In addition, the book describes in a comprehensive way the organization and how to design a spike-based neuromorphic system to perform network of spiking neurons communication, computing, and adaptive learning for emerging AI applications. The book begins with an overview of neuromorphic computing systems and explores the fundamental concepts of artificial neural networks. Next, we discuss artificial neurons and how they have evolved in their representation of biological neuronal dynamics. In keeping with the editorial policies of the Research Series, it restores Boswell's original spelling, punctuation and paragraphing (and his generally less than perfect French). The phrase “an animal a thousand miles miles long,” attributed to Aristotle, refers to a sprawling body that cannot be seen in its entirety from a single angle, a thing too vast and complicated to be knowable as a whole. For Leath Tonino, the animal a thousand miles long is the landscape of his native Vermont. Tonino grew up along the shores of Lake Champlain, situated between Vermont’s Green Mountains and New York’s Adirondacks. His career as a nature and travel writer has taken him across the country, but he always turns his eye back on his home state. “All along,” he writes, “I’ve been exploring various parts of the animal, trying to make a prose map of its body—not to understand it in a conclusive or definitive way but rather to celebrate it, to hint at its possibilities.” This fragmented yet deep search is the overarching theme of the twenty essays in The Animal One Thousand Miles Long. Tonino posits that geography, natural history, human experience, and local traditions, seasons, and especially atypical outings—on skis, bicycles, sleds, and boogie boards—can open us to a place and, simultaneously, open a place to us. He looks closely at what he calls "huge-small" Vermont, but his underlying mission is to demonstrate our collective need to better understand the meaning of place, especially the ones we call home and think we know best. This research aims to make an original and advanced contribution to state-of-the-art sky models. It focuses on high-resolution sky radiance and luminance models given their essential importance in a host of scientific and engineering applications. For example, improved sky radience and luminance models can be used to improve the design and operation of energy-efficient and sustainable buildings. All these applications require high-fidelity information on spatial and temporal distribution of solar irradiance and illuminance on building surfaces. The empirical basis for related decision-making processes is, however, rather limited: Available measured data - collected by typical weather stations - is typically restricted to global horizontal irradiance. Few research-class climatic monitoring stations also record the diffuse component of solar irradiance. This research will therefore examine a number of such models in detail and explore both improvement possibilities of existing models and the potential for alternative modeling approaches in future developments. Specifically, this research aims at developing accurate high-resolution sky radiance and sky luminance models for the city of Vienna. In order to generate sky radiance maps, the diffuse radiation component of the global horizontal irradiance should be typically derived based on proper diffuse fraction models. Accordingly, this research starts with an attempt to improve the existing diffuse fraction models. When both diffuse and direct horizontal irradiance data are available, the existing models intended for the sky radiance generation can be comprehensively evaluated and further developed to arrive at a more reliable locally verified sky radiance distribution model. In addition to sky radiance distribution maps, which greatly support the design of buildings' solar energy systems, sky luminance maps are needed to support the design of buildings' daylighting systems. However, to generate sky luminance maps from sky radiance maps, appropriate luminous efficacy information is required, which is not available from typical weather stations. Therefore, this research shall also explore methods with various degrees of resolution to derive illuminance data based on more broadly available global irradiance data. Solid high-resolution empirical data is needed not only to evaluate the existing models, but also to develop and validate new models. For this purpose, I will deploy our existing monitoring facility to systematically collect both typical weather station data and additional information concerning the diffuse component of the global horizontal irradiance, global horizontal illuminance, vertical irradiance, as well as detailed sky luminance and radiance distributions.

The federal government is today facing the largest fiscal challenge since World War II. The fundamental question before the nation is whether the fiscal course the government is on can continue. In Entitlement Spending: Our Coming Fiscal Tsunami, David Koitz argues that it is not a Democratic or Republican problem; it is an American problem. As it comes ever closer, he contends, the need for political convergence becomes ever more pressing. Written so as to make the issues understandable to nonexperts, the book is designed to raise public awareness of the urgency to act by clarifying misconceptions and presenting the facts on the impending economic crisis driven by the federal government's enormous spending on entitlement programs. Although Medicare, Medicaid, and Social Security are idolised as pillars of the nation's safety net, he shows why those programs are in fact the largest drivers of our looming fiscal problem. He explains how, if an effective remedy is to emerge, those programs must contribute heavily to the changes lawmakers consider and offers various policy directions for reining in their spending. Koitz suggests, for instance, that increasing out-of-pocket spending by health care consumers may be the only effective way to sensitise both medical providers and patients to the costs of care, contending that, regardless of how this may affect utilisation or medical practices, major limits are needed in Medicare and Medicaid expenditures because they have become unaffordable. Whether by raising the Medicare eligibility age above sixty-five, imposing higher deductibles and co-payments, or converting Medicare to a program supporting the purchase of health insurance in the private market, the program's expenditures must be reined in and the expectations of future Medicare recipients balanced against the risks of a governmental debt calamity. For Social Security, he says, the public must understand that much of the system's financial problems are due to the large gains in longevity since the system's inception in the 1930s and the much larger lifetime benefits now being paid to current retirees and projected to be paid to future generations. Social Security too, he contends, needs major constraints, many of which have long lingered and are well understood on Capitol Hill; what is lacking is political courage. He emphasises that the nation's long-term economic outlook is now predicated on issuing an unsustainable amount of debt and that for policy makers to ignore that condition and the things creating it, or to pass the buck to future generations to make the hard choices, is simply irresponsible. He concludes "it's not courage to make clear what for decades was opaque. It's not courage to act responsibly and do what's seemingly hard. It's statesmanship. It's about the real job of legislating.

A century ago, Vienna and Budapest were the capital cities of the western and eastern halves of the increasingly unstable Austro-Hungarian empire and scenes of intense cultural activity. Vienna was home to such figures as Sigmund Freud, Gustav Klimt, and Hugo von Hofmannsthal; Budapest produced such luminaries as Bela Bartok, Georg Lukacs, and Michael and Karl Polanyi. However, as Peter Hanak shows in these vignettes of Fin-de-Siecle life, the intellectual and artistic vibrancy common to the two cities emerged from deeply different civic cultures. Hanak surveys the urban development of the two cities and reviews the effects of modernization on various aspects of their cultures. He examines the process of physical change, as rapid population growth, industrialization, and the rising middle class ushered in a new age of tenements, suburbs, and town planning. He investigates how death and its rituals--once the domain of church, family, and local community--were transformed by the commercialization of burials and the growing bureaucratic control of graveyards. He explores the mentality of common soldiers and their families--mostly of peasant origin--during World War I, detecting in letters to and from the front a shift toward a revolutionary mood among Hungarians in particular. Winner of the Sociology of Health and Illness Book Prize HIV has changed in the presence of recent biomedical technologies. In particular, the development of anti-retroviral therapies (ARVs) for the treatment of HIV was a significant landmark in the history of the disease. Treatment with ARV drug regimens, which began in 1996, has enabled many thousands to live with the human immunodeficiency virus without progressing to AIDS. Yet ARVs have also been fraught with problems of regimen compliance, viral resistance, and iatrogenic disease. Besides intensifying the technological and ethical complexities of medicine, the drugs have also affected conceptions of risk and risk practices, in turn presenting new challenges for prevention. In order to devise safer, more effective forms of treatment, prevention, and possibly cure, Marsha Rosengarten asserts, it is essential to understand the relationship between HIV, medical technologies, and ideas about the body. HIV is an entity that constitutes and is constituted by complex material and informational environments. Recognition of this two-way traffic between the medical science of HIV and the expression of HIV in individuals and societies provides a novel basis for devising new or supplementary modes of thinking about and intervening in the epidemic. Through such diverse materials as drug advertisements, pill formulations, scientific articles, clinical trials, diagnostic test results, and viral imaging as well as interviews with those living and working with HIV, Rosengarten provides numerous demonstrations of how the entities comprising the HIV epidemic - bodies, viral resistance, diagnostic results, safe sex - are forged through dynamic relations. A major contribution to our knowledge of the Worcester porcelain factory in its early years, based on a single large and elaborate dinner service commissioned by an Irish family. 2020 Winner of the American Ceramic Circle Book Award The early years of the famous Worcester porcelain factory established by Dr Wall have always been a little mysterious, owing to the destruction of the records of thebusiness for this period. Alec Cobbe's discovery of family papers listing the purchases over a period of years of a particularly beautiful and ornate table set have enabled him to give a vivid glimpse of how the factory interacted with its customers. He is able to describe the commissioning of perhaps the largest service of first period Worcester porcelain on record by Thomas and Lady Betty Cobbe for Newbridge House Co. Dublin. It was bought in stages from 1763 as the family travelled from Dublin to Bath each year, stopping at Worcester en route, as other Irish gentry did. The Cobbe service, uniquely in the context of British porcelain, was accompanied by a full set of Irish silver and steel cutlery fitted with Worcester porcelain handles matching the service. The various pieces of porcelain and their historical context are described as well as their painted decoration, and the sources for it. The later history of the service is outlined and its gradual dispersal in the nineteenth century, culminating in a final sale of the remaining pieces lot by lot in a Christie's sale in 1920. This book celebrates Cobbe's reassembly of more than 160 pieces of the original service over a period of more than thirty years and their return to Newbridge following their exhibition in the State Apartments at Dublin Castle. Overall, the book gives an important insight into Irish social life and patronage in the mid-eighteenth century. Alec Cobbe was born in Ireland and still resides in Newbridge House, Co. Dublin, where his ancestors have lived since it was built in the middle of the eighteenth century. He practises as an artist and designer. As a passionate collector, he added to his family's historic collections and assembled the world's largest group of composer-owned keyboard instruments.

How do you rationally connect the diverse literature, music, and painting of an age? Throughout the modernist era-which began roughly in 1872 with the Franco-Prussian War, climaxed with the Great War, and ended with a third catastrophe, the Great Depression-there was a special belligerence to this question. It was a cultural period that envisioned many different models of itself: to the Cubists, it looked like a vast jigsaw puzzle; to the Expressionists, it resembled a convulsive body; to the Dadaists, it brought to mind a heap of junk following an explosion. In Putting Modernism Together, Daniel Albright searches for the center of the modernist movement by assessing these various artistic models, exploring how they generated a stunning range of creative work that was nonetheless wound together aesthetically, and sorting out the cultural assumptions that made each philosophical system attractive. Emerging from Albright's lectures for a popular Harvard University course of the same name, the book investigates different methodologies for comparing the evolution and congruence of artistic movements by studying simultaneous developments that occurred during particularly key modernist years. What does it mean, Albright asks, that Joseph Conrad's Heart of Darkness, published in 1899, appeared at the same time as Claude Debussy's Nocturnes-beyond the fact that the word "Impressionist" has been used to describe each work? Why, in 1912, did the composer Arnold Schoenberg and the painter Vassily Kandinsky feel such striking artistic kinship? And how can we make sense of a movement, fragmented by isms, that looked for value in all sorts of under- or ill-valued places, including evil (Baudelaire), dung heaps (Chekhov), noise (Russolo), obscenity (Lawrence), and triviality (Satie)? Throughout Putting Modernism Together, Albright argues that human culture can best be understood as a growth-pattern or ramifying of artistic, intellectual, and political action. This book simultaneously tells a story—or rather, stories—and a history. The stories are those of Greek Leftists as paradigmatic figures of abjection, given that between 1929 and 1974 tens of thousands of Greek dissidents were detained and tortured in prisons, places of exile, and concentration camps. They were sometimes held for decades, in subhuman conditions of toil and deprivation. The history is that of how the Greek Left was constituted by the Greek state as a zone of danger. Legislation put in place in the early twentieth century postulated this zone. Once the zone was created, there was always the possibility—which came to be a horrific reality after the Greek Civil War of 1946 to 1949—that the state would populate it with its own citizens. Indeed, the Greek state started to do so in 1929, by identifying ever-increasing numbers of citizens as “Leftists” and persecuting them with means extending from indefinite detention to execution. In a striking departure from conventional treatments, Neni Panourgiá places the Civil War in a larger historical context, within ruptures that have marked Greek society for centuries. She begins the story in 1929, when the Greek state set up numerous exile camps on isolated islands in the Greek archipelago. The legal justification for these camps drew upon laws reaching back to 1871—originally directed at controlling “brigands”—that allowed the death penalty for those accused and the banishment of their family members and anyone helping to conceal them. She ends with the 2004 trial of the Revolutionary Organization 17 November. Drawing on years of fieldwork, Panourgiá uses ethnographic interviews, archival material, unpublished personal narratives, and memoirs of political prisoners and dissidents to piece together the various microhistories of a generation, stories that reveal how the modern Greek citizen was created as a fraught political subject. Her book does more than give voice to feelings and experiences suppressed for decades. It establishes a history for the notion of indefinite detention that appeared as a legal innovation with the Bush administration. Part of its roots, Panourgiá shows, lie in the laboratory that Greece provided for neo-colonialism after the Truman Doctrine and under the Marshall Plan.

Confronting the evils of World War II and building on the legacy of the 1776 Declaration of Independence and the 1789 French Declaration of the Rights of Man and of the Citizen, a group of world citizens including Eleanor Roosevelt drafted the Universal Declaration of Human Rights. Adopted by the United Nations in 1948, the Universal Declaration has been translated into 300 languages and has become the basis for most other international human rights texts and norms. In spite of the global success of this document, however, a philosophical disconnect exists between what major theorists have said a human right is and the foundational text of the very movement they advocate. In Inherent Human Rights: Philosophical Roots of the Universal Declaration, philosopher and political theorist Johannes Morsink offers an alternative to contemporary assumptions. A major historian of the Universal Declaration, Morsink traces the philosophical roots of the Declaration back to the Enlightenment and to a shared revulsion at the horrors of the Holocaust. He defends the Declaration's perspective that all people have human rights simply by virtue of being born into the human family and that human beings have these rights regardless of any government or court action (or inaction). Like mathematical principles, human rights are truly universal, not the products of a particular culture, economic scheme, or political system. Our understanding of their existence can be blocked only by madness and false ideologies. Morsink argues that the drafters of the Declaration shared this metaphysical view of human rights. By denying the inherence of human rights and their metaphysical nature, and removing the concepts of the Declaration from their historical and philosophical context, contemporary constructivist scholars and pragmatic activists create an unnecessary and potentially dangerous political fog. The book carefully dissects various human rights models and ends with a defense of the Declaration's cosmopolitan vision against charges of unrealistic utopianism and Western ethnocentrism. Inherent Human Rights takes exception to the reigning view that the Golden Rule is the best defense of human rights. Instead, it calls for us to "follow the lead of the Declaration's drafters and liberate the idea of human rights from the realm of the political and the juridical, which is where contemporary theorists have imprisoned it."

Recent discussions on Byzantine art have been dominated by the question of representing realia. Among these, however, the way works of art reflect the daily life of women have not received much space or attention. The present book studies various images representing women's status and her performative tasks, and their significance from the fourth century to the fall of the Empire, through analysis of archaeological evidence and works of art. It addresses a wide range of questions, some pertaining both to pictorial traditions and to their late antique antecedents, others peculiar to changing and evolving Byzantine culture and mentality. The first chapter deals with the imagery of childbearing, starting with conception and concluding with the care given to the new born and the mother. The second chapter investigates motherhood imagery (breastfeeding, child care, and child-mother intimacy) and the portrayal of women as caretakers and managers of the household (preparing food, bringing water, carding and weaving, or working side by side with their husbands). The third chapter is dedicated to representations of women holding positions outside the house: midwives, maidservants, wet nurses, and mourners. Images of women engaged in disreputable occupations-dancers, musicians, prostitutes and courtesans - complete this chapter. The fourth chapter discusses images of women portrayed in the metaphorical margins - looking out from the gynaikon (the women's apartments), or at their private toilette; it also deals with representations of women who stray from the societal mainstream - concubines; adulteresses, women consenting to sexual acts or being coerced into them - considered symbolically as belonging to the margins of society. The book concludes with a discussion of the degree to which the visual material reliably reflects reality and changing attitudes toward women between Late Antiquity and late Byzantium; and further, to what extent it reveals embedded perceptions and conceptions of women, constructed by canonic regulations and imperial law, popular beliefs and accepted customs. The book aims to lift a veil from known and less known works of art and to present the rarely described picture of the daily life of women in Byzantine art over a very wide chronological span of time, in an effort to expand our knowledge of women in Byzantium and their realia.
