. And by participating in the survey, the Smithsonian scientists were paving the way for top-secret biological warfare tests in the Pacific. Critics charged the Smithsonian with having entered into a Faustian bargain that made the institution complicit in the sordid business of biological warfare, a form of combat which, if it were ever put into practice and used against human populations, could cause mass disease, suffering, and death. The Smithsonian had no proper role in any such activities, said the critics, and should never have undertaken the survey.
