Winner of the Shimada Prize for Outstanding Work of East Asian Art History By the end of the sixth century CE, both the royal courts and the educated elite in China were collecting works of art, particularly scrolls of calligraphy and paintings done by known artists. By the time of Emperor Huizong (1082-1135) of the Song dynasty (960-1279), both scholars and the imperial court were cataloguing their collections and also collecting ancient bronzes and rubbings of ancient inscriptions. The catalogues of Huizong's painting, calligraphy, and antiquities collections list over 9,000 items, and the tiny fraction of the listed items that survive today are all among the masterpieces of early Chinese art. Patricia Ebrey's study of Huizong's collections places them in both political and art historical context. The acts of adding to and cataloguing the imperial collections were political ones, among the strategies that the Song court used to demonstrate its patronage of the culture of the brush, and they need to be seen in the context of contemporary political divisions and controversies. At the same time, court intervention in the art market was both influenced by, and had an impact on, the production, circulation, and imagination of art outside the court. Accumulating Culture provides a rich context for interpreting the three book-length catalogues of Huizong's collection and specific objects that have survived. The U.S. Geological Survey (USGS) Environmental Health Mission Area (EHMA) is providing comprehensive science on sources, movement, and transformation of contaminants and pathogens in watershed and aquifer drinking-water supplies and in built water and wastewater infrastructure in the Greater Chicago Area. The focus of chapter 1 is on assessing point-of-use (tapwater) drinking-water exposure pathways for a broad range of potential environmental contaminants and exploring infrastructure-related factors that could alter or transform chemical constituents or microbial communities in drinking water (such as treatment plant technology, distribution system characteristics, private plumbing components, and point-of-use treatment) Pennsylvania has the second highest number of residential wells of any state in the Nation with approximately 2.4 million residents that depend on groundwater for their domestic water supply. The groundwater used for domestic water supply in Bradford County is obtained primarily from shallow bedrock and from unconsolidated (glacial) deposits that overlie the bedrock. As reported in chapter 2, data for 72 domestic wells were collected and analyzed for a wide range of constituents that could be evaluated in relation to drinking water health standards, geology, land use, and other environmental factors. The occurrence of arsenic and uranium in groundwater at concentrations that exceed drinking-water standards is a concern because of the potential adverse effects on human health. The Connecticut Department of Public Health reported that there are about 322,600 private wells in Connecticut. The State does not require that existing private wells be routinely tested for arsenic, uranium, or other contaminants. The U.S. Geological Survey (USGS) completed an assessment in 2016 on the distribution of concentrations of arsenic and uranium in groundwater from bedrock in Connecticut. Chapter 3 presents the major findings for arsenic and uranium concentrations from water samples collected from 2013 to 2015 from private wells. The circumstances and response to Flint's drinking water contamination involved implementation and oversight lapses at the EPA, the state of Michigan, the Michigan Department of Environmental Quality (MDEQ), and the city of Flint. Chapter 4 evaluates additional matters concerning the agency's management controls when responding to the Flint contamination incident. Federal agencies have identified several billion dollars in existing and future tribal drinking water and wastewater infrastructure needs. Chapter 5 examines the extent to which selected federal agencies identified tribes' drinking water and wastewater infrastructure needs and funded tribal water infrastructure projects, including tribes' most severe sanitation deficiencies.

During the most idealistic years of John F. Kennedy’s Alliance for Progress development program, Bolivia was the highest per capita recipient of U.S. foreign aid in Latin America. Nonetheless, Washington’s modernization programs in early 1960s Bolivia ended up on a collision course with important sectors of the country’s civil society, including radical workers, rebellious students, and a plethora of rightwing and leftwing political parties. In From Development to Dictatorship, Thomas C. Field Jr. reconstructs the untold story of USAID’s first years in Bolivia, including the country’s 1964 military coup d’état. Field draws heavily on local sources to demonstrate that Bolivia’s turn toward anticommunist, development-oriented dictatorship was the logical and practical culmination of the military-led modernization paradigm that provided the liberal underpinnings of Kennedy’s Alliance for Progress. In the process, the book explores several underappreciated aspects of Cold War liberal internationalism: the tendency of "development" to encourage authoritarian solutions to political unrest, the connection between modernization theories and the rise of Third World armed forces, and the intimacy between USAID and CIA covert operations. For two thousand years, Hebrew writers used their exile from the Holy Land as a license for invention. The question at the heart of Figuring Jerusalem is this: how did these writers bring their imagination “home” in the Zionist century? Sidra DeKoven Ezrahi finds that the same diasporic conventions that Hebrew writers practiced in exile were maintained throughout the first half of the twentieth century. And even after 1948, when the state of Israel was founded but East Jerusalem and its holy sites remained under Arab control, Jerusalem continued to figure in the Hebrew imagination as mediated space. It was only in the aftermath of the Six Day War that the temptations and dilemmas of proximity to the sacred would become acute in every area of Hebrew politics and culture.Figuring Jerusalem ranges from classical texts, biblical and medieval, to the post-1967 writings of S. In 1976 the British band Throbbing Gristle emerged from the radical arts collective COUM Transmissions through core members Genesis P-Orridge and Cosey Fanni Tutti, joined by Hipgnosis photographer Peter Christopherson and electronics specialist Chris Carter. Though having performed previously in more low-key arts environments, their major launch coincided with the COUM retrospective exhibition Prostitution at London’s ICA gallery, showcasing and contextualising an array of challenging objects from COUM’s various actions in performance art and pornography. In a deliberately curated strategy inviting press, civic and arts dignitaries, extravagant followers of the nascent punk scene and music journalists, the band created an instant controversy and media panic that tapped into the restrictive climate and encroaching conservatism of late 1970s Britain. Any opportunities that were being explored by a formative punk ethos and movement around sex, censorship and transgression were amplified and exposed by Throbbing Gristle and Prostitution. An outraged Member of Parliament Nicholas Fairbairn took the bait and called the ensemble the ‘wreckers of civilisation’, providing the suitable newspaper headline that would be followed a month later by ‘the filth and the fury’ as the Sex Pistols uttered strong profanities on live television. The switch from COUM to Throbbing Gristle encompassed a primary mode of expression in making music as opposed to art, to further coincide with the energy of the nascent punk scene. The band quickly developed a radically deviant and challenging reputation through pushing the punk format past its strictures in terms of lyrical themes, amateurism, and considerations of what constitutes music. Through a handful or record releases on their own label Industrial Records, and a sporadic string of live performances, the band nurtured a strong and devoted following including key journalists and fanzine editors of the punk and post-punk scenes such as Jon Savage and Sandy Robertson. The band’s style of exploring harsh pre-recorded sounds, samples of disconcerting narrative and conversation, and feeding all sounds through messy electronic processing devices gave rise to the title industrial music. This was further buttressed by performing a strictly timed set of one hour, and adopting a non-rockstar mode by appearing disinterested and preoccupied with electronic devices. Having given a name and impetus to the industrial music scene, many of their followers and fans formed bands in later years. Drawing on works such as Andy Bennett’s When the Lights Went Out, this book looks at late 1970s Britain, before, during and immediately after the Winter of Discontent, to situate the activism of Throbbing Gristle in this time. It explores how the band worked in and against the time, and how they worked in and against punk as punk worked in and against the time and place. Punk acts as a mediating factor and nuisance value, as Throbbing Gristle emerged with punk in late 1976, seemingly grappled with it through 1977, and then went on to create and eventually criticise a number of post-punk scenes that had flourished around 1979. Trowell narrates the story through a series of live performances, as this is a point where Throbbing Gristle interact with the various city-scenes around England during their original period of operation (1975-1981). The band reflected (and incorporated into their live music) key tropes form the time, both ‘mainstream’ and fringe (subcultural, avant-garde art, counter-culture, taboo subjects, extremes) such that Throbbing Gristle events had an impact and affect, and Trowell traces these as a series of impressions and reverberations amongst fans who went on to do their own music and projects.

Spanning the era of modern imperial history from the early sixteenth century to the present, it challenges both the rather insular focuses on specific experiences, and gives due attention to imperial formations outside the West including the Russian, Japanese, Mughal, Ottoman and Chinese. The companion is divided into three broad sections. Part I - Times - surveys the three main eras of modern imperialism. The first was that dominated by the settlement impulse, with migrants - many voluntarily and many more by force - making new lives in the colonies. This impulse gave way, most especially in the nineteenth century, to a period of busy and rapid expansion which was less likely to promote new settlement, and in which colonists more frequently saw their sojourn in colonial lands as temporary and related to the business mostly of governance and trade. Lastly, in the twentieth century in particular, empires began to fail and to fall. Part II - Spaces - studies the principal imperial formations of the modern world. Each chapter charts the experience of a specific empire while at the same time placing it within the complex patterns of wider imperial constellations.
