Armed interventions in Libya, Haiti, Iraq, Vietnam, and Korea challenged the US president and Congress with a core question of constitutional interpretation: does the president, or Congress, have constitutional authority to take the country to war? War Powers argues that the Constitution doesn't offer a single legal answer to that question. But its structure and values indicate a vision of a well-functioning constitutional politics, one that enables the branches of government themselves to generate good answers to this question for the circumstances of their own times. Mariah Zeisberg shows that what matters is not that the branches enact the same constitutional settlement for all conditions, but instead how well they bring their distinctive governing capacities to bear on their interpretive work in context. Because the branches legitimately approach constitutional questions in different ways, interpretive conflicts between them can sometimes indicate a successful rather than deficient interpretive politics. Zeisberg argues for a set of distinctive constitutional standards for evaluating the branches and their relationship to one another, and she demonstrates how observers and officials can use those standards to evaluate the branches' constitutional politics. With cases ranging from the Mexican War and World War II to the Cold War, Cuban Missile Crisis, and Iran-Contra scandal, War Powers reinterprets central controversies of war powers scholarship and advances a new way of evaluating the constitutional behavior of officials outside of the judiciary.

Once an aimless, ambitionless teenager who barely graduated from college, Powell became an extraordinarily effective and staunchly loyal subordinate to many powerful superiors who, in turn, helped to advance his career. By the time Powell became chairman of the Joint Chiefs of Staff, he had developed into the consummate follower—motivated, competent, composed, honorable, and independent. The quality of Powell's followership faltered at times, however, while in Vietnam, during the Iran-Contra scandal, and after he became George W. Bush's secretary of state. Powell proved a fallible patriot, and in the course of a long and distinguished career he made some grave and consequential errors in judgment. While those blunders do not erase the significance of his commendable achievements amid decades of public service, we can learn much from his good and bad leadership.

After the Latin translation of Aristotelian works outside the logica vetus began in earnest in twelfth-century Spain, it remained to Scholastic philosophers to assimilate the new materials. Although many individuals commented on the logica nova and on some of Aristotle's books on natural philosophy, Albert the Great is one of only a very few Scholastics to comment on the entire collection of Aristotle's biological works.This text, the "Questions concerning Aristotle's On Animals" ["Quaestiones super de animalibus"], recovered only at the beginning of the twentieth century and never before translated in its entirety, represents Conrad of Austria's report on a series of disputed questions that Albert the Great addressed in Cologne ca. 1258. "The Questions", in nineteen books, mixes two distinct genres: the scholastic quaestio, with arguments pro et contra, a determination, and answers to the objections; and the straightforward question-and-response found, for example, in "The Prose Salernitan Questions".Here, even more clearly perhaps than in his slightly later and much larger paraphrastic commentary "On Animals" ["De animalibus"], Albert adduces his own views - often criticizing other medieval physicians and natural philosophers - on comparative anatomy, human physiology, sexuality, procreation, and embryology. This translation, based on the critical edition that appeared in the "Cologne" edition of Albert's work, helps to explain the title "patron saint of scientists" bestowed upon Albert by Pope Pius XII.This work should find its audience among medievalists and historians of science and culture. More so than the massive "On Animals", it should prove useful in the classroom as an encyclopedia or handbook of medieval life.

This volume contains the proceedings of the tenth meeting of the international 'Origeniana' conference which is convened every four years. The overall theme of the 'Origeniana Decima' is 'Origen as writer'. The volume is divided into eight parts which are preceded by two introductory papers that introduce the reader into some of the secrets of Origen's writing techniques. The first part consists of two essays that deal with two intellectual traditions that had a major influence on Origen, Neo-Platonism and the rabbinic exegetical tradition. Part Two deals with the scope and complexity of Origen's oeuvre and Part Three with aspects of hermeneutics. Part Four focuses on the Apologies, with special interest in the Contra Celsum, and Part Five on the commentaries and the homilies. The sixth part includes articles on various aspects of Origen's language. Part Seven deals with the philosophical sources as these are used in exegetical and other works. Part Eight, on the disciples and followers of Origen, is the longest one with nineteen essays. Overall, this is once more an excellent specimen of the famous Origeniana conferences which for now almost forty years bring together specialists from all over the world. This volume, like previous ones in the series, will contribute significantly to our knowledge of Origen's achievements and of his influence.

This is the story of English Country Dance, from its 18th century roots in the English cities and countryside, to its transatlantic leap to the U.S. in the 20th century, told by not only a renowned historian but also a folk dancer, who has both immersed himself in the rich history of the folk tradition and rehearsed its steps. In City Folk, Daniel J. Walkowitz argues that the history of country and folk dancing in America is deeply intermeshed with that of political liberalism and the ‘old left.’ He situates folk dancing within surprisingly diverse contexts, from progressive era reform, and playground and school movements, to the changes in consumer culture, and the project of a modernizing, cosmopolitan middle class society. Erasmus produced his five editions of the New Testament in Greek and Latin and his Paraphrases on the Gospels and Epistles almost contemporaneously with the tumultuous events that accompanied the beginnings of the Reformation in Europe. At the same time, his scholarship was a signal illustration of the Christian Humanism of northern Europe. His remarkable scholarship is translated and annotated in the Collected Works of Erasmus, volumes 42-60, published by the University of Toronto Press. This volume, CWE 41, seeks to set in perspective in a major introductory essay the full range of that scholarship. It traces the origin of Erasmus' work and its development over the course of the last two decades of his life, placing the work on the New Testament in the context of his life and the political and religious events of his age, revealing the endeavour as a process, and thus giving the reader illuminating points of reference for the many cryptic allusions in his annotations and paraphrases. Rebellion, insurgency, civil war-conflict within a society is customarily treated as a matter of domestic politics and analysts generally focus their attention on local causes. Yet fighting between governments and opposition groups is rarely confined to the domestic arena. "Internal" wars often spill across national boundaries, rebel organizations frequently find sanctuaries in neighboring countries, and insurgencies give rise to disputes between states. In Rebels without Borders, which will appeal to students of international and civil war and those developing policies to contain the regional diffusion of conflict, Idean Salehyan examines transnational rebel organizations in civil conflicts, utilizing cross-national datasets as well as in-depth case studies. He shows how external Contra bases in Honduras and Costa Rica facilitated the Nicaraguan civil war and how the Rwandan civil war spilled over into the Democratic Republic of the Congo, fostering a regional war. He also looks at other cross-border insurgencies, such as those of the Kurdish PKK and Taliban fighters in Pakistan. Salehyan reveals that external sanctuaries feature in the political history of more than half of the world's armed insurgencies since 1945, and are also important in fostering state-to-state conflicts. Rebels who are unable to challenge the state on its own turf look for mobilization opportunities abroad. Neighboring states that are too weak to prevent rebel access, states that wish to foster instability in their rivals, and large refugee diasporas provide important opportunities for insurgent groups to establish external bases. Such sanctuaries complicate intelligence gathering, counterinsurgency operations, and efforts at peacemaking. States that host rebels intrude into negotiations between governments and opposition movements and can block progress toward peace when they pursue their own agendas.

Modern readers have been amazed by his Lectures, a path-breaking book which sketches out a subjective theory of value and a marginal productivity theory of distribution - all this in 1834, only 11 years after the death of Ricardo. Richard Jones was the first institutionalist critic of Ricardo and a historically-minded economist years before the emergence of the British and German Schools. He launched himself into the task of reconstructing the whole of economics on historical and evolutionary grounds. However, not being able to carry this ambitious programme beyond the field of rent theory, and his great reluctance to make unsupported generalizations, caused his work to fall into oblivion. While those blunders do not erase the significance of his commendable achievements amid decades of public service, we can learn much from his good and bad leadership.

Superstitions are commonplace in the modern world. Mostly, however, they evoke innocuous images of people reading their horoscopes or avoiding black cats. Certain religious practices might also come to mind—praying to St. Christopher or lighting candles for the dead. Benign as they might seem today, such practices were not always perceived that way. In medieval Europe superstitions were considered serious offenses, violations of essential precepts of Christian doctrine or immutable natural laws. But how and why did this come to be? In Fearful Spirits, Reasoned Follies, Michael D. Bailey explores the thorny concept of superstition as it was understood and debated in the Middle Ages. Bailey begins by tracing Christian thinking about superstition from the patristic period through the early and high Middle Ages. He then turns to the later Middle Ages, a period that witnessed an outpouring of writings devoted to superstition—tracts and treatises with titles such as De superstitionibus and Contra vitia superstitionum. Most were written by theologians and other academics based in Europe’s universities and courts, men who were increasingly anxious about the proliferation of suspect beliefs and practices, from elite ritual magic to common healing charms, from astrological divination to the observance of signs and omens. As Bailey shows, however, authorities were far more sophisticated in their reasoning than one might suspect, using accusations of superstition in a calculated way to control the boundaries of legitimate religion and acceptable science. This in turn would lay the conceptual groundwork for future discussions of religion, science, and magic in the early modern world. Indeed, by revealing the extent to which early modern thinkers took up old questions about the operation of natural properties and forces using the vocabulary of science rather than of belief, Bailey exposes the powerful but in many ways false dichotomy between the "superstitious" Middle Ages and "rational" European modernity.

Since the publication of the second edition several United States jurisdictions have mandated consideration of inherently safer design for certain facilities. Notable examples are the inherently safer technology (IST) review requirement in the New Jersey Toxic Chemical Prevention Act (TCPA), and the Inherently Safer Systems Analysis (ISSA) required by the Contra Costa County (California) Industrial Safety Ordinance. More recently, similar requirements have been proposed at the U.S. Federal level in the pending EPA Risk Management Plan (RMP) revisions. Since the concept of inherently safer design applies globally, with its origins in the United Kingdom, the book will apply globally. The new edition builds on the same philosophy as the first two editions, but further clarifies the concept with recent research, practitioner observations, added examples and industry methods, and discussions of security and regulatory issues. Inherently Safer Chemical Processes presents a holistic approach to making the development, manufacture, and use of chemicals safer. The main goal of this book is to help guide the future state of chemical process evolution by illustrating and emphasizing the merits of integrating inherently safer design process-related research, development, and design into a comprehensive process that balances safety, capital, and environmental concerns throughout the life cycle of the process. In 1756, Jacob Frank, an Ottoman Jew who had returned to the Poland of his birth, was discovered leading a group of fellow travelers in a suspect religious service. At the request of the local rabbis, Polish authorities arrested the participants. Jewish authorities contacted the bishop in whose diocese the service had taken place and argued that since the rites of Frank's followers involved the practice of magic and immoral conduct, both Jews and Christians should condemn them and burn them at the stake. The scheme backfired, as the Frankists took the opportunity to ally themselves with the Church, presenting themselves as Contra-Talmudists who believed in a triune God. As a Turkish subject, Frank was released and temporarily expelled to the Ottoman territories, but the others were found guilty of breaking numerous halakhic prohibitions and were subject to a Jewish ban of excommunication. While they professed their adherence to everything that was commanded by God in the Old Testament, they asserted as well that the Rabbis of old had introduced innumerable lies and misconstructions in their interpretations of that holy book. Who were Jacob Frank and his followers? To most Christians, they seemed to be members of a Jewish sect; to Jewish reformers, they formed a group making a valiant if misguided attempt to bring an end to the power of the rabbis; and to more traditional Jews, they were heretics to be suppressed by the rabbinate. What is undeniable is that by the late eighteenth century, the Frankists numbered in the tens of thousands and had a significant political and ideological influence on non-Jewish communities throughout eastern and central Europe. Superstitions are commonplace in the modern world. Mostly, however, they evoke innocuous images of people reading their horoscopes or avoiding black cats. Certain religious practices might also come to mind—praying to St. Christopher or lighting candles for the dead. Benign as they might seem today, such practices were not always perceived that way. In medieval Europe superstitions were considered serious offenses, violations of essential precepts of Christian doctrine or immutable natural laws. But how and why did this come to be? In Fearful Spirits, Reasoned Follies, Michael D. Bailey explores the thorny concept of superstition as it was understood and debated in the Middle Ages. Bailey begins by tracing Christian thinking about superstition from the patristic period through the early and high Middle Ages. He then turns to the later Middle Ages, a period that witnessed an outpouring of writings devoted to superstition—tracts and treatises with titles such as De superstitionibus and Contra vitia superstitionum. Most were written by theologians and other academics based in Europe’s universities and courts, men who were increasingly anxious about the proliferation of suspect beliefs and practices, from elite ritual magic to common healing charms, from astrological divination to the observance of signs and omens. As Bailey shows, however, authorities were far more sophisticated in their reasoning than one might suspect, using accusations of superstition in a calculated way to control the boundaries of legitimate religion and acceptable science. This in turn would lay the conceptual groundwork for future discussions of religion, science, and magic in the early modern world. Indeed, by revealing the extent to which early modern thinkers took up old questions about the operation of natural properties and forces using the vocabulary of science rather than of belief, Bailey exposes the powerful but in many ways false dichotomy between the "superstitious" Middle Ages and "rational" European modernity.

The Veloce company is well regarded for producing some of the best single-cylinder motorcycles in race form and for private use. It is not so well-known that Veloce Ltd also produced some twin-cylinder machines: the Roarer, for racing, and the Model O for production. These bikes had many engineering features in common, such as twin contra-rotating crank shafts, inline cranks, shaft drive, and swing arm rear suspension. The supercharged Roarer was never raced because of the advent of war; this also put paid to the development of the Model O, which would have been the first so-called "Superbike." After the war, the Goodman family, owners of Veloce Ltd, focused on the production of a "Motorcycle for Everyman" - an idea that had featured in their production bikes since the formation of the company. They drew on the ideas embodied in the Roarer and the Model O to produce the twin cylinder LE range of motorcycles. These, however, were not well received by the motorcycling public, and many blame the production of the LE for the eventual demise of the company. The purpose of the book is to present, from an engineering perspective, an analysis of the Roarer and the Model O, comparing and contrasting the methods adopted by their designers to meet the different design specifications of these bikes, and to illustrate how the ideas developed in this exercise appeared in the LE range of motorcycles. The authors, Brian Agnew and Ivan Rhodes, met in the 1960s when Brian worked at Rolls-Royce Derby. They spent their weekends tinkering with motorcycles, and both have an intimate knowledge of the Velocette twins both from their time spent together and from their personal projects.
