No matter how strongly the IMF and World Bank advise that a country's salvation lies in economic growth, experience in developing countries is that wealth does not trickle down. When growth comes from the developed sector of the economy, it benefits the rich and simply does not reach the poor majority. Conditions in South Africa show the same outcome. Fourteen years after the ANC came to power; the South African unemployment rate of 24 percent is more than twice that of the next country on the list compiled by the Economist. Poverty is so prevalent that welfare grants are a desperate remedy in this "budget surplus" economy. No One denies that inequality is rising. All of this flies in the face of the Freedom Charter's declaration that sharing would be the guiding principle for a democratic South Africa. This title is the result of a high level seminar convened to draw together the threads of a vigorous national debate on the role of the State in socio-economic development. Hosted by the Minister of Provincial and Local Government, it was attended by top leaders and officials of the State, Parastatal Development Organizations and Academic Institutions. Although the prominence of the "developmental state" idea at the ANC policy and national conferences of 2007 has been met with concern in business circles as a "victory of the left", the papers here make a case that rests fat more.

Many assume a causal relationship, which has motivated opposition to policies that promote freer trade. Elhanan Helpman shows, however, in this timely study that this assumption about the effects of globalization is more myth than fact.Globalization and Inequality guides us through two decades of research about the connections among international trade, offshoring, and changes in income, and shows that the overwhelming conclusion of contemporary research is that globalization is responsible for only a small rise in inequality. The chief causes remain difficult to pin down, though technological developments favoring highly skilled workers and changes in corporate and public policies are leading suspects. As Helpman makes clear, this does not mean that globalization creates no problems. Critics may be right to raise concerns about such matters as cultural autonomy, child labor, and domestic sovereignty. Are we deranged? The acclaimed Indian novelist Amitav Ghosh argues that future generations may well think so. How else to explain our imaginative failure in the face of global warming? In his first major book of nonfiction since In an Antique Land, Ghosh examines our inability--at the level of literature, history, and politics--to grasp the scale and violence of climate change. The extreme nature of today's climate events, Ghosh asserts, make them peculiarly resistant to contemporary modes of thinking and imagining. This is particularly true of serious literary fiction: hundred-year storms and freakish tornadoes simply feel too improbable for the novel; they are automatically consigned to other genres. In the writing of history, too, the climate crisis has sometimes led to gross simplifications; Ghosh shows that the history of the carbon economy is a tangled global story with many contradictory and counterintuitive elements. Ghosh ends by suggesting that politics, much like literature, has become a matter of personal moral reckoning rather than an arena of collective action. But to limit fiction and politics to individual moral adventure comes at a great cost. Few people can claim to have had minds as fertile and creative as the French philosopher Jean-Jacques Rousseau. One of the most influential political theorists of the modern age, he was also a composer and writer of opera, a novelist, and a memoirist whose Confessions ranks as one of the most striking works of autobiography ever written. Like many creative thinkers, Rousseau was someone whose restless mind could not help questioning accepted orthodoxies and looking at matters from novel and innovative angles. His 1762 treatise The Social Contract does exactly that. Examining the nature and sources of legitimate political power, it crafted a closely reasoned and passionately persuasive argument for democracy at a time when the most widely accepted form of government was absolute monarchy, legitimised by religious beliefs about the divine right of kings and queens to rule. In France, the book was banned by worried Catholic censors; in Rousseau’s native Geneva, it was both banned and burned. The end of WW2 and the early Cold War years saw the need for a more powerful tank than the Sherman and Pershing tanks. The first Patton tanks (M46) were converted Pershings which saw service in Korea. As the Cold War intensified, the M47 with a more effective 90mm gun and turret went into mass production (9000 built) and countered the Soviet build up.The M48 entered service in 1953 and the M47s were sold off to allies whose armies were being rebuilt.The original M48 had serious deficiencies. Nevertheless over 12000 of numerous variants (MY8A1/A2/A2C) came into service. These were followed by the M48A3 which the Marines took to Vietnam.In the late 1950s the Americans overcame their aversion to diesel power and the M60 with its British designed 105mm gun came into service. By 1982 over 15000 units had been built in four basic models.Simultaneously 200 of the M48A5 with the 105mm gun went into service with the Army Reserve and National Guard and friendly foreign armies.To complicate matters, countries such as Israel made their own modifications to M48s which remained in service until the late 1990s.As this fascinating book reveals Pattons were made into specialist role vehicles, be they anti-aircraft, flame throwers, recovery, combat engineer.

The qṣar corresponds to a type of human settlement widely distributed in the Sahara desert, including many examples located today in southern Morocco, southern Algeria, southern Tunisia, Libya, Mauritania and Mali. This architectural model is characterised by its use over a wide-ranging time span – probably since the early first millennium BC according to ancient structures recorded by the archaeologist Mattingly in the Libyan Fazzān. This volume, through the systematic analysis and comparison of some qṣūr of southeastern Algeria (Rīġ, Mzāb, Miya and al-Manī‘a), reveals common architectural features that can be used to identify a common type of qṣar in this region. The analysis of the construction material shows the primary use of limestone with a local mortar (timchent) and date palm trunks (phoenix dactylifera) for the structural elements (ceilings, doors, arcs, domes). Adobe bricks (ṭūb) are used in the housing and the defence systems punctuated by towers and pierced doors. Despite a discontinuity within the historical narrative, the establishment of populations in this area of the Sahara appears to be much earlier than the medieval period and the qṣar is certainly not a creation ex nihilo of the modern era. Because of their numerous modifications and extensions over several centuries, the qṣūr problematise the dating of such settlements. However, the comparison of its main components encourages the development of a typology to identify some common characteristics that would help position the qṣar among the urban planning of the dār al-islām.

How do reputations form in international politics? What influence do these reputations have on the conduct of international affairs? In Reputation for Resolve, Danielle L. Lupton takes a new approach to answering these enduring and hotly debated questions by shifting the focus away from the reputations of countries and instead examining the reputations of individual leaders. Lupton argues that new leaders establish personal reputations for resolve that are separate from the reputations of their predecessors and from the reputations of their states. Using innovative survey experiments and in-depth archival research, she finds that leaders acquire personal reputations for resolve based on their foreign policy statements and behavior. Reputation for Resolve shows that statements create expectations of how leaders will react to foreign policy crises in the future and that leaders who fail to meet expectations of resolute action face harsh reputational consequences. Reputation for Resolve challenges the view that reputations do not matter in international politics. In sharp contrast, Lupton shows that the reputations for resolve of individual leaders influence the strategies statesmen pursue during diplomatic interactions and crises, and she delineates specific steps policymakers can take to avoid developing reputations for irresolute action. Lupton demonstrates that reputations for resolve do exist and can influence the conduct of international security. Thus, Reputation for Resolve reframes our understanding of the influence of leaders and their rhetoric on crisis bargaining and the role reputations play in international politics.
