Individuals, however, often misread situations, and many disagreements can be explained by people appealing, knowingly and unknowingly, to different principles. Featuring more than one hundred and fifty photographs and images, Movements of Air reprints the breathtaking pictures of Étienne-Jules Marey—images captured between 1899 and 1901 during his scientific experiments with moving air and smoke—and complements them with essays by Georges Didi-Huberman and Laurent Mannoni. Mannoni begins by reflecting on Marey’s experimental approach. As the founder of the “graphic method,” Marey was also the developer of an aerodynamic wind tunnel. His experiments’ photographs of fluid motion introduced a whole world of movements and turbulences, and fluids, and influenced generations of scientists and artists alike. Didi-Huberman expands on the philosophical debates surrounding these aesthetically and technically instructive images. Even though Marey’s main interest was graphic information, Didi-Huberman shows us how the flow of all things drew this ingenious experimenter to a photographic practice that creates drags, streaks, expansions, and visual dances. Marey’s wind tunnel photographs were also themselves causes of turbulence in the history of images. The artists Dombois and Oeschger explore these “graphical” vortices of the last 120 years, providing at the end of the book a collage from historical and contemporary material interlaced with their own image-making in Dombois’s wind tunnel at the Zurich University of the Arts.

Over the last two decades, there has been an increase in the number of natural hazards which have culminated in catastrophic consequences, severely impacting on people and livelihoods. In response to this escalation, the Swiss Natural Hazards Competence Centre (CENAT) organized a workshop entitled "RISK21" at the Centro Stefano Franscini, Monte Verità, Ascona, Switzerland from 28 November to 3 December, 2004. More than 50 risk experts from nine countries participated, drawn from research institutions, private industry, governmental agencies and non-governmental organizations. The workshop focused on different aspects of risk management, highlighted current drawbacks, and discussed possible ways of reducing disaster risk. A general principle, discovered by Robert Langlands and named by him the "functoriality principle," predicts relations between automorphic forms on arithmetic subgroups of different reductive groups. Langlands functoriality relates the eigenvalues of Hecke operators acting on the automorphic forms on two groups (or the local factors of the "automorphic representations" generated by them). In the few instances where such relations have been probed, they have led to deep arithmetic consequences. This book studies one of the simplest general problems in the theory, that of relating automorphic forms on arithmetic subgroups of GL(n,E) and GL(n,F) when E/F is a cyclic extension of number fields. (This is known as the base change problem for GL(n).) The problem is attacked and solved by means of the trace formula. The book relies on deep and technical results obtained by several authors during the last twenty years. It could not serve as an introduction to them, but, by giving complete references to the published literature, the authors have made the work useful to a reader who does not know all the aspects of the theory of automorphic forms.

There seems to be no end to the growing number of victims of civil war, terrorism, guerrilla warfare and military repression on the Indian subcontinent, despite the absence of interstate wars over the past ten years. These conflicts often involve armed paramilitary militias or insurgents of one sort or other, and it is their ideology, sociology and strategies that the contributors to this book investigate. Whether based on ideological motives - such as the Maoists and Naxalites in Nepal and India - or invested with a fundamentalist religious mission - the Hindu nationalist Bajrang Dal in India, the Sunni SSP in Pakistan, or Islamist militias in Bangladesh-all these movements use violence to exercise social control, challenge the authority of the state and impose their own particular worldview.Although they seek also to undermine the state, depriving it of the monopoly on legitimate violence that it supposedly holds, governments are equally adept at exploiting them to make them serve their own ends. For the authorities, these movements can be useful tools for their pursuit of both moral and social order. However delegating power to such groups for short term political gains can be an extremely risky enterprise, as demonstrated by Indira Gadhi's patronage of the Sikh militant group that later assassinated her. In Critique of Black Reason eminent critic Achille Mbembe offers a capacious genealogy of the category of Blackness—from the Atlantic slave trade to the present—to critically reevaluate history, racism, and the future of humanity. Mbembe teases out the intellectual consequences of the reality that Europe is no longer the world's center of gravity while mapping the relations among colonialism, slavery, and contemporary financial and extractive capital. Tracing the conjunction of Blackness with the biological fiction of race, he theorizes Black reason as the collection of discourses and practices that equated Blackness with the nonhuman in order to uphold forms of oppression. Mbembe powerfully argues that this equation of Blackness with the nonhuman will serve as the template for all new forms of exclusion.
