Relationships between local and central government and voluntary and community organisations have been controversial for some time; and particularly since the introduction of the 'contract culture' during the 1980s. New Labour now argues that it wishes to develop a 'partnership culture' in which the voluntary sector is a major partner. New local partnerships, or compacts, of varying kinds are now being developed across the UK, involving a range of local public agencies including councils, health bodies and Learning and Skills Councils. This report is the first national evaluation of how this new approach to partnership working is being implemented at a local level. Based on 12 detailed case studies in England, Scotland and Wales, the report describes the development of the compacts, highlights some of the major barriers to effective partnership working, and offers key lessons from their development to date. It also addresses the particular difficulties faced by marginalised groups, such as small community groups and organisations representing black and minority ethnic communities. This report is a key resource for all those concerned with effective and participative local governance, including local government officers and members, managers and staff in health organisations, and voluntary and community sector workers. It provides key arguments in favour of the development of local compacts and guidance for those wishing to engage in their development.

The fact that most societies in the developed world are now multicultural raises many challenges for policy and for the delivery of welfare services which most states have yet to address, retreating into forms of institutional racism to deny minorities the services they need. The resulting propositions over the structure of complex systems sparked an ongoing debate regarding the mechanisms generating discontinuities and the statistical methods used for their detection. This volume takes the view that ecosystems and other complex systems are inherently discontinuous and that such fields as ecology, economics, and urban studies greatly benefit from this paradigm shift. Contributors present evidence of the ubiquity of discontinuous distributions in ecological and social systems and how their analysis provides insight into complex phenomena. First full English translation of a major text, narrating the adventures of the Jouvencel whilst interweaving them with advice on military tactics and strategies. Le Jouvencel is one of the most important and revealing sources for the study of medieval warfare and chivalry. It tells the story of a poor young soldier whose skill at arms enables him to rise through the ranks and eventually marry a foreign princess. Jean de Bueil (1406-1477 wrote the book around 1466, following his retirement from military service, drawing heavily upon his own experiences as one of the most prominent French soldiers of the fifteenth century. The pages of Le Jouvencel are filled with unusually detailed descriptions of military campaigns, sieges and battles, capturing the tactics, weapons and everyday life of the soldier with a vivid eye for detail. Many of the characters, places and events described in the apparently fictional story were actually inspired by recent history, as was revealed in a Commentary written just a few years after Bueil's death by one of his squires, Guillaume Tringant. Jean de Bueil wrote Le Jouvencel to provide future generations of soldiers and military leaders with advice on chivalry, knighthood and the art of warfare. As a result, this remarkable chivalric narrative offers a window into the martial culture of French soldiers during the final stages of the Hundred Years War. This first English translation is presented with an introduction to the text and to Jean de Bueil, and explanatory notes.

In America between 1946 and 1953, the German-Jewish architect Eric Mendelsohn planned seven synagogues, of which four were built, all in the Midwest. In this book, photographer Michael Palmer has recorded in exquisite detail Mendelsohn's four built synagogues: Saint Paul, Saint Louis, Cleveland and Grand Rapids. These photographs are accompanied by an insightful contextual essay by Ita Heinze-Greenberg which reflects on Eric Mendelsohn and his Jewish identity.Mendelsohn's post-war commitment to sacred architecture was a major challenge to him, but one on which he embarked with great enthusiasm. He sought and found radically new architectural solutions for these ‘temples’ that met functional, social and spiritual demands. In the post-war and post-Holocaust climate, the old references had become obsolete, while the founding of the State of Israel in 1948 posed a claim for the redefinition of the Jewish diaspora in general. The duality of Jewish and American identity became more crucial than ever and the congregations were keen to express their integration into a modern America through these buildings. Hardly anyone could have been better suited for this task than Mendelsohn, as he sought to justify his decision to move from Israel and adopt the USA as his new homeland. The places he created to serve Jewish identity in America were a crowning conclusion of his career. They became the benchmark of modern American synagogue architecture, while the design of sacred space added a new dimension in Mendelsohn’s work.
