Institute of Economic Affairs The Future of the Commons: Beyond Market Failure & Government Regulations
Traditional economic models of how to manage environmental problems relating to renewable natural resources, such as fisheries, have tended to recommend either government regulation or privatisation and the explicit definition of property rights. These traditional models ignore the practical reality of natural resource management. Many communities are able to spontaneously develop their own approaches to managing such common-pool resources. In the words of Mark Pennington: '[Professor Ostrom's] book Governing the Commons is a superb testament to the understanding that can be gained when economists observe in close-up detail how people craft arrangements to solve problems in ways often beyond the imagination of textbook theorists.' In particular, communities are often able to find stable and effective ways to define the boundaries of a common-pool resource, define the rules for its use and effectively enforce those rules. The effective management of a natural resource often requires 'polycentric' systems of governance where various entities have some role in the process. Government may play a role in some circumstances, perhaps by providing information to resource users or by assisting enforcement processes through court systems. Elinor Ostrom's work in this field, for which she won the Nobel Prize in economics in 2009, was grounded in the detailed empirical study of how communities managed common-pool resources in practice. It is essential that we avoid the 'panacea problem'. There is no correct way to manage common-pool resources that will always be effective. Different ways of managing resources will be appropriate in different contexts - for example within different cultures or where there are different physical characteristics of a natural resource. Nevertheless, there are principles that we can draw from the detailed study of the salient features of different cases to help us understand how different common-pool resources might be best managed; which rules systems and systems of organisation have the best chance of success or failure; and so on. Elinor Ostrom's approach has been praised by the left, who often see it as being opposed to free-market privatisation initiatives. In fact, her approach sits firmly within the classical liberal tradition of political economy. She observes communities freely choosing their own mechanisms to manage natural resource problems without government coercion or planning. In developing a viable approach to the management of the commons, it is important, among other things, that a resource can be clearly defined and that the rules governing the use of the resource are adapted to local conditions. This suggests that rules imposed from outside, such as by government agencies, are unlikely to be successful. There are important areas of natural resource management where Elinor Ostrom's ideas should be adopted to avoid environmental catastrophe. Perhaps the most obvious example relevant to the UK is in European Union fisheries policy. Here, there is one centralised model for the management of the resource that is applied right across the European Union, ignoring all the evidence about the failure of that approach.

The related series uru.an.na = mas / ltakkal, “uru.an.na means the mas/ltakkal plant”, and mud-ur.mah = mê sa libbi bini, “lion’s blood means the liquid from the heart of the tamarisk”, both give synonyms and equivalent foreign names for plants, herbs and wood, as well as for other ingredients ancient medical practitioners used to effect cures. This first volume about both series focuses on the cuneiform tablets on which the texts were written, from the British Museum, London, the Vorderasiatisches Museum, Berlin, and the Oriental Institute, Chicago. New hand copies and sketches show the physical and non-physical joins. Viewing the tablets as archaeological objects, the author provides numerous observations about format, shape, colour, ‘firing holes’, worm holes and trace fossils. The ways scribes marked out their tablets with horizontal lines (sometimes doubled) to separate entries or paragraphs or provide ruled tablets are described; vertical rulings defined the left edge and column divisions (sometimes replaced by a Glossenkeil). Areas reserved for writing, layout, slanted lines of writing, alignment and indentation of paragraphs, line spacing and ductus (especially changes from Middle to Neo-Assyrian) are carefully examined. The last chapter concentrates on scribal corrections and various correction marks, line markers and supplementary glosses. Such features illuminate the personal preferences and professional experience of the frequently anonymous scribes behind the tablets. The present volume is the fifth publication of a Frontinus-conference edited by Gilbert Wiplinger as a BABESCH supplement volume on historical water science. At the place of activity of Sextus Iulius Frontinus as curator aquarum and the capital of the Roman Empire it was probably one of the most important and challenging events of this congress series. For the first time a new path was taken, as the organizer and publisher wanted to approach the topic water from the artistic side. This was realized in the opening lecture with the presentation of a novel in which Frontinus plays the main character and a photo exhibition at the Austrian Historical Institute about the integration of the Aqua Claudia and the Aqua Anio Novus in the new building of the waterworks of Limburg (Holland). In eight sections 33 contributions are published in this volume. The first section deals with the different approaches to the topic of water. The second section is dedicated to the award of the Frontinus Medal to Hubertus Manderscheid, who was honoured during the conference for his fundamental research on the history of ancient water supply over many decades. The third section is dedicated to the aqueducts of Rome. After a general introduction, Colle Papese in Tivoli, the Aqua Alsietina and the distribution of the Aqua Claudia and Anio Novus within the city were discussed. The next section was devoted to aqueducts and water supply outside of Rome, presenting Pompeii, Tauromenion (Italy), Spalato (Croatia), Parion, the Şirince Aqueduct of Ephesus, Syedra (Turkey), Gerasa (Jordan), Sepphoris (Israel) and the pre-desert areas along the African Limes. The topic of the fifth section are toilets and baths: the toilets of Rome, the latrines of the baths of Caracalla, public baths in Late Antique Rome and the Roman baths of Parion (Turkey). Fountains was the topic of the sixth section with supply devices and water effects in Roman Imperial nymphaea, a fountain of a triclinium near the Temple Mount in Jerusalem, fountains in the Terrace Houses of Ephesus and the multi-sensory effects of water in Roman and Late Antique elite houses. The seventh section deals with hydraulic engineering: Frontinus' quinaria, the Nîmes aqueduct and castellum and planning and building an aqueduct without the use of surveying instruments. In the last section various topics were summarized with the feeling of water in Trajanian times, downdrains in Ostia and water machines in Medieval Arabic texts. The conference programme was impressively complemented by several full-day and half-day excursions. It offered the opportunity to visit monuments that are otherwise not accessible to the public. Once again it became clear that neither a lecture, nor a publication or pictures can replace the encounter with real archaeological findings. The presentation of new research results on ancient hydraulic engineering and the enhancement of knowledge by visiting comparative examples on site is the declared aim of this conference series.

Nova Science Publishers Inc Biochemical Studies on Some Biomarkers of Xenobiotic Exposure
Pesticides belonging to carbamate and organophosphate groups have the potential to induce oxidative stress. However, the role of aqueous extract of A. vera has not been properly studied to demonstrate its ameliorative potential against the toxicity induced by these pesticides in single and combination in different organs of mammalian systems. After an extensive literature survey on the subject, an endeavour has been made to define the following objectives in order to fill up the existing lacuna of information about cartap and malathion induced oxidative stress in rat blood, brain and liver and its impact on neurotransmission as well as energy metabolism. Liver and blood were also included in this study for establishing a more meaningful agreement. The present study was therefore undertaken to delineate the differential impacts of cartap and malathion on the biochemical and histological parameters in Wistar rats. In addition, the prophylactic effect of aqueous extract of A. vera leaves has also been evaluated. The objectives of the present study include: evaluation of xenobiotic-induced oxidative stress, determination of activity of acetylcholinesterase and other esterases in the brains of rats exposed to xenobiotics as potential biomarkers of neurotoxicity; evaluation of different enzymes of energy metabolism in rats exposed to xenobiotics; measurement of specific parameters concerning the function of the kidney and liver in rats exposed to xenobiotics; evaluation of AChE isozyme profile to specifically understand the target of xenobiotics in the brain of rats; analysis of patterns of major biomolecules (proteins/DNA) in rats exposed to xenobiotics for different treatment durations; and assessment of the ameliorative impact of phytochemicals, if any, on xenobiotics. This book is divided into eight sections. Section 1 contains the general introduction and background of the study. Section 2 contains an extensive literature survey on the subject so as to present updated information. Section 3 demonstrates the main objectives of the study. Baseball is a game of tabulation and tracking. While baseball has a long and storied history of analyzing performance, it was not until recent history that analytical approaches have been applied to the medical and physical aspects of baseball. In today's game, at every level, baseball players are tracked for factors beyond wins and losses, to help maintain player health, or in an attempt to improve performance. This book explores the future of baseball monitoring in the context of being able to handle, interpret, and extrapolate predictions from the masses of data being collected. In baseball, the throwing motion consists of a sequence of movements from the lower limbs to the upper limbs through the trunk. Failures in the sequence of movements can place an excess load on the upper arm and causes various disorders, the main causes being a high number of throws and inadequate throwing form. Too many throws will cause medial collateral ligament injury of the elbow and rotator cuff tear and periarthritis of the shoulder. As such, the authors aim to determine whether upper extremity strength is predictive of injury, how upper extremity strength can be reliably and practically tested in the clinic, and whether or not strengthening programs will have an effect on upper extremity strength ratios, as well as compare and contrast current throwing programs found in the literature. Additionally, ten right-handed college baseball batters participated in an experiment. They swung a bat towards five imaginary impact locations of different heights and lateral positions in the strike zone. They also hit a ball mounted on a tee stand placed in the strike zone which corresponded to the same five locations. The process was repeated seven times for each location, all of which were randomly assigned. Movements of the bat and ball were captured by an optical motion capture system at 250 Hz and 3-dimensional coordinates of the bat and ball were calculated. The freely available Statcast Trackman data provides continuous location coordinates for individual pitches using Doppler radar. This detailed spatial information can be employed to visualize a batter's ability across regions in and around the strike zone. As such, the authors summarize classical geostatistical methodology and show how it can be applied to real data. In another study, the authors explore hitting a stable ball mounted on a tee stand, rather than hitting a flying ball, to focus on the importance of vision in executing a batter's prepared or preplanned hitting movement for an impact location. This is achieved by eliminating the necessity of processing visual information regarding the ball's flight to predict the time and location of the pitch's arrival and modulate the movement with respect to the flight of the pitch. The closing chapter examines the long history of tobacco use in baseball that dates back to the 19th century and the creation of the sport. Athletes and coaches initially used spit tobacco as a way to keep their mouths moist during dusty games and to alter the baseball to improve grip and break.

Library of the Holocaust IMI: A Lifetime in the Days of the Family Mandel
The story of the transport, known as “Kasztner’s Train” that carried 1, 676 Jewish men women and children from Budapest and its environs out of immediate danger, and eventually to freedom is one of the most compelling and thought-provoking episodes of the Holocaust. The Jews of Hungary were the last remaining large group of Jews left in Europe. Although subjected to anti-Jewish decrees and acts of violence, they remained mostly intact. That changed in March 1944 when the Nazis, afraid that their Hungarian cronies were about to capitulate to the Allies, occupied the country. Before long, the fate of the Jews in Hungary became precarious, then deadly. They were deported at a frightening rate, most directly to Auschwitz where almost ninety percent of the over 425,000 Jews perished. Against this backdrop, Rudolf Kasztner, a part of a Jewish aid group tried r=to prevent Jews from being deported. He negotiated directly with the notorious Nazi, Adolf Eichmann to release Jews in exchange for payment. Kasztner wanted a much larger arrangement, but it never happened. To some, Kasztner was a literal life saver. To others, he was a collaborator, a traitor to his people.Among those on that train, along with his mother and uncle, was eight-year-old Imi Mandel. The story of how he came to be included in that uncertain journey that travelled from Budapest to the Bergen-Belsen Concentration Camp, and after six months, on to freedom in Switzerland is but one part of the tale told by Mandel’s friend, Terry Horowitz. Along the way Mandel and his family crossed paths with some of the memorable people we think about when studying the Holocaust: names like Hannah Szenes, Anne Frank and Raoul Wallenberg. Mandel’s father, Lajos was a prominent cantor in Budapest and an important figure in Jewish life there. But he was forced laborer hundreds of miles away and didn’t even know his wife and child had left Budapest. Eventually the family was reunited, first in Israel and later in the United States. Imi, now known as Manny, grew to adulthood, and has had a successful and rewarding life. He now regularly speaks about the Holocaust in front of various groups. The story of Manny and the entire Mandel family offers us a rich detail of the Jewish world before and during the war, along with its aftermath and how they overcame many tragedies and obstacles. The ancient town discovered at the site of today’s Marina el-Alamein (located on the northern coast of Egypt) developed from the 2nd century BC to the 6th century AD. A variety of cultures appeared and met here and grew in strength – then their significance weakened – but they always co-existed and influenced one another. The syncretism prevailing here is notable in the spheres of art, architecture, religion and worship. 2015 marked thirty years since the discovery of the remains of the ancient city, which, for many centuries, had been unknown to the world. The remains were found unexpectedly during the preparatory work for the construction of a modern tourist settlement on the Mediterranean coast, and the significance and extraordinary value of the discovery was immediately recognised. Now the ancient city, and the historic remains of its buildings, are gradually coming to light. The Jubilee was twofold, since 2015 marked also the 20th anniversary of the setting up of the Polish-Egyptian Conservation Mission, Marina el-Alamein. Throughout this time, both architectural and archaeological research have been carried out at the site, many discoveries have been made, numerous relics of historic building structures have been preserved, and conservation methods have been improved. In the jubilee year, researchers who work on archaeological sites and towns with a similar history and position in the ancient world in the realms of art and culture were invited to contribute to a scientific discussion and exchange of experiences. In Reasonable Hope considers three foundational responses to this quest for some understanding of the existence, meaning, and value of everything. Other approaches can be considered as combinations or variations of these. Firstly, there is the approach which claims that it is our humanity, exercising its unique intelligent subjectivity, that is the source and measure of all possible meaning and value. Nothing can be thought of as existing, meaningful or of value apart from a thinking human subject. This is a broadly Humanist approach to ultimate meaning. Man is the measure of all things. Secondly, there is the approach of Scientism. This claims that an ultimate understanding of the world and ourselves must be sought, less anthropocentrically, in terms of the findings of basic empirical sciences such as physics and chemistry. We live in a world ever-increasingly dominated by the autonomous system of science and technology. Such Scientism implies an explicitly reductionist and materialist conception of the meaning and value of everything. Thirdly, there is the approach of Theism which maintains that, in the final analysis, the meaning and value of everything, insofar as this can be known, is to be explained in terms of a transcendent infinitely perfect personal being we call God.The first two approaches are carefully considered. However, it is the third to which most attention is devoted. Consideration is given to the traditional impersonal metaphysical approach to questions about the existence and nature of God. The alternative approaches of linguistic philosophy and phenomenology, which reject such metaphysical speculation are also discussed. These various approaches are judged to be complementary rather than strict alternatives.In the latter half of the book is devoted to a more personal and self-involving discussion of the relevance of an affirmation of the existence of God. It explores the implications of a rational commitment to live one's life in accordance with the requirements of values which transcend explanation in purely physical terms, such as truth, goodness, beauty, and especially love. It provides a personal and existential development of the rational hope that such values are ultimately more objectively real and dependable than the eventual universal material chaos predicted by empirical science. It argues that the existence of God as the infinite expression and source of these values is the necessary and sufficient condition of this rational hope in their enduring significance. Finally, there is an account of how the Christian Revelation illuminates and transforms our rational hope in the enduring significance of love of God and neighbor.
