Due to the current shortage of medical doctors in Germany, hospital administrations increasingly recruit physicians from abroad to meet their demand. Relaxed migration policies and access regulations to the medical profession enable the formal recognition of these physicians’ qualifications. However, the question remains whether these measures suffice to ensure a smooth transfer of professional knowledge and skills. Research on the migration of highly skilled migrants has thus far predominantly focused on macro-structural aspects, whereas their actual integration at the workplace remains largely unexplored. The author investigates such micro processes of integration into the work environment in the case of Central and Eastern European migrant physicians in German hospitals, and attempts to understand the relationship between formal and informal aspects of integration and recognition.

This book offers insights and perspectives from a study of “Cultural Encounters in Intervention Against Violence” (CEINAV) in four EU-countries. Seeking a deeper understanding of the underpinnings of intervention practices in Germany, Portugal, Slovenia and the United Kingdom, the team explored variations in institutional structures and traditions of law, policing, and social welfare. Theories of structural inequality and ethics are discussed and translated into practice. Using a shared qualitative methodology, space was created to listen to professionals discussing the challenges of intervention and as well to hear voices of women who had escaped domestic violence or trafficking for sexual exploitation and of young people who had been taken into care due to abuse or neglect. Voices of professionals as well as of women and young people who have experienced intervention illuminate how and why practices may differ. The authors examine how existing theories can illuminate complex inequalities or encompass the experiences of minorities against the background of European colonial history, and what streams of ethical theory apply to the dilemmas and challenges of intervention practice. Analytical descriptions of the legal-institutional frameworks for each of the three forms of violence set the stage for comparison. Drawing on a rich store of empirical data, five chapters discuss key issues facing policy-makers and practitioners seeking effective strategies of intervention that can diminish violence while strengthening the agency of women and children. Unique among comparative studies, CEINAV integrated creative art workshops into the research and involved both professionals and survivors of violence in the process. “Reflections” include a discussion of different intervention cultures in Europe, alongside working with different voices and making cultural encounters visible through art. Overall the authors argue that overcoming violence cannot be achieved by standardising procedure but require an ethical foundation, for which they offer a proposal.

Given the fact that two-thirds of all intrastate wars since 1945 have included foreign interventions, what drives sovereign states to support non-state conflict parties? In order to understand causes and calculations of this particular type of third party intervention, this book connects some of the most important contemporary debates in international relations, ranging from security cooperation between states and non-state actors to the effects of intervention on both local conflict dynamics and interstate relations. Presenting a new theoretical framework and a multidimensional concept of support (endorsement, hosting, as well as financial and military assistance), this book establishes a systematic path between international as well as domestic incentives and specific types of sponsorship policies. In a subsequent comparative analysis, the author examines conditions and dynamics of Syria’s cooperation with Fatah, the Kurdistan Workers’ Party, and Hizballah from 1964 to 2006.

The volume relates the Capabilities Approach to research and practice in education, welfare economics and social policy. Thus, it challenges traditional objectives and approaches in these fields. The authors suggest a capabilities perspective that calls into question the metric of success of these disciplines and in the fields of politics. It moves the attention away from economic growth and human capital towards autonomy and “agency freedom” of (young) individuals. Especially with respect to the young this implies a substantial shift of perspectives. Young persons have been particularly highlighted in the political debate: on the one hand side they are one of the groups with the highest risk to face situations of poverty, on the other hand side young persons are the main focus group of educational strategies in the form of investments in human capital which dominate the discourse. In this context, the capability perspective implies a provoking shift of paradigms because it takes place against the background of capitalist societies redefining their notion of “the public” and diminishing the collective responsibility for the vulnerable. The volume discusses whether and in how far the capabilities perspective makes a difference and provides additional value in terms of promoting democracy and justice on a social level as well as well-being on the level of individual (particularly young) individuals.

Essays in honour of Margaret Bent. The chapters of this book probe the varied functions of citation and allusion in medieval and renaissance musical culture. At its most fundamental level musical culture relied on shared models for musical practice, used by singers and composers as they learned their craft. Several contributors to this volume investigate general models, which often drew on earlier musical works, internalized in the process of composers' own training as singers. In written theoretical musical pedagogy, conversely, citation of authority is deliberate and intentional. The adaptation of accepted wisdom in theoretical treatises was the means by which newer authors stamped their own authority. Further kinds of citation occur in specific musical texts, either within the words set to music or in the music itself. The diverse functions of citation and allusion for the creator, reader, scribe, performer and listener are here given due consideration. Refugees face transitions in their lives: on an individual, a social and a cultural level. This book covers various aspects of these transitions and their intersections with educational experiences. In the wake of the 2008 financial crisis Germany became Europe’s most influential nation state. This book aims to provide a comparative assessment of how this is reflected in the country’s bilateral security relationships with key global and regional partners. Prepared by an international team of scholars, it will offer unique, in-depth perspectives on the ways these evolving interactions affect the prospects for addressing recent and emerging security challenges. The fact of Germany’s (re-)emergence as Europe’s leading state is now undisputed, even if the implications are not. The post-2008 financial crisis, heightened conflict along Europe’s eastern and southern fringes since 2014, and the populist political wave across the West have all driven stronger German engagement in international affairs. While German policy seeks to exercise “leadership from the middle” via multilateral frameworks such as the United Nations, NATO, and the European Union, this entails major adjustments in interactions with other states. Indeed, the future of the security order built on these institutions now hinges on the quality of Germany’s key bilateral ties. With such stakes in mind, this volume offers a comparative assessment of the background, status, and prospects of a selection of the most significant cases. These investigations cover Germany's relationships with the US, Russia, UK, France and China as well as with Poland and the Balkans. The volume concludes that, though active German leadership is more necessary than ever, it remains insufficient for European or broader international security. Ein besonderer Schauplatz dieser wachsenden Auseinandersetzung ist die Region Südostasien, in der sowohl die USA, im Verbund mit einigen Anrainerstaaten, als auch die Volksrepublik China miteinander in einem harten Wettbewerb um die regionale Vorherrschaft stehen. Anti-discrimination policies of the EU contribute to an institutionalization of Gender and Diversity Studies and interact with legal, political, societal and economic factors which shape the academic and practical fields. Pressure towards the deregulation of economy, the reduction of welfare state institutions, increased requirements of mobility for individuals and, at the same time, stronger regulations of migration have an impact on research and theory development in the field of Gender and Diversity Studies. While certain rights and anti-discrimination policies are being strengthened within the EU, and while inner borders between member states dissolve and – recently at the same time partially also increase – external borders of Europe are simultaneously being enforced. The large flows of refugee migration towards and into Europe has put these questions on top of the agenda. Taking these processes as well as social and political changes in different European and border regions into account, the state of the art as well as future perspectives of Gender and Diversity Studies are debated from multiple European and border perspectives. What concepts of `gender’ and `diversity’ emerge in the different regions and fields of studies? There are two tendencies in present public discussions.Social problems have their causes in the individual, and are thus not a problem of socio-economic inequality. Consequently, we find an increasing policy in Europe of selfactivation and self-help as substitutes of social work. On the other hand, new types of social vulnerability and challenges for social work and social policy are detected which are discussed in the book in their European dimensions. Beginning in the last century in Europe, processes of social exclusion are discussed as common phenomena of the crisis in social welfare systems. They have their origins in the radical changes in paid employment, the weakening of family ties, and the increasing incapability of the welfare state to promote social inclusion. New types of ,social vulnerabilities’ are emerging - containing chances as well as risks. They are discussed in two ways. On the one hand the implementation of indicator-based management systems of social services is attempted, which implies a range of chances and risks in ethical and professional self-image. On the other hand there are self-help movements, social networks and other social types of resilience – which are often a complement or support to Social Work. Yet there is a policy to substitute Social Work by a strategy of self-activation. Both developments are signs of the present and indicators of the future of Social Work. They show the necessity of clarifying the social and political scopes and prospects of Social Work in societies at the crossroads of enhancing civility, human development and social security or overburden the vulnerable, who face new dimensions of psychological, ecological and economic distress. This book is an attempt to bring together several European discussions concerning Social Work and social politics.

The Capability Approach founded by Armatya Sen and Martha Nussbaum offers a justicebased analytical framework for human development. The contributions to the present volume show how the Capability Approach can be applied productively in empirical analyses of the life situations of young people and the educationalinstitutions they attend in different parts of the world including Serbia, Kosovo, Kenya, India, Greece, and Germany. Moreover, the volume helps to extend the Capability Approach by relating it to different theoretical and methodological approaches such as the capability concept of Paul Ricoeur, critical materialism, critical discourse analysis, and biographical research.
