Loving, hating, pitying, or pining for mammy became a way for Americans to make sense of shifting economic, social, and racial realities. In this book, Vladimir Gel’man considers bad governance as a distinctive politico-economic order that is based on a set of formal and informal rules, norms, and practices quite different from those of good governance. Some countries are governed badly intentionally because the political leaders of these countries establish and maintain rules, norms, and practices that serve their own self-interests. Gel’man considers bad governance as a primarily agency-driven rather than structure-induced phenomenon. He addresses the issue of causes and mechanisms of bad governance in Russia and beyond from a different scholarly optics, which is based on a more general rationale of state-building, political regime dynamics, and policy-making. He argues that although these days, bad governance is almost universally perceived as an anomaly, at least in developed countries, in fact human history is largely a history of ineffective and corrupt governments, while the rule of law and decent state regulatory quality are relatively recent matters of modern history, when they emerged as side effects of state-building. Indeed, the picture is quite the opposite: bad governance is the norm, while good governance is an exception. The problem is that most rulers, especially if their time horizons are short and the external constraints on their behavior are not especially binding, tend to govern their domains in a predatory way because of the prevalence of short-term over long-term incentives. Contemporary Russia may be considered as a prime example of this phenomenon. Using an analysis of case studies of political and policy changes in Russia after the Soviet collapse, Gel’man discusses the logic of building and maintenance of politico-economic order of bad governance in Russia and paths of its possible transformation in a theoretical and comparative perspective.

This detailed study does not only include the translation equivalents in the Septuagint, the semantic meanings of the Hebrew and Greek words are also discussed and parallels in the LXX as well as in the Hebrew Bible are included. A systematic investigation of the translator's method must be carried out before one can use the manuscripts in a proper way. Accordingly, the extensive translation-technical emphasis and the discussion of text-critical matters make it possible to present a more accurate Old Greek text and this book may thus contribute to a new critical edition of the Greek Psalter. The book is also in some respects in itself a text-critical study, since all variants in Rahlfs' edition of the Septuagint Psalms, with the addition of Papyrus Bodmer XXIV (Rahlfs 2110), as well as Hebrew variants, are referred to and studied. This includes suggestions and evaluations of the Hebrew Vorlage behind the Septuagint text. It is also a commentary on the Hebrew and the Greek texts of Ps 42-43. Like other commentaries, it describes the position of the psalm, it presents the unity and form of the psalm, its structure and its relation to the close context. Emerson's journals of 1847-1848 deal primarily with his second visit to Europe, occasioned by a British lecture tour that began at Manchester and Liverpool in November of 1847, took him to Scotland in the following February, and concluded in London during June after he had spent a month as a sightseer in Paris. The journals of these years, along with associated notebooks and letters, recorded the materials for lectures that Emerson composed while abroad, for additional lectures on England and the English that he wrote shortly after his return to Concord, and ultimately, for English Traits, the book growing out of his travels that he was to publish in 1856.Travel abroad provided a needed change for Emerson in 1847 as it had done on previous occasions, though with his usual discounting of the values of mere change of place he was slow in deciding to make the trip. Discouragement with the prevailing political climate at the time of the Mexican War and the old uncertainty about his own proper role in the "Lilliput" of American society were much on his mind as the year began. In March he thought of withdrawing temporarily "from all domestic & accustomed relations"--preferably to enjoy "an absolute leisure with books," though he also recognized the want of some "stated task" to stimulate his flagging vitality; in July he finally agreed to accept a long-standing invitation to visit England as a lecturer. As matters turned out, a full schedule of lectures and travel, unexpectedly heavy social engagements along the way, and proliferating correspondence left Emerson little time for reading but did not prevent him from filling his journals with sharp observations on the passing scene.As Emerson moved about England his acknowledged admiration for the English rose every day, though he was careful to distinguish their less admirable qualities.The Englishman's "stuff or substance seems to be the best of the world," he told Margaret Fuller. "I forgive him all his pride. My respect is the more generous that I have no sympathy with him, only an admiration." He took a wry amusement from the new experience of being lionized by his hosts. In his journals are lively portraits of those who entertained him, such as Richard Monckton Milnes, his particular sponsor in the society of London and Paris, and sketches of literary notables including Rogers, Dc Quincey, Wilson, Tennyson, and Dickens. He renewed acquaintance with Wordsworth and recorded in detail the pronouncements of his old friend Carlyle. Settling in London in March and April of 1848, he divided his time between work at his desk, visits to nearby points of interest, and the mixed pleasures of a busy social life. In May he went to France just as an abortive uprising against the new provisional government was brewing. Four weeks in Paris served to correct his old "prejudice" against the French, who on closer acquaintance rose in his estimation just as the English had done. In June he returned to London to lecture, and in July, after visiting Stonehenge with Carlyle, he sailed home. As the journals reveal, he reached Concord refreshed and renewed by the change of scene, the new acquaintance, and the generous reception that the trip had brought him, and with an enlarged perspective that revealed to him once again the "proper glory" of his own country.

In the course of his career, Professor Richard M. Frank of the Catholic University of America produced a hugely significant corpus of works on the intellectual activity in Classical Islam known as Kalam, which he argued should be rendered as 'speculative theology'. He also wrote on the Qur'an, on the Arabic and Syriac philosophical tradition, and argued vigorously for a new reading of the famous religious scholar and theologian al-Ghazali (d. 1111) as a devotee of the cosmology of Ibn Sina (d. 1037). In this volume, fourteen scholars, many of them contemporaries of Professor Frank, engage with his legacy with important and seminal works which take some of his ideas as their points of departure. The book is divided into six sections: the Qur'an, Paths to al-Ash'ari, Al-Ash'ari and the Kalam, Christian Falsafa, Avicenna and Beyond, and Al-Ghazali on Causality. There are major articles on Qur'anic emendations and Arabia and Late Antiquity, on the Arabic Plotinian Tradition, on Syriac Philosophical Vocabulary, and an important reading of the Greek-Arabic translation movement in terms of the practical and exact sciences. There are seminal studies of atomism, with valuable translations of complex theological passages previously untranslated, of the Christian philosophy of Yahya ibn 'Adi, of a late Mu'tazili argument for the existence of God and a hitherto unedited section on optics by Ibn Mattawayh. These are complemented by important, close readings of Avicenna's epistemology and his Metaphysics together with a major, new survey of the Avicennan tradition in the madrasas of the Islamic East. The volume ends with two discussions of the perennial question of al-Ghazali's theory of causality. In addition, the volume contains an autobiographical piece by Professor Frank and a complete bibliography of his published works.
